The academic award restructuring of 1991 established a trial period for academic staff appraisal for the purposes of staff development. The trend in Australia towards more formal performance management for academics has occurred during a period of substantial change to the structure of higher education and institutional management, and brought debate on whether appraisal, for either summative purposes (where performance assessment is for remuneration or promotion purposes) or formative purposes (where the emphasis is on planning personal development), is appropriate for academic staff. Arguments have been put forward for the benefits of appraisal processes with primarily developmental intent. Thus far there have been reports of the characteristics and processes of appraisal schemes, but less data on outcomes; in particular, little evidence to indicate the extent to which schemes lead to worthwhile staff development. This paper reports selected findings of a study of the evolving appraisal scheme of The University of Melbourne. The study was conducted after the scheme's second year of operation by the Centre for the Study of Higher Education which played an advisory role in an internal review of the scheme. The findings reveal some uncertainty among staff about the intentions of the scheme, and tensions between summative and formative purposes, perhaps not surprising given the contentious issue which staff appraisal has been in higher education. Nevertheless, positive outcomes were identified, but possibly too few to claim that the scheme was fully achieving a developmental objective. These findings raise questions about the effectiveness of academic staff appraisal nationally and suggest that it is time to reconsider the policy linkage between appraisal and staff development.  相似文献

The newly appointed Secretary-General of the International Association of Universities (IAU) reflects on her years of association with UNESCO-CEPES, first as one of its Liaison Officers, representing Canada, and then as a member of its Advisory Board. The Centre has played--and still plays--a key role in East-West co-operation in higher education. Her organization (IAU) and UNESCO-CEPES are called upon to play major roles in assisting higher education in meeting the many challenges of the future. The article contains a report of the formation and development of a Centre for Educational Methods established at the University of Manchester Institute of Science and Technology (UMIST). The Centre is a group of the academic staff of the Institute interested in education. It was originally formed to evaluate both old and new teaching methods for use in the Institute. It has developed into a group concerned also with the improvement of education and now organises discussion meetings, courses for lecturers, and an audio‐visual workshop. As an example of the Centre's audio‐visual work, the article stresses the use of television. A personal assessment of the effects of the Centre is included with the suggestion that other educational establishments should consider the formation of such a unit, if they do not already have one.  相似文献

Abstract

The article is based on a paper delivered to the AWCEBD KEYWORDS Conference at Cirencester in 1999, where the focus was upon staff emotional support. The article proposes that some of the causes of teacher and intelligence; worker stress are organizational factors and perceptual bias, and that staff support; stress is an inevitable consequence of working in an environment supervision where human relationships are critical for the successful management of young people with social, emotional and behavioural difficulties.The author suggests that one way of alleviating this stress is through the introduction of supervision to the educational field. Supervision in other helping professions has been successful in providing support, changing perceptions, managing emotions and coping with stressful situations, and in so doing has improved relationships with others and work performance.  相似文献

The article begins with a brief historical overview of sociological studies in Czechoslovakia from before 1914 to 1990. It then turns to a discussion of the beginning of gender studies with the recent opening of the Gender Studies Centre and Library of Charles Univer‐sity in Prague. The aim of this Centre is both to study the conditions of female education and employment in Czechoslovakia and to propose remedies for the underemployment of women in research and development as well as in other fields considered to be male‐oriented. The task of bringing gender equality to Czechoslovakia will be long, but such organizations as the Gender Studies Centre and Library are bound to make an important impact.  相似文献

What follows is the edited version of the address delivered by Mr. Adrian Na stase, the Prime Minister of Romania, at the opening ceremony of the UNESCO-CEPES International Jubilee Conference on "Higher Education in the Twenty-First Century: Its Role and Contribution to Our Common Advancement", Bucharest, 6-8 September 2002. The role of UNESCO-CEPES as a forum for discussion of the principal issues of higher education is evoked. The pre-1989 activities of the Centre are compared to the post-1989 ones and to the role of the Centre in supporting the general reform of higher education in Central and Eastern Europe. The author, who did some research on higher education for peace and human rights at UNESCO-CEPES prior to 1989, is reminded of what a "Window of Opportunity" the Centre was for Romanian academics during that period. He expects the Centre to continue to play an important role in Romanian higher education in the future.  相似文献

A key component of conventional distance education organizations has been the network of local study centres, set up to serve as a bridge between students and the educational organization. With the capacity of information and communication technologies (ICTs) to enable direct contact between the educational institution and its dispersed students, it is arguable that the local site is no longer necessary. This article reports on a study that explores the factors that suggest the need to revisit the role of the local study centre in view of the growing interest in ICT‐supported distance learning. The study, conducted in the University of the West Indies Distance Education Centre, comprised a survey of students and interviews conducted with site coordinators. Based on the results obtained, the article makes recommendations for enhancing the student support role of the local study centre.  相似文献

Beginning with general considerations about the vocation and role of UNESCO with regard to the promotion of higher education, the article zeroes in on the specific activities of CEPES, the UNESCO European Centre for Higher Education in Bucharest, Romania. Some of these activities, which are presented in detail, involve the massive introduction of new information technologies and electronic communication links into the universities and the higher education systems of the region, particularly in eastern Europe. This article discusses a facilitative and collaborative model of teaching development in higher education. It explores the effectiveness of such a model in the light of the staff (faculty) development literature and the authors' five years of experience in its application through the TRAC (Teaching, Reflection and Collaboration) network facilitated by the Academic Staff Development Unit (ASDU) at the Queensland University of Technology (QUT), Australia.Denise C. Scott received her B.A. and M.Ed.St. from the University of Queensland and is a Lecturer in Teaching and Learning (Higher Education) at the Queensland University of Technology in Australia (QUT). She coordinates the TRAC (Teaching Reflection and Collaboration) Network for the Academic Staff Development Unit at QUT and has a particular interest in the role of collaboration and interaciton in learning. Patricia A. Weeks received her Ph.D. from Queensland University of Technology in the area of Professional Development, and she is a Senior Lecturer in the Academic Staff Development Unit at QUT. She coordinates the Graduate Certificate in Education (Higher Education) offered to lecturers at QUT and also teaches a unit within the course entitled The Reflective Practitioner. Since September 1999, all Newly Qualified Teachers (NQTs) in England who wish to teach in the maintained sector have to complete an induction period. In the light of the introduction of this statutory policy, this article critically examines the key role of the school-based induction tutor in managing the process. It draws upon an analysis of the government's induction circulars (DfEE 1999, 2000; DfES 2001) and uses empirical data from a large, national DfES-funded project which evaluated the implementation of the policy. It is argued that, for the majority of schools the work of the induction tutor within the whole school context, including management by the headteacher, is the major factor in the success of the policy. Further, it is argued that there remain some tensions in the policy between the professional development and the assessment agenda.  相似文献

This article examines the role of four key education and training institutions—the University of the South Pacific (USP), the Fiji Institute of Technology (FIT), the Fiji National Training Council (FNTC), and the Fiji Garment Training Centre (FGTC)—in enhancing human resource development for the garment industry in Fiji. The central argument of this paper is that these four key institutions will have to play a pivotal role in developing and enhancing human resource skills so that Fiji can meet the challenges of restructuring its garment industry to maintain international competitiveness. In this paper I examine the history of the integration of mathematics education into the Science Education Centre, which had been established by physicist, John de Laeter, within the School of Science and Engineering at Curtin University in Perth, Australia. De Laeter’s vision for science education was that teachers should have access to professional education that allowed them to extend their discipline and pedagogical knowledge using strategies that brought together theory and practice in ways that were meaningful for teachers. This model was expanded when mathematics education was also included, paving the way also for technology education. I present the history of this integration laying out the themes that are important for the continued educational effectiveness of the Science and Mathematics Education Centre (SMEC) and the role that mathematics education has played in this process. As the title suggests, this article focuses on the activities of the group of mathematics educators who have worked within the Science and Mathematics Education Centre of Curtin University since it was established 30 or so years ago and who have contributed to its reputation. The two streams operated then and now more-or-less independently in matters of student thesis topic choice but offered students opportunities for interaction that might not have been available if the “M” had not been incorporated into the Science Education Centre (SEC). This article’s focus is on the mathematics educators who contributed to the Centre’s success and reputation, highlighting the synergistic relationship between mathematics and science that helped to make SMEC a leading center for mathematics and science education.  相似文献
