高校作为我国重要的事业单位之一,加大对高校预算绩效管理具有重要意义。针对应用型本科院校预算编制及执行管理中存在的问题,基于顾客服务理论、结果导向管理理论、公共委托代理理论,结合经典绩效评价模型平衡计分卡体系(BSC)、关键绩效指标体系(KPI),构建应用型本科院校预算绩效评价指标体系,并通过德尔菲法与AHP算法对指标体系的权重赋值,提升绩效预算评价的可测性与准确性。  相似文献

Thailand passed the National Education Act (1999) which introduced the largest educational change there in over 50 years. This study investigated Lecturer Receptivity to that change at four Rajabhat Universities in the second year of the implementation stage during 2002. Receptivity was conceptualized as relating to eight aspects of the change. Data were collected by questionnaire (N = 659) with 50 stem-items answered in three perspectives. These were (1) how I expect the change to be planned, (2) how I think the change was really implemented, and (3) what my actual behavior was. Data were analyzed with a Rasch measurement model and 18 of the 50 stem-items fitted the measurement model. A linear scale of receptivity was created where the proportion of observed variance considered true was 95% and data were considered to be valid and reliable. The easiest aspect was comparison with the previous system and the hardest was participation in decision-making. For most items, the perspectives were found to be ordered from easy (perspective 1) to hard (perspective 3) as conceptualized.  相似文献

While it is true that SBM shapes and charts the direction of school operations, it is interesting to discuss how a developing country like the Philippines is influenced by this reform strategy as a structural and procedural framework in managing its system of education, particularly, its basic education sector which through the years has been criticized for its alarming state as shown by its performance indicators rates. This paper purports to provide a panorama on how school-based management as a restructuring framework is viewed and interpreted by the basic education sector which constitutes the largest portion of the country’s educational system. Specifically, the eight key elements of successful SBM schools, namely: (1) an active vision; (2) meaningful decision-making authority; (3) distribution of power; (4) development and use of knowledge and skills; (5) collecting and communicating information; (6) rewards for progress; (7) shared leadership; and (8) cultivating resources, were used to serve the purpose of this discourse.  相似文献

In higher education, many studies have tried to establish which student activities predict achievement in blended courses, with the aim of optimizing course design. In this paper, we examine whether taking into account temporal patterns of student activity and instructional conditions of a course help to explain course performance. A course with a flipped classroom model (FCM) and a course with an enhanced hybrid model (EHM) were compared. The results show that in both cases, a regular pattern of activity is more effective than low activity. In the FCM, initial low activity is detrimental, whereas in the EHM the strategy of cramming later on in the course can still lead to higher course performance. In the FCM, a combination of face-to-face and online activity led to sufficient course performance, whereas in the EHM, face-to-face or online activity on its own could lead to sufficient course performance. This study offers a methodological and empirical contribution to exploring the role of patterns of activity and instructional conditions for course performance.  相似文献

随着技术的快速进步,人工智能的决策和行为开始从外部设定转向内在发展,智能主体逐渐具有不同程度的自适应能力、决策能力和行为能力,它的自主能力也不断增强。出于道德考量,自主决策和行为的人工智能开始被视为道德主体。因此,传统道德如何在智能技术中自主发挥作用就成为一个必须面对的问题;后果论、道义论和美德论都具有解决此问题的潜力。要构建能够进行道德决策的人工智能系统,需要确保人工智能的自主推理能够受人类社会道德和价值观约束,与人类价值观保持一致,担负起决策“责任”。实现有“道德”的人工智能是一个复杂的系统工程,价值敏感设计、透明度设计及道德学习设计是开发道德人工智能的三种重要方法。  相似文献

Recent policy changes in the European Union have introduced the requirement for publicly funded research to be published in open access. This can be seen as part of a mode of democratic accountability that not only promotes transparency but also, Naomi Hodgson argues, is constituted by visibility and openness. By drawing attention to the way in which the researcher is asked to understand herself in this policy context, Hodgson illustrates how particular technologies of performance measurement and management, and of publication, enter the researcher into this economy of visibility. The understanding of openness as a corrective to the traditional closed access system of publishing and the marketization of academia is challenged, then, in this article, which indicates how these technologies of reading and writing constitute the researcher as a particular figure in the emergent mode of governance.  相似文献

In an era when evidence-informed decision-making is mooted as a means of achieving equity, data are now being used to revive the in-school stratification of students, despite sustained concerns around the long-term negative consequences of these practices. This institutional ethnography explores how teachers use data in their everyday work, and how evidence-informed decision-making supports the logic of grouping students by ability. Research data are drawn from two Australian schools where achievement data were used to group students, in response to requirements to use evidence-informed practices. This had implications for enacted curriculum and pedagogies, as teachers used grouping to differentiate instruction. Although there were no formal directives to group by ability, a cascade of performance management policies was implicated in the rise of these practices. This use of data was normalised, and ability grouping practices were evident from the early years of schooling onwards.  相似文献

Abstract

This article contributes to the study of decision-making processes both at a farm systems level and at the level of agricultural research in partnership with commercial farms. It also highlights the way in which adoption and adaptation of innovation occurs in a socially rich context with information, group formation and connectivity converging to create a complex learning environment.

Design/methodology/approach. The methodology used in this research centres on the Communities of Practice (CoP) theoretical framework augmented by Gramsci's notion of Intellectual Communities and discursive analysis. A dairy farming systems project operating in Australia (3030 Project) provided the context for our study.

Findings. The group structures within the 3030 Project constitute CoP in which innovation is evolved, adopted and adapted. This process involves socially negotiated learning which is both processual and highly contextual. Discursive dialects are formed and interact within these CoP at the level of decision-making and can be analysed in context to further our understanding of the way in which farmers participate in learning opportunities and negotiate innovation.

Practical implications. This theoretical framework can be used to enhance the learning capabilities of these groups by developing a better understanding of how discourse is used to successfully transfer knowledge effectively and with authority.

Originality/value. The 3030 Project provided a unique opportunity for a comparative analysis of on-farm and research-based decision-making processes in a ‘real time’ situation from a multi-scale perspective.  相似文献

自主技术创新是我国企业成长与发展的根本路径。创新成效评价是促进技术创新的基本方式。自主技术创新绩效具有一定的模糊性,而基于平衡记分卡的绩效评价具有一定的片面性。在我国现有的经济制度与经济体制下,360度绩效考核的实施更能够反映出企业自主技术创新成效的社会性与自然性本原,并有利于我国企业技术创新战略的展开。  相似文献
