By far the most challenging task faced by schools in post-apartheid South Africa, has been the distance educational leaders were mandated to put between the educational institutions and the apartheid legacy of racial discrimination and exclusion. It is therefore not surprising that there are two dominant approaches to educational leadership, namely the transactional and transformational leadership paradigms that were considered as apposite to ensure the implementation of new educational policy and curriculum developments. Indeed, the theoretical debates about educational leadership have extended expositions of the concepts of transactional and transformative leadership that are often perceived as forms of educational leadership that can enhance the democratisation of educational institutions, such as schools. However, after the demise of apartheid all attempts to move beyond authoritative practices have been shown to be undesirable; and the transactional and transformative forms of educational leadership might have too hastily and prematurely abandoned authoritative forms of leadership. Therefore, in this article the authors argue in defence of authority as constitutive of transformative leadership in schools by reflecting on current leadership practices in schools.  相似文献

A major role of all public higher education institutions is to foster the public good. In democratic societies, the public good emphasizes the more collective activities and benefits and how resources are accessible to all in a society. Institutions of higher education create new knowledge, promote cultural tolerance, increase civic activity, and have lasting intergenerational effects among other things which all serve to enhance the collective activities of a polity. Since public higher education institutions promote the public good, and since public higher education institutions are governed by policy, educational policy becomes a crucial determiner of the public good. Moreover, policies are constructed with language or discourse. Thus, the discourse of policy, which has the power to structure the actions, speech, and thoughts of those affected by the policy, has a direct impact on the public good. In light of this importance, this paper critically examines the discourse of educational policy.  相似文献

The purpose of the paper is to identify the kinds of leadership that are likely to support implementing and sustaining education for sustainable development (ESD) effectively in a primary school. The paper identifies links between ESD and principal leadership literature and constructs a conceptual model of the leadership practices needed for reorienting a school to ESD/education for sustainability. Aspects of the model are explored through Cypriot principals' views on leadership and reported leadership practices. Data were obtained by a nationally administered questionnaire and semi-structured interviews. Outcomes indicated some enabling factors for ESD implementation such as encouraging teachers to engage in ESD programmes, collaborate with others and other ways of support which nevertheless reflect what is generally expected of school administrators without seeking deep change. Constraining factors included principals' reported lack of confidence in administrative skills for sustainable schools, limited willingness to challenge the status quo, limited engagement in actions important for supporting ESD activities and features of the national educational policy. Constraining factors pointed towards principals' limited commitment to ESD. The practical significance of the findings is that they identify specific areas of needed professional development for principals such as empowering staff, encouraging critique of current approaches and exploring alternative possibilities for curriculum, pedagogy and policy.  相似文献

Ethnocentric concepts, theories and practices in education, predominantly embedded in western philosophy and values, tend to ignore the growing multicultural nature of educational institutions. This article draws attention to the knowledge gap in mainstream literature regarding diverse perspectives of educational leadership—an issue which is foreseen as gaining higher significance with the fast‐changing societal structures in Britain. Having worked as a Muslim woman educational leader/manager in higher education in an Islamic state for more than two decades, and now working at a British university, positioned as a non‐White woman Muslim, the author endorses the need to move beyond ethnocentrisms and to work towards developing complex theoretical constructs to reconceptualise educational leadership, drawing from perspectives held by diverse ethnic groups—students and communities. How learners from diverse philosophical and ethnic backgrounds conceive and perceive educational leadership, and how they receive it, is bound to interact with their learning experience and performance. This article briefly introduces leadership as a concept formulated in context. It presents philosophical and theoretical underpinnings of these conceptualisations from an Islamic perspective, and highlights the interplay between knowledge and leadership. The article deliberates how these discourses interact to formulate ‘educational leadership’ in Muslim societies, and explores the implications of these constructions with a focus on the British context, where Muslims are in a minority, pointing to the significance of understanding philosophical diversity for embracing population diversity.  相似文献

This paper examines the issues surrounding the cultural transfer of educational practices and institutions between industrialised countries and developing societies. It pays particular attention to adult education, and – using the case study of the Folk High Schools of Sweden and the Folk Development Colleges of Tanzania between 1975 and 1996 – it tries to develop an argument about the conditions under which such transfers may be successful. It suggests that there needs to be something of a match between the ideologies, discourse and functions of the educational institution within both societies; that the transfer of more than one element of any educational system would assist take-up; that the issue of whether the transfer is a top-down or a bottom-up one is also important; and that such transfers are most successful when the receiving society takes control of the transfer and comes to own it and to adapt it to their own usages. The case study is based on a two year evaluation of the Tanzanian Folk Development Colleges under the aid programme of the Swedish International Development Agency (Sida).  相似文献

ABSTRACT

The social justice leadership research recognizes the pivotal role that educational leaders play in mobilizing the discourse and achieving social justice in schools. However, current social justice leadership studies may be seen as limited in that the variety of important themes and issues identified in the discussions of social justice within educational leadership are generally addressed in an isolated manner, focusing on specific aspects. There seems to be a lack of an overarching framework which may be used to examine social justice leadership in a holistic and multidimensional manner by taking into account leadership, organizational conditions and environment. This article aims to examine social justice leadership through the lens of the ‘Five Fundamentals’ outlined in The Art of War by the Chinese General, Sun Tzu. In doing so, the article extends the theoretical boundary in social justice leadership by considering its moral purpose, human and environmental conditions, leadership practices, and technical constraints.  相似文献

This article focuses on the changes that the election of Donald Trump enables in education policy domestically and in education discourse internationally. I argue that Trump’s own charismatic leadership style is a distraction from the privatisation that it is facilitating through Betsy DeVos, Trump’s appointment as US Education Secretary. I draw on two contemporary examples of technology-enabled privatisation in education – cyber charters and predictive analytics using big data – to argue that in the Trumpian era, educational leadership may be shifting from corporatised forms, where professionals understood as ‘school leaders’ fulfil corporate objectives through corporatised means. Instead, Trumpian-era privatised educational leadership retreats fully behind the technology boardroom door, where it renders superfluous lead professionals in education institutions, and where its objectives are to generate profit through re-conceptualising learners as data providers. This analysis highlights the need for new tools and methods to describe and explain what is happening, and to help develop understandings of what educational leadership in this new landscape might be, do or achieve.  相似文献

Currently educational research literature demonstrates wide discussion and endorsement of ‘distributed’ leadership while concurrently traditional, hegemonic forms prevail in practice. This article investigates understandings about educational leadership held by Australian school principals. The article describes the contradictory conceptions about educational leadership currently in circulation. It interrogates underlying assumptions and questions how both hegemonic and newer leadership conceptions and assumptions serve educational leaders. Data from principals around the country and across education systems reinforced the predominance of un-theorised or under-theorised notions about leadership, with similar assumptions found in important policy artefacts and practices. This article emerges from interviews with 100 principals focusing on their professional learning needs, which revealed interesting ideas, issues and dilemmas concerning ‘leadership’. It fills a gap in research on distributed leadership by exploring contradictions inherent in policy, practice and understandings in this area. The article is structured into four sections. First, extant literature on this topic and the research are explained. Second, the article focuses on principals' conceptions about leadership and those inherent within important policy and practical artefacts. A discussion of the findings focuses on the discrepancy between theory and policy endorsement and the views of practitioners. Over the past 20 years, relational theories of leadership have gained increased traction in the global discourse in educational leadership. This is observable in the increased frequency with which scholars have begun to construct leadership within the sociocultural and institutional systems of different societies. This study addressed the question, “How is effective school leadership constructed in the multi-faceted education context of modern day Vietnam?” We employed a multi-site case study research design to collect qualitative data from several stakeholder groups in three Vietnamese schools. Analysis centered on describing and synthesizing how principal leadership was constructed in these settings. This study “contextualized school leadership” by describing how leadership themes of managing relationships, preserving harmony, and teacher empowerment were shaped by institutional, political and socio-cultural forces in Vietnamese society. The findings support the importance of contextualizing leadership in order to understand differences in how “effective school leadership” is constructed and understood across different societies.  相似文献

Development discourse frames youth in the Arab world as lacking in the skills needed for employment and educational institutions as failing. The “skills mismatch” is offered as both the reason for unemployment, and evidence of the poor quality of education in the region. This paper undertakes a genealogy of the skills mismatch discourse, tracing how it became central to education development policy with a focus on Jordan.We show that this discourse lacks analysis of prevailing labor force dynamics and barriers to economic development, and serves to blame youth, educators, and local culture for the failures of economic restructuring.  相似文献

This article examines the relationship between the development of the education market and the demand for qualified personnel in the context of European integration. To begin with, a model portraying the relationships between the education and the labour market is introduced, following which the old but still topical qualification discourse with its theses with regard to overqualification and underutilization, is discussed. Despite the modern European Communities’ educational ideology of technological progress and of the thesis of increasing qualifications, questions which are still worth asking are what kinds of demands actually exist in the labour market for increasingly highly trained labour and what kinds of educational policy the new United States of Europe should have.  相似文献

In line with ‘the entrepreneurial university’ discourse, managerialism and performative culture brought new expectations to faculty such as developing online programmes/courses, carrying out training for professionals, obtaining research funds, leading projects in cooperation with industry/business, collaborating with colleagues from various disciplines, participating in international networks and representing their disciplines and institutions. These new duties and the traditional roles of academics, as knowledge producer and public intellectual, constitute their intellectual leadership. Given these new circumstances, it is important to investigate the influence of universities’ organizational components to understand how university managers can support academics’ intellectual leadership. This research aims to explore intermediary relations between communication, climate and managerial practice flexibility in universities and academics’ intellectual leadership. Quantitative data were collected from 937 Turkish faculty via an online questionnaire and analysed using Path analyses. Analysis revealed that faculty, by their intellectual leadership behaviours, contribute to the development of their disciplines, institutions and society, and that communication in universities has a strong impact on faculty’s intellectual leadership by mediation of the organizational climate and managerial flexibility regarding scholarly practices. Consequently, university managers should establish functional communication systems in their institutions to generate a positive atmosphere and to maximize the efficiency of institutional practices.  相似文献

This article is the first of two reporting research concerned with the profile of degree level qualifications of initial teacher trainees who start Postgraduate Certificate of Education (PGCE) Secondary English courses. In a context where there is no existing database of such information, the researchers sought to establish the patterns in this profile and collate a summary of Initial Teacher Education (ITE) tutors’ perceptions about the level of subject knowledge preparedness of students with different degree level qualifications. Following from this, the enquiry was also interested in the ways that PGCE institutions support students with different subject knowledge development needs. The article that follows below treats the issue of degree qualifications and the PGCE selection process in the context of recent changes to subject English. The evidence suggests patterned but divergent practices with an overall trend of preference for prior qualifications in English Literature despite significant alterations in the study of English since 1980. PGCE courses surveyed attract many more applicants than there were places and tutors exercise considerable discretion in admissions practices which are not always made transparent by published policies and rationales, including those made available to prospective applicants. The review of the literature showed little published discourse on this topic to date.  相似文献

宿迁是江苏省内经济欠发达地区。其职业教育已从数量快速增加、相对稳定阶段,逐步过渡到目前的优胜劣汰阶段,由于经济欠发达地区,教育理念相对落后,办学投入不足,实验、实践环节少,培养出来的学生就业率低等情况制约了高职教育的发展。这不利于大批应用型高技能人才的培养,客观上也制约了宿迁地方经济发展。这与宿迁市政府提出的“科教兴市”战略相违背。如果没有政府相关政策支持,没有办学理念的改变,高职院校服务地方经济发展只能是一句空话。  相似文献

Policy discourse officially operates to distinctly influence public perception in an irrevocable and normalising manner. In a Maltese educational scenario of gradual decentralisation and increased accountability, I explore the ‘effects’ of both the global and the local policy discourse of networks and networking on the practising leaders, in addition to their reaction to the policy document mandating these multi-site school collaboratives, with a particular interest on their imposed nature and how this reform impinged on individual school autonomy. This research adopts a case study methodology, with data collected through in-depth, semi-structured interviews; participant observation; and documentary analysis, interpreted via a Foucauldian theoretical framework through narrative analysis. The findings reveal an inherent tension among autonomy, centralisation, and decentralisation both within the policy discourse and the unfolding network leadership dynamics. This paper has particular philosophical implications for educational policy, practice, and theory in an educational scenario of school policy globalisation.  相似文献

This article presents insights from an inquiry into renewable energy development by Indigenous communities across Canada. The focus is on Indigenous leadership in developing renewable energy projects that align with traditional ecological philosophies while also providing increased economic and energy security, sovereignty, and educational opportunities. These projects build new STEM knowledges and practices across cultural divides. The article also discusses broader sociocritical concerns regarding renewable energy development, the associated challenges of renewable energy education, and Indigenous environmental education in the context of capitalist and nationalist agendas.  相似文献

There have been ongoing criticisms of the field of educational leadership and management with respect to over-reliance on research from ‘Western’ contexts. However, evidence on the extent to which voices alternative to the dominant ‘Western’ discourse are represented in the international English-medium discourse of educational leadership and management is thin. Using a three-phase sequential mixed-methods approach, this paper explores knowledge production in the field by analysing the prevalence and impact of empirical articles published in four English-medium international journals. Additionally, the membership of editorial boards and editors is analysed to geographically locate key decision makers. Findings demonstrate that an exceptionally small set of core inner-circle Anglophone and non-inner-circle Anglophone settings enjoys disproportionate influence in the field. There is need for a knowledge base enriched with leadership and management practices from different sociocultural contexts and system structures with a multiplicity of voices to portray a more nuanced and balanced picture of leadership and management practices.  相似文献
