This paper offers a historical perspective on government policies for the rationalisation of higher education (HE) in Ireland through a critical re-appraisal of the initiative for ‘merger’ of Trinity College and University College Dublin. The initiative launched by Donogh O'Malley in 1967 was the first significant attempt by an Irish government to transform the institutional architecture of HE. This study sheds new light on the rationale for merger. A key motivation for the merger was to overcome ‘the problem of Trinity College Dublin’: policy-makers sought to integrate Trinity College, long regarded as a Protestant ‘enclave’ in a predominantly Catholic society, within the Irish HE system. O'Malley's initiative sought to bring Trinity College Dublin (TCD) firmly under the control of the state and transcend traditional religious divisions, by circumventing the ‘ban’ on the attendance of Catholics at TCD imposed by the Catholic bishops. This paper also explores the emergence of proactive, interventionist approaches by Irish ministers and officials to policy formulation and implementation in HE.  相似文献

This piece concerns the relationship between Ireland and the United Kingdom over the course of some 170–180 years from the early/mid‐1800s to the present. It is argued that, despite the expectations of nationalists such as Timothy Corcoran, writing in the immediate aftermath of independence, to whom it seemed both desirable and inevitable that Ireland ‘historic [educational] culture’ would be ‘rapidly, universally, and thoroughly restored’, the tendency for educational homogenisation present prior to independence has been continued, and even exacerbated, since. It is suggested that a ‘post‐colonial overhang’ affects Irish policy‐makers and bureaucrats in their educational policies and practices.  相似文献

This paper draws upon critical discourse analysis, cultural studies and communication theory, studies on media and educational reform, and the work of Bernstein, Bourdieu and Luhmann in particular, to explore how the print and media ‘mediated’ a period of educational change marked by moves to self‐management in schools in Victoria, Australia. It considers how the media was mobilized by various education stakeholders, and in turn informed relations between schools and government, through policy discourses and texts. It considers why and how particular themes became media ‘issues’, how schools and teachers responded to these issues, and how the media was used by various stakeholders in education to shape policy debates. It is based on a year‐long qualitative study that explored critical incidents and representations about education in the print media over a year in the daily press. It illustrates the ways in which a neo‐liberal Victorian government mobilized the media to gain strategic advantage to promote radical education reform policies, considers the media effects of this media/tion process on schools and teachers, and conceptualizes how school and system performance is fed from and into media representations, public perceptions and community understandings of schools and teachers' work.  相似文献

On the partition of Ireland in 1921, the Northern Ireland Ministry of Education assumed control of the educational services which had been previously administered by four independent bodies in Dublin. The Education Act (Northern Ireland) 1923 created the county councils and county borough councils of the new devolved state the local education authorities in their areas and imposed on them certain duties for the establishment of machinery for the local administration of education. This paper considers the role of a newly‐formed single county authority in the implementation of technical education in its area. The historical background and the effects of legislation are discussed and the authority’s work relating to the transfer of schools and development and progress of this branch of education are assessed during the early years of the new administration.  相似文献

Contemporary society’s expectations of educational psychology, and of a role for educational psychologists within these expectations, were major themes of, and subtexts to, many of the papers delivered at recent annual courses of the Association of Educational Psychologists (AEP). The distinctive contribution of educational psychology and a perceived “identity crisis” of its practitioners was the subject of examination in recent issues of Educational Psychology in Practice. Within this context it may be both salutary and heartening to review the aspirations of educational psychologists, during a period from the mid‐1960s to the late‐1980s, to shed their stereotype as psychometricians, and later as gatekeepers to special education, in favour of a supportive role to pupils, teachers and parents. Articles published in this journal and its predecessors are drawn upon to illustrate the earlier search by educational psychologists for a role and a status within the local government field. Reference is also made to the author’s experience of working as an educational psychologist from the early 1950s to the end of the 1980s.  相似文献

Massive Open Online Courses (MOOCs) have been a prominent topic of recent educational discussion and debate. MOOCs are, in essence, university‐affiliated courses offered to large groups of online learners for little or no cost and are seen by many as a bellwether for change and reform across higher education systems. This study uses content and discourse analysis methods to examine how understandings of MOOC‐related ‘change’ were presented in US, UK and Australian newspapers. Drawing on detailed analysis of 457 newspaper articles published between 2011 and 2013, the findings point to a predominant portrayal of MOOCs in relation to the massification, marketization and monetization of higher education, rather than engaging in debate of either ‘technological’ or ‘educational’ issues such as online learning and pedagogy, instructional design or student experience. The article then considers the reasons underpinning this restricted framing of what many commentators have touted as a radical educational form—not least the apparently close association between MOOCs and the economics of higher education.  相似文献

In the recent decades art education has tried to move away from the trends based on practical skills and techniques towards a greater stress on interpreting and understanding visual culture, created by the mass media. This approach implies a revision of the field of study and a redefinition of goals, replacing the study of art with a study of ‘visual culture’, a concept that better describes the daily environment of students and which reorientates art education towards social and cultural awareness. In this article, starting from Dewey's conception of art as experience, a theoretical framework is offered based on three ideas. Firstly, the subject of art education involves aesthetic experience, which includes both ‘high’ art and popular culture. Secondly, it is necessary to reconstruct the balance between understanding and production in art education, in order to consider art products as narratives, stories or comments about life experiences. Thirdly, to review the educational function of art education in order to determinate its value for social reconstruction and for which Rorty calls ‘self‐creation’.  相似文献

Personalisation is an emerging ‘movement’ within education. Its roots reside in marketing theory, not in educational theory. As a concept it admits a good deal of confusion. It can refer either to a new mode of governance for the public services, or it qualifies the noun ‘learning’, as in ‘personalised learning’. The concern here is with its intellectual affinity to child‐centred education, one which the government in England has strongly denied. On balance, the government’s view of personalisation is not of a piece with what may commonly be regarded as child‐centred education. But the strong semantic accord between the terms ‘personalisation’ and ‘child‐centred education’ provokes a question: why does the government not provide a term which unequivocally distinguishes its current ‘vision’ for education from child‐centred education? By retaining the term personalisation, the government purports to do two things: first, because of its focus on personalised ‘tailored’ needs and co‐produced solutions, it adapts education even further to a consumerist society; and second, because the term personalisation strikes a chord with the discourse of child‐centred education, it blurs the fact that little to do with pedagogy or with curriculum has in fact been changed. The term personalisation generates a nostalgic appeal to better times long gone.  相似文献

Drawing on observations of classroom art practice and visits to one museum and two galleries and on interviews with teachers and museum and gallery educators, this article examines the interactive relationship between school art education and museum and gallery visits. It studies: the ways primary teachers use such visits for art teaching purposes; and the reasons for the existing limitations in incorporating museum or gallery visits into school art education despite the wide acknowledgement of their educational value. The findings suggest the presence of two models of educational programmes which appear to influence differently the ‘three‐part unit’ of preliminary work, visit to the institution and follow‐up activities in the classroom.  相似文献

Focusing on the Working Men’s College (WMC), this study charts the chequered fortunes of a Victorian project: providing workers with a ‘liberal education’. The paper analyses the project’s aim (making ‘better citizens’), its disciplinary content (the humanities and/or the sciences) and its challenges (the increasing prestige of vocational studies). It argues that, in an increasingly professionalised society, a ‘liberal education’ for workers became contentious ground. As the role of the sciences within a ‘liberal education’ diminished, and the provision of practical skills took precedence in the local-authority-funded courses, Victorian workers’ opportunities for education became polarised between ‘useful’ sciences and ‘profitless’ humanities. With natural scientists losing the intellectual independence of their discipline to technicians, the WMC Edwardian educators chose to side unequivocally with the humanities. The paper contends that it was in the Edwardian context of the adult education movement that the ‘two cultures’ debate first emerged in Britain.  相似文献

While economic capital is not synonymous with cultural, social or symbolic capital in either its constitutional or organizational form, it nevertheless remains the more flexible and convertible form of capital. The convertibility of economic capital has particular resonance within ‘Celtic Tiger’ Ireland. The state’s reluctance to fully endorse an internal market between schools has resulted in middle‐class parents using their private wealth to create an educational market in the private sector to help secure the class futures of their children. Using data from recent studies of second‐level education in Ireland, and data compiled on the newly emerging ‘grind’ schools (private tuition centres), we outline how the availability of economic capital allows middle‐class parents to choose fee‐paying schooling or to opt out of the formal school sector entirely to employ market solutions to their class ambitions. The data also show that schools actively collude in the class project to their own survival advantage.  相似文献

This study explores the integration of two key ideas and working frameworks: a community of educational practice formed by the synergy between a natural history museum and a university department of pre-school education, which undertook participatory action research aimed at the creation of innovative museum programmes for young children. Data analysis and the evaluation of the research process show that the community was able to bring its situated knowledge into question and interrogate propositional knowledge by means of re-evaluating the learning targets, the nature of children’s activity, the nature of interaction between adults and learners, and the nature of resources used in existing and newly designed programmes offered to young children. Participatory action research enabled the community to monitor the implementation of theory with scientific rigour and formulate a new ‘knowledge strategy’, which in theoretical terms will guide future developments.  相似文献

It is argued that present‐day definitions of education that focus upon educational forms, such as schools, further education, universities and adult education, have little relevance for the educational experiences of the majority of women in the past. To illustrate this point, the article explores the ‘education’ of women in a major political grouping in Edwardian Britain, namely the Women's Social and Political Union (WSPU) which, as a militant women‐only organisation, became the most famous of all the groupings campaigning for the enfranchisement of women. The WSPU offered its women members the opportunity to invade and enter the male sphere of politics. Thus, in its early years, members learnt a political role through peaceful means of campaigning, such as heckling politicians, carrying petitions to parliament, public speaking and writing to the press. Later, after many years of such protesting, when the government refused to yield on the issue of women's enfranchisement, more militant roles were adopted by a minority of the membership. These ‘guerilla activists’ engaged in activities such as the large‐scale breaking of windows, vandalising art treasures and setting fire to empty houses. For many of these WSPU women, their participation in the feminist movement was the educational experience of a lifetime, that far outshone any more formal schooling that they might have received in schools, adult education or colleges.  相似文献

While there is a wealth of literature on radical adult ‘popular’ education for change, most of it looks forward and speculates on the educational processes best able to help ‘the oppressed’, ‘excluded’ or ‘disadvantaged’ become critically‐aware ‘subjects’ of social change. Within a critical education framework, recent research looked in the opposite direction, identified adult activists already critically‐aware and worked backwards through their life histories to find the educational experiences seen as most influential in their development. Examining questionnaire responses, this article analyses how members of the Scottish Socialist Party perceived the influence exercised by their teachers, from primary to tertiary education, in the development of their beliefs and identity as activists. Comparisons are made with research in ‘active citizenship’. The research suggests there is more potential for radical education within the formal sector than is often believed and teachers contribute to this process in sometimes contradictory ways. The findings feed into debates in the UK and other countries, particularly in Latin America, about where popular educators should direct their energies, within state structures or outside, in social movements.  相似文献

This paper critically examines the application of research into cognitive neuroscience to educational contexts. It first considers recent warnings from within the neuroscientific community itself about the limitations of current neuroscientific knowledge and the urgent need to dispel popular ‘neuromyths’ which have become accepted in many classrooms. It also criticises the use of over‐simplified neuroscience to add scientific credibility to curricular reform, as has been the case in the rationale behind the recent implementation of the Northern Ireland Revised Curriculum. The paper then draws on the philosophy of Wittgenstein to highlight a further conceptual confusion which often surrounds the application of neuroscience to education.  相似文献

In earlier ‘humanitarian’ accounts, Britain’s voluntary blind institutions exemplified successful nineteenth‐century philanthropy and later became effective partners of the state. From the 1970s, Victorian charity came increasingly under criticism and subsequent studies on disability condemn the exclusion and utilitarian training of a Foucauldian ‘Age of Confinement’. Recent defences of the private record in blind welfare and education claim voluntarism’s survival proves its value and strengths. Social responses to blindness have often been complex and those involved in the early education of the blind should not be judged too categorically. The comparative poverty of Britain’s overall provision may be explained by the long absence of the state but positive initiatives did emerge. Worcester College’s pupils attained academic excellence and encouraging attempts at integration by some school boards demonstrated an alternative to confinement. The relatively small impact of these experiments, nationally, was attributable to particular elements in Britain’s educational culture.  相似文献

This paper starts from a brief sketch of the ‘classical’ figure of critical educational theory or science (Kritische Erziehungswissenshaft). ‘Critical educational theory’ presents itself as the privileged guardian of the critical principle of education (Bildung) and its emancipatory promise. It involves the possibility of saying ‘I’ in order to speak and think in one's own name, to be critical, self‐reflective and independent, to determine dependence from the present power relations and existing social order. Actual social and educational reality and relations are approached as a limitation, threat, alienation, re/oppression or negation of ultimate human principles or potential. The task of critical educational theory becomes one of enabling an autonomous, critical, self‐reflective life. While ‘critique’ and ‘autonomy’ have meanwhile become commonplace, and ‘critique’ and ‘autonomy’ are reclaimed and required from everybody, we should also consider the question of the relation between an institutional or ideological framework as that which claims to question this frame and to constitute its opposite. The trivialisation of critique is taken as occasion to recall Michel Foucault's analysis of power relations and especially his thesis according to which the ‘government of individualisation’ is the actual figure of power. Starting from the framework offered by Foucault, it can be made clear that the autonomous, critical, self‐reflective life does not represent an ultimate principle but refers to a very specific form of subjectification operating as a transmission belt for power. The autonomous, critical, self‐reflective person appears as an historical model of self‐conduct whereby power operates precisely through the intensification of reflectiveness and critique rather than through their repression, alienation or negation. This brings us back then to the question of how to conceive of the task of a critical educational theory at a time in which critique, autonomy and self‐determination have become an essential modus operandi of the existing order.  相似文献

Abstract

This paper considers the theories of language educaation and infant pedagogy of Professor Timothy Corcoran, Professor of Education in University College, Dublin. He played a pivotal role in the debates on education at the 1920s. These opinions were to become decisive in the formation of the New Free State's education programmes and policies. He held that infant classes ought to be the prime agents in the revival of the Irish Language. As a result the National Programme of Primary Instruction (1922) required that all the work in the infant classes should be conducted through Irish. He castigated the enlightened principles of Rousseau, Pestalozzi, Froebel and Montessori arguing that Irish education should not give up its sane traditions for doctrines derived from ‘poisoned sources’. His antagonism towards the thinking of the progressive educational theorists meant that the infants of Ireland had to wait until 1948 for a revised programme that would be more in line with the thinking of the day.  相似文献

Stanley Cavell was the first to account for the transformation of theory and criticism brought about by reflection on popular culture and its ‘ordinary’ objects, such as so‐called mainstream cinema. However, Cavell is less concerned with reversing artistic hierarchies than with the self‐transformation required by our encounters with new experiences, and with the moral education they provide. According to him the value of a culture lies not in its ‘great art’ but in its transformative capacity, the same capacity found in Emerson's ‘moral perfectionism’. This new accent on examining the educational value of films as public occurrences of ethical theorising points towards the analysis of linguistic and aesthetic expression in a larger corpus works of ‘popular culture’, hence to going beyond Cavell's focus on the classical Hollywood movie.  相似文献

One of the distinctive features of the English encounter with mass higher education has been the uncertain and ambiguous role of further education colleges as providers of undergraduate education. Both before and during the major expansion that marked the shift to a mass scale of higher education in England, the higher education offered by colleges in the further education sector was commonly regarded as a residual or ancillary activity; its courses mostly at levels below the first degree and its growth in numbers among the slowest in higher education. In the period that followed, these same colleges were accorded a special mission in the delivery of short‐cycle undergraduate education and, through their involvement in foundation degrees, were expected to lead a large part of the expansion in future years. The elevation of this provision, from a zone of ‘low’ or no policy to one of ‘high’ policy, has coincided with a radical reform of the planning, funding and quality arrangements for post‐compulsory education. Under conditions less than favourable to the achievement of their higher education goals, colleges remain the responsibility of one administrative sector and higher education institutions the responsibility of another.  相似文献
