In 2009, a think tank called the International Alliance of Leading Education Institutes (IALEI) announced the results of a study entitled Climate Change and Sustainable Development: The Response from Education. Intended for a policy audience, the study offered a glimpse into the status of Education for Sustainable Development (ESD) and an early look at the emergence of Climate Change Education (CCE), in 10 different nations. As with most international reports, the IALEI report provoked many questions, some of which are more broadly relevant to scholarship and practice. This paper introduces a review symposium that addresses three such questions: (1) How coherent is the concept of ESD across national contexts and what conceptual tensions continue to surround ESD and CCE? (2) Can nation-level analyses tell us anything useful about countries where education is not centrally governed? and (3) In light of the evolving relationship between educational research and policy, how should researchers engage with ongoing policy debates?  相似文献

International policy analysis tends to simplify the nation state, portraying countries as coherent units that can be described by one statistic or placed into one category. As scholars from Brazil, South Africa, and the USA, we find the nation-centric research perspective particularly challenging. In each of our home countries, the effective influence of the national government on education is quite limited, particularly in fringe and emerging areas of education such as Education for Sustainable Development (ESD) and Climate Change Education (CCE). This essay explores how nation-level comparisons are and are not useful for international research on ESD and CCE. We consider several layers of decentralized governance, but ultimately come to the conclusion that ESD governance in our respective countries is polycentric rather than decentralized. We discuss the implications of this idea for cross-national policy research on ESD and CCE.  相似文献

This essay examines the relationship between research and policy and, more specifically, how researchers might relate to policy work. Given the current international policy focus on climate change, green growth and sustainability in general, it argues for strengthening and widening policy research in the areas of Environmental Education (EE), Education for Sustainable Development and Climate Change Education. It especially makes a case for two kinds of research on EE policy: (1) a multi-sited approach to empirical documentation and theory development which explores the relationships between international policy agreements and local practice, and (2) an interactive policy-engaged approach to research.  相似文献

Interest in community environmental education (EE) and community education for sustainable development (ESD) is increasing, as evidenced by the increase in studies examining community EE/ESD approaches and NAAEE’s current development of the Community EE Guidelines for Excellence. Thus, the purpose of this paper is to: (1) provide a review of research which identifies as examining community EE/ESD issues from 1994 to 2013, (2) examine themes specific to community-oriented program implementation and outcomes, and (3) examine theoretical trends within this work. While no single framework emerged from the diverse studies on community EE/ESD, themes suggested greater success for programs that were rooted in community issues, involved multiple community partners, were oriented towards collaborative and civic action, and incorporated reflection on social institutions and power dynamics. These characteristics reflect an emancipatory approach to education which seeks to enhance human development through public participation and engagement. To this end, future researchers and practitioners should consider: (1) the resources needed to understand community values and concerns, (2) skills and knowledge required to build relationships and attend to community culture, values and democratic processes, (3) theories that account for the socio-historical contexts of participants and their pathways for transformation and empowerment, and (4) a process of action that continually reflects on power structures and dynamics.  相似文献

环境教育和可持续发展教育究竟有怎样的关系?国内外学者看法各异。归纳起来,主要有五种:第一,环境教育与可持续发展教育是等同的;第二,可持续发展教育是环境教育的一部分;第三,环境教育是可持续发展教育的一部分;第四,可持续发展教育与环境教育互不包含,但有共同的部分;第五,可持续发展教育是环境教育发展过程中的一个高级阶段。根据相关文献分析,我们认为,环境教育是可持续发展教育的一部分,两者关系是互动的,环境教育需要面向可持续发展重新定向,可持续发展教育有着环境教育无法实现的功能。  相似文献

In recent years, in the UK, there has been a significant focus on research in Education for Sustainable Development/Global Citizenship Education (ESD/GCE) in initial teacher education and on projects and initiatives used with pupils in schools. However, there has been less specific focus on the ‘voices’ of teachers who have undertaken such projects: the documentation of their perceptions of effective pedagogy for the development of their pupils’ learning and, importantly, the development of their own concepts and values in relation to sustainability education as a result of implementing ESD/GCE-related topics. This paper aims to provide data from this relatively under-reported area. It examines what the teachers learned about effective pedagogy from undertaking a systematic study of their own practice in ESD/GCE-based topics, and it highlights the development of their own understanding of, and values about the place of ESD/GCE in the curriculum. The paper presents an analysis of the reflective journals kept by 10 teachers during the planning and implementation of ESD/GCE projects within their own classrooms. Findings emerging from the study were that critical reflection on their work gave the teachers the confidence to adopt the more learner-centred pedagogy of ESD/GCE, and that teachers, too, were able to benefit from the participation in ESD/GCE activities.  相似文献

The UN Decade of Education for Sustainable Development (DESD) charges educators with a key role in developing and ‘securing sustainable life chances, aspirations and futures for young people’. Environmental Education (EE) and ESD share a vision of quality education and a society that lives in balance with Earth’s carrying capacity, even as they differ in terms of expectations of how that vision is realized, and what might need to be balanced. Rather than treat EE and ESD as sparing partners or fellow travellers towards the same destination, this paper analyses EE and ESD from the perspective of transformative educational goals. Using these goals as a benchmark transcends immediate problems with either form of education, while also helps to clarify policies and practise formations, appropriate to a diversity of educational contexts.  相似文献

In Germany, the implementation of the UNESCO Global Action Programme (GAP) on Education for sustainable development (ESD) 2015–2019 aims to implement ESD more profoundly within the structures of Germany’s educational system. In this context, a national monitoring has been set up in order to analyze the extent and quality of ESD implementation in all educational areas. The paper contains the results of an indicator-based desk research comprising a content analysis of key documents in three areas of education: early childhood education, school education and higher education over a period of 5 years (2011–2016). Overall, the main results indicate that, at the level of key documents, the goal of a broad implementation of ESD is not yet achieved, while there are considerable differences among the federal states. ESD and related concepts can be found more frequently particularly in documents that are more recent. At the same time, ESD is increasingly predominating other educational concepts such as environmental education. The results are one component of a comprehensive monitoring process of ESD-implementation on the level of documents and offer important insights relevant for further (political) activities aiming at a mainstreaming of ESD.  相似文献

Over the past four decades, numerous professionals in the field of environmental education (EE) have attempted to take stock of conditions within and outside of EE. In turn, many used the results of their analyses to describe challenges to and opportunities for EE. Many of these challenges and opportunities continue to ring true today, although the purpose of this article is not to explore those, but to explore several contemporary challenges and opportunities. The first challenge posed is to continue to expand and make use of the range of professional development opportunities within the field, such as is apparent in several of NAAEE's sets of Guidelines and related initiatives, particularly as the field continues to grow in numbers and in different directions. A second challenge pertains to the need for increased attention to sustainability in developed and developing nations' contexts, the rapid growth of “Education for Sustainability” (ESD) since UNCED, and the need to maintain clarity over the complex and dynamic relationships between EE and ESD with respect to sustainable development needs. A third challenge pertains to climate change as the most recent “environmental crisis” and set of problems we face, as evidence continues to mount. However, climate change represents a different kind of challenge, and underscores the challenge of preparing citizens to participate in problem-solving and in envisioning desirable futures through EE. In addressing these challenges and opportunities, we must continue to seek out and affirm the best of what is traditional and innovative, as well as effective and adaptive, within the field.  相似文献

The integration of education for sustainable development (ESD) into all levels of education is a key priority in Kosovo's environmental action plan. However, at present it is not even known how environmental education (EE) is integrated in the country's educational system. With the help of a written questionnaire and in-depth interviews with 18 teachers, this study investigated the integration of EE in high schools (optional upper secondary education) in Kosovo. The representative sample of biology, geography, chemistry, and civic education teachers (244 persons) focused on various kinds of pollution and hazards of pollutants. Teachers' choice of topics was highly relevant, place-based, and linked to the experiences of students, but excluded sustainability issues such as the loss of biodiversity. EE was approached in three ways. The first approach critically reflected links between the natural, social, and cultural environment, while the second approach was characterized by knowledge submission of environmental facts. The third approach aimed at capacity-building and, in the sense of ESD, understood learning as process-oriented, participatory, and action-oriented. However, this approach was rather uncommon, most likely due to insufficient teacher preparation, large classes (up to 50 students), and little time (just one hour per week for EE). Class size and time also restricted outdoor activities, in particular field work. Nevertheless, in view of the interviewees, ideal EE would mean outdoor education, field work and other place-based, capacity-building practical experiences, and the development of critical thinking skills. This exemplifies that approaches to ESD may find support from dedicated teachers in Kosovo.  相似文献

Abstract

This paper examines the implementation of Education for Sustainable Development (ESD) in Germany and explores the possibilities of Social Network Analysis (SNA) for uncovering influential actors in educational policy innovation processes. From the theoretical perspective, an actor’s influence is inferred from its relative position within issue-specific information flows and the trust placed in its capacities and expertise, instead of relying on an actor’s openly expressed role and policy preferences. Drawing on techniques from quantitative SNA enables to analyse the social interactions as well as the frequency and type of information exchange amongst actors in a particular issue area. Empirically, I focus my attention on the educational innovation of ESD, which has been initiated at the global level, but is mainly put into practice at the national or regional level. Data for the study come from mixed mode interviews with a standardised questionnaire. The interviews were conducted and analysed using egocentric and complete SNA. I find, amongst others results, that NGOs and governmental actors occupy significantly more central, prestigious and influential network positions than schools in the course of implementing ESD in Germany. Furthermore, school representatives exhibit few and weak relations, and mostly share links with other formal education actors.  相似文献

This article discusses findings from a tri‐country study of student teachers' understandings of the purposes of education, their conceptions of sustainable development and the task of Education for Sustainable Development (ESD). At its heart are case studies of 30 student teachers from Initial Teacher Education Programmes in England, Denmark and Germany (10 from each country). While they are diverse in their personal, professional and subject disciplinary backgrounds, and they work in a variety of school subject areas, all the students share the objective of becoming members of the teaching profession in the primary or lower secondary schools of their countries, and thus each one currently faces the additional challenge of understanding and responding to national, cross‐cutting policy initiatives on sustainable development and ESD. As interpretative research, the study catalogued and mapped similarities and differences in student teacher understandings, and identified those notions, thoughts and ideas that were meaningful to a beginning teacher's interpretations and sense‐making of key ESD concepts and tasks. The findings highlight the widespread importance of ‘taking responsibility’ and ‘having responsibility’ as key notions in interpreting their professional role and student learning in relation to ESD. An explorative framework developed during the data analysis suggests that in making sense of ESD, student teachers have recourse to one or more of at least four identifiable rationalities for ascribing responsibility to oneself or others, where each rationality articulates a different set of responses to questions about the prioritized locus of agency and the nature of the decision‐making process. The framework offers a critical and generative tool for stimulating debate in the field about policy and professional preparation and development and, in particular, the nature, processes and qualities of learning that are understood to ‘generate a sense of responsibility’, within the broader—and in the case of ESD—related quests of education and sustainable development.  相似文献

There is a growing agreement among the academic community, in schools and among researchers, concerning the advantages of formative assessment and the limitations of large-scale assessment. In this paper, the school-based assessment reform of the Central Board of Secondary Education (CBSE) popularly known in India as continuous and comprehensive evaluation (CCE) is studied in the context of the curriculum policy outlined by the National Focus Group (NFG) on Examination Reforms and the National Curriculum Framework 2005 (NCF 2005). The necessity, importance and scope of CCE have been a matter of debate among stakeholders. This paper focuses on how curriculum planners have conceived of school-based assessment and how it is implemented by CBSE. Though CBSE makes extensive reference to NCF 2005 in its manual, its scheme of CCE contradicts with the philosophy of that framework. At the same time, CBSE's CCE is more in alignment with the position of the NFG, which formed the basis for NCF 2005 on students’ assessment. The author considers that these conceptual differences in policy and implementation framework have created confusion. Furthermore, decentralised decision-making on assessment, less rigid recording and reporting procedures, flexible timeframes, and continuous engagement with teachers are necessary for effective implementation of CCE.  相似文献

Abstract

In many countries’ policy documents and curricula, teachers in the subject areas of science, social science and language are encouraged to collaborate on cross-curricular issues such as sustainable development (SD). This study is conducted in secondary schools (compulsory years 7-9) in Sweden and investigates the similarities and differences in the responses of ten teacher groups (forty-three teachers in total) to questions about their teaching contributions in their own subject areas to education for sustainable development (ESD). The overall aim is to understand how teachers of these three subject areas can contribute to cross-curricular teaching in teacher teams in the context of ESD. This is done by analysing the group responses from data collected in group discussions concerning the teaching dimensions what (content), how (methods) and why (purposes) in relation to ESD. We first analyse the teacher group responses and arguments regarding their contribution to ESD teaching from each subject area separately. Thereafter, we comparatively analyse how the different subject areas’ contributions overlap or complement each other in a potential collaborative ESD teaching. The results show that teachers from different subject areas stress different yet complimentary dimensions of teaching and perspectives of ESD. The implications for cross-curricular teaching in ESD are also discussed.  相似文献

This article examines the historical development of environmental education (EE) in Indonesia with emphasis on the non-formal sector, and applies its findings to the discussion on education for sustainable development (ESD), which seldom draws on case studies from developing countries. Local socio-economic and political conditions have made EE in Indonesia similar to ‘ESD’ in terms of its topical scope involving various social issues, although whether it should be referred to as ESD remains unclear. In contrast to the existing concerns about ESD, it involves critical views on the prevailing models of (neo-liberal) economic development. This article also shows that EE, like ESD, is at risk of exploitation by vested interests.  相似文献

In this paper, we address the implementation of the UN Decade of Education for Sustainable Development (ESD) in Flanders, a sub-national entity of Belgium. Our analysis shows how the policy-making process in Flanders is inextricably intertwined with three developments in environmental and educational policy: the increasing impact of ESD policy and discourse on environmental education, the framing of social and political problems as learning problems, and ecological modernisation. These trends give shape to a post-ecologist and post-political policy regime and, thus, affect what is possible and acceptable within Flemish ESD policy. However, this case study also revealed that these developments do not completely determine ESD policy-making in Flanders. Our examination thus allowed us to understand how the actual policy translation in a particular local setting brings about powers that legitimise and maintain as well as counteract the bounds of the policy regime that emerged in the context of the UN Decade.  相似文献

ABSTRACT

This paper addresses the lack of international knowledge and research in interdisciplinary curriculum development and teaching in the subjects of Physical Education and Geography. The authors analysed and compared elementary school curricular documents from two ex-communist countries, the Czech Republic and the Republic of Slovenia (an ex-socialist Yugoslav republic) to reveal how integration of Physical Education and Geography can be embedded at the policy level. A questionnaire survey among teachers examined how the integration is implemented in practice. The authors present some practical examples to show how Physical Education and Geography integration can be achieved. The findings of the study indicate that while interdisciplinarity is an important policy goal of the educational systems of these two countries, integration is not being implemented in practice.  相似文献
