ABSTRACT

The present study aims to examine the leadership research in higher education in order to shed light on its development during the last two decades by revealing the evolving trends in research on leadership in higher education, the most prominent scholars working on related research, the most popular topics in related research, and the countries in which the related studies are based. Bibliometric method was employed in the analysis of the original research and review papers published in five prominent higher education journals between 1995 and 2014: Higher Education, Research in Higher Education, Studies in Higher Education, The Journal of Higher Education and The Review of Higher Education. The results of this bibliometric analysis show that the majority of the related articles come from three countries: the U.S.A., the UK and Australia. It is also found that the leadership research in higher education is still very scarce and has not shown any meaningful increase during the last two decades. In addition, content analysis is used to provide more in-depth information about the topical focus, purpose and methodology of the selected articles. The results of content analyses are discussed in detail, and suggestions for the future research are provided.  相似文献

Ronald Barnett's modern classic Realizing the University in an Age of Supercomplexity (published December 1999), has had a crucial impact internationally on the field of Higher Education research and development since the book was published now nearly 20 years ago. Bridging an academic oeuvre across almost 30 years with close to 30 published volumes, Realizing the University in an Age of Supercomplexity plays an important role in the development and transformation of Barnett's social theory of Higher Education into a social philosophy of Higher Education. In the book Barnett performs an important move from a focus on knowledge and epistemology to a focus on being and ontology in relation to Higher Education practices. Barnett shifts his fundamental perspective and view on the relation between universities and the wider society from one of caution and worry to a perspective of hope and vision that fully embraces the future of Higher Education. This way, Realizing the University in an Age of Supercomplexity has not only paved the way for Barnett's own development of a social philosophy of Higher Education, but also contributed invaluably to the rise and maturing of philosophy of Higher Education as a research field in its own right.  相似文献

In the education policy arena, the notion of ‘quality'as a mechanism for increasing accountability to stakeholders has risen to prominence in the 1990s, as part of the micro‐economic reform agenda of many national governments. This study analyses the way in which policy makers in Australian higher education have recontextualised the notions of quality adopted in other countries to reconstruct a uniquely Australian version. Further, the study analyses how this recontextualisation continues from the ministerial level, through the Higher Education Council (HEC), and then the Committee for Quality Assurance in Higher Education (CQAHE), to the site of intended policy effect ‐‐ individual universities. A theoretical framework, in part offered by Stephen Ball's policy trajectory studies, is employed to examine the negotiation, resistance and even transformation of the original ministerial quality policy of 1991. A central contention is that the operation of the subsequent 3‐year cycle of quality reviews between 1993 and 1995 provides an example par excellence of a government strategy of ‘steering at a distance’.  相似文献

This essay reflects upon the themes that emerged from the “Public Relations—An Instrument for the Transformation and Development of Higher Education in Central and Eastern Europe” seminar, for which the articles appearing in this issue of Higher Education in Europe were originally prepared. The transitional public relations approach, which was developed and introduced to the world public relations literature by the author, is used to analyze the impact of this type of public relations on the reform of higher education in the former communist countries of Europe. The main conclusion is that, in view of the common communist heritage of the countries of Central and Eastern Europe, the application of public relations strategies and instruments in higher education accelerates and facilitates reform of this key area of the economy and also causes it to become more effective. The above statement is particularly valid for private universities.  相似文献

After a brief discussion of the historical background, this article examines national attempts to reform the examination system in India. Reform attempts are discussed under eight categories: syllabus review and revision; increased frequency of public examinations; introduction of internal assessment; development of question banks; changeover to a grading system; semesterisation; improving the efficiency of the public examination bureaucracy, and, creation of autonomous colleges. Most of the impetus for reforming the examination system came from the availability of Western experts at very little cost to India and admiration for American and British practices among Indian higher education authorities. The failure of most of the reforms provide salutary lessons regarding educational borrowing for reform. Although admittedly quality is very hard to define, UNESCO, particularly its European Centre for Higher Education and its Division of Higher Education, have undertaken a number of actions to further quality in higher education. Thus CEPES created EGAA (European Group on Academic Assessment) and the Division of Higher Education stressed the questions of quality in higher education in a recently prepared UNESCO draft policy paper. A strong component of the UNESCO UNITWIN and UNESCO Chairs Programme is directed at improving the quality of universities and university programmes in developing countries. The effort in favour of quality thus dovetails into other policies and actions of UNESCO, such as those in favour of the development of Centres of Excellence in the academic world. Yet quality improvement should not mean the imposition of one university model throughout the world but drawing upon what is best in local customs and indigenous culture.

The intention of this article is to present the way in which a proposal was put forward for a national basic curriculum for the lower level of secondary education in Guatemala, within a general curricular reform of the education system. In this process, the International Bureau of Education and UNESCO’s national office in the country provided technical advice. The article examines the socio-cultural and educational context, some conceptual foundations for the curricular reform, the construction of the curriculum for lower secondary education, some features of the proposed curriculum and the outlook for the future. The process of curriculum construction included a diagnosis, drawing up a strategy for reforming the first cycle of secondary education and preparation of the proposed curriculum. Likewise, the authors present the steps that must be taken in order for the national basic curriculum to be adopted, subject, amongst other factors, to the availability of funding. Great interest is being expressed in higher education circles everywhere and at all levels in the fundamental changes envisaged with regard to the organizational structure and contents of higher education in the USSR. These changes constitute an important part of the restructuring; the “perestroika”, currently going on in all spheres and at all levels of Soviet society.

The Central Committee of the Communist Party of the Soviet Union (CC CPSU) adopted the Principal Directions for the Reorganization of Higher Education and Specialized Secondary Education. As a follow‐up to that framework document, the CC CPSU and the Council of Ministers of the USSR adopted a number of decisions, dated 13 March 1987, aimed at giving substance to and at amplifying the basic principles enumerated. As change in Soviet higher education has been in the air for some time, we were able to preview some of its directions in previous issues of Higher Education in Europe, specifically in No. 4, Vol. XI (1986), pp. 80‐81 and in No. 2, Vol. XII (1987), pp. 83‐84.

As promised in the latter issue, we are now presenting the main provisions of these “Measures”, and “Decisions” via excerpts taken from five documents which were published partly in Byulleten’ Ministerstva Vysshego i Srednego Spetsialnogo Obrazovaniya, No. 6, 1987, and partly in Pravda, 27 March 1987.

The editors are solely responsible for the choice of excerpts as well as for the editorial and stylistic modifications that they believed necessary in order to fit them into the content of Higher Education in Europe.  相似文献

Despite disagreement about their validity, reliability and effects, international rankings of universities have become widely used by students and higher education institutions. This article compares three international rankings of universities and analyzes, based on the academic literature, the extent to which they assess relevant aspects of teaching and research and whether these aspects are measured adequately. We study the Academic Ranking of World Universities published by Shanghai Jiao Tong University, the World University Ranking published by the British magazine Times Higher Education Supplement and the Excellence Ranking published by the German Centre for Higher Education Development (CHE). The analysis is based on the academic literature about these international rankings and the publications by the rankings’ publishers. We draw conclusions about the design of rankings and develop further research questions.  相似文献

Higher Education Research & Development (HERD) was established to address a perceived gap in higher education publishing: research of interest to practitioners that was engagingly written. After 30 years of contributing to the field, HERD has constructed a unique position for itself among higher education journals. This paper reviews the general patterns and tendencies demonstrated through the citation practices of authors in the first five years of HERD and it compares them with the ideas used to support arguments about higher education research in more recent articles published in the journal. By comparing the results of this review with citation practices in similar journals of higher education, the study suggests that HERD continues to attract practitioner researchers responding to the changing social and epistemological landscape of higher education. The paper concludes that HERD has been instrumental in consolidating the concepts of the field in a way that has accommodated a large number of authors who only occasionally engage in higher education research. This, in turn, has led to the emergence of a distinctive literature about higher education teaching and learning.  相似文献

Faced with intensified global education competition, universities and other Higher Education institutions are implementing Total Quality Management (TQM) to keep rivals at bay. Meanwhile, research interest in TQM in Higher Education is growing. This paper reviews the achievements and limitations of extant research on TQM in Higher Education, and discusses directions for future research. The paper finds that extant research focuses on (1) teaching and learning but neglects research and industry engagement; (2) an isolated factor (e.g., teacher) but neglects other factors (e.g., facilities); (3) the Higher Education sector in advanced countries but neglects the Higher Education sector in developing countries; and (4) TQM as a phenomenon but neglects theory development and integration. Future research needs to address these limitations, adopt a more holistic perspective, and take a more inclusive and comprehensive approach to TQM in the Higher Education sector.  相似文献
