This paper considers several opportunities for research on the means of relating investment in higher education more closely to widely expressed desires for faster economic growth and for greater equity in educational opportunity. It does this against a background of policy issues related to growth and equity among income groups common to the current debates in the United States and Britain.Major basic policy trends in the U.S. are reviewed briefly first, with comparisons to some similar developments in Britain. These are then related to an underlying need for research to broaden the concept of human educational capital as a means of bringing findings closer to the needs of legislators' constituents and educational planners in democratic nations. Some preliminary evidence is included that suggests, for example, that not only expected monetary returns, but also expected nonmonetary returns reflecting the increasing value of time are important to students and their families as they decide to invest.The possibilities for research on means of aiding growth then are considered. They focus primarily on the opportunities inherent in early findings on relative rates of return to two year (e.g. Higher National Certificate, or junior college) programs, and the potential through adaptations in postsecondary education for speeding up application of basic science and new technology to production.Finally, research and preliminary findings on the regressive incidence of the net benefits of higher education among income groups is considered. It is suggested that there are some ways that higher education can contribute to faster economic growth while simultaneously contributing to equity.This paper was prepared while the author was Academic Visitor at the London School of Economics Higher Education Research Unit immediately following a semester spent as Guest Scholar at the Brookings Institution in Washington, D.C.  相似文献

The goal to enhance the impacts of academic research in the ‘real world’ resonates with progressive visions of the role of universities in society, and finds support among policy makers who have sought to enhance the ‘transfer’, ‘translation’, ‘uptake’, or ‘valorization’ of research knowledge in several areas of public services. This paper reports on an exploratory study of the strategies used by selected Canadian and international faculties of education to mobilize research knowledge. Drawing on data from semi-structured interviews with senior administrators of 13 faculties of education, the analysis reveals several themes. Academic leaders recognize knowledge mobilization as a desirable institutional mission, but they identify a number of barriers to greater efforts in this area. Although a number of strategies are employed, changes across multiple organizational dimensions to encourage and support knowledge mobilization were reported at only two institutions. These results are relevant to faculty administrators, scholars, and policy-makers interested in understanding the role of academic institutions in the mobilization of research knowledge to the broader education community.  相似文献

The purpose of this study was to examine rural school district administrators’ satisfaction with distance education in the United States and to identify factors that may contribute to their satisfaction. Telephone interviews were conducted with administrators in randomly selected rural districts across the country. Analyses revealed that students’ preparation in their study and computer skills as well as the use of synchronous delivery formats were related to administrators’ satisfaction with distance education. Results imply that students’ study and computer skills should be addressed as needed and, when feasible, synchronous delivery formats used in order to possibly bolster districts’ satisfaction with and effective use of distance education.  相似文献

This is a qualitative case study focusing on reporting the dynamics that cause conflicts between academics and administrators in higher education in Yemen. Drawing upon a critical review of two policy documents, observational research and in-depth interviews with 59 administrators and academics, the article presents the key factors for conflict in higher education and provides a model for resolving it.  相似文献

We investigated Yemen's higher education challenges by focusing on the English teacher education program. Interpretative analysis of policy statements and interviews revealed several factors that are hindering the quality of the program. Deeply aware of the socio-political dimensions impeding progress, the university lecturers shared convoluted visions for improving higher education and, in reflecting on the mission and realities of their program, voiced their quest for social justice and recognition by university administrators. The administrators acknowledged key problems in teacher education, but proposed no specific corrective measures. The findings highlight the urgent need for systemic change in Yemeni higher education.  相似文献

As critical components of the aging continuum of care, senior centers promote older adult health and well-being by providing opportunities for recreation, socialization, nutrition, health education, and access to vital social services. Nationally, a vast network of 11,000 senior centers serves over four million older adults annually. As the United States population ages rapidly, public funding, which is the primary source of support for a majority of senior center services, has remained stagnant. If senior centers are to continue to effectively serve older adults and meet their comprehensive needs, they need to demonstrate their relevance to the community and advocate for increased funding support. This paper explores the policy concerns of senior center administrators, investigates their efforts to influence public policy, illustrates advocacy techniques currently utilized by them, and highlights the learning needs of administrators in this regard. Practice implications for senior centers, their constituents, and gerontological education are provided.  相似文献

This case study research project examined efforts at three member institutions of the Council for Christian Colleges & Universities (CCCU), all located in the southern United States, to increase faculty diversity. The study also explored how these efforts related to institutional mission and what aspects within the history of evangelicalism were perceived to promote or hinder the hiring of diverse faculty at these institutions. The study participants consisted of eleven faculty members, seven administrators, and two students from the three case study universities, and one administrator from the main office of the CCCU. Data were analyzed from a combination of personal interviews, observations, field notes, documents, and textual analysis, resulting in the identification of themes related to faculty diversity. Although these institutions had made great strides in diversity efforts, the study findings revealed that more intentional and systematic processes need to be established in order to increase faculty diversity. Given that faculty diversity efforts can be enhanced by implementing better recruitment and retention strategies, the discussion section highlights initiatives that have been effective at these universities, including the active pursuit of faculty of color and the purposeful management of mentorship programs.  相似文献

Abstract

Despite claims of a so-called war on Christmas, Christmas in the United States is still celebrated widely in public spaces. The question is why some people ignore, what some scholars call, their Christian privilege? In this paper, we explore the ignoring of Christian privilege in one public space: USA elementary schools. Using 27 interviews, we show that most of the teachers/administrators adopted what we are calling Christian ignorance –– a structural ignorance rooted in normative cognitive schemas that creates and maintains Christian privilege.  相似文献

Using critical race theory, this article examines the racial positioning of British international minority ethnic (IME) academics in predominantly White institutions (PWIs). Empirical data, in the form of 28 in-depth interviews with IME academics, is used to analyze the complex raced and gendered positionalities of IME academics in institutions of higher education in the United States. We argue that the institutional contexts of predominantly White universities continue to re-affirm White privilege in ways that reflect the struggles in higher education to diversify faculty at PWIs. As scholars call for more diversity across higher education campuses, we suggest that it is important to understand the interconnections between policy and practice surrounding attempts to recruit and retain IME academics.  相似文献

As higher education continues to experience a shift in demographics commiserate with the United States population, colleges and universities are making more concerted efforts to recruit men of color as staff, administrators, and faculty to reflect their diversified student bodies. One way to retain men of color staff members is to provide mentoring programs. While there are authors who are examining the benefits of mentoring, there has been little research into how men of color staff members of community college experience mentoring as a mentee and as a mentor. In this study we sought to understand how do men of color experience mentoring, both as mentor to undergraduate men of color and as staff mentees at a community college. The findings of our study include three common themes: investments made by mentors, investing in mentees, and support from administration.  相似文献

The purpose of this study was to describe the experiences of Hispanic faculty involved in physical education teacher education programs at predominantly White colleges and universities in the United States. The study was positioned in the theoretical framework of organizational socialization. Participants were Hispanic (n = 6) faculty from various kinesiology-based programs in tenure-track positions at institutions of higher education in the United States. Data were collected via semi-structured interviews and transcribed, triangulated, and analyzed with constant comparative procedures. We uncovered the following themes: (a) underrepresented, (b) socialized, and (c) cultured and determined. The study’s findings magnify the need for faculty and administrators to heighten their awareness and implement strategies to improve the organizational socialization of Hispanic faculty, particularly at predominantly White doctoral-granting colleges and universities. This means, for instance, identifying strategies to recruit, prepare, retain, and mentor Hispanic faculty at such institutions.  相似文献

Afro-Caribbean immigrants have been an integral part of the history and shaping of the United States since the early 1900s. This current study explores the experiences of five Afro-Caribbean faculty members at traditionally White institutions of higher education. Despite the historical presence and influence of Afro-Caribbean communities and the efforts within education systems to address the needs of Afro-Caribbean constituents, Afro-Caribbean faculty members continue to be rendered indiscernible in higher education and to be frequently and erroneously perceived as African–Americans. The study examines the lived experiences of these individuals in the hegemonic White spaces they occupy at their institutions with both White and Black populations. Through their narratives, issues of stereotyping, microaggression, and isolation are addressed. The participants also offer solutions to address these issues by university administrators, department heads, faculty development professionals, diversity officers, policy makers, and other stakeholders. The voices in this study shed light on an overlooked, misunderstood, and under-researched population within our faculty ranks in the American Academy.  相似文献

Over the past decade, the number of advertised tenure-track faculty positions in higher education institutions in the United States and abroad has steadily declined while the competition for these positions has become fierce. This situation has caused some scholars to seek perspectives into the factors that influence the tenure-track faculty selection process. This study investigates the elements that impact higher education graduate programme faculty searches. A total of 39 programme coordinators, department heads and deans who had previously participated in higher education programme searches were surveyed to explore their experiences and perceptions regarding the selection process. The findings indicate that the search committee’s faculty votes within the higher education hiring programme are more influential in selection decisions than the votes of either a programme chair or dean. Additionally, participants identified a candidate’s academic accomplishments, interview performance and presentation skills as the determining characteristics influencing their selection. These findings provide useful information to tenure-track job seekers who seek faculty positions at higher education graduate programmes in the United States and around the world.  相似文献

This article forms part of an exploration into the results of a single-case, embedded study that was conducted to explore how domestic part-time graduate business students in the United States experience group work for summative assessment. Multiple information collection methods were utilised, including open-ended and semi-structured interviews, case study documents and student journals. The aim of this larger study was to understand the unique experiential factors that contribute to a student's perceptions of positive group work outcomes within a graduate-level context. However, this article will detail only one of the more unexpected findings of this study, which involves how international students affect the perception of positive group work for domestic part-time students. Since key informants of this study included only domestic part-time MBA students, the limitations and ethical implications surrounding this finding will also be addressed. This article suggests noteworthy implications in the area of professional and organisational development for faculty and administrators in higher education with regard to the use of group work in the graduate classroom. This includes the importance of utilising existing institutional resources and structures to prepare and develop administrators, faculty and staff to make more informed decisions regarding group work within a graduate context.  相似文献
