This paper aims to study FOI publicity implementation patterns by Italian municipalities' (>30,000 inhabitants). The analysis relies on data collected through an original survey of the municipalities' websites. Data allow inspecting the information that local governments disclose about the procedures for the presentation of FOI requests and how the FOI requests received in the past were managed. Cluster analyses reveal that the municipalities are rather heterogeneous in managing FOI publicity. Some of them provide full disclosure of relevant information; instead, others show non-compliance with the guidelines issued by the Italian central government. Regression analyses suggest that municipalities' size and income positively correlate with more elevated publicity. Civic capital is also positively connected with information about the procedures for presenting FOI requests. Factors affecting the demand for information about FOI, such as education and access to the internet, do not seem to be linked with publicity patterns.  相似文献

State and local governments play an important, and growing, role in everyday lives. The exploratory study positions FOI laws as a central mechanism in providing transparency to these more proximate governments. It is premised on a FOI audit, or field experiment, of 1002 requests across 9 U.S. state laws and 334 jurisdictions. The sample represents a broad cross-section of geographic, demographic and political variables, and the study analyzes these variables predictive and correlative value in determining outcomes, timeliness and communication in FOI requests. The results suggest significance in race and political variables in FOI outcomes and processes. The study's strongest finding was the influence of geographic location, namely the central South of the United States, and its considerable effect on FOI compliance.  相似文献

A substantial amount of freedom of information research exists, though a majority is focused on U.S. laws' outcomes and FOI's shortcomings. But little is known about who makes requests and why requests are made in the United States. The exploratory study addresses these gaps via a nationally representative survey across key demographic variables of 1116 U.S. residents. Analysis found advanced education to be a strong, positive predictor of FOI familiarity and request submission. Malegender and a belief that FOI improves government accountability were also found to be significant predictors of FOI knowledge and use. The survey sampled U.S. residents, but the results may have international application and suggest continued research on who uses FOI laws and why.  相似文献

In South Africa, freedom of information (FOI) is entrenched in section 32 of the Constitution, which guarantees every citizen the right of access to any information held by the state or by any other person that is to be used for the protection or exercise of any right. The Promotion of Access to Information Act (PAIA) is the law that gives effect to section 32 of the Constitution. Regardless of a remarkable trend towards the adoption of FOI laws, international trends have shown this does not automatically translate into fulfilment of people's right to information. This study utilised mixed method research through the explanatory sequential design to assess compliance with FOI legislation by public bodies in South Africa, with a view to develop a model for implementation of FOI. The study first conducted a quantitative study by analysing the reports of the South African Human Rights Commission from the reporting years 2006/07 to 2016/07 to assess compliance with sections 14, 15, 16, 17 and 32 of the PAIA. Thereafter, a qualitative study through interviews with purposively chosen participants was conducted to substantiate the findings of a quantitative study. Key results suggest that over the years, there were problems in the implementation of the FOI legislation in South Africa and its use was limited. Where implementation has taken place, it has been partial and inconsistent. The responsibility for the implementation of FOI legislation in most public bodies is assigned to legal departments that do not have knowledge of what records are created, and where and how they are kept. With regard to compliance, in terms of the degree of comparison, the situation was better in national departments, worse in provincial departments and worst in municipalities. The study recommends the establishment of an information governance unit to implement FOI in public bodies. Failure to assign responsibility to a relevant unit would perpetuate the non-compliance with FOI legislation by public bodies in South Africa. A model for the implementation of PAIA within a public body is suggested.  相似文献

From 1934 to 1941, three British-governed radio stations were established in the Middle East: Egyptian State Broadcasting (ESB) in Cairo (1934), the Palestine Broadcasting Service (PBS) in Jerusalem (1936), and the Near East Broadcasting Service (NEBS) in Jaffa (1941). These three stations were modeled on the BBC and run as colonial or imperial stations—but they were also considered national stations. As a result, they operated as hybrid entities with overlapping and sometimes conflicting mandates. Through the three case studies—a contentious hire at the ESB, the PBS' ‘Jerusalem Direct News Service’, and the NEBS' Islamic broadcasts—this article charts the evolving relationship between Great Britain and its Arab-world radio stations, examining these three stations in tandem tension between national and regional broadcasting mandates, as well as the challenge that managing each station raised for British officials in the UK and in-country. It moves away from a focus on the disembodied spheres of ideology and propaganda, and toward the messy administrative decisions that reflected British officials' on-the-ground efforts to navigate the administrative control and programming decisions in the perplexing world of semi-independent radio broadcasting stations in the Middle East. It closes by noting that while UK-based British officials saw these three stations as operating under the aegis of British governance and on the model of the BBC, the ESB and the PBS, in particular, reflected and projected not a British imperial identity but an Egyptian and a Palestinian nationalist one.  相似文献

James Lowry is the Deputy Director of the International Records Management Trust (IRMT). He was the lead researcher on the Aligning Records Management with ICT/e-Government and Freedom of Information in East Africa project, conducted by the IRMT from 2009 to 2011, with funding from the International Development Research Centre.

Freedom of Information (FOI) regimes can only be effective if government records are managed well. This article sets out the findings of research conducted in Kenya, Uganda and Tanzania to establish the level of alignment between those governments’ FOI aspirations and their records management readiness for FOI. The article sets out a high-level regulatory framework for the effective management of government records in the ICT/e-government and FOI environments to highlight areas that could be addressed, in order to prepare for FOI in the three countries.  相似文献

China has adopted a push model of Freedom of Information (FOI) legislation that emphasizes proactive disclosure of government information. This differs from a pull model that stresses citizen-initiated access or reactive disclosure. The push model of FOI legislation, which has reduced the importance of access requests in China, grew out of its local causes. However, the degree of push or proactive disclosure under China's current FOI Regulations is undermined by several factors, including a limited access mechanism, broad and vague exemptions, and the omission of the maximum disclosure principle.  相似文献

Partisans are poor judges of news content, rating neutral content as biased against their views (the hostile media perception) and forgiving biased content when it favors their side. This study tests whether a short news media literacy public service announcement (PSA) appearing before political programming can influence credibility and hostility ratings of the program and program host. Our findings suggest that a media literacy PSA can be effective, but its impact depends on the position of the news program and on the political ideology of the viewers. In this case, the media literacy PSA only influenced conservatives’ evaluations of the political program, improving perceptions of a neutral or congruent (conservative) host while further depressing ratings of an incongruent (liberal) host. Liberals’ evaluations of the program were unaffected by the PSA. Implications for media literacy messaging and information processing are discussed.  相似文献

How well has the UK FOI Act worked in practice now that it has been in force for 4 years? This article discusses how to measure the performance of FOI regimes. It presents the evidence on the performance of FOI in the UK measured against comparative data from Australia, New Zealand, Canada, and Ireland, countries with access to information legislation and similar political systems. On a range of measures, the UK Act is found to have performed reasonably well, but it also suffers from problems common to all FOI regimes. The article concludes with some observations on what makes for a successful FOI regime, and how to measure it.  相似文献

This study investigated the effects of leader structuring style (attention to group interaction procedures) on group member satisfaction and communication performance when the task‐orientation of group members varied. Results indicated little difference in the behavior of high task‐oriented subjects regardless of whether they interacted with structuring or nonstructuring leaders. Subjects low in task‐orientation, however, were significantly more satisfied with their leader and their group's task performance, and were rated by judges of discussion tapes as being in higher quality discussion groups and as making more communication skills statements and fewer social‐emotional contributions when they worked with structuring leaders than when they worked with nonstructuring leaders.  相似文献

Hirsch [Hirsch, J. E. (2005). An index to quantify an individual's scientific research output. Proceedings of the National Academy of Sciences of the United States of America, 102(46), 16569–16572] has proposed the h index as a single-number criterion to evaluate the scientific output of a researcher. We investigated the convergent validity of decisions for awarding long-term fellowships to post-doctoral researchers as practiced by the Boehringer Ingelheim Fonds (B.I.F.) by using the h index. Our study examined 414 B.I.F. applicants (64 approved and 350 rejected) with a total of 1586 papers. The results of our study show that the applicants’ h indices correlate substantially with standard bibliometric indicators. Even though the h indices of approved B.I.F. applicants on average (arithmetic mean and median) are higher than those of rejected applicants (and with this, fundamentally confirm the validity of the funding decisions), the distributions of the h indices show in part overlaps that we categorized as type I error (falsely drawn approval) or type II error (falsely drawn rejection). Approximately, one-third of the decisions to award a fellowship to an applicant show a type I error, and about one-third of the decisions not to award a fellowship to an applicant show a type II error. Our analyses of possible reasons for these errors show that the applicant's field of study but not personal ties between the B.I.F. applicant and the B.I.F. can increase or decrease the risks for type I and type II errors.  相似文献

State and local governments regularly disclose financial information to the public so that the current financial status of the government is recognized publicly. The purpose of such disclosure is to achieve accountability and inform citizens about governments' financial decisions. Despite the efforts to improve the accessibility and readability of financial information, we do not know whether and how the financial information is processed by citizens. This study investigates how citizens assess the financial condition of governments when different financial information is presented. We conduct an online survey experiment to understand how disclosed financial information shapes citizens' perceived level of a government's fiscal stress and their attitudes toward governments' revenue-raising strategies. We find that citizens prioritize the financial indicators that they are familiar with, such as debt and surplus ratios. While both historical and social reference points play an important role, social reference is more effective in influencing citizens' perception. We only find limited evidence to support the relationship between citizens' perception of fiscal stress and their support toward governments' decisions to raise revenues.  相似文献

Previous research examining the accuracy of deception detection judgments by individuals has concluded that the ability to detect deception is only slightly better than chance. Research has also found that individuals tend to be over‐confident, truth‐biased, and reliant on nonverbal behavior when making veracity judgments. This study (N = 129) tested if differences in deception detection accuracy, truth‐bias, judgmental confidences, and self‐reported cue reliance exist between individual judges and groups of individuals working in collaboration. No significant differences between groups and individuals emerged for accuracy, truth‐bias, or self‐reported cue reliance. Individuals within groups, however, were significantly more confident in their decisions than individuals working alone.  相似文献

Previous studies have shown that weeding a library collection benefits patrons and increases circulation rates. However, the time required to review the collection and make weeding decisions presents a formidable obstacle. This study empirically evaluated methods for automatically classifying weeding candidates. A data set containing 80,346 items from a large-scale weeding project running from 2011 to 2014 at Wesleyan University was used to train six machine learning classifiers to predict a weeding decision of either ‘Keep’ or ‘Weed’ for each candidate. The study found statistically significant agreement (p?=?0.001) between classifier predictions and librarian judgments for all classifier types. The naive Bayes and linear support vector machine classifiers had the highest recall (fraction of items weeded by librarians that were identified by the algorithm), while the k-nearest-neighbor classifier had the highest precision (fraction of recommended candidates that librarians had chosen to weed). The variables found to be most relevant were: librarian and faculty votes for retention, item age, and the presence of copies in other libraries.  相似文献

If a listener becomes suspicious during a conversation, and asks questions (probes) of a speaker, the listener tends to judge the speaker's message as honest. This result has been termed the probing effect (McCornack, Levine, Aleman, Oetzel, & Miller, ). This study hypothesized that an untested decision‐making phenomenon, an opposite probing effect, or a post‐probe tendency to judge a message as deceptive, might occur when lie‐biased individuals judge statement veracity. Prison inmates and non‐inmates participated in dyads as judges and speakers. Speakers watched a video, and then lied or told the truth to judges. Judges covertly showed thumbs up or down before asking questions, and subsequently made post‐probe judgments. Findings indicate that inmates use heuristic processing to a greater extent than non‐inmates, and that inmates, surprisingly, exhibit a probing effect, and not an opposite probing effect, when heuristic processing is employed to decide message veracity.  相似文献

Algorithms are used in public management decisions, for instance, to allocate police staff to potential crime scenes. We study how the usage of algorithms for managerial decisions affects procedural justice as reported by public employees. We argue that some public management practices may be more suitable for algorithmic decision-making than others. We hypothesize that employees' perceptions differ depending on the complexity of the practice at hand. We test this through two survey experiments on 109 Dutch public employees and 126 public employees from the UK. Our results show that when a decision is made by an algorithm for practices that are low in complexity, procedural justice increases. Our results also show that, for practices that are high in complexity, decisions involving a public manager are perceived as higher in procedural justice compared to decisions that were made automatically by computers using algorithms. Nevertheless, adding an algorithm to a public manager's decision-making process can increase procedural justice for high complexity practices. We conclude that managers should explore automation opportunities for low complexity practices, but to be cautious when using algorithms to replace public managers' decisions for high complexity practices. In the latter case, transparency about algorithms and open dialogues on perceptions could be beneficial, but this should not be seen as a panacea.  相似文献

Within China, government leaders are using information technology to drive efforts both to accelerate decentralized public administration and at the same time to enhance government's ability to oversee key activities. The concurrent pursuit of these two seemingly paradoxical objectives is, in turn, motivated by an explicit desire to modernize and make more competitive the Chinese economy. Considering what Chinese leaders mean by ‘administrative reform’ is a key to resolving the apparent contradiction between administrative decentralization and government oversight. In particular, this paper provides a number of illustrations of how Chinese e-government initiatives can be best understood as vehicles intended to support economic development through an increasingly transparent and decentralized administration while at the same time providing the central government the information and ability to efficiently monitor and potentially steer economic activity at a more abstract level.  相似文献
