This paper argues that globalisation has implications for research and theory in the social sciences, demanding that the social no longer be seen as homologous with nation, but also linked to postnational or global fields. This situation has theoretical and methodological implications for comparative education specifically focused on education policy, which traditionally has taken the nation-state as the unit of analysis, and also worked with ‘methodological nationalism’. The paper argues that globalisation has witnessed a rescaling of educational politics and policymaking and relocated some political authority to an emergent global education policy field, with implications for the functioning of national political authority and national education policy fields. This rescaling and this reworking of political authority are illustrated through two cases: the first is concerned with the impact of a globalised policy discourse of the ‘knowledge economy’ proselytised by the OECD and its impact in Australian policy developments; the second is concerned explicitly with the constitution of a global education policy field as a commensurate space of equivalence, as evidenced in the OECD’s PISA and educational indicators work and their increasing global coverage. The paper indicatively utilises Bourdieu’s ‘thinking tools’ to understand the emergent global education policy field and suggests these are very useful for doing comparative education policy analysis.  相似文献

Bourdieu did not write anything explicitly about education policy. Despite this neglect, we agree with van Zanten that his theoretical concepts and methodological approaches can contribute to researching and understanding education policy in the context of globalisation and the economising of it. In applying Bourdieu’s theory and methodology to research in education policy, we focus on developing his work to understand what we call ‘cross‐field effects’ and for exploring the emergence of a ‘global education policy field’. These concepts are derived from some of our recent research concerning globalisation and mediatisation of education policy. The paper considers three separate issues. The first deals with Bourdieu’s primary ‘thinking tools’, namely practice, habitus, capitals and fields and their application to policy studies. The second and third sections consider two additions to Bourdieu’s thinking tools, as a way to reconceptualise the functioning of policy if considered as a social field. More specifically, the second section develops an argument around cross‐field effects, as a way to group together, research and describe policy effects. The third section develops an argument about an emergent global education policy field, and considers ways that such a field affects national education policy fields.  相似文献

This paper utilizes Bourdieu’s conceptual frame to examine the mediatized effects of policy processes concerned with the growth and support of knowledge industries in Australia. These policies span education, science, research and other knowledge industries (such as venture capital firms and intellectual property law). The paper argues that some policy processes are best represented as temporary social fields. The nature of these fields can be described by the kinds of cross‐field effects that they produce. A case study of an Australian knowledge economy policy, The chance to change, and associated policy processes demonstrates the broad analytic capacities of Bourdieu’s conceptual frame for policy analysis, when combined with the concepts of cross‐field effects and temporary social field developed here.  相似文献

This paper is concerned to demonstrate the usefulness of the theory of Bourdieu, including the concepts of field, logics of practice and habitus, to understanding relationships between media and policy, what Fairclough has called the ‘mediatization’ of policy. Specifically, the paper draws upon Bourdieu’s accessible account of the journalistic field as outlined in On television and journalism. The usefulness of this work is illustrated through a case study of a recent Australian science policy, The chance to change. As this policy went through various iterations and media representations, its naming and structure became more aphoristic. This is the mediatization of contemporary policy, which often results in policy as sound bite. The case study also shows the cross‐field effects of this policy in education, illustrating how today educational policy can be spawned from developments in other public policy fields.  相似文献

This paper argues that key education policy initiatives since the introduction of the National Curriculum in the UK are Government‐mediated responses to pressures in the global knowledge economy. Successful implementation of these policies has required a change in the way in which education institutions and professionals are controlled and managed. George Ritzer's ‘McDonaldization’ thesis, a conceptualization of a dominant form of economic and cultural globalization, is outlined and it is then argued that national education policy has led to the ‘McDonaldization’ of the state school education system in England. Benjamin Barber's concept of ‘McWorld’ is used to represent the consumerist world which a narrowed educational vision seeks to serve.  相似文献

This paper maps the global dimension of higher education and associated research, including the differentiation of national systems and institutions, while reflecting critically on theoretical tools for working this terrain. Arguably the most sustained theorisation of higher education is by Bourdieu: the paper explores the relevance and limits of Bourdieu’s notions of field of power, agency, positioned and position‐taking; drawing on Gramsci’s notion of hegemony in explaining the dominant role played by universities from the United States. Noting there is greater ontological openness in global than national educational settings, and that Bourdieu’s reading of structure/agency becomes trapped on the structure side, the paper discusses Sen on self‐determining identity and Appadurai on global imagining, flows and ‘scapes’. The dynamics of Bourdieu’s competitive field of higher education continue to play out globally, but located within a larger and more disjunctive relational setting, and a setting that is less closed, than he suggests.  相似文献

The concept of field forms the centre of Pierre Bourdieu’s relational sociology and the notion of ‘autonomy’ is its keystone. This article explores the usefulness of these underexamined concepts for studying policy in higher education. It begins by showing how Bourdieu’s ‘field’ approach enables higher education to be examined as a distinct and irreducible object of study. It then explores the value and limitations of this conceptualization through analyses of policy during two contrasting moments of transition in the same field. First, the insights offered by a field approach are illustrated by analysing the new student debate over the creation of new universities in early 1960s English higher education. This shows how the field’s relatively high autonomy shaped the focus and form of policy debates by refracting economic and political pressures into specifically educational issues. Second, considering contemporary changes in policy highlights how the erosion of the social compact underpinning higher education has increasingly fractured autonomy, necessitating the development of Bourdieu’s conceptualization. A distinction between positional and relational dimensions of autonomy is introduced to capture an increasing disjuncture between the origins of the actors running higher education and of the principles they are adopting, respectively. These concepts are utilized to illuminate the effects of current moves towards marketization and managerialism in higher education on principles, practices and identities within the field.  相似文献

This paper reprises the argument for the emergence of a global education policy field and then focuses on the shared habitus of global and national policy actors and technicians. It is argued that this shared habitus is constituted as a reflection of and a contribution to the creation of the global education policy field. Bourdieu’s approach to habitus as both methodological tool and concept is used and the significance of the interview encounter to understanding habitus is argued. The authors also draw on the content of interviews with five elite policy-makers and technicians. It was found that the policy actors and technicians shared a similar middle-class embodied habitus; in terms of schemes of perception, they identified with a high-modernist confidence in both science and technology; they identified with a cosmopolitan outlook and sensibility; and demonstrated scientistic approaches that held real confidence in understanding the social through quantitative social science methods.  相似文献

Nearly two decades ago, Ladwig outlined the theoretical and methodological implications of Bourdieu’s concept of the social field for sociological analyses of educational policy and school reform. The current analysis extends this work to consider the sociological import of one of the most ubiquitous forms of educational reform found around the planet: school reform networks. On the one hand, this analysis highlights the extent to which schooling is composed of multiple, co-existing social fields, which offer school reform networks ample leverage points for change. On the other hand, the degree to which reform networks hope to realise their ambitions fundamentally depends on their capacity to leverage the transferability of capitals among those social fields that govern the daily practices of schooling.  相似文献

The task of social scientists is to find ways of investigating and understanding the social, political and economic world, in order to offer insights into everyday and public life in the past, present and future. Bourdieu’s tool kit offers a particular way of theorizing the rules, narratives and self‐held truths of social phenomena and of educational policy as a specific object of analysis. In this article I develop a series of propositions about the ways in which field theory might be applied to explain the abrupt public policy shift effected by the Thatcher government and the adjustments made to it by the Blair government. I suggest that a Bourdieuian approach shows policy working as a means of codification, as a doxa of misrecognition and as currency exchange within and across fields. I conclude with some thoughts about the difficulties of explicating interactions between fields.  相似文献

Bourdieu’s version of field theory has had an impressive impact on the ways that sociologists of education conceptualize educational practices. These accounts tend to focus on the varying levels of ontological complicity established between students’ cultural dispositions and educational institutions. In this paper, the wisdom of these accounts is acknowledged but it is also suggested that Bourdieu’s field theory does not go far enough to detail the ways that positions in local educational fields embody pedagogic qualities and action trajectories. Drawing on insights from social psychology and relational sociology, a field theory for local educational action is outlined that more adequately accounts for the ways that students and educators directly experience and act upon curricular and pedagogic qualities in educational settings. An empirical example is then offered of the authors’ claims within the context of curricular tracking/streaming, and the article concludes by considering the practical and political consequences of this theoretical shift.  相似文献

This paper examines the relationship between the World Bank and the United Nations Educational, Scientific and Cultural Organization (UNESCO) between the 1960s and the 1980s. It focuses on the Co-operative Program (CP) between the two organizations, which was established in 1964 and lasted officially until 1989. In the context of the Co-operative Program, the Education Financing Division (EFD) was established, a joint unit located in UNESCO, with the purpose of carrying out technical missions to assist governments in the identification and preparation of educational projects and the formulation of funding requests to the World Bank. Drawing on archival research and interviews with former UNESCO and World Bank officials, the paper traces the history of the Co-operative Program, which was characterized by intense power struggles exacerbated by Cold War tensions. During the 25 years of the duration of the Co-operative Program, the World Bank developed into the most influential policy shaper for education in developing countries, while the influence of UNESCO, created in the post-World War II order as the United Nations’ designated organization for education, declined. Using Bourdieu’s concept of fields and DiMaggio and Powell’s concept of isomorphism as analytical lenses, the World Bank’s expansion to a development agency will be explained by its greater autonomy as a field, endowed with more capital based on the rationalization of education and isomorphic processes of professionalization of the “field of power” of educational planning. To the detriment of UNESCO, the World Bank became the powerhouse of a global governance structure that was built with support from the United States government and furthered by the rise of economics.  相似文献

This paper moves beyond a conceptualization of globalization as a top‐down imposition of policy directions ‘from above’ to focus on the active two‐way dynamics between global, national and local levels of policy processes. Arguably, the particular ‘case’ examined here of ‘quality’ policy is especially appropriate as quality policy and golbalization rose to prominence in educational discourses at roughly the same time during the 1990s, suggesting that the two may be intimately interconnected. An analysis of new quality policy in Australian higher education for the 2000s is used as a vehicle to explore the dynamic reciprocity of global–national–local interactions in policy processes as revealed through empirical evidence collected during interviews with members of the national Australian Universities' Quality Agency. The concluding discussion highlights a key meta‐level theme of education policy transfer between countries and the potential for global policy convergence.  相似文献

The argument developed in this paper is that a focus on practice provides some resolutions to methodological problems facing Bourdieuian scholarship in education. In order to develop Bourdieu's work on practice to account for the interactions between practices, this paper presents a conceptualization of practice as chains of production and consumption. The first part of the paper reviews the account of practice offered by Bourdieu both embedded in practice games and as field effects. The second part of the paper introduces practice chains of production and consumption as a way to conceptualize practice by drawing on a case involving print journalists’ involvement with policy makers over the course of an Australian policy review. The final section presents a discussion of this conceptualization and highlights the potential of the concept for further research in understanding the processes of educational policy development.  相似文献

This paper asserts that the religious assumptions of Christian academies need to be fully examined in relation to any analysis of their cultural practices, impact or policy implications. It proposes that Bourdieu’s concepts of habitus, cultural capital and symbolic power can be broadened out from their traditional use in accounting for social positioning in order to explore the interaction of religious faith and institutional culture. The emergent analytical framework outlined relies on series of theoretical tools drawn from Bourdieu whose social theory and concepts are already employed extensively in sociology of education research and studies of religion.  相似文献

Increasingly mediatised policy processes influence practice in schools as education becomes a site of parental anxiety and choice exacerbated by standardised national assessment and ranking of schools in the media. This paper analyses the responses to media scrutiny of six principals whose schools’ national test results were reported in the Australian press following the release of the federal Labour Government’s MySchool website in 2010. Drawing on Bourdieu’s theory of social fields, the concept of cross-field effects, and associated research on mediatisation, the evidence suggests that the relationships between the press, education policy and schools are highly contested, and that principals have some agency in talking back regarding their school’s reported ‘performance’.  相似文献

In coping with the challenges of globalization, various reform measures, in the field of social policy, have been initiated in post‐Mao China. Strategies such as privatization, marketization, commodification and societalization have been adopted to redefine the relationship between the state, the market and other non‐state sectors involved in social policy provision and financing. In particular, the restructuring of state‐owned enterprises and the de‐monopolization of the state in social policy provision has inevitably led to significant changes in the post‐Mao welfare regime. This article has chosen a theme ‘riding over socialism and global capitalism’ to examine how the Chinese government reinvents its social policy delivery by adopting new governance strategies to cope with the growing impacts of globalization. With particular reference to higher education, this article focuses on how the three major aspects of higher education governance, namely, provision, financing and regulation, have changed since the economic reform started in the late 1970s. This article concludes by asking whether the introduction of new governance strategies and new reform strategies in education have weakened the state capacity.  相似文献

This article examines shifts in educational and social governance taking place in Queensland, Australia, through Education Queensland's Industry School Engagement Strategy and Gateway Schools program. This significant educational initiative is set within the context of Queensland's social investment agenda first articulated in its education policy framework, Queensland State Education‐2010. The article traces the historic extension of this overarching governmental strategy through establishment of the Gateway Schools concept, brokering state‐wide industry‐school partnerships with key global players in the Queensland economy. Industry sectors that have formed partnerships in Gateway projects include Minerals and Energy, Aerospace, Wine Tourism, Agribusiness, Manufacturing and Engineering, Building and Construction and ICT, with more industries and schools forecast to join the program. It is argued that this ‘post‐bureaucratic’ model of schooling represents a new social settlement of neoliberal governance, which seeks to align educational outcomes with economic objectives, thereby framing the conditions for community self‐governance in Queensland.  相似文献

教育公平问题一直是教育领域尤其是教育社会学领域的核心问题。随着时代的发展,教育公平的内涵也在不断地变化。在对教育公平哲学思考的基础上,可以追寻两种理论,即柯林斯的教育成层理论和布迪厄的文化再生产理论。由此发现,教育公平的实现在现阶段是不可能的,原因在于受教育权利的平等与教育机会均等的实现障碍重重;教育过程投入均等的实现长路漫漫;教育结果均等的不可能与没有必要;教育公平感因人而异。要使教育接近公平,教育公平应该回到最初的理念;教育公平应该兼容精英教育;教育公平应该关注弱势群体;教育公平应该在社会变革中实现。  相似文献
