ABSTRACT

Recent decades have witnessed a growing number of global campaigns on girls’ and women’s education, including major global policy initiatives such as the MDGs and the SDGs. While scholars have critically analysed the conceptualisations of gender, equality and development in such campaigns, and their significance for national level policy and practice, less has been written about why and how girls’ education came to be such a high profile feature of international policy frameworks. This paper draws on perspectives from transnational social movement theory, which has been used by gender scholars to explore the activities and significance of non-governmental organisations for agenda-setting at the global level. In this paper these perspectives are applied to the field of global education policy, through an analysis of evidence from international conferences, data on aid flows and interviews with key policy actors, to explore the factors behind rise of the global agenda on gender equality in education. In doing so, it suggests that the current dominant framing around girls’ education, access and quality, may be explained by the relatively weak involvement of non-governmental women’s groups in proportion to the strong involvement of multilaterals, bilateral agencies, national governments and more recently, private sector organisations.  相似文献

ABSTRACT

The year 2015 was significant for the arena of international development, as UNESCO’s Education for All agenda was replaced by Education 2030, which would identify minimum standards of education quality. The OECD had been working on extending its existing PISA assessment into low- and middle-income countries through PISA for Development (PISA-D) and positioned the new assessment as a means of tracking progress on the post-2015 goals. The organisation maintains that PISA-D was introduced primarily in response to the demands of the international community, especially low- and middle-income countries, and that the assessment was developed in partnership with them. This paper investigates those claims through an analysis of the arrival of PISA-D in Cambodia, situating the analysis within UNESCO’s shifting agenda and the strategic visions of the OECD and World Bank that first emerged in the 1990s. The result is a very different picture to the portrayals of local agency, demand, consensus and partnership that adorn the official websites and pamphlets of global agencies and much academic research, raising serious doubts about education governance post-2015.  相似文献

The contemporary interest in researching student agency in science education reflects concerns about the relevance of schooling and a shift in science education towards understanding learning in science as a complex social activity. The purpose of this article is to identify problems confronting the science education community in the development of this new research agenda and to argue that there is a need for research in science education that attends to agency as a social practice. Despite increasing interest in student agency in educational research, the term ‘agency’ has lacked explicit operationalisation and, across the varied approaches, such as critical ethnography, ethnographies of communication, discourse analysis and symbolic interactionism, there has been a lack of coherence in its research usage. There has also been argument concerning the validity of the use of the term ‘agency’ in science education research. This article attempts to structure the variety of definitions of ‘student agency’ in science education research, identifies problems in the research related to assigning intentionality to research participants and argues that agency is a kind of discursive practice. The article also draws attention to the need for researchers to be explicit in the assumptions they rely upon in their interpretations of social worlds. Drawing upon the discursive turn in the social sciences, a definition of agency is provided, that accommodates the discursive practices of both individuals and the various functional social groups from whose activities classroom practice is constituted. The article contributes to building a focused research agenda concerned with understanding and promoting student agency in science.  相似文献

Abstract

Advanced by powerful venture philanthropies, educational technology companies, and the US Department of Education, a growing movement to apply ‘big data’ through ‘learning analytics’ to create ‘personalized learning’ is currently underway in K-12 education in the United States. While scholars have offered various critiques of the corporate school reform agenda, the role of personalized learning technology in the corporatization of public education has not been extensively examined. Through a content analysis of US Department of Education reports, personalized learning advocacy white papers, and published research monographs, this paper details how big data and adaptive learning systems are functioning to redefine educational policy, teaching, and learning in ways that transfer educational decisions from public school classrooms and teachers to private corporate spaces and authorities. The analysis shows that all three types of documents position education within a reductive set of economic rationalities that emphasize human capital development, the expansion of data-driven instruction and decision-making, and a narrow conception of learning as the acquisition of discrete skills and behavior modification detached from broader social contexts and culturally relevant forms of knowledge and inquiry. The paper concludes by drawing out the contradictions inherent to personalized learning technology and corporatization of schooling. It argues that these contradictions necessitate a broad rethinking of the value and purpose of new educational technology.  相似文献

Abstract

Agency, understood as the capacity to act independently and to make one’s own choices, is considered central to children’s development. Thus, education, and hence education curricula, have a role in the development of learner agency. While curriculum development is a key focus for educational theory, research, policy, and classroom practice, the potential implications of curriculum content selections for learner agency remain underexplored. Theoretically, this paper engages with critical realism, explaining how it can provide theoretical foundation for a more comprehensive view of learner agency and, by implication, more balanced curricula. Empirically, the paper draws on the findings from a content analysis of the national curriculum documents of four countries with relatively high scores in international comparative tables, England, Australia, Hong-Kong, and Canada, to develop a new typology of primary curricula. Based on the extent of emphasis placed on knowledge versus skills, values, and attitudes, three types of curricula were identified: knowledge-based, skills-oriented, and learner-centred. Due to its significant theoretical and practical influence globally, we focus on the knowledge-based model and its likely impact on students’ agency. We conclude by highlighting the importance of making learner agency a key orientation of the curriculum and suggesting directions for future research.  相似文献

National education policy in England under New Labour Governments has encompassed both a ‘standards agenda’ and an ‘inclusion agenda’, with schools required to respond to both simultaneously. Some previous studies have seen these agendas as contradictory and have seen schools' efforts to develop inclusive practices as being undermined by these contradictions. This paper questions this account with reference to a primary school participating in a collaborative action research project which aimed to develop inclusive practices in schools. It shows how the school, far from finding these agendas contradictory, drew on both in making sense of its situation. It argues that the development of inclusive practices may draw on national policy as a productive resource, and suggests that inclusion scholars and advocates may need to refocus their work if they are to offer such schools alternatives to the formulations of national policy.  相似文献

ABSTRACT

This case study examined how the agency of a fifth-grade pupil appeared across different learning environments in the primary school context. In this study, agency is defined as the initiatives taken by an individual in interactive situations. The research question is: how does a pupil’s agency manifest and vary through taking initiatives across different learning environments within curriculum-based education? The empirical data consist of 50 video episodes including learning activities in a classroom, in a vegetable garden and on a nearby farm. The findings show that the pupil’s agency varied across learning environments, manifesting itself through complementing, supportive, constructive and challenging initiatives. When developing pedagogy that supports learning across formal and informal learning environments, it is essential to enable pupils to take different kinds of initiatives and to exercise their agency in versatile contexts.  相似文献

Abstract

This article discusses an analysis of abstracts of Brazilian theses and dissertations on environmental education from a database organised and maintained by a group of researchers in the EArt Project (www.earte.net). In presenting extracts of key trends in this dataset, our aim is to provide a snapshot of the many possible approaches to, and histories of, Brazilian environmental education research. The data also allow us to raise some questions that explore possible ‘blank spots’, ‘blind spots’ and ‘bald spots’ in Brazilian research on environmental education. Given the temporal development of the research field since the 1980s, we illustrate these ‘spots’ by exploring data related to epistemological and methodological diversity, from the viewpoint of knowledge areas as well as the graduate programmes that have been developing research on environmental education. Finally, we draw a picture of the methodological trends that have been privileged by Brazilian researchers, and pose questions as to what is needed in shaping an agenda for research on environmental education in Brazil into the future.  相似文献

ABSTRACT

Building on postcolonial feminist scholars and critical anthropological work, this paper analyses the frequent deployment of the notion of ‘culture’ by decision-makers, educators, international agency staff and young people in the design, delivery and uptake of sexuality and HIV prevention education in Mozambique. The paper presents qualitative data gathered in Maputo, Mozambique to highlight the essentialising nature of culturalist assumptions underpinning in-school sexuality education. I argue that conceptions of ‘traditional’ and ‘modern’ culture are deployed to explain the epidemic, both of which spectacularise and decontextualise phenomena and practices, and perpetuate the western trope of the Third World Woman. The paper concludes by arguing that a singular emphasis on ‘culture’ – in its various guises – diverts attention from structural causes of young Mozambican women and men’s vulnerability to HIV and AIDS, and crucially, rather than problematise gender relationships, reifies and solidifies these. Thus, while sexuality and HIV prevention education cannot be understood or delivered independently of the cultural context in which it is situated, a more nuanced conception of culture is required – that is, one that is attentive to questions of power and specifically, who is in a position to make meanings ‘stick’.  相似文献

Abstract

In this paper, we consider the intensifying pressures on critical research and academic integrity in a research policy context that has come to be increasingly dominated by an instrumentalist mind-set. Using sensitising resources drawn from Geoff Whitty’s critique of the ‘what works’ agenda, we reflect on the current conditions of academic labour and some of the key issues and dilemmas they pose for critical researchers in the sociology of education and beyond. In particular, we underline the trend for ‘what works’ agendas to become constitutive of academic identities and practices, including at micro-levels, such that the option of ‘standing outside’ them is shifting from being merely personally taxing to being institutionally disallowed. In addition to highlighting the dilemmas this creates for critical researchers and the threat this poses to expansive and democratic approaches to education, the paper emphasises the centrality of relationship-forming in understanding and underpinning academic integrity.  相似文献

ABSTRACT

In this paper, the author discusses the interrelationship between creativity, children’s experiences of the natural world and pastoral education. Based on a research design developed whilst undertaking a professional doctorate in education (EdD), and grounded in a theoretical framework of children’s rights, the author explores the creative uncertainties of collaboratively researching children’s educational experiences with nature. The paper considers the ways in which the research design supports a pastoral care agenda, whilst encouraging the emergence of ‘creative artefacts’, alongside the extent to which the focus of the research, encounters with the natural world, might be deemed pastorally minded in its own right. The children who have participated in the research then draw the paper to a close, sharing what their involvement in the project has meant to them. Images and excerpts of children’s own creative reflections are offered as illustration of the powerful confluence of the Creative and the Pastoral.  相似文献

ABSTRACT

Examining the historiography of women’s education, the issue which dominates is understandably that of access. Access, or lack thereof, is a transnational construct which forms an over-arching framework through which the issue of historical gender equality in higher education can be interpreted and interrogated. Each of the seminal texts which examines the historiography of women’s higher education uses access as a lens. While it is important to examine access in the historiography of women’s education, a focus on access can obscure an interrogation of agency and particularly the role of social and intellectual networks in advancing key strategic objectives such as access. Against the backdrop of the higher education movements in both Ireland and the United States, this article examines the role of the Central Association of Irish Schoolmistresses (CAISM) in securing access for women to Trinity College Dublin and the concomitant role of the Woman’s Education Association, Boston (WEA) in securing Harvard degrees for women. Chronicling the activities of the associations, both compensatory and innovative, it interrogates how the women at the centre of the associations straddled a conservative/progressive agenda in order to incrementally open up the privileges of a patriarchal space to women.  相似文献

At Smith Street Elementary School, the globalizing education trends that English language learner (ELL) teachers face focus on measuring student achievement through testing and the English mainstreaming of non-dominant students as opposed to the cultivation of the students’ linguistic and cultural diversity. Abstract

In 2014, Thomas Piketty’s Capital in the Twenty-first Century rocked the economic and political world, with its argument that inequality is destined to increase; in the field of education, however, this book has been almost entirely ignored. I argue that Piketty’s treatise is relevant to educational theories for three reasons: his rejection of meritocracy contributes to theories of social mobility; his critique of human capital theory provides fodder for debates about educational purpose; and his interdisciplinary analysis supports the political economy tradition in education. However, I also argue that it is necessary to move beyond the economic determinism in Piketty’s arguments, to explore the transformative potential of education as a consciousness-raising process, the agency of communities, the production process, and alternative solutions to inequality. I argue that education scholars should use the renewed interest in inequality generated by Piketty’s book to shift the dominant discourses about education, schools, and social justice.  相似文献

ABSTRACT

This essay discusses the role of religion as a central facet when researching the emerging social group – the global middle class (GMC). It is argued here that religion is a particularly relevant feature for the constitution of this social group because of the GMC’s transnational and cosmopolitan character. In this essay, I will draw on several examples focused on Islamic education provision in Western, pre-dominantly Christian societies to illustrate why and how religion should become critical to our study of the GMC. The essay’s central argument is that there remains a gap in research related to the role of religion in the making and practising of the GMC as a social group. I conclude by proposing a future research agenda that addresses the intersections of religion, education, and the GMC on an individual, national, and global level.  相似文献

ABSTRACT

In this paper, we explore possibilities and challenges for deliberative academic development. Deliberative academic development refers to a practice that engages members of the university in dialogue about its purposes, ways of organizing and leading higher education, as well as teaching and learning. The paper critically analyses data from focus group interviews with academic developers from four universities within two national contexts. Combining sociological conceptualizations of agency and the framework of ‘epistemic living spaces’, the paper offers insights into challenges and opportunities for deliberative academic development, as well as a framework for studying agency in other contexts.  相似文献

ABSTRACT

Setting this paper against the backdrop of scholarly research on recent changes in the OECD’s approach and workings in education, I analyse how the OECD has reinforced its infrastructural and epistemological global governance through the Programme for International Student Assessment (PISA) for Development (PISA-D). Drawing on qualitative data, this paper makes three arguments. First, there has been a reinforced effort at the OECD to align national and international large-scale assessments; second, the OECD-ensured PISA-D was enhanced only in so far as it remained comparable with PISA, with a view to joining up lower- and middle-income data infrastructures with the global PISA infrastructure; and third, the OECD has bound together the aims of PISA, PISA-D, the Education and Skills Directorate, the Organisation’s Strategy on Development and the global education agenda (Sustainable Development Goals), thus strengthening its global education governance potential. With a note of concern, I suggest these recent changes in the OECD’s work in education may be spreading a very narrow framework of educational values, which does not sufficiently recognise the complexity of learning and teaching.  相似文献

This paper contributes to a nascent conversation in environmental education (EE) research by using ethnographic data and extant theory to develop a feminist posthumanist political ecology of education for theorizing human–animal relations/relationships. Specifically, I (1) engage feminist methodologies and theories; (2) give epistemological and theoretical attention to nonhuman animals; and (3) address the field of EE’s minimal engagement with the interdisciplinary research agenda of political ecology. The paper begins with a literature review examining how feminist and/or posthumanist scholars have theorized human–animal (or human–nature) relations/relationships. Next, I outline the conceptual frameworks guiding the analyses of ethnographic data I collected at Long Beach, California’s Aquarium of the Pacific and follow with a brief overview of the study. I conclude by outlining the major tenets of this article’s conceptual framework, which contributes to a growing conversation in EE regarding human–animal relations/relationships and lays the groundwork for other political ecologies of education.  相似文献

Abstract

The article and the following discussion were prompted after the authors’ participation in a recent qualitative research conference. In the article, a Black woman and Latina scholar share their experiences and reflections as scholar researchers. As a point of entry, they discuss how even qualitative research communities can be marginalizing spaces for scholars of color. Using theoretical perspectives of feminists of color, the authors provide snapshots into their personal dialogue around issues of research, theory, and practice. By examining their own personal and professional shared stories of coming to their scholarly identities, qualitative researchers will be able to better understand how women scholars of color grapple with and embrace a multiple consciousness to navigate academia and research communities. Based on these intellectual struggles and forms of resistance, the authors put forth suggestions for qualitative research theory and practice. The article has implications for qualitative research, higher education, and feminist theory.  相似文献

Abstract

Promoting student agency has been seen as the primary function for new generation assessment environments. In this paper, we introduce two models of self-assessment as a way to foster students’ sense of agency. A socio-cultural framework was utilised to understand the interaction between student agency and self-assessment. Through a comparative design, we investigated whether formative self-assessment and summative self-assessment, based on self-grading, would offer students different affordances for agency. The results show that while both models offered affordances for agentic learning, future-driven agency was only presented by the students studying according to the summative model. Our results shed light on the interplay of student agency and self-assessment in higher education.  相似文献
