This article addresses the policy implications of participation in international large-scale assessments (ILSAs), particularly the Programme for International Student Assessment (PISA), and the ways in which such implications might influence mathematics education. Taking Norway as a special case, this discussion focuses on insights into teaching, learning and assessment practices that can be inferred from the PISA study, and how participation in ILSAs has contributed to educational policy and even changed policymakers’ perspectives on schools, teachers and students. Following publication of the PISA 2000 results, Norway experienced a ‘PISA shock’, leading to the implementation of a national quality assessment system and national tests. In addition, changes were made to the mathematics curriculum for compulsory school and to mathematics teacher education. More recently, public debate has focused less on rank and league tables, shifting instead to the high number of low-achieving students and the low number of high achievers. Moreover, there has been little uptake of policy advice provided by the Organisation for Economic Co-operation and Development (OECD), which focuses on strengthening accountability measures. Furthermore, although the Norwegian educational system in the past decade has undergone a decentralisation process, the educational system still follows the Nordic model, which focuses on equity and ‘education for all’. Analyses of the Norwegian case indicate that policymaking takes place in highly cultural contexts, and that international studies might be used merely to validate existing policy directions.  相似文献

This article presents findings from a recent study of the education policy uses and impact of international large-scale assessments, namely the Programme for International Student Assessment (PISA). The paper focuses on two overlapping dimensions of PISA’s education policy use in the context of Spain. These include political dimensions, such as the use of PISA to initiate and justify the 2012?2013 educational reforms; and technical dimensions, namely the use of PISA in the development of national-level indicators used to benchmark progress and guide education and curriculum reform. The study points to the growing dominance of PISA as a powerful policy tool. Findings from the paper add to the body of literature on the different ways in which international assessments are used to guide education policy within national spaces and the role of the OECD as an agent of transnational policy steering.  相似文献

Standards-based accountability approaches in education are increasingly being adopted in many industrialised countries. This tends to involve the scrutiny of student performance in national academic tests and then holding schools accountable for subsequent progress. International assessments such as Programme for International Student Assessment (PISA) are not accountability measures in themselves, but are often utilised in a similar way and national policies are judged against performance in these tests. Drawing upon the examples of PISA and national assessments in the USA, this paper explores how students with special educational needs and disability (SEND) are included in, and served by, these assessment policies. The analysis suggests that while these approaches are inclusive in their intent (most obviously through efforts to include students with SEND in testing) they may poorly represent the progress of these students. It is argued that more equitable inclusion of students with SEND must find a balance between accountability measures which measure performance in traditional attainment-focused tests and other relevant assessments which are meaningful to the given student and/or SEND sub-group.  相似文献

The Standards for Educational and Psychological Testing identify several strands of validity evidence that may be needed as support for particular interpretations and uses of assessments. Yet assessment validation often does not seem guided by these Standards, with validations lacking a particular strand even when it appears relevant to an assessment. Consequently, the degree to which validity evidence supports the proposed interpretation and use of the assessment may be compromised. Guided by the Standards, this article presents an independent validation of OECD's PISA assessment of mathematical self-efficacy (MSE) as an instructive example of this issue. OECD identifies MSE as one of a number of “factors” explaining student performance in mathematics, thereby serving the “policy orientation” of PISA. However, this independent validation identifies significant shortcomings in the strands of validity evidence available to support this interpretation and use of the assessment. The article therefore demonstrates how the Standards can guide the planning of a validation to ensure it generates the validity evidence relevant to an interpretive argument, particularly for an international large-scale assessment such as PISA. The implication is that assessment validation could yet benefit from the Standards as what Zumbo calls “a global force for testing”.  相似文献

The OECD “Programme for International Student Assessment” or (PISA) is one of the largest-scale international efforts that have been launched to assess students’ scientific literacy. Such an international assessment would likely exert a profound impact on the science education policies of the participating countries/regions, including Hong Kong. This paper sets out to examine critically how scientific literacy has been assessed by PISA through analyzing its assessment frameworks and released sample items. It was found that the PISA 2000 and 2003 assessments of science have used a narrower definition of scientific literacy, as compared to that of PISA 2006 and what scientific literacy was construed for science education. However, even PISA 2006 appears to be more valid in its assessment framework, its validity was also called into question when the sample items for the trial study were examined. Knowledge about science was found largely about the processes of science, rather than the nature of science as described in the assessment framework. Besides, it intertwined with knowledge of science in a hidden manner. The application of knowledge of science in novel, real-life situations was also jeopardized because of the issue of curricular relevance. Besides these major problems, the article has discussed the problems with the concept of scientifically investigable questions and identifying research question of an investigation. Overall, the findings raised concern over what the PISA’s measure of scientific literacy actually means.  相似文献

PISA, which was launched by OECD, is one of the most significant and successful initiatives on which education systems have recently collectively embarked. However, although it is a well‐coordinated international programme, its reception differs according to country. There is therefore a need to analyse specific national circumstances in order to gain a deeper understanding of the undertaking as a whole. This article specifically considers Spain's participation in PISA and focuses on a number of aspects: a) the expectations created when it joined the programme, in parallel to the implementation of its own national education evaluation system; b) the impact PISA has had, both in the media and in political and discursive spheres; and c) the technical and scientific debates generated in Spanish academic media. Finally, it is argued that, in the last few years, PISA has met with a certain disenchantment among specialists and the public opinion because of its limitations as a ranking tool, the difficulty in explaining its findings, and its inability to prescribe education policies that are suitable for very different contexts.  相似文献

The media analysis is situated in the larger body of studies that explore the varied reasons why different policy actors advocate for international large-scale student assessments (ILSAs) and adds to the research on the fast advance of the global education industry. The analysis of The Economist, Financial Times, and Wall Street Journal covers publications on ‘PISA’, ‘TIMSS’, and related search items over the period 1996–2016. The three media outlets vary in terms of ILSA reporting. The Economist and Financial Times tend to focus on PISA, whereas the Wall Street Journal pays greater attention to TIMSS than PISA. The content analysis of 59 articles yields interesting results about how the business-oriented readership of the three media outlets frames public education and why it sees education as a profitable business opportunity. The three most common narratives, reflecting the business logic, are the following: (i) public education is in crisis; (ii) there is no correlation between spending and education outcome; and (iii) school accountability, teacher performance, and decentralisation represent the most effective policies to improve the quality of education. Drawing on these three common narratives, the financial media outlets present a particular vision of how to improve education; a vision in which the private sector is supposed to play a major role.  相似文献

Abstract

This study problematizes the global educational governance of OECD PISA and its statistical data as a governing technology in contemporary discourses of education reforms. The study examines principles that order the discourses and practices of the international comparative assessment. The effort of analysing the impact of an education reform regime led by OECD PISA reveals how statistical reasoning defines problems in educational systems and forms social discourse surrounding educational reform to solve such problems. In doing so, this article focuses on standardization, classification, and normalization for measuring and comparing student achievement and national effectiveness. The study also offers an alternative way of considering the politics of inclusion and exclusion embedded in practices of education reforms propelled by the international comparative assessment.  相似文献

These are changing times in Australia for teachers and their students, with the introduction of a national curriculum and standards driven reform. While countries in Europe such as England, and in Asia such as Singapore, are changing policy to use assessment in the support of and improvement of learning it appears that we in Australia are moving towards creating policy that will raise the assessment stakes for the putative purposes of transparency, accountability and fairness. What can be learnt from countries that have had years of high stakes testing? How can Australia avoid the mistakes of past curriculum and assessment reform efforts? And how can Australian teachers build their capacity to maximise their use of the learning power of assessment? These are the questions that are addressed in this article, with reference to innovative research from global networks that have maintained the assessment focus on learning rather than accountability practices.  相似文献

In an attempt to understand how a narrowed version of accountability in the form of high-stakes assessment deepens inequity rather than improves educational equity, we examine three education documents in Jamaica using critical discourse analysis. Our two research questions were: How did each government document position the Grade Four Literacy Test? What did that positioning signify in terms of accountability and equity? Our analyses reveal that the discourse of equity becomes silenced or overpowered in the presence of powerful discourses of accountability. It is to this extent, we contend, that a narrower version of accountability in the form of high-stakes testing serves to compound and complicate inequities in education. We offer the view that a more comprehensive framework for accountability in which teachers are supported and literacy projects are comprehensive and sustained moves closer to achieving, over the long run, the equity that is needed in literacy at the primary level in Jamaica.  相似文献

This special edition of IJMSE focuses on the Programme of International Student Assessment (PISA) project now that it has completed a full cycle of administration—reading, mathematics, and science—to look at ways in which PISA has been used in participating countries and with what consequences, and to identify potential research and policy directions emanating from this initiative. Articles were invited to (a) reflect international perspectives on the uses and consequences of PISA to date and (b) speculate on future directions for research, curriculum, and policy using the PISA datasets. The introductory article provides a brief overview of common aspects of PISA: Evolving definitions of reading literacy, mathematics literacy, and science literacy; technical design of the instruments and data analysis procedures; the changing emphasis of administrations; and recent research using the datasets. PISA, unlike other international assessments in reading, mathematics, and science, has provided a fresh perspective on ‘what might be’ by decoupling the assessment from mandated curricula to focus on literacies needed for a 21st century economy. This unique feature of PISA brings with it possibilities and cautions for policy makers.  相似文献

A particular trait of the educational system under socialist reign was accountability at the input side—appropriate facilities, centrally decided curriculum, approved text‐books, and uniformly trained teachers—but no control on the output. It was simply assumed that it met the agreed standards, which was, in turn, proven by the statistics provided by authorities. The introduction of professional testing methods for national large‐scale assessment efforts and participation in international surveys such as Trends in International Mathematics and Science Study (TIMSS) and Programme for International Student Assessment (PISA) unveiled the myth of the traditional “all is good” message spread by the former party rulers. But another aspect of the introduction of external independent testing has probably even had a bigger impact: the fight against the pervasive corruption in student admission it became part of. If any, the successful use of independent external testing in this struggle has done a lot to have its methods accepted by the audience at large. The article describes the experiences of the author as a senior consultant to ministries and newly established testing institutes in former Soviet and socialist republics.  相似文献

The Organization for Economic Cooperation and Development (OECD) has recently piloted the Program for International Student Assessment (PISA)-based Test for Schools in the USA. In this paper, I contend that by connecting directly with local school boards this new initiative has the potential to further promote the OECD's educational agenda in local policy debates. I begin to develop this argument by providing an overview of the OECD and its work. I then lay out a theoretical framework around global governance and knowledge production within the context of the OECD. Next, I provide a brief overview of the traditional PISA study and compare it to the new PISA-based Test for Schools initiative. This context provides the foundation for a discussion of the ways in which a school-based international assessment can operate as a governance tool, allowing international organizations to have greater influence in the formation and implementation of local educational policies.  相似文献

In this paper, we draw attention to the impact of neoliberal globalisation in rearticulating conceptions of equity within the Ontario context. The Ontario education system has been hailed for its top performance on Programme for International Student Assessment (PISA) as a high-equity/high-quality education system and created ‘PISA envy’ in the international context. Our aim in this paper is to provide some critical analysis of the neoliberal rationality and to examine its manifestations for rearticulating conceptions of social justice. Drawing on equity education policies in Ontario and one in-depth interview with an equity practitioner in one of Ontario’s large and most diverse school boards, this paper illustrates how a redefinition of equity has been made possible through neoliberal systems of accountability and performativity involving measurement and facticity. As a result of these strategies, equity policy in education has been concerned with outcome measurement and boys’ underachievement, while racial and class inequalities have become invisible. While this paper is focused on Ontario equity policy, we believe that it serves much broader interest given the current context of global education policy field.  相似文献

Why do students give incorrect answers in PISA? What are the reasons for giving incorrect answers? Do all incorrect answers reflect only the lack of competence or might even a competent child make a mistake? The aim of this article is to contribute to a better understanding of these issues. In the current investigation, we selected six students who responded incorrectly to one PISA question in mathematics or science when they solved it individually. Then, we analyzed their understanding of the PISA task and their reasoning about it through a dialogical problem solving in triads to identify why they made an incorrect answer. Moreover, we tried to determine how the shared peer interaction might change the understanding and reasoning of the child and enable her/him to solve the task. The results of this study illustrate the differences between incorrect answers reflecting lack of competence and those incorrect answers, which appear for some other reasons. Based on the dialogical problem solving approach, we analyzed these two types of incorrect answers and the reasoning trajectories behind them.  相似文献

Attracting significant attention from the media and policymakers, international student assessments are serving as pressures on and challenges for individual countries. Even so, paying attention only to publicly released rankings in international student assessments may lead to superficial interpretations of the assessment results. Simply equating the rankings with educational outcomes can be a questionable perspective because the assessment results can be interpreted differently. In this context, this article has explored student achievement in the Programme for International Student Assessment (PISA) tests in comparison with civic knowledge achievement in the IEA Civic Education Study across 17 countries. This article has also evaluated efficiency in educational processes by assessing outputs (student performance in PISA) against inputs (educational spending and learning time) directly used in the education system. These two approaches clarify that publicly released rankings in PISA change to some extent when the rankings are reevaluated by taking other factors into consideration. This implication should be allowed for in interpreting the results of international assessment and the relative rankings of participating countries.  相似文献
