The author begins by defining “civil society” and then traces the historical origins of the concept. He summarizes the views in regard to civil society of the Council of Europe and explains how these views are reflected in the reform programmes developed by the organization for central and eastern Europe after 1989. The author concludes his article with a discussion of the role and place of higher education in civil society with reference to a major Council of Europe programme, the Legislative Reform Programme for Higher Education and Research.  相似文献

Between 1989 and 1992, the Council of Europe responded to the perceived need to assist eastern and central European countries to develop a legal basis for their higher education systems that would lead to a workable and equitable balance between state control and university autonomy and academic freedom. Thus the Legislative Reform Project of the Council of Europe got underway in the spring of 1992. The results so far have been very positive. In 1996, the Council on Higher Education and Research of the Council of Europe recommended the continuation of the Project, now known as a Programme, for another four‐year period and its extension to the sectors of science and technology.  相似文献

If regional groupings are a legitimate step on the road to European integration, co-operation in education, particularly university education, has a principal role to play in the process. In Central and Eastern Europe, university education is essential for finding solutions to the common problems of adopting a market economy and of achieving scientific and technological parity with the West. Its aims can be furthered by co-operation and emphasis upon multiculturalism and initiatives aimed at furthering the aims of the Bologna Declaration of June 1999 on a European Area of Higher Education.  相似文献

What follows is the edited Keynote Address, delivered by Sir John Daniel, the Assistant Director-General for Education at UNESCO, at the opening ceremony of the UNESCO-CEPES International Jubilee Conference on "Higher Education in the Twenty-First Century: Its Role and Contribution to Our Common Advancement", Bucharest, 6-8 September 2002. The text briefly traces the history of the European Centre for Higher Education (UNESCO-CEPES) since its founding in 1972 and the involvement of the author in its activities, as of the 1980s, as a member of its Advisory Committee. He further evokes the involvement of UNESCO itself in education, particularly higher education, an involvement with roots stretching back to League of Nations days. UNESCO-CEPES, the vocation of which was to further co-operation in higher education across ideologically divided Europe, is now working in an entirely new context, both in Europe and worldwide.  相似文献

A Joint Council of Europe/UNESCO Convention on the Recognition of Qualifications Concerning Higher Education in the European Region is a necessary evolution that takes into account the increased political and economic integration of Europe, the mobility of academic staff members and students, and the diversification of higher education. The latter tendency, indeed, explains the stress on general principles, particularly on recognition, in the draft Joint Convention, rather than on equivalence and attempts at formulating detailed equivalence procedures. However, along with the stress on recognition must come common agreement as to the guarantee of quality and on procedures for accreditation, on the one hand, and access to information on one another's education programmes and their quality ratings, on the other hand. The Joint Council of Europe/UNESCO Convention will be backed by the excellent European National Information Centres on Academic Recognition and Mobility (ENIC).  相似文献

Nineteen years ago, funded by a Charitable Trust, based in Scotland but with Northern Ireland interests, the then Northern Ireland Council of Social Service established the Educational Guidance Service for Adults, the first Service of its kind in Europe. The Service, now a grant-aided independent organisation, has twin roles, to provide information on all kinds of learning opportunities for adults, and to offer continuing support, guidance and counselling to clients. It is increasingly involved in meeting demands from the growing number of unemployed adults and in co-operation with providers of adult education in promoting appropriate learning opportunities.

The political context in which European co-operation activities in education are taking place has recently changed significantly. After the Lisbon Council, which set it as a strategic goal for the European Union to become the most competitive and dynamic knowledgebased economy in the world and recognised the important role education and training play in this respect, these fields gained a new political importance. Teachers will undoubtedly be at the front line in meeting these challenges. And the Commission will have to take into consideration initiatives in the field of teacher training and other education staff, reiterating the importance that the Commission attaches to them all, as a key factor for the development of quality education in Europe.  相似文献

In August 1978 the Greek Parliament passed Law 815/1978 concerning higher education. We present below the main elements of this law, which concerns the administrative structure of higher education institutions and the organization of the system of studies in the context of the general situation of higher education in Greece. This information is based on a report prepared by Professor Lyssimahos Mavridis, of the University of Thessaloniki and Director General of Higher Education at the Ministry of National Education and Cults. The report was given at the 3rd Meeting of the Group on Reform and Development of Tertiary Education in Southern Europe, which was organized by the Council of Europe and held from 20 to 22 September 1978 in Delphi.  相似文献

The economic and social changes which have taken place over the last two decades have led to corresponding changes in the role of higher education institutions. We give below an article concerning this problem in relation to life‐long education. The article is extracted from a report written by Bertrand Schwartz of the University of Bauphine, Paris, which was presented within the Council of Europe ‘s Council for Cultural Co‐operation project on permanent education. Most of this article consists of the reproduction of Recommendation No. R (95) 7 of the Committee of Ministers [of the Council of Europe] to Member States on Brain Drain in the Sectors of Higher Education and Research, adopted by the Ministers’ Deputies on 2 March 1995 and of its Annex consisting of a set of concrete measures to be taken in order to enact and to support the Recommendation. In July 1979 the Central Committee of the Communist Party of the USSR and the Council of Ministers of the USSR adopted the document “ On further development of higher education and improvement of the training of specialists”. The main elements of this policy paper are presented in an article written for “Higher Education in Europe” by Professor Felix M. Volkov, Vice‐Rector of Moscow State University. This article describes current developments in regard to quality assurance and the recognition of higher education qualifications in Lithuania. With the aim of internationalizing its higher education system, Lithuania acceded to the UNESCO European Diploma Convention in 1994 and to the Council of Europe Convention on the Equivalence of Diplomas Leading to Admission to Universities in 1996. The Ministry of Education created the Lithuanian Centre for Quality Assessment in Higher Education in January 1995. It has been very active in a number of directions since then. In addition, Lithuania has subjected its science to international evaluation, is a partner in the Baltic Higher Education Coordination Committee, and is participating in two PHARE projects for the development of co‐operation in higher education. The main obstacle to greater co‐operation in regard both to the recognition of academic qualifications and to quality assurance is lack of financial resources.  相似文献

Joseph Mifsud is lecturer in education at the Faculty of Education at the University of Malta. He teaches courses in classroom management techniques using audio‐visual and micro‐teaching resources. He has produced videos on classroom ecology at the University of Padua in Italy and on educational management at the School of Education, Queen's University of Belfast, N. Ireland. He was also invited speaker to various media forums in Malta and in Italy.
