This paper aims at exploring how the export competitiveness of the European Union has been affected by environmental regulation and innovation. Starting from the Porter idea that environmental policies may foster international competitiveness by inducing technological innovation. We test both the strong and narrowly strong versions of the Porter hypothesis, in order to understand if such a virtuous cycle is confined into the environmental goods sector (respecting the narrow criterion) or it spreads out through the whole economic system. For this purpose we adopt a theoretically based gravity model applied to the export dynamics of five aggregated manufacturing sectors classified by their technological or environmental content.When testing the strong version, the overall effect of environmental policies does not seem to be harmful for export competitiveness of the manufacturing sector, whereas specific energy tax policies and innovation efforts positively influence export flows dynamics, revealing a Porter-like mechanism. When testing the narrowly strong version, environmental policies, but more incisively environmental innovation efforts, foster green exports. These results show that public policies and private innovation patterns both trigger higher efficiency in the production process through various complementarity mechanisms, thus turning the perception of environmental protection actions as a production cost into a net benefit.  相似文献

Abstract

As access to the Internet has become increasingly essential for social and economic participation, public domain Internet measurements have become indispensable for users to validate quality of service their network operator delivers and for policymakers to identify and address gaps in broadband infrastructure. This article evaluates public domain Internet performance measurements available for assessing the state of connectivity and developing universal access service quality standards in Canada. The analysis suggests that different approaches to Internet measurement represent complementary windows into a complex and fast evolving reality of broadband connectivity. Despite their potential shortcomings, large-scale crowdsourced open data network testing platforms have a central role to play in enabling broadband infrastructure policy coordination across different levels of government, empowerment of consumers, and achievement of universal service objectives for quality of service users experience when accessing the open Internet.  相似文献

This paper is concerned with the innovation financing policies for entrepreneurial development of Singapore and Taiwan, the first tier countries/newly industrializing economies (NIEs) in Asia. In particular, the study focuses on the venture capital and capital market funding policies. The study has shown that the government intervention model is successful in Singapore and Taiwan as a result of having clear cut agencies responsible for carrying out policy implementation. Both countries also have stock markets for high-tech industries with flexible market-entry regulations to support technology development. The study offers empirical reasons on effective innovation financing policies to support the national economic development.  相似文献

Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks. However, it remains unclear how scientific and technological innovation policies impact the innovation efficiency of high-technology industrial parks and what the impact pathways are. An in-depth investigation of this topic can give an insight into the inherent relation between the scientific and technological innovation policies and technological innovation. By conducting a theoretical analysis, this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks. The main research methods applied in this study were linear regression and qualitative comparative analysis (QCA). The results showed that the policy targets drove innovation efficiency in a relatively minor way. Among all policy tools, the demand-based policy tools had the most significant influence on innovation efficiency. The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies. The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms, namely, the targets-directed, demand-driven, supply-dominated environment optimization, and environment-dominated comprehensive pathways. Therefore, this study put forward proposals on classifying and refining the scientific and technological innovation policies and optimizing the policy mix-driven models.  相似文献

We examine the effect of social policies on corporate innovation using India's mandatory Corporate Social Responsibility (CSR) regulation. This regulation mandates firms with pre-tax profits above a certain threshold to spend 2 % of the profits on CSR. We demonstrate a significant bunching of companies just below the profit threshold post-regulation compared to the pre-regulation period. Firms close to the profit threshold manipulate their earnings to avoid compliance by increasing their R&D expenses. We show that, on average, firms that increase R&D expenses to avoid the regulation apply for one more patent and announce two new products. The increase in R&D expenses and patenting is concentrated in firms with a prior history of innovation. Our results suggest that social policies can generate indirect incentives for innovation.  相似文献

U.S. advocacy for increased international intellectual property protection and a free and open Internet has been criticized as being inconsistent at best and hypocritical at worst. Placing U.S. copyright and Internet policy in a historical context and using Susan Strange's concepts of structural power and knowledge structures, we argue that copyright and Internet policies cannot be analyzed in isolation, but are intimately and inextricably linked forms of knowledge regulation. All knowledge regulation policies involve balancing access and restriction. Our analysis suggests that the current U.S. policy of Internet freedom and strong copyright protection represents a particular, historically situated strategy designed to exert structural power in the global information economy: Free flow of information creates markets by exposure to intellectual properties, while copyright secures economic benefit to copyright holders from the flow. We argue that a full and honest debate over issues of information access requires acknowledgment of contemporary and conflicting values, with the realization that different societies and interests will weigh access and dissemination differently. Recognizing as legitimate and incorporating these different perspectives into the global governance structures of the Internet comprise the key challenge facing those who favor truly democratic global Internet governance.  相似文献

Fostering technological innovation is considered as an important element of policies towards sustainable development. In the past 10 years, evolutionary policy approaches have been increasingly advocated. For several reasons, they seem well equipped to underpin sustainable innovation policies. They focus on dynamics of change and their drivers, they allow for a substantive perspective on technologies beyond mere input-output relations, taking into account trajectories and different characteristics of innovation, and they are able to describe circumstances under which established technologies might persist even when they are to some extent inferior to their new competitors (lock-in). However, the policy effectiveness of evolutionary approaches in cases in which radical or systemic changes are involved is not yet proven. In this paper we assess the theoretical rationale, instrumental aspects and the coping with policy constraints of three evolutionary policy approaches which have also been used in empirical studies: strategic niche management, transition management and time strategies. Each approach has its strengths and specific problems and all three have to be further developed and tested out but they hold promise for contributing to non-incremental change with economic and environmental benefits, by shaping processes of variation, selection and retention, with the outcomes feeding back into policy. They may also be used in other areas in which innovation direction is important, for instance health care or food.  相似文献

National defense represents a significant share of most OECD governments’ R&D budgets and an even higher share of their mission-oriented R&D spending. This public R&D investment has focused on research and innovation supporting defense missions, and in many cases the military services of these governments have purchased weapons systems incorporating the resulting technologies. Defense-related R&D investment has influenced innovation in the broader civilian economy of several OECD nations, including the United States, the United Kingdom, and France. The scope and nature of this influence remains uncertain and subject to considerable debate. Nonetheless, policymakers throughout the industrialized economies have expressed interest in “applying the lessons” of defense-related and other mission-oriented R&D programs to such challenges as climate change. This paper examines the characteristics of defense-related mission R&D programs in the industrial economies, with particular attention to the subset of nations for which reliable longitudinal data on defense R&D spending are available. I highlight the characteristics that distinguish mission-oriented R&D in this field from mission-oriented R&D in other sectors and to point out some significant differences among OECD economies in the structure of their defense-related R&D programs. The discussion also emphasizes the ways in which the unique structure of defense-related R&D limit its utility as a model for mission-oriented R&D programs aimed at other goals.  相似文献

On 27 October 2001, the Standing Committee of the People's Congress reviewed and passed the Amendment to the Copyright Law of the People's Republic of China. In Article 10 of the amended Copyright Law as of 2001 has been incorporated a new subject matter under the copyright protection: the right of communication through information network, that is, the right to make a work available to the public by wire or by wireless means, so that people may have access to the work from a place and at a time individually chosen by them. This is the first time to have put the right of communication through information network in place in the law in China. Serum ceruloplasmin is one of the most commonly used screening tests for Wilson’s disease. However immunological assays for ceruloplasmin are not recommended for diagnosis and management of Wilson’s disease through calculation of free copper index. Enzymatic methods using non-physiological substrates have toxicity and stability problems, making them difficult to automate. Ferroxidase assays may be a satisfactory alternative for measuring serum ceruloplasmin. The o-dianisidine hydrochloride manual method for estimation of serum ceruloplasmin enzyme activity was compared with an automated method using the ferroxidase activity of ceruloplasmin in measurement in a double blind study in 91 consecutive patients screened for Wilson’s disease. The o-dianisidine and ferroxidase methods both successfully identified 7 patients with Wilson’s disease. Values for these 7 patients in the o-dianisidine and ferroxidase methods were median 5.0 (range 0–16.0 U/L) and median 45.0 (range 4–166 U/L) respectively. There were 7 other positive values (<62 U/L) with the o-diansidine method and 2 (<200 U/L) with the ferroxidase method, where WD was not confirmed. ROC curves for both methods showed area under the curve of 0.998 for o-dianisidine and 0.997 for ferroxidase. Using literature cut off values of 62 U/L and 200 U/L respectively both methods had 100% sensitivity and specificity was 91.7% (o-dianisidine) and 97.6% (ferroxidase). For the o-dianisidine assay, specificity was improved to 98.8% using a cut off of 22.5 U/L. In the 84 persons (46 adults and 38 children) in whom the diagnosis of Wilson’s disease was not established, the mean value for ceruloplasmin activity by the o-dianisidine and ferroxidase methods was 124.7 ± 48.7 U/L and 571.4 ± 168.1 U/L respectively. There were no significant differences between sex or age of patients (p > 0.29). In a subsequent evaluation with 372 specimens, the Pearson correlation coefficient between the assays was 0.908, p < 0.01, slope 4.06, intercept 265.8, with the manual assay as the x-axis. The ferroxidase assay is a suitable replacement for the o-dianisidine assay in detecting patients with Wilson’s disease.  相似文献

For some years now, the history of modern mathematics and the history of modern science have developed independently. A step toward a reunification that would benefit both disciplines could come about through a revived appreciation of mathematical practice. Detailed studies of what mathematicians actually do, whether local or broadly based, have often led in recent work to examinations of the social, cultural, and national contexts, and more can be done. Within the framework of the patent system in China, the patents for invention, utility mode and design are under the examination of different types: the patents for invention are examined as to substance, and those for utility model and design as to formality only, which renders the patent right for utility model and design relatively less certain and vulnerable to challenge. For example, in the infringement lawsuit involving a patent for utility model or design, the defendant often files a request with the Patent Reexamination Board (PRB) of the State Intellectual Property Office (SIPO) for invalidation of the patent in respect of which the plaintiff, the patentee, has instituted the proceedings in the court. In case like this, the court will suspend the legal procedure under Article 136 of the Several Provisions on Issues Relating to Application of Law to Trial of Cases of Patent Disputes formulated by the Supreme People's Court.  相似文献
