Corporate mergers and the consolidation of ownership in the American communications arena have long been sources of concern. U.S. regulatory and antitrust policy traditionally attempted to secure a “diversity of voices” structurally, largely through rules regarding ownership. Although the meaning of diversity was always problematic and undertheorized, the Federal Communications Commission long set ceilings on the numbers of broadcast outlets any single person or corporation could own and enacted cross-ownership rules such as a prohibition against a corporation owning a newspaper and broadcast outlets in the same market. These rules, and the FCC's authority to make them, were upheld, occasionally even compelled, by the federal appellate courts. In the last 20 years, however, legal trends, in conjunction with political developments, have undermined the diversity rationales behind ownership rules and associated structural regulations of mass media. Paradoxically, even as media corporations are becoming larger and presumably more powerful, ownership regulations are being rescinded or struck down. This article explains this history. It concludes with a suggestion that the First Amendment metaphor of a marketplace of ideas is misplaced, and of how our thinking about media ownership and diversity might be better served by the metaphor of a mixed media system.  相似文献

Abstract

Proposed changes to the Australian cross‐media regulation prohibiting common ownership of commercial free‐to‐air television and radio services and daily newspapers in the same market and their likely impact on diversity of opinion are evaluated in this paper. The analysis indicates that the replacement of the cross‐media rules with a minimum number of voices rule will lead to increased concentration of main media and reduced diversity. There is little evidence that the Internet and other new media are significantly displacing traditional media as independent sources of opinion in the domestic market. Also, the proposed number of voices rule is assessed as a largely ineffective and inefficient regulation. Consequently, the paper concludes that while abolition of the cross‐media rules might be an appropriate objective in the longer term, the proposed changes are likely to have undesirable effects on diversity of opinion in the immediate future.  相似文献

The digital transmission of signals greatly increases the channel carrying capacity of the broadcast spectrum and provides scope for a substantial increase in the number of television channels transmitted terrestrially in each broadcasting market. A simple model of a hypothetical advertiser-supported television market shows that with increased channel numbers the average audience size for programmes and channels will decline, advertising revenue per channel will decline, programme costs per audience member will increase, and average profit per channel will decline. In practice, with digital terrestrial television the number of new channels licensed will continue to be subject to government regulatory decisions. But even with liberalisation of licensing policy, the economics of advertiser-supported television broadcasting will impose severe limitations on the number of new channels that any market can support. Digital interactive television services offer commercial broadcasters the prospect of a new source of revenue. The financial viability of these services, however, is not yet proven. Another unknown factor is the impact that personal video recorders will have on television advertising revenues. The transition from analogue to digital terrestrial transmission will have wide-ranging effects on commercial television viewing, but probably not on the structure and ownership of the television broadcasting industry.  相似文献

Media studies research in the 1990s illustrated an incongruity between cultural diversity in the Australian community and the representation of that diversity on commercial television screens. Australian drama in particular received much criticism for its seemingly 'Anglo' portrayal of Australian society. Most of this former research was based on program content analysis and critical approaches to studying the media. From the mid-1990s, anecdotal evidence suggested an improvement in the casting of actors from culturally diverse backgrounds. This paper contextualises policy and industry developments in the 1990s related to cultural diversity and presents new research undertaken within the commercial television drama industry. In order to determine the status of cultural diversity and commercial television drama at the end of the 1990s, a casting survey of all Australian commercial drama programs broadcast in 1999 was carried out. This was complemented by interviews with industry personnel and a two-week content analysis of programming. The research establishes the degree of casting for actors from culturally diverse backgrounds and offers explanations for both improvements made over the previous years and the continuing obstacles faced by some groups in gaining a place in our popular drama programs.  相似文献

Transparency has evolved from an individual, dangerous power in Plato to a desirable, collective property in the contemporary world. This paper intends to give a brief account of this long and somehow surprising path and extract some interesting consequences for economic and political activities, as well as for information technologies. Six literary masterpieces are used to highlight the contradictions and dangers entailed by the abuse of the fascinating metaphor of transparency. In the end, what is usually intended when demanding transparency from a corporation, a firm or a state is more (or more accessible) information about it, i.e., understandable and abundant black and white data. This means reporting, picturing, producing material, becoming apparent, which is precisely the contrary of being transparent. We don’t want to look through, but to look directly at. The question, then, is not transparency, but opacity: what do we need and want to see, and how is this going to be produced?  相似文献

Diversity of newspaper outlets and diversity of newspaper ownership are both generally conducive to economic efficiency within the newspaper industry. A review of the economics of newspaper publishing reveals two major factors concerning the structure and ownership of the press. The first is that scale economies of production are largely responsible for the tendency of newspaper markets in cities and towns to be dominated by a single title. The second is that the combined effect of economies of scale and newspaper firms’ drive towards growth is likely to bring about a high concentration of newspaper ownership. It is argued that economic theory lends qualified support to policy proposals to prevent mergers between newspaper firms and to require divestiture of newspaper titles.  相似文献

Abstract

Infrastructures are typically seen as boring and serious, and are routinely depicted using metaphors from transportation. We argue that the carnival is a fruitful metaphor for understanding emerging information infrastructures, as the information age is also the age of the carnival. We distinguish between the ubiquitous or distal carnival and its particular manifestations – the proximate carnival – both of which are characterized by play, anarchy, dissimulation, vulgar language, and excessive consumption. The article focuses on Bitcoin, which we see as a nascent information infrastructure and an exemplary instance of a proximate carnival. It also considers how the carnival metaphor might help us reimagine our study of the information age.  相似文献

本文在现有理论和实证分析框架基础上,以在深圳证券交易所上市的331家公司为研究对象,运用非线性回归模型对上市公司管理层持股与经营绩效的相关性进行了实证检验。实证结果表明公司绩效与管理层持股之间存在三次曲线关系:管理层持股在0%—0.1376%之间时,公司绩效随管理层持股比例的增加而下降;管理层持股在0.1376%—0.7462%之间时,公司绩效随管理层持股比例的增加而上升;管理层持股超过0.7462%时,公司绩效再次随着管理层持股比例的增加而下降。  相似文献

This article develops a general framework to describe the changes in university IPR regulations in Europe and their effects on the patenting activities of universities and on knowledge transfer processes. Understanding the effects of changes in IPR regulations on academic patenting is a complex issue, and parallels with the US case can be misleading. First, despite the general trend towards institutional ownership, university IPR regulations in Europe remain extremely differentiated and there is no one-to-one mapping to the US system. Second, it is difficult to disentangle the quantitative and qualitative effects of changes in IPR ownership regulations on academic patenting activities from the effects of concurrent transformations in the institutional, cultural and organizational landscape surrounding academic knowledge transfer. The article proposes a review and typological classification of national university IPR ownership systems on the basis of their development since 2000, and uses it to analyze the aggregate dynamics of academic patent ownership in several European countries. The analysis of patterns of ownership of academic patents shows that there has been a general increase in university patenting since 1990, with a significant slowdown (and even reduction in some countries) after early 2000s accompanied by a switch in academic patents ownership in favor of university ownership though preserving the European specificity of high company ownership of academic invented patents.  相似文献

The images of America exported by entertainment and information media companies have created very high expectations in foreign audiences. Some recipients overhearing American media want to immigrate to the US and/or study in Western universities. In the process, a few of them encounter difficulties deceiving their high expectations. Their frustrations have been exploited by some fanatic ideologues for their own agendas, resulting in anti-American terrorism. The American media should be aware of the unintended consequences of their global exhibition of media, and more careful attention should be given to the way immigrants or graduate students sojourning in the US live their day-to-day encounters.  相似文献

Abstract

In the past several years, the number of sellers from whom customers of telecommunications network services can choose has increased dramatically. Whether it is the provision of domestic long‐distance service, or the offering of international telecommunications, or even the delivery of local communications, where previously service was provided by one firm or by a stable handful of firms that shared a market, users now have a wider range of choice and this increase in the scope of choice is likely to continue into the future. These changes, the result of a combination of developments in technology and regulatory policy, have created new problems for those charged with the regulation of telecommunications.

This paper begins by tracing the changes in regulatory policy that have led to the increase in the number of suppliers of domestic long‐distance telecommunications service. Then, it examines a number of principles for pricing telecommunications network services. Next, it identifies a number of explanations that have been offered for the proliferation in network services that has occurred. It then attempts to draw lessons from developments in the long distance market for the future of local network service. Finally, the paper explores the difficulties that policy‐makers will face in the new, more competitive environment.  相似文献

Despite recent evidence linking various measures of gender diversity in the firm with firm-level innovation, we know little about the mediating channels underlying this relation. Building on and extending the Upper Echelon and entrepreneurship literature, we address the following question: how, i.e., through which mediating channels does gender diversity in ownership-management gets at the heart of firm innovation? We use cross-sectional survey data collected in a random sampling of 7848 firm owner-managers across 29 emerging economies during 2012–2016 to test our hypotheses. Our findings demonstrate both direct and indirect effects of our focal independent variable. Specifically, firms with greater gender diversity in ownership are more likely to invest in R&D and rely upon external capital, with such differentials explaining sizeable proportions of higher likelihoods of overall innovativeness, as well as technological and non-technological innovation exhibited by their firms. Our post-analytical extensions reveal gender diversity among the workforce and human-resource-management practices that support employees' creativity and learning as additional mediating channels through which gender diversity in ownership likely impacts firm innovation. Furthermore, gender diversity in ownership allows firms from less-advanced emerging economies to catch up in their overall innovativeness with firms from more-advanced emerging economies.  相似文献

BackgroundAssessments of genetic diversity are essential for germplasm characterization and exploitation. Molecular markers are valuable tools for exploring genetic variation and identifying germplasm. They play key roles in a Xanthoceras sorbifolia breeding program.ResultsWe analyzed the genetic diversity of populations of this species using 23 simple sequence repeat (SSR) loci and data on kernel oil content. The 11 populations included in the study were distributed across a large geographic range in China. The kernel oil content differed significantly among populations. The SSR marker analysis detected high genetic diversity among the populations. All SSRs were polymorphic, and we identified 80 alleles across the populations. The number of alleles at each locus ranged from two to six, averaging 3.48 per primer pair. The polymorphism information content values ranged from 0.35 to 0.70, averaging 0.51. Expected heterozygosity, observed heterozygosity, and Shannon's information index calculations detected large genetic variations among populations of different provenance. The high average number of alleles per locus and the allelic diversity observed in the set of genotypes analyzed indicated that the genetic base of this species was relatively wide. The statistically significant positive correlation between genetic and geographic distances suggested adaptations to local conditions.ConclusionsMicrosatellite markers can be used to efficiently distinguish X. sorbifolia populations and assess their genetic diversity. The information we have provided will contribute to the conservation and management of this important plant genetic resource.  相似文献

Abstract

Individuals who have ready access to three new communication media— email, vmail, and fax—may elect to use only one medium, or two or more in combination. Users make choices based on evaluations of the utility of each medium for their communication tasks (a function of the types of work they perform). Individuals may assess technological characteristics to evaluate the technological utility of each medium. However, since communication media require multiple users, individuals also may be expected to assess characteristics of the user community to evaluate the social utility of each medium. Social utility may be influenced by people's perceptions of the existence of a critical mass of media users, and by the social influence of their peers and superiors. This study finds that perceptions of the technological and social utility of email, vmail, and fax are relatively independent of the types of work people perform. Social utility explains media usage somewhat better than technological utility, except in the case of email. Thus, the concept of social utility should be given more attention in future investigations of media choice.  相似文献

Conceptual metaphor detection is a well-researched topic in Natural Language Processing. At the same time, conceptual metaphor use analysis produces unique insight into individual psychological processes and characteristics, as demonstrated by research in cognitive psychology. Despite the fact that state-of-the-art language models allow for highly effective automatic detection of conceptual metaphor in benchmark datasets, the models have never been applied to psychological tasks. The benchmark datasets differ a lot from experimental texts recorded or produced in a psychological setting, in their domain, genre, and the scope of metaphoric expressions covered.We present the first experiment to apply NLP metaphor detection methods to a psychological task, specifically, analyzing individual differences. For that, we annotate MetPersonality, a dataset of Russian texts written in a psychological experiment setting, with conceptual metaphor. With a widely used conceptual metaphor annotation procedure, we obtain low annotation quality, which arises from the dataset characteristics uncommon in typical automatic metaphor detection tasks. We suggest a novel conceptual metaphor annotation procedure to mitigate issues in annotation quality, increasing the inter-annotator agreement to a moderately high level. We leverage the annotated dataset and existing metaphor datasets in Russian to select, train and evaluate state-of-the-art metaphor detection models, obtaining acceptable results in the metaphor detection task. In turn, the most effective model is used to detect conceptual metaphor automatically in RusPersonality, a larger dataset containing meta-information on psychological traits of the participant authors. Finally, we analyze correlations of automatically detected metaphor use with psychological traits encoded in the Freiburg Personality Inventory (FPI).Our pioneering work on automatically-detected metaphor use and individual differences demonstrates the possibility of unprecedented large-scale research on the relation between of metaphor use and personality traits and dispositions, cognitive and emotional processing.  相似文献

Abstract

Social media and news use arguably contribute to the prevalence of contentious politics because individuals may express dissent through their social networks as they consume news. This study seeks to test whether individuals might be more open to political persuasion in this context, especially if they are exposed to political disagreement or discuss politics in a civil manner. Relying on survey data from the UK, results based on a moderated moderation model show that (a) social media news use predicts political persuasion on social media (direct effects) and, (b) discussion disagreement and civil reasoning moderate this relationship in two-way and three-way interactions.  相似文献
