大学人事制度改革开放以来取得的成就与存在的问题说明,影响大学人事制度制定的要素主要是两个方面:一是基本人权的保障;二是发展机会的提供。对于前者,人权理论提供了可供思考的依据;对于后者,国家行政管理体制改革理论是大学人事制度进一步完善的基础。在人事制度改革中,应该将改革理念的核心要素体现在"共同"意义上——形成保障大学教职员工基本人权和提供公平发展机会的共同理念,以此推进大学人事制度改革的深化。共同理念主要包含四个方面的内容:共同愿景、共同治理、共同遵守、共同认可。 相似文献
