Objective

Child protection, as primarily applied toward narrow corrective intervention, has been judged to be inadequate in dealing with the wide variety of forms and levels of physical, psychological and sexual violence to which children are subjected throughout the world. Concern about this state of affairs has grown as a part of a global increase in commitments and expectations for nations and their societies to be accountable to and for children, particularly in association with the requirements of the UN Convention on the Rights of the Child. A reconstruction of child protection is needed.

Method

Recently, a child rights approach to child protection has been gathering support to drive a transformation of child protection toward primary prevention capable of securing and promoting the rights, safety, well-being, health and development of children. This vision has been given concrete form by the UN Committee on the Rights of the Child through its recently adopted guide (General Comment 13) to fulfilling national obligations to the right of the child to freedom from all forms of violence.

Results/Conclusions

Here, it is argued that the desired transformation of child protection can be greatly facilitated by appreciation and application of knowledge about the psychological domain, in particular, psychological maltreatment, by promotion of an enlightened public health approach, and by giving high priority to determining the origins of violence and to establishing widespread commitment to full development of the uniqueness of each person.  相似文献

THE NATIONAL CENTER on Low-Incidence Disabilities conducted a needs assessment of the research and training needs in the field of deaf education. A total of 331 professionals, parents, administrators, and university faculty responded to the survey. Overall, respondents indicated that the number-one priority was to educate administrators about services that are appropriate for students who are deaf or hard of hearing. The second most important concern was how to work within the education system to change it. The third priority was teaching reading strategies. Additional priorities are reported for all respondents, as well as comparisons among the different respondent groups. Implications of the results are presented.  相似文献

Some older people describe learning to stay fit and healthy and exercise as a regular part of their lives. There is evidence that exercise is beneficial in terms of physical, psychological and social functioning in older adults. This paper is unique in that it is an analysis of the spontaneous discussion of exercise by older people as a priority in their lives. It also provides information about the kinds of exercise they choose. An online written data forum in Australia with responses from 103 people aged 50 to 92 years (F52, M 51) was analysed for all mention of exercise. The respondents were prompted to comment on sustainable lifestyles as they aged. Thirty per cent mentioned exercise as a priority in their lives. Activities included irregular exercise (11%) routine organised exercise such as golf or tennis (8%) and purposeful exercise such as regular gym attendance (11%), where the respondents explained why they needed to exercise. A few (7%) talked about the need to stay healthy without explaining how. Some (2%) described barriers and conditions that made exercise difficult. These figures for engaging in exercise are similar to those identified in 2018 by the Australian Institute for Health and Welfare. As evidenced by the literature in the area, lack of awareness of the specific benefits of exercise and barriers to exercise for older adults are not new problems. However, given the increase in the percentage of older people in the population and the demonstrated beneficial effects of exercise, it is worthwhile to document the motivation for exercise and engagement in older adults and to suggest strategies to increase their activity.  相似文献

This paper provides a short-term impact evaluation of a home-visiting Early Child Development (ECD) program in the Caribbean aimed at vulnerable children from birth to three years. The analysis is based on a quasi-experimental research design including approximately four hundred children in treatment and comparable control communities. The differences-in-differences methodology estimates intention-to-treat effects. One year after implementation, we find no significant effects on the cognitive development of the average child, but pronounced differences by birth cohort. The program has significantly improved Fine Motor Skills and Visual Reception scores, related to early reading and writing abilities, of the youngest children aged below 18 months at program start. There is no program impact on the older cohort, whose cognitive development appears to be more strongly correlated with center-based ECD services. Language development has not improved for either cohort. The findings suggest that an early window of opportunities may exist for home-based programs.  相似文献

The sustainable development (SD) concept is based on the idea that economic and social development should be linked to the environment. However, controversies about various associated issues often arise due to the differences in protagonists’ viewpoints, depending partly on whether they focus mainly on environmental, economic, or social dimensions and partly on ideological stances related (for instance) to the optimal ways of promoting economic growth and social justice. This study investigates views of 638 Swedish upper secondary students who responded to a questionnaire probing their views of SD from two perspectives. In the first, the dimensions were separately introduced, so the respondents only had to consider one dimension at a time. In the second, the dimensions were introduced in an integrated fashion, so the respondents had to consider effects related to all three dimensions. The results strongly indicate that the students’ views and priorities concerning the dimensions depend on both the perspective and the context. Implications for teaching and learning are discussed.  相似文献

This paper describes the formative, process and short term impact evaluation of sexuality and relationships education (SRE) training for teachers in Western Australia (WA) over a three year period. The training represents one component of a broader project, the aims of which are to improve teacher’s confidence and skills in delivering SRE, and to support schools to implement effective comprehensive SRE. Formative evaluation conducted prior to the development of the training, found although most respondents were relatively confident and skilled in facilitating SRE, the need for ongoing professional development was highlighted, especially in areas such as gender diversity, pornography, sexting, violence and working with specific groups. Training focusing on the new Australian Health and Physical Education curriculum and mandatory assessment was identified as a need. Workshop evaluation found statistically significant improvements in attitudes towards SRE and increased comfort in teaching SRE, facilitating discussion and facilitating skills and activities, after the workshop. The evaluation identified the need for an integrated and coordinated whole school approach and efforts to engage teachers with lower levels of confidence in teaching SRE. Changes to the Australian Curriculum provide opportunities to enhance the development of SRE in schools. Longer-term impact evaluation is required to identify whole school changes.  相似文献

Though there is a well-established body of research in the field of teacher professional development, it is characterised by a real dearth of any detailed historical analysis. This paper seeks to address this gap, by offering a new historical analysis of a case study of the evolution of organised teacher professional development in England and Wales during the twentieth century. Its approach is hoped to open up the wider debate and to contribute to a fuller understanding of the basis for those questions and dilemmas about teacher professional development that have long exercised teachers, professional educators and policy-makers – questions which turn on fundamental issues of priorities and purpose, funding, scale of teacher engagement, control and reach. The paper is in three main parts. Firstly, the scope of the case study is outlined with key stages in the evolution of teacher professional development in England and Wales identified. Secondly, four themes from the data which characterised this evolution are discussed. These include the restricted engagement of teachers relative to the whole teacher population; limited funding; the highly centralised control over provision for teacher professional development through Her Majesty’s Inspectorate (HMI); and a highly selective and restrictive access to provision by teachers. It is argued that these key characteristics helped to shape a particular culture and ideology of teacher professional development which was dependent on a select cadre of elite teachers for the dissemination and modelling of what was regarded as good practice, so as to improve their colleagues’ performance – the elite excelled while the majority needed to be saved from mediocrity. The particular ideology underlying this model is conceptualised as one of ‘excellence and salvation’. Finally, it is argued that the key issues identified in this story (the restricted engagement of teachers; limited funding; highly centralised control; and ideologies of excellence) raise important generic questions for the field of teacher professional development more widely as well as framing future historical analysis of teacher professional development.  相似文献

Witnessing violence toward a caregiver during childhood is associated with negative impact on children’s health and development, and there is a need for effective interventions for children exposed to intimate partner violence in clinical as well as in community settings. The current effectiveness study investigated symptom reduction after participation in two established group interventions (one community-based psychoeducative intervention; one psychotherapeutic treatment intervention) for children exposed to intimate partner violence and for their non-offending parent. The study included 50 children—24 girls and 26 boys—aged 4–13 years and their mothers. Child and maternal mental health problems and trauma symptoms were assessed pre- and post-treatment. The results indicate that although children showed benefits from both interventions, symptom reduction was larger in the psychotherapeutic intervention, and children with initially high levels of trauma symptoms benefited the most. Despite these improvements, a majority of the children’s mothers still reported child trauma symptoms at clinical levels post-treatment. Both interventions substantially reduced maternal post-traumatic stress. The results indicate a need for routine follow-up of children’s symptoms after interventions.  相似文献

Within the fragile states agendas and policies of development agencies and organisations education is of concern; education is a social service sector in which the impacts of state fragility are significant, in terms of access and quality of provision for children, working conditions and support for teachers, good governance and legitimacy for the society/community as a whole. However, this article argues that education should be at the centre of fragile states discussions as more than a basic service; in relation to fragility, education is at the same time cause, effect, problem and possible solution. Education needs to be part of fragility analysis as well as in the identification of priority stabilising interventions. In education – as in other sectors and domains – gender equality and state fragility are inherently connected and gender equality must be integrated through all analysis and interventions. The article ends with some recommendations for moving in this direction.  相似文献

As new communication technologies enter the classroom, teachers must attend to how digital platforms impact the interpersonal practices of teaching and learning. In this article, I study email exchanges with three of my students – Jorge, Adriana, and Jason – over the course of one year in an 11th-grade English class at River High School, a struggling American school subject to intervention for failing to meet the federal No Child Left Behind requirements. I ask several questions: what role does email play in my relationships with students; what does email reveal about the ideological content of my communication with students; and how could I use email transformatively? When I studied these email exchanges, I found that while email has the potential to transform literacy instruction, it can also perpetuate a poor student/teacher relationship and reproduce neoliberal narratives that narrowly imagine students as test-takers, workers, and consumers.  相似文献

Researchers in violence prevention areas seek to disseminate work for impact to practice and policy. Knowledge transfer, exchange, and mobilization are common terms for research knowledge utilization where public communication platforms are playing an increasing role, having unique capacity to connect stakeholders in advocacy and lived experience, academia, non-governmental organizations, government-supported organizations, such as child welfare, and research funding bodies. Social networking platforms provide a communication intervention opportunity to test the effectiveness of the research reach. A Canadian Institutes of Health Research- funded team grant in boys’ and men’s health, focusing on sexual violence (SV) victimization, health, and resilience undertook an evaluation to examine whether a strategic approach involving a cadre of SV experts (n = 46) and their research increased engagement. Using a unique identifier (#CIHRTeamSV) content was shared on social media (Twitter) within an ABABAB experimental monthly format (A = no sharing; B = sharing content), following a baseline entry of researchers. Active Twitter engagement lead to increases in the number of individuals’ profile views, article downloads, and citations. These findings encourage further research into the utility of social media for disseminating sexual violence research, and that social media has developed as a forum for evidence-based conversation on sensitive topics of public health import.  相似文献

BackgroundChild abuse is a major concern in India with frequent reports of extreme maltreatment and fatalities. A dearth of robust and methodologically sound studies has resulted in ambiguity regarding the extent of child abuse in the general population.ObjectivesTo estimate the one-year and lifelong prevalence of exposure to violence, physical abuse, emotional abuse, sexual abuse, and neglect using a validated instrument—the International Society for the Prevention of Child Abuse and Neglect (ISPCAN) Child Abuse Screening Tool – Child, Home Version (ICAST-CH).Participants and Setting: Adolescents (n = 6957) attending randomly selected schools in one city in Kerala, India.MethodsCross-sectional survey using self-report instrument.ResultsThe one-year prevalence of any abuse was 89.9% (95% CI: 89.1–90.7) suggesting that child maltreatment was widespread. Physical and emotional abuses were also very common. Although sexual abuse was least common, a considerable proportion of adolescents reported it; one-year prevalence of sexual abuse was 16.7% and lifetime prevalence was 19.9%. Boys reported more abuse than girls across all the categories of abuse (including sexual abuse). Abuse was more frequent in the higher age groups and classes at school. Abuse was also more frequent in nuclear families and families that reported alcohol use. Children who reported an abusive experience usually faced more than one category of abuse; abuse in one category was significantly associated with abuse in other categories.ConclusionsAbuse of children is alarmingly common. There is an urgent need for improving the awareness surrounding this issue as it is a major public health challenge faced by the country. The priority should be on setting up easily accessible support services for children.  相似文献

This article presents an outline of India's Reproductive and Child Health (RCH) Programme. This program provides special interventions for the country's adolescent population. One of its main objectives is to help stabilize population numbers, including adolescents, at a level consistent with the needs and goals of national development. A committee of experts constituted in the Department of Family Welfare developed an appropriate package for adolescents, focusing on counseling and the provision of reproductive health services through the existing health care delivery system. In addition, special projects for people living in urban slums and tribal areas have been incorporated in the RCH Programme. Its view has been to improve the delivery of family health care services. The success of the Programme has depended on the development of a strong partnership between the Government and non-Governmental organizations, and in overcoming age-old values and prejudice against adolescent girls. Moreover, India's reconceptualized population education, which brings the education of adolescents into focus, includes elements of adolescent reproductive health.  相似文献

Recent sustainability and training and development reports have shown that banks are increasingly investing in training and development. While most banks are already utilising different forms of e-learning for certain types of training interventions and employee assessments, the focus going forward is to reinvent training within the organisation by making it more efficient, convenient, accessible and fun with educational technology. The aim of the study reported on in this article was to investigate the impact that educational technology has on training and development downtime, accessibility with regard to different learning platforms, return on investment (ROI), organisational culture and learning within the banking environment. A targeted sample of 110 respondents from 30 branches of one of the leading banks in South Africa were surveyed using a stratified random sampling approach. The study revealed that the bank has a strong organisational culture; and educational technology at the bank showed positive results with regard to decreasing downtime and seeing increased ROI.  相似文献

Although child maltreatment medical research has benefited from several multi-center studies, the new specialty of child abuse pediatrics has not had a sustainable network capable of pursuing multiple, prospective, clinically-oriented studies. The Child Abuse Pediatrics Network (CAPNET) is a new multi-center research network dedicated to child maltreatment medical research. In order to establish a relevant, practical research agenda, we conducted a modified Delphi process to determine the topic areas with highest priority for such a network. Research questions were solicited from members of the Ray E. Helfer Society and study authors and were sorted into topic areas. These topic areas were rated for priority using iterative rounds of ratings and in-person meetings. The topics rated with the highest priority were missed diagnosis and selected/indicated prevention. This agenda can be used to target future multi-center child maltreatment medical research.  相似文献

The present study addresses school violence and school drop out and proposes that the underlying factor of school connectedness/school climate should guide preventive and intervention efforts. Data were gathered from five schools in a small city school district in north Georgia. Group and individual interviews served as the basis for constructing a 78‐item district‐wide survey administered to 304 school employees. Data are presented on individual items from the survey. Principal components analysis revealed five distinct factors: school connectedness/positive school climate, causes of violence, causes of school drop out, interventions for drop out, and interventions for violence. The principal components analysis was the basis for construction of a revised scale. Differences between revised scale scores were noted as a function of whether respondents were from central office, elementary or secondary schools. The five revised scales had correlation ranging from .31 to .59. Implications for research and practice are discussed. © 2002 Wiley Periodicals, Inc.  相似文献
