Abstract

Background: This paper analyses the role of, and approach to, policy referencing and borrowing in Hong Kong’s recent reforms that culminated in the creation of its New Academic Structure and the Hong Kong Diploma of Secondary Education.

Main argument: It argues that Hong Kong has gone further than most jurisdictions not just in responding to global influences on education reform, but in taking explicit steps to internationally benchmark its curriculum and assessment, and in involving the global community at multiple levels in the process of education policy planning and implementation.

Sources of evidence and method: The paper is based on the documentary analysis of policy documents in Hong Kong, and 23 interviews with key stakeholders in the policy network, including policy-makers, practitioners and community leaders.

Discussion and conclusions: While policy referencing and borrowing in the Hong Kong context can, in part, be traced to a colonial legacy, the Special Administrative Region of China demonstrates a collaborative approach to education reform involving local and international engagement that may be relevant to other systems. Its approach was informed by a measured use of policy referencing that involved ‘horizon scanning’ of other systems’ policies and practices; international benchmarking; and engaging international expertise to facilitate implementation.  相似文献

This paper argues that the South African educational restructuring policy proposals are unlikely to become interventions that help bringing about greater development, equity, participation and redress. The reasons for this are manifold. It is contended that the policy proposals are flawed in their conceptualization of the problems and misjudge the educational context and dynamics on the ground. These interventions favour the interests of the more organized and privileged sections of society and only indirectly address the needs of the excluded and disadvantaged. The policy proposals are also based on problematic assumptions about policy and the policy process, and the relationship between policy and practice. Finally, these proposals do not have an appropriate understanding of the change process and are unable to develop strategies to influence the reform process and empower the disadvantaged to struggle for a fairer, more equitable and effective education and training system.  相似文献

ABSTRACT

This paper explores the vocabulary and frameworks offered by two theories of public policy process: the advocacy coalition framework (ACF) and the narrative policy framework (NPF) and what they offer to the study of global education reform. The foci of ACF are policy subsystems, formation of advocacy coalitions around policy issues, and their impact on policy change; the emphasis of NPF is the divergent narratives developed and used by these coalitions. This paper reviews each theoretical framework, summarizes existing research literature on their education policy applications, and then poses alternative questions and suggest alternatives to study global education policies, especially those presently critiqued using the term neoliberal which we position as nebulous in its current usage. The aim is to open channels of communication for scholars from different disciplines by introducing different theoretical approaches to analyse the role of the numerous elements that shape global education policy.  相似文献

Abstract

This paper attempts to assess policy making for special educational needs in Northern Ireland (NI) from the reform in 1996 of procedures for the identification of pupils with disabilities to current proposals for the reform of procedures for the selection of pupils for secondary education. The reports of Dyson (DENI, 1998b) and Bums (DENI, 2001a), focussing respectively and exclusively upon provisions for disabilities and abilities, are proposed as defining events in a period during which significant advances towards a more inclusive education provision coincided with disparate and fragmented policies for special educational needs. Drawing upon policy documents, regional reports and statistical evidence, the paper attempts to assess progress towards the inclusion for pupils with special educational needs in NI and to gauge government intentions to encourage greater inclusion for such pupils.  相似文献

Abstract

Since the late 1980s, reform of the Spanish education system has been justified by reformists as a response to the social and economic changes that have occurred in Spanish society since the democratic transition in the 1970s. Consolidation of democracy, development of technology and economic convergence with the advanced nations of Europe have been seen as the major challenges for educational reform. Restructuring and legitimation processes derived from the requirements of the new reform have been conceptualized as a policy of reconversion, the main purpose of which is to maintain, or achieve, a strong competitive position in the international market. In this paper, conceptualizing educational reform as a reconversion process will allow us to link aspects of the new curriculum (content, pedagogy and assessment), school organization, teaching and teacher education in physical education with wider economic, social and cultural influences and explore the tensions and conflicts between policy and practice in PE in schools. The paper will argue that there is a widening gap between the interests of progressive educationalists and the direction of market‐driven education reform.  相似文献

ABSTRACT

China initiated a new round of science curriculum reform in 2017. Using the tripartite curriculum framework (including policy, programmatic, and classroom curriculum), we introduce and analyse China’s policy curriculum and programmatic curriculum for science in primary school and senior high school, and describe the potential problems hindering the translation of these curricula into the classroom curriculum. We first identify the multiple aims of different stakeholders in science education, some of which influence the science policy curriculum. Then, we present the major changes in how the programmatic curriculum meets the policy curriculum. However, due to extracurricular factors, the current science curriculum reform may not unfold as expected. We end with a discussion of the three major characteristics of the revision process of science curriculum standards in China, some of which might inform the global community of science education.  相似文献

ABSTRACT

Purpose: To analyze the Brazilian experience in designing and implementing a recent extension policy reform based on agroecology, and reflect on its wider theoretical implications for extension reform literature. Design/methodology/approach: Using a critical public analysis we characterize the evolution of Brazilian federal extension policy between 2004 and 2015, using political and legal documents as well as recent academic studies for policy frame characterization and implementation analysis. Findings: The case reveals the difficulty of implementing an agroecological extension approach as part of the endogenous development proposal expressed in 2004 PNATER. The agroecological proposal tended to be impaired by a more general demand for diverse public policy programs implementation, facing a series of institutional constraints. A policy reframing process led to a search for alternatives to make it compatible with a federal centralization trend and public administration rules, resulting in a contracting out emphasis. Theoretical implications: The study shows the political economy aspects of extension reform, and how original plans are influenced by path dependence and different and contrasting demands. Practical implications: The study points to the importance of considering political and institutional environments in extension reforms, and indicates a necessity for additional reflection about strategies for scaling up proposals for agroecological and sustainability oriented extension. Originality/value: Few studies are dedicated to understanding the political economy of extension reform, and reform of Brazilian rural extension systems.  相似文献

ABSTRACT

In the context of devolution, this paper argues that there is a distinctively Welsh flavour to FE and Skills policy, but that its nature and formation needs to be understood both intrinsically and relationally, especially in terms of its relationship to parallel policy developments in England. Consideration is given to structural aspects and significant changes in the ‘economic narrative’, and also to the reflection of certain values in policy and policy mechanisms. It is argued that policy learning of a sort visible in the realm of economic innovation is not yet apparent in the FE and Skills arena in Wales, where an avoidance of key features of English policy remains a touchstone. Finally, the paper sets out how a ‘relational’ approach is particularly helpful in appreciating these issues and in understanding the challenges in a major FE and Skills reform process in Wales.  相似文献

This study suggests that the debate over the nature of policy is far from resolved. The extent to which the extremes of the debate about the role of the state in policy, about interpretations about power in policy process and about the differential nature of fine‐grained examinations of policy at the local level versus larger scale theorizing, affect interpretation are questioned. Based on a case study of the implementation of a policy dealing with homeless student in four Victorian, Australia, High schools, this paper suggests that the conceptualizations of the state and understanding the nature of power relations in policy process are more complex than any other authors have suggested. The analysis of the policy implementation process showed that whilst at certain times the power of the state appeared to be crucial and central, at other times the power of the state was decentred and significantly reduced, with power and control of policy being refocused at the school level.  相似文献

Overseas comparisons have been increasingly influential in UK policy making for education and training, but they have limitations as a source of policy lessons. ‘Home international’ comparisons of the four home countries of the UK have been advocated as a more fruitful source of practical policy lessons. This paper examines the extent to which policy‐making processes in the four UK territories facilitate policy learning from such comparisons, drawing on interviews with senior policy makers. The policy makers agreed that home international comparisons were potentially valuable, but their actual use in policy making was occasional and unsystematic. The paper discusses the features of the policy‐making process which account for this conclusion.  相似文献

Abstract

The news media is an essential player in the policy making process. Social work students learning how to scrutinize, and influence, the complex world of social policy can benefit from an educational model that incorporates the media. This article first examines the theoretical framework for understanding the media's role in public policy formation. This framework is then used to construct a classroom exercise for analyzing the public discourse using basic content analysis of media texts. A case example drawn from a study of welfare reform and the media is described. By exploring how social problems are translated into public conversations, students can enrich their knowledge of social problem formation, and learn more effective rhetorical techniques and strategies for influencing the public debate.  相似文献

Abstract

This article reviews the Hong Kong policy (1998) on information technology in education (ITE). Key proposals in the policy and the rationales presented for introducing new technology in schools are examined. It is suggested that initiatives presented would have been difficult to implement fully without more far-reaching changes in education policies and school practices. Now, other proposals for reform of education in Hong Kong have been released. The ways in which these recent proposals for reform support existing initiatives in ITE are identified and discussed. Available data on the implementation of ITE are also reviewed. It is suggested that while a comprehensive policy framework has now been developed, the ‘vision’ for ITE may take some time to be realised.  相似文献

This paper questions the ability of a reform policy of five years’ duration to create the conditions necessary for practitioners to sustain change. California's school restructuring initiative challenged schools to transfer authority to teachers and to demonstrate that every student could succeed in learning. Analysis of this progressive policy is based upon the ‘best‐case’ experiences of an exemplary elementary school staff. After five years, the teachers are just developing the ability to confront the volatile issues of race and social class that surfaced in their inquiries into persistent disparities in student achievement. Using theories from institutional analysis of organizations, the paper argues that withdrawal of policy support means weakening of the regulative, cognitive and normative legitimacy for the goals and processes of change. Fixed‐term policies which invite radical reform thus leave schools vulnerable to the tradition‐reinforcing institutions that remain after the initiative has ended.  相似文献

The past 20 years have seen major efforts to extend and reform the system of general education in Spain. Some of the most important reforms are contained in legislation passed in 1990. These developments have direct relevance to the reform which has also been taking place in the system of special education. Abstract

One of the current international trends in educational reform is the devolution of decision-making powers from central government to school level. This trend is related to a move towards institutional autonomy, the so-called site-based (i.e. school-based) management of institutions, which refers to the issue of self-management of the institution.

School-based management is no longer an option but, rather, a reality in South African education. Legislation and policy documents all point South Africa firmly towards a school-based system of education management. The new policy framework for decentralised decision-making is also embedded in the South African Schools Act 84 of 1996. This enables each school in South Africa to renew its management in a responsible and effective way.

In spite of its widespread implementation, school-based management has locally received only moderate attention in terms of stakeholder participation and the impact of stakeholder values on the school-based management process. In response to this, this article is an attempt to incorporate a strategy to conceptualise stakeholder participation in school-based management and assess the impact of stakeholder values on the school-based management process. This philosophical review of the literature on school-based management also aims at raising and answering some of the questions about stakeholder participation and stakeholder values in school-based management in South Africa, where educational reform is the norm rather than the exception.  相似文献

This paper draws on the experience of the Pan-Canadian science curriculum development process as an instance of the more general problem of integrating science and environmental education. It problematizes the issue of incorporation of social and environmental dimensions within the science curriculum in terms of both policy and practice. The agenda of environmental education, as eco-philosophical and eco-political, provides a radically different base from which to explore the impact of change on science teachers and schools. Thus, the very idea of environmental education as an educational policy goal must be examined in light of conflicting agendas of science and environmental education. This paper argues that transforming structures and processes of school science to enable different teacher and student roles involves closing the gap between curriculum (policy) development and professional development as well as reconceptualizing science education, but from more overtly open moral value and political perspectives than have been considered in the literature of science education.  相似文献

Abstract

The establishment of the Fachhochschul sector is regarded as the most significant success story of the last decade in Austrian higher education. This new sector was legally established in 1993 (FHStG) and started to enrol students in 1994. For the academic year 2000/01, there were 55 Fachhochschul courses offered with a further 15 already planned. The sector has about 9,000 students, and has already produced 2,600 graduates. In only a few years it has built up a high reputation amongst students, employers, and the general public. This paper looks back to the early 1990s, when the Fachhochschul policy was designed. It reconsiders some of the arguments and conflicts which at that time were stirred by this reform and its focus is on the influence which was exercised by the British polytechnics. The paper will argue that the Council for National Academic Awards (CNAA) served as a role model for the Fachhochschulrat (FHR), which is a cornerstone for the Austrian Fachhochschul sector and it will discuss why ‐ against the odds ‐ this policy transfer was successful.1  相似文献

ABSTRACT

Reformers in developing countries increasingly seek to raise education quality. Yet we know little about the politics of improving education. One significant and instructive case of reforms designed to boost education quality comes from Chile, where in 2016 the government enacted a sweeping reform of teaching careers. This paper first uses a quantitative analysis of appearances in the news to identify key stakeholders and then turns to process tracing to analyze how and when these stakeholders influenced reform dynamics. Comparatively, the Chilean case differs from similar reforms elsewhere in Latin America due to the absence of business, the strong role of policy networks, and the final negotiated settlement with the teacher union. Theoretically, the analysis confirms general theories that emphasize the roles of distributive politics and policy networks.  相似文献

Abstract

Agricultural extension is moving away from externally imposed change programmes towards bottom-up planning, farmer participation and empowerment and catalysis of sustainable change, based on local needs and problems. However, many of these changes have been on a relatively small scale, in policy or institutional environments generally favouring a more traditional approach to agricultural development. For a broader process of sustainable agricultural development to occur, changes in the policy and institutional environment are required. This paper explores the process of developing an agricultural extension policy in Bangladesh and describes the content of the final policy statement, as an example of the approach taken in one country to developing a facilitative environment for sustainable agricultural development.

To date, the policy statement has been approved by the Ministry of Agriculture, and an implementation strategy is being developed. The policy is only a stage in the process of change, and it is hoped that other countries which are developing mechanisms to facilitate sustainable agricultural development will find the experiences in Bangladesh both encouraging and potentially useful.  相似文献

Abstract

With the future shape of Britain's post‐16 education and training still undecided policy makers are increasingly looking abroad for new models to follow. The educational debate has become internationalized. As in the late 19th century it is the pressure of economic competition from Europe which has galvanized British interest in the relative ‘success’ of training in countries such as France and Germany.

This paper examines the current use and misuse of comparative examples in British debates over reform. It analyses the systems of vocational education and training (VET) in France, Germany, and Sweden and assesses what lessons, if any, we can draw from them for the reform of British VET.  相似文献
