In the current education policy environment, inclusion – that is the situation in which all disabled children and young people attend their local school and there is no alternative form of provision – is widely accepted as best representing a just state of affairs as regards where these children go to school; any alternative circumstances are equated with injustice and unfairness. This article presents a philosophical reflection on this matter. Drawing on the work of Nussbaum, Cigman and others, the author argues that a single conception of just educational arrangements as articulated in inclusive education policies is insufficient to what is a complex issue. It is proposed that any assessment or evaluation of the justice or otherwise of educational arrangements for disabled children and young people requires a nuanced approach that takes into consideration the lived experiences of those children and the different values and desires they and their families might hold.  相似文献

This article reports and discusses a study which followed up, through case records, 726 children excluded permanently, indefinitely or for fixed–term periods in 1993/4 in 10 LEAs. The outcomes at secondary level in 1998/9 were found to be moderately poor with the problems intensifying for half the sample. Forty six per cent had further primary school exclusions and 36 per cent received exclusions in their secondary education. Looked–after children and those with special educational needs fared worse and achieved less. Case studies showed the kinds of commitment and support that can work even with very difficult cases.  相似文献

This paper presents information about hearing-impaired children under the age of 6 who are receiving special educational services in the United States and have been reported to the Annual Survey of Hearing-Impaired Children and Youth conducted by Gallaudet University's Center for Assessment and Demographic Studies. Results indicate an increase in the number of hearing-impaired children under age 6 reported to the survey over the last 10 years, especially children from minority backgrounds. The second section of the analysis focuses on students from schools participating in a model state project that encourages early identification and provision of services to hearing-impaired students and their families. The data pertain only to those children who are receiving services through established programs reporting to the Annual Survey; thus, inferences about the overall prevalence of hearing impairment among this age group should not be drawn.  相似文献

This paper examines findings from a recent study in Wales of school exclusion and alternative educational provision. Many, but not all, children in alternative provision have been excluded from school. The most recent statistics reveal that nearly 90% of pupils in alternative provision have special educational needs, nearly 70% are entitled to free school meals (free school meal entitlement is often used as a proxy indicator for poverty in the UK) and three quarters are boys (Welsh Government. 2012a. Pupils Educated Other than at School, 2011/12. Cardiff: Welsh Government). The paper focuses on analysis of findings about young people's experiences of exclusion and alternative provision, and how these experiences may be contextualised within a discussion of children's rights. This analysis suggests that young people's experience is highly variable; that inappropriate curricula are still common, pastoral support uneven and that few opportunities exist for success or re-integration. In the most disturbing examples, young people were found to have experienced physical restraint and the use of isolation as punishment. The paper concludes, therefore, with a proposal for change aimed at ensuring that children's rights are placed at the heart of educational experience in practice as well as policy.  相似文献

Abstract

Current education policy is oriented towards including children with special educational needs in mainstream classrooms. Hitherto they have been, on the whole, educated in special schools. Children with special educational needs include those who are physically disabled, those with learning difficulties and those with emotional and behavioural difficulties. It is the inclusion of this last group which is raising problems in mainstream classrooms. The article draws on psychoanalytic concepts in order to examine the reality of inclusion for three primary-age children with emotional and behavioural difficulties. Observational material is presented which shows the impact of inclusion policy on the children, their teachers and their learning support assistants. There is also discussion of the work of the behaviour support teacher, whose job is to reduce exclusions and help schools to become more inclusive.  相似文献

Students identified with emotional and behavioural difficulties (EBD) present a special case within special educational needs (SEN) and inclusion. EBD is perhaps the only category of SEN that exposes a child to increased risk of exclusion as a function of the very SEN identified as requiring special provision in the first instance. Students identified with EBD share an increased risk for disruptive behaviour. The use of exclusions as a strategy for responding to the special educational needs of these children is contrary to the notion of inclusion. Exclusions, by definition, reduce the ability of schools and associated agencies to work with children identified with SEN. Assuming a positive school effect on the academic and social development, reducing and/or interrupting the continuity of attendance via sanctions such as exclusion may exacerbate negative socio–behavioural developmental patterns, compounding identified risk factors and associated deleterious socio–emotional and cognitive/learning outcomes.  相似文献

Inclusive education and special education are based on different philosophies and provide alternative views of education for children with special educational needs and disabilities. They are increasingly regarded as diametrically opposed in their approaches. This article presents a theory of inclusive special education that comprises a synthesis of the philosophy, values and practices of inclusive education with the interventions, strategies and procedures of special education. Development of inclusive special education aims to provide a vision and guidelines for policies, procedures and teaching strategies that will facilitate the provision of effective education for all children with special educational needs and disabilities.  相似文献

Specialists with international influence have been advocating in an uncompromising manner the policy of including all children with special educational needs (SEN) in regular schools and classrooms. The endorsement of this policy by an internationally agreed convention implies that it is universally applicable. This paper, however, questions the relevance of this orthodoxy to the educational systems of low‐income countries and argues that the latter cannot easily progress from a situation of virtually no educational provision for disabilities straight to one of fully integrated provision. The paper examines an inclusion policy in Lesotho, a low‐income country, which began with ambitious goals but largely failed to meet the needs of children with disabilities. It then outlines an alternative strategy for that context. A phase of development in which there is considerable use of specialised facilities and selected schools is seen as necessary if more children with disabilities are to have meaningful opportunities for learning.  相似文献

Based upon fieldwork in two upper secondary schools in Norway, this article offers an analysis of inclusion and exclusion processes for newly arrived minority language students. Minority language students are defined by policy as students who have a different mother tongue than the Norwegian and Sami languages, and students who are newly arrived in Norway are considered especially at risk for marginalisation. This article explores processes of inclusion and exclusion in two schools with segregated classes for this group, called introductory classes. The analytical framework is Niklas Luhmann’s theory of autopoietic social systems, where inclusion is defined as the requirements for participation set by a system, and exclusion accordingly as being unable to meet these requirements. The article displays different constellations of inclusions and exclusions for newly arrived students in the educational system: in school organisations, organisation-based interactions and informal networks of students. It will be showed that introductory classes erect several barriers towards newly arrived students’ inclusion, especially towards those students who are placed at the basic level of the schools’ hierarchy of performances. As a consequence of multiple educational exclusions, informal networks emerge as alternative socialities that include and exclude students on the basis of mother tongue.  相似文献

This short report presents the interim findings of an ESRC‐supported study of primary school exclusions. The research to date has involved a questionnaire survey of LEAs nationally and in‐depth case studies, involving schools, parents/carers and children, in two contrasting LEAs. It is first argued that the exclusion from mainstream education of very young children is, in itself, a cause for alarm. Evidence is then presented of rising numbers of exclusions, as well as high levels of unmet educational and/or social need in the majority of cases studied. It is concluded that urgent government action to support children, many of whom were found to be ‘in need’, is not only required under the Children Act 1989, but would actually prove more cost‐effective.  相似文献

A proportion of children with physical impairments experience significant difficulties in communicating with others and may be recommended augmentative and alternative communication (AAC) systems such as speech synthesizers and symbol charts to support ‘natural’ communication skills. However, AAC systems are often under-utilized. Parents have identified barriers to AAC system use to include the organization of speech and language therapy. Speech and language therapists are developing services to school-aged children in response to changes in education, health reforms and models of speech and language development. However, there is little evidence for commissioners of children's services about what constitutes ‘enough’ or ‘good’ speech and language therapy. This paper examines speech and language therapy provision to 23 children using AAC systems in six London authorities. Research strategies include documenting the amount, type, organization and objectives of provision. Evidence for collaboration between school staff and therapists is explored, analysis is made of child characteristics associated with provision and criteria for decision-making documented through interviews with therapists. However, little conjunction exists between what therapists said guided their decision-making concerning provision and observed provision. For the children surveyed in this study it seems that that provision in amount of therapy is related to educational placement rather than individual needs.  相似文献

Conceptualisations and constructs of children and childhood are temporally and contextually grounded. Historical documents are rich sources of insight and understanding regarding how children were understood, valued and treated at various times by particular societies. This article explores the conceptualisation of children and childhood in the 26-county Irish Free State (South) and the 6-county Northern Ireland (North) in the 1920s following the partition of Ireland, through the lens of educational documentation, primarily national primary school curricula. The focus on both jurisdictions is interesting in the context of partition, exploring the sometimes divergent and often convergent ways in which children were conceptualised across borders and boundaries. This article reveals, using Sorin and Galloway’s framework as a conceptual and analytical tool, that conceptualisations of children were broadly similar in the North and South but differed in their focus and enactment in both fledgling states. These disparities are largely attributable to the very different political, social and religious orientations of both jurisdictions and the use of education as a vehicle for nation-building, as well as identity and gender formation. The article also explores alternative conceptualisations of children in education policy in the North and South by presenting case study ‘outliers’ of educational provision. A century since partition, conclusions and implications are noted that resonate with contemporary elements of convergence and divergence on educational policy and the conceptualisation of children across the island of Ireland.  相似文献

This study evaluates and compares special educational services for children with dyslexia in three different Irish educational settings: special schools, reading units and mainstream resource provision. The emphasis is on the child’s experience of special education. Participants were dyslexic children aged 8–13 who had been accessing special educational services for two academic years. Data collection involved individual interviews with each of the 100 children. Further data about the child’s experience were collected by parental questionnaire. Results suggested that while children overall were happy and evaluated special educational services positively across all three settings, children in special schools and reading units seemed to be happier and to have more positive experiences than children attending mainstream resource provision. The discussion considers the implications of these findings in the context of the inclusion debate in special education. It also considers the limitations of this small‐scale study and the need for further research.  相似文献

There are legal, moral and practical reasons to involve pupils in planning provision for their special educational needs. We do not yet know how principles are implemented in practice. This study explored the views and experiences of 64 teachers with an interest in special educational needs through an online survey. Participants reported greater pupil involvement in everyday matters, less in conceptual aspects of planning. Effective strategies were based on good teacher-pupil relationships and school-wide systems for sharing pupil views. Participants gave examples of the impact of pupil participation on teacher insight, pupil motivation and material provision. 84 per cent indicated that they would like pupils to be more involved in decisions about their provision than they currently are. Barriers included the nature of children’s difficulties and practitioner attitudes. Listening to children is intrinsic to good teaching, yet pupils also benefit from a more formal role in provision planning.  相似文献

ABSTRACT

The right to education for all children, including asylum-seeking children, is enshrined in the UN Convention on the Rights of the Child. However, there is little research available to describe the educational provision provided to unaccompanied asylum-seeking children (UASC) in England. Crucially, it is not known whether the educational needs are met by the provision available to UASC. In the most recent figures, the number of UASC in England has risen by 130% since 2013, to 4,480. Schools, ‘virtual schools’ responsible for children in care, social workers, and policymakers wish to know how this population is currently being served and how they might better serve them. This paper presents the findings from a mapping exercise on education available to UASC in England including 12 semi-structured interviews with virtual school heads, teachers, social workers, and charity education providers; document analysis; a workshop at the Department of Education with key stakeholders; and summary statistics. It highlights gaps in data and provision; conceptualises types of provision into bespoke, mainstream, and English language; and analyses how provision interacts with assessment and support needs. What emerges is a framing of provision through an integration lens and an agenda for future research and practice.  相似文献

ABSTRACT

Wales was the first UK country to incorporate the UNCRC into domestic law and the first to appoint a children’s commissioner. Wales is distinctive in the strong links between education and the promotion of the Welsh language as evidenced in successive Welsh language strategies. With regard to children with special educational needs, the 2018 Additional Learning Needs and Educational Tribunal Act makes provision for children’s voices to be heard in their own right. This paper examines the complexities in hearing the voices of children with severe and profound learning difficulties (SPMLD), and how these can be addressed in the language context of Wales. It concludes that there are cautious grounds for optimism about our ability to hear the views of children with SPMLD, as long as we are prepared to acknowledge the resource implications. However, there is a need for more debate about the potential tensions between the Welsh language strategy and making provision for children with special educational needs in their preferred language. This debate needs to be informed by research on the impact of immersion education on progress, access to the curriculum and inclusion for children with SPMLD, and on their views about all aspects of their provision.  相似文献

Most of the focus of research and debate about school exclusions in the U.K. has been about secondary age pupils, which is not surprising in that secondary school exclusions are much more numerous than at the primary school stage, accounting for approximately 87 per cent of all permanent exclusions (DfE, 1992). However, the research reported here takes the longer view and thus hopes to inform preventative work with primary age children, who are displaying great difficulties in mainstream schools, and special schools. It is based on the hope that there might be more potential for “success” when children are helped earlier. As primary age exclusions are relatively unusual they may present a different order of concern, in relation to the excluded children themselves. This paper will examine evidence about the incidence and nature of primary school exclusions and debate some of the issues which make these exclusions a particularly serious focus for concern. The data from a national questionnaire, three regional case studies and 265 excluded children within them, is reported here. ABSTRACT

By age 16 the attainment of most children in or on the edge of out of home care has fallen well behind the average for their age. This paper uses the English National Pupil Database to examine how much of this falling behind occurs before the age of seven, and how any subsequent decline relates to time in care as against time outside it. We compare the previous progress of three groups of 16-year-olds: 5175 looked after by the state (CLA), 17,392 in need but not in care (CIN), and 22,567 children matched with the CLA or CIN on initial attainment, special educational needs, and eligibility for free school meals. We found that the attainment of the CIN and those CLA not yet in care was around one standard deviation below the cohort average at age seven. It then fell relative to their peers while their rate of unauthorised absences and exclusions grew. Removal from home to care appeared to halt or greatly reduce this decline but did not, on average, reverse it. We conclude that educational interventions for CLA should also include CIN, start before seven, target both school and family, and exploit the educational opportunity which care provides.  相似文献
