It has taken some two decades for the concept of the learning organisation to achieve recognition as a powerful way of reengineering for life long learning. During this time, schools have been through a period of very rapid change but, paradoxically, many look less like learning organisations today than they may have before the introduction of the Education Reform Act. This paper examines some of the key ideas behind the learning organisation, explores why the concept is so powerful in contemporary contexts, identifies various types of learning organisations and suggests an analytical technique for relating styles of organisational learning to the environmental context. The paper concludes with an analysis of the implications of learning organisation concepts for schools and school leaders.  相似文献

Large urban school districts often struggle with hierarchy, fragmented processes and cultures whereby organisational silos between school and central office staff serve as a major barrier for reaching the desired strategic goals of improving student achievement. In addition, school district staff are undergoing change requiring leaders and staff in these organisations to adapt and build their capacity to support changing demands. However, little attention is paid to how to build the necessary systems and learning environments to support capacity building and leader development. This article reports on an action research study using mixed methods that reveal how central office leaders and school principals break down organisational silos to build a culture of learning using learning organisation principles. Using the Dimensions of the Learning Organization Questionnaire (DLOQ) short form, participants completed questions related to the school district's capacity for learning. Data from the survey and interviews outline key findings that illustrate how the learning organisation framework served as a model to create the organisational conditions and culture to enable support and cooperation for learning, capacity, change and improvement to occur. This action research case study is a look at one organisation's approach to addressing a gap in learning organisation research in the area of learning organisation interventions. In addition, it extends current research on schools as learning organisations with an example of data-informed change in one large school district in the southern United States.  相似文献

Background: The article concerns the tensions that can arise during demanding external, and consequential internal changes and considers how educational leadership is able to respond to them. Leadership is here understood as a collaborative endeavour, producing shared sense-making in situations of tension.

Purpose: The main research question was: what kinds of leadership dynamics underlie situations of tension brought about by external and internal change? The sub-question was: what kind of micro-level sense-making processes, argued to be the true source of change, assist in revealing these dynamics?

Programme: Educational organisations increasingly face demanding external changes, such as the two mergers described in this article. Tensions can easily be brought about during such external changes and the consequential internal changes, such as two pedagogical innovation projects in this article.

Sample: The study was conducted with three leadership teams within two organisations. The first organisation was a vocational education organisation with around 4000–5000 students and 500 staff members. The leadership team that was studied was followed for almost two years. The other organisation was a business school which comprised of around 7000 students, 150–200 professors and 500 staff members. There, two leadership teams were investigated and followed for almost three years.

Design and methods: The data for the sense-making process was selected by way of qualitative content analysis and an experimented model called TenKeys®. This data were analysed using a grounded theory approach to uncover the underlying leadership dynamics.

Results: Ten micro-procedural leadership dynamics were identified. Actions related to the pedagogical projects were then interpreted by means of these dynamics.

Conclusions: The findings suggest that understanding underlying leadership dynamics might help educational organisations respond to possible tensions brought about by external and internal change and, consequently, support learners’ learning processes, albeit indirectly.  相似文献

Does the school as a learning organisation affect staff outcomes? This article examines the relationship between the school as a learning organisation and staff job satisfaction and the school's responsiveness to staff needs using a purposefully designed “Schools as Learning Organisations Survey” completed as part of an OECD study in Wales. A positive and significant relationship is found between the school as a learning organisation and both job satisfaction of staff—that is school leaders, teachers and teaching support staff—and the school's responsiveness to staff needs. The article proposes ways of realising these outcomes and identifies areas for further research. Policy makers, school staff and other stakeholders in education and other public sectors internationally can use these findings as supporting evidence in recommending people to develop their organisations into learning organisations, given the potential benefits for employees and the organisation at large.  相似文献

The purpose of this article is to present a specific approach to the practice of action research ‘in complex organisations’. Clearly, there are many approaches to the challenge of doing action research in organisations; approaches that are, and also must be, quite context dependent and specific. But my purpose is neither to give an overview nor a recommendation of how action research is or should be done in complex organisations by different schools of action researchers around the world. The approach I will present has grown through practical experience accumulated over many years with doing action research in many different Norwegian organisations with organisational change and development as the specific objective. I will limit myself to an outline of this Norwegian context, and to how I and others have worked specifically with organisational learning both practically and theoretically within or in relation to a broad Norwegian or Scandinavian approach to action research and organisation development represented by many individuals.  相似文献

Peer learning can be implemented by individual teachers within an organisation or can be implemented across an organisation by a central implementer. In this article, it is argued that the types of approach required in these two forms of implementation are very different and whilst the former is dealt with in the literature on peer learning, the latter has been largely unconsidered. The article reports how a review of the literature on organisational change was used to develop a model of how to implement peer learning across organisations. It describes how this model was used to guide the implementation of peer learning across a UK further education college. The results of a pilot study into the model's effectiveness in this context are reported. These results suggest that the model appeared to be a useful guide to the implementation of peer learning across an organisation and, as such, is worthy of further investigation in other contexts.  相似文献

This article reviews the evidence on the way that schools and school systems find, share and use research in their work, with a particular focus on the role of school and district leaders in increasing the prominence and value of research in their work. It reviews the evidence on the ways in which practitioners in education find and use research and the role of organisation factors in promoting the use of research. Little is known about university campus religious organisations’ influence on students’ sexuality-related attitudes and behaviours. This study sought to better understand sexuality-related communication within the context of campus ministries by exploring students’ and campus ministry leaders’ conversational experiences at a public university in the south-east USA. Data sources included an online survey of undergraduates participating in student religious organisations (n = 57), focus groups with campus ministry students (n = 36), and individual interviews with campus ministry leaders (n = 19). Findings indicated student satisfaction with the focus and frequency of conversations about romantic relationships and sexual health within the context of campus ministries. However, both campus ministry students and leaders indicated discomfort in discussions of sexuality. Leaders acknowledged their need for better strategies to engage students; students focused on how to integrate religious messages about sexuality with messages from other sources. These findings suggest campus ministry leaders may benefit from focused training and support to communicate more effectively with college students about sexuality.  相似文献

It is broadly acknowledged that leaders in the twenty-first century are required to navigate an increasingly complex landscape and that the types of challenges individuals and organisations face in the knowledge era require the capacity to adapt and respond to continual fluctuations and change. Outcomes from previous leadership research, combined with the perspectives of colleagues and observation over the past decade, prompted concern that leadership in higher education (HE) institutions was, in the main, not demonstrating the level of readiness or capability to effectively respond to the challenges embodied in the transition to the knowledge era. In seeking to establish how well founded this concern was, this study, supported by a Peter Karmel International Travel Grant, investigated leadership development thinking, programmes and practices within the HE sector in the United States of America and the United Kingdom, and explored how this applies within the Australian context. A number of themes emerged that support the idea that the work of leadership will ideally be based on relationships rather than the ‘command and control’ models of the past and on distributed leadership processes and practices throughout the organisation.  相似文献

In delivering ‘school improvement’ school leaders must decide between competing and conflicting demands in the context of uncertainty. Confronted with this there may be a temptation to reduce the complexity, in other words to rationalise the situation. While this may lead to short-term gains, over the longer term such decisions can prove detrimental. In responding to these kinds of situations organisational research has recently taken something of a paradox turn. Indeed, developing practices which are accommodating of paradox is increasingly being seen as a productive and powerful creative strategy for business leaders. The aim of this article was therefore to explore ‘the paradox turn’ for its relevance and utility to school leadership and to examine the implications this gives rise to for schools considered as pluralistic organisations with multiple stakeholders. This pluralism produces layers of complexity and tensions which have their origins in diverse and possibly incommensurable values, calling into question the received wisdom around entrenched concepts such as the necessity for the head teacher to ensure a ‘shared vision’ underpinned by commonly held values.  相似文献

This paper analyses the context, emergence, organisation and curriculum of the school subject known as ‘Culture of Religions’ (Kultura religija), which is given as an example of good practice in the Toledo Guiding Principles of the OSCE. It was designed, piloted and to a certain extent introduced in state schools in Bosnia and Herzegovina by a collaboration of international organisations and institutions, together with representatives from various local organisations. Abstract

This article looks at how the application of the concept of a ‘learning organisation’ can be used at a specific organisation in South Africa to change the work performance of its employees. We do this by exploring different theories, models and definitions of organisational learning, learning organisation, organisational knowledge and knowledge management in the field, and against this background examine the perceptions of employees at a South African Organisation. The article underpins this approach by uniquely balancing conceptual rigour with practical experiences of employees at this institution. The view is taken that organisations are living systems that have the capacity to renew themselves by continuously reflecting on their practices and thereby create new knowledge, share and leverage it. Knowledge acquisition and sharing is closely linked to the core values of the organisation in order to achieve business competitiveness, set goals, efficiency, and overall strategic success. The purpose of this article is to understand how an organisation's training department could use the concept of a learning organisation within the South African context to sustain change. To achieve this objective we (the researchers) used a qualitative research paradigm. A phenomenological design presented the research with opportunities to analyse, interpret, and describe the perceptions, feelings and experiences of the participants at the organisation. Eight semi-structured individual interviews provided data for the purposes of this research. The data was analysed to identify categories, themes and sub-themes. The five main themes discussed are organisational learning, organisational culture, organisational change, globalisation and knowledge management and these were linked to the theory of learning organisations and were based on the findings.  相似文献

This study identifies and analyses professional norms as a means of illuminating school cultures and how norms are distributed in the system. Of special interest is the role of school leaders and how they lead, organize and realise school development. The study research question is: What professional norms do school leaders highlight in change efforts? We are also interested in identifying the support mechanisms and obstacles to implementation and norm setting exhibited by school organisations. The case we used explores change processes in the implementation of education for sustainable development at three upper secondary schools in Sweden. It was conducted in three phases, starting with a questionnaire for all teachers and principals. In the second phase, each of the principals was interviewed individually. The third phase used focus groups consisting of the principals that made up the leadership groups. Our results indicate that professional norms are set when principals and teachers experience expectations from each other, from students and from policy documents. There is also a need for well-functioning communication in the organisation to set and disseminate norms. The school principal plays a crucial role in these norm setting processes. By becoming more aware of existing norms in the organisations, and how norms can be changed, this knowledge can support principals in change efforts.  相似文献

Over the last two decades or so, organisations everywhere have been subjected to considerable restructuring and reform. Schools have been no exception to this trend. Devolution has been prominent amongst the managerial reforms which have affected primarily the work practices of managers (James, 2003). In the context of schooling, devolution or school based management has increased the decision‐making powers of schools and their communities. It has also brought with it the requirement that schools meet a wider range of accountability measures (Whitty et al., 1998). In such a climate, school leaders are likely to find themselves juggling a ‘multitude of competing obligations and interests’ (Cooper, 1998, p. 244). This complex operational milieu requires school leaders to confront and resolve conflicting interests as they endeavour to balance a variety of values and expectations in their decision‐making. Not surprisingly, the result is often ethical dilemmas for leaders.

In this paper we argue that an understanding of ethics and ethical dilemmas is crucial for educational leaders due to the value‐laden nature of their work. We put forward a tentative generic model that endeavours to assist our understanding of the forces impacting upon and processes characterising the decision‐making dynamics emerging from an ethical dilemma. The goals of agencies that accredit medical education programmes or institutions are to ensure high quality student experiences and to certify the readiness of graduates to further their training or begin practice as physicians. While accreditation provides a level of legitimacy, the agencies conducting the reviews vary in their organisation, robustness and transparency of decisions. Therefore, to enhance validity and comply with governmental or medical professional regulations, some agencies undergo external evaluations of their standards and protocols, a process commonly referred to as recognition. Recognition also provides stakeholders with unbiased and credible information on accrediting agencies and the educational institutions they accredit. The author compares six European and United States-based recognition organisations that evaluate agencies that accredit medical education to highlight similarities and differences in scope, processes and consequences of the review. These results contribute to the development of best practices and potential mutual acceptance of decisions in the global ‘meta quality assurance’ arena.  相似文献

Background: Data-based decision-making in education often focuses on the use of summative assessment data in order to bring about improvements in student achievement. However, many other sources of evidence are available across a wide range of indicators. There is potential for school leaders, teachers and students to use these diverse sources more fully to support their work on a range of school improvement goals.

Purpose and sources of evidence: To explore data-based decision-making for school improvement, this theoretical paper discusses recent research and literature from different areas of data use in education. These areas include the use of formative assessment data, educational research study findings and ‘big data’. In particular, the discussion focuses on how school leaders and teachers can use different sources of data to improve the quality of education.

Main argument: Based on the literature reviewed, an iterative model of data use for school improvement is described, consisting of defining goals for data use, collecting different types of data or evidence (e.g. formal data, informal data, research evidence and ‘big data’), sense-making, taking improvement actions and evaluation. Drawing on the literature, research insights are discussed for each of these components, as well as identification of the research gaps that still exist. It is noted that the process of data use does not happen in isolation: data use is influenced by system, organisation and team/individual level factors.

Conclusions: When it comes to using data to improve the quality of teaching and learning, it is evident that some of the most important enablers and barriers include data literacy and leadership. However, what is less well understood is how we can promote the enablers and remove the barriers to unlock, more fully, the potential of data use. Only then can data use lead to sustainable school improvement.  相似文献

Considerable research has been undertaken involving the student experience and depicting undergraduate students as consumers of education. This construction of the relationship between students and universities is based primarily on notions of economic exchange. In this paper, using the construct of the psychological contract, we show that social exchanges can also occur. In a study sponsored by the leaders of a university's science faculty, 10 student-researchers recorded their experience of being a science undergraduate student using an innovative video data collection method called VideoVoices. We present a case study using the data recorded by one student-researcher that shows that students can have more complex conceptions of their relationships than that of passive consumer with respect to their reciprocal obligations to their university and lecturers. Psychological contract theory has been widely used in management and organisation studies literature, but the use of this theory in the context of higher education is much sparser. We argue that psychological contract theory, besides encouraging a more useful and complex view of students at university, has the potential to suggest future research directions and strategies to improve relationships between students and universities.  相似文献

Reforms currently taking place in organisations and their implications for education, training and learning in these organisations requires new and different ways of understanding. The recent focus on workplace learning and notions of "the learning organisation" raise challenges to understanding their significance as "technologies of training" applied within organisations. In social services organisations struggling with decades of reforms pushing them to be more "competitive and business-like", these reforms are even more complex. This paper, based on a study of child protection agencies in the state of New South Wales, Australia, indicates the ways in which the notion of the "learning organisation" is used to "govern" child protection services and workers. Rather than being a technique for encouraging team-work and increased participation by workers as part of post-Fordist forms of work organisation, as described by many commentators, this research indicates the ways in which it has been adopted as a technique in making neoliberal reforms practicable in organisations. It opens new questions in how we understand new "technologies of training", the way they are made practicable in work organisations and the changes demanded in the identity and character of the worker.  相似文献

There is little research in the area of understanding educational leaders’ psychological processes. This lack of understanding leaves educational leaders to develop their own sense-making practices while in the complex and stressful act of leading. This self-study, conducted over more than half a school year in 2014–2015, was my own effort to do just that: to understand myself as a leader by examining various influences on my role using a four-quadrant framework for leadership. The findings highlight two significant areas influencing my leadership practices: the internal-entity quadrant, defined as the leader’s personal values and beliefs, and the internal-context quadrant, defined as the leader’s perception of the various contextual influences surrounding her role. Adopting this framework for my thinking allowed a more objective view of my practice and the beliefs and assumptions operating within my practice. While this work is, at a personal level, my own struggle to understand the complexities of leading, it is also examines one way in which district leaders might begin to think about their own sense-making practices using self-study methods.  相似文献

This paper presents the findings from an evaluation research project undertaken by Henley Management College in 2006. This project followed an earlier research study that focused on identifying the leadership development needs for leaders of small and medium sized-enterprises (SMEs) in the UK, developed a leadership development model and made recommendations for a leadership development programme. The principle challenges facing the SME organisations overwhelmingly concerned leading change in their organisation. Their personal challenges concerned implementing change initiatives, communicating these and motivating the people in their organisation. In consideration of the challenges identified, one of the key recommendations was to pilot an action learning programme and evaluate the effectiveness of action learning to develop leadership skills in SME leaders. Henley Management College then conducted a research project to evaluate the pilot programme. This pilot consisted of three learning sets, run in three geographical areas in the UK and facilitated using three very different styles. Following the pilot programme, there were several wider reviews by academics, advisors and representatives of relevant government boards. This has since resulted in a significant programme of action learning for SME leadership development being implemented. This paper provides an overview of the relevant literature and research methodology and then presents the evaluation results from the pilot programme. The dominant theme was that action learning does indeed deliver significant business benefits and provides a real opportunity for SME leaders to develop their leadership skills.  相似文献
