Using the Public Value Mapping framework, I address the values successes and failures of chemistry as compared to the emerging field of green chemistry, in which the promoters attempt to incorporate new and expanded values, such as health, safety, and environmental sustainability, to the processes of prioritizing and conducting chemistry research. I document how such values are becoming increasingly “public.” Moreover, analysis of the relations among the multiple values associated with green chemistry displays a greater internal coherence and logic than for conventional chemistry. Although traditional chemistry research has successfully contributed to both economic and values gains, there have been public values failures due to imperfect values articulations, failure to take a longer-term view, and inertia within a system that places too much emphasis on “science values.” Green chemistry, if implemented effectively, has potential to remedy these failures.  相似文献

This paper examines the broad social purpose of US climate science, which has benefitted from a public investment of more than $30 billion over the last 20 years. A public values analysis identifies five core public values that underpin the interagency program. Drawing from interviews, meeting observations, and document analysis, I examine the decision processes and institutional structures that lead to the implementation of climate science policy, and identify a variety of public values failures accommodated by this system. In contrast to other cases which find market values frameworks (the “profit as progress” assumption) at the root of public values failures, this case shows how “science values” (“knowledge as progress”) may serve as an inadequate or inappropriate basis for achieving broader public values. For both institutions and individual decision makers, the logic linking science to societal benefit is generally incomplete, incoherent, and tends to conflate intrinsic and instrumental values. I argue that to be successful with respect to its motivating public values, the US climate science enterprise must avoid the assumption that any advance in knowledge is inherently good, and offer a clearer account of the kinds of research and knowledge advance likely to generate desirable social outcomes.  相似文献

It is commonplace to say that the modern economy is knowledge based but a moment’s reflection points to the vacuity of this notion. For all economies are knowledge based and could not be otherwise. The question is rather how is one kind of knowledge based economy to be distinguished from another? This essay proposes that the answer may lie in three directions: (1) in terms of the variety of knowledge that is engaged; (2) in terms of the processes by which the production of knowledge is organised, and its corollary the resources devoted to knowledge production and dissemination; and, (3) in terms of the purposes to which knowledge is put. In respect of each of these dimensions, the rise of the modern university as a custodian of knowledge in Western economy and society has been of central importance; but universities are not alone in this role, a wide range of other agencies, private firms, public research laboratories for instance play an important role in defining a knowledge economy and have done so increasingly since the turn of the nineteenth century—a first indication of the systemic dimensions of a modern knowledge economy.  相似文献

‘Academic drift’ is a term sometimes used to describe the process whereby knowledge which is intended to be useful gradually loses close ties to practice while becoming more tightly integrated with one or other body of scientific knowledge. Drift in this sense has been a common phenomenon in agriculture, engineering, medicine and management sciences in several countries in the 19th and 20th centuries. Understanding drift is obviously important, both to practitioners concerned that higher education should be relevant to practice, but also to historians who seek to make sense of long-term trends in knowledge-production. It is surprising, therefore, that although the existence of drift has been widely documented, remarkably little attention has been given so far to explaining it. In this paper I argue that drift is not an invariant universal tendency but a historically specific one which arises under particular circumstances. I outline a model of institutional dynamics which seeks to explain why drift has occurred at some institutions but not others. In the second section I explore the implications of the model for educationists and policy-makers concerned with the reform of higher education in these areas.  相似文献

The paper examines Pierre Bourdieu’s extensive writings on the production of scientific knowledge. The study shows that Bourdieu offered not one but two - significantly different - approaches to scientific knowledge production, one formulated in his theoretical, or programmatic, writings on the subject, the other developed in his empirical writings. Addressing the question as to the relevance of Bourdieu’s work for science studies, the analysis argues that the former of these two approaches is at once very visible in Bourdieu’s work but characterized by limitations from the standpoint of scholarship in STS, whereas the latter approach is less conspicuous but of broader empirical value.  相似文献

Changes in knowledge production, increasing interaction between government, universities and industry, and changes in labor markets for doctoral degree holders are forces that have spurred a debate about the organization of doctoral education and the competencies graduates need to master to work as scientists and researchers in a triple helix research context. Recent policy also has supported a redefinition of researcher training with increasing focus on broader skills and relevance for careers outside the university sector. Consequently, it is pertinent to investigate current changes in doctoral education and researcher training. Particularly further knowledge about university–industry collaboration as a context for researcher training is required. With this in mind, this study provides empirical illustrations of how research training carried out in collaborative research contexts is experienced by doctoral students, and offers some insight into antecedent and process factors that are central in shaping PhD students’ research and training experience in collaborative research contexts. Based on the empirical data and a review of existing literature, suggestions for further research are made.  相似文献

Between the 1880s and the 1920s, the German system of scientific research, traditionally dominated by the universities, underwent rapid institutional change and functional differentiation. This paper analyses this development as a constitutive factor in Germany’s transition from a predominantly industrial to a primarily ‘knowledge-based’ society. In this paper, the threat posed to cultural heritage by landslides and avalanches is analysed for two communities (Ushguli and Mulakhi) in the Upper Svaneti region in Georgia. The vulnerability of 60 cultural heritage objects has been evaluated through a conservation calculation based on an existing methodology using a State of Conservation Index (SCIx), which served as an input in a Spatial Multicriteria Evaluation (SMCE). Factors that are considered important for the occurrence of landslides (slope, landcover, lithology and drainage density) and snow avalanches (slope, insolation, slope curvature and landcover) have been used to generate a susceptibility map. A qualitative risk assessment was carried out by combining susceptible areas and cultural heritage objects. As there were very limited historical data available on the occurrence of landslides and snow avalanches, a combination of local and expert knowledge has been used to extract information on both cultural heritage and natural hazards. Existing management plans were also analysed to evaluate how natural hazards could be incorporated. Finally, some recommendations are given related to the analysis of the impact of natural hazards on cultural heritage in Georgia.  相似文献

In recent times there has been a surge in interest on policy instruments to stimulate scientific and engineering research that is of greater consequence, advancing our knowledge in leaps rather than steps and is therefore more “creative” or, in the language of recent reports, “transformative.” Associated with the language of “transformative research” there appears to be much enthusiasm and conviction that the future of research is tied to it. However, there is very little clarity as to what exactly it is and what criteria might be used to design policy instruments to make more of it happen. In this paper, we contribute to the construction of a framework within which some conceptual clarity might be gained. We develop four analogies, or metaphors, that are found in the discourse about “transformative research” and show what they imply for the meaning of the notion and, as a result, both the phenomena that might be associated with it and the levers that would be available to design policy instruments. The analogies serving as theoretical metaphors that we propose, and also document to be present either explicitly or implicitly in the discourse about “transformative research,” are the stock market highlighting risk; the process of evolution and its selection mechanisms; the process of popular culture and the power of “hot” events; and exploration of the frontier of the unknown. No single analogy covers all the relevant issues. Together they help identify a field of phenomena and the potential and challenges “transformative research” presents to policy.  相似文献

The paper addresses the question of adaptation of existing regulatory frameworks in the face of innovation in biotechnologies, and specifically the roles played in this by various expert knowledge practices. We identify two overlapping ideal types of adaptation: first, the stretching and maintenance of a pre-existing legal framework, and second, a breaking of existing classifications and establishment of a novel regime. We approach this issue by focusing on varieties of regulatory knowledge which, contributing to and parting of political legitimacy, in principle enable the making of legally binding decisions about risks and benefits of technologies. We base the discussion around two case studies, one of animal biotechnology ethical regulation, the other of ‘advanced therapy’ medicinal product regulation, both in the context of European Union frameworks. Specifically, we explore the knowledge configurations constituting expert committees and other institutional formations of expert regulatory knowledge in their political context. We show that where sectoral and moral boundaries are challenged, different modes of regulatory knowledge beyond scientific forms – legal, procedural, moral, economic and industrial – can shape regulatory innovations either by maintenance of regimes through commensuration and stretching, or through differentiation and separation creating new frameworks. We conclude that establishing an essential techno-scientific difference between pre-existing and novel technologies does not in itself require new regulatory structures, and that the regulatory strategy that is followed will be determined by a combination of different forms of knowledge.  相似文献

The Spring Fiestas in Seville (Spain) (SFS) are the most important cultural events in the city each year. The present paper pursues two aims. The first is to characterize the SFS as a new prototype of a complex cultural good that expresses the link between the people and the place in which they live based on material and immaterial cultural heritage represented through popular celebrations. The second goal is to conduct an empirical analysis of the determinants that shape attendance intensity by estimating a zero-truncated count data model using a unique dataset of attendees at the SFS in 2009. Findings indicate that attendance is strongly associated with variables reflecting knowledge, institutional links, past experiences, and the perceived external benefits generated by the existence of the SFS. The article contributes to the literature by exploring participation in popular celebrations, a field of inquiry that to date is extremely limited in cultural economics.  相似文献

The seismic assessment of art objects requires a multidisciplinary approach and the definition of a specific methodology for evaluating the level of safety and the possible interventions necessary for seismic risk prevention, finding a compromise between safety and conservation. This paper describes a first step in this direction, in which the different aspects of the procedure, from knowledge path of the art object to the structural analysis, were studied in the six Michelangelo's statues located in the “Galleria dei Prigioni” (Slaves’ Gallery) at the Accademia Gallery of Florence. We showed that the general principles and criteria expressed in the “Italian Guidelines for evaluation and mitigation of seismic-risk to cultural heritage”, which are specifically devoted to masonry constructions, could be profitably extended to other artworks, like statues, starting from historical research, geometrical survey and material characterization, up to the developing of specific methods of analysis. This research could be the base for future studies to be performed concerning the prevention of seismic damage of art objects, including both bare minimum interventions and specific devices, such as isolation systems.  相似文献

Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power.  相似文献

This paper uses Pierre Bourdieu’s field theory to develop tools for analyzing interdisciplinary scientific fields. Interdisciplinary fields are scientific spaces where no single form of scientific capital has a monopoly and therefore multiple forms of scientific capital constitute the structures and stakes of scientific competition. Scientists compete to accumulate and define forms of scientific capital and also to set the rates of exchange between them. The paper illustrates this framework by applying it to the interdisciplinary field of behavior genetics. Most behavior geneticists envision their participation in the field as a means to compete for scientific capital in other fields. However, the scientific capital of behavior genetics has different values for scientists attempting to deploy it in different neighboring fields. These values depend on situations in each field and the ways behavior genetics mediates relationships among them. The pattern of relationships of exchange helps explain the social hierarchy and several features of knowledge production within behavior genetics.  相似文献

This article examines the shifting conditions for biomedical knowledge production by studying trends in the design of biomedical experiments. The basic premise of the study is that the very act of establishing a research design entails a process involving a series of valuations where different values are evoked, ordered, and displaced. In focus is the articulation and ordering of what counts as central values in research design for two kinds of biomedical treatment trials, namely the traditional randomised controlled trial (RCT) and the emerging new form of biomarker trials used to assess biomarker/treatment combinations (BTTs). The empirical material consists of textbooks (RCTs) and journal articles (BTTs). We ask how these materials articulate the various scientific, medical, and economic values at play. Among the differences uncovered are a difference in relation to what counts as ethical in relation to prior knowledge, differences in the flexibility in design as well as the valuation of the risk for false positives and false negatives. More broadly, the study shows how textual accounts of different ways of producing knowledge are linked to partly different valuations of ethics, flexibility, and risk as part of establishing the research design of biomedical experiments.  相似文献

Using data on the ‘career’ paths of one thousand ‘leading scientists’ from 1450 to 1900, what is conventionally called the ‘rise of modern science’ is mapped as a changing geography of scientific practice in urban networks. Four distinctive networks of scientific practice are identified. A primate network centred on Padua and central and northern Italy in the sixteenth century expands across the Alps to become a polycentric network in the seventeenth century, which in turn dissipates into a weak polycentric network in the eighteenth century. The nineteenth century marks a huge change of scale as a primate network centred on Berlin and dominated by German-speaking universities. These geographies are interpreted as core-producing processes in Wallerstein’s modern world-system; the rise of modern scientific practice is central to the development of structures of knowledge that relate to, but do not mirror, material changes in the system.

The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. This work faces the problem of detecting decay zones from color images of stone materials. In Cultural Heritage, the extraction of degradation regions from images of ancient monuments represents an important step forward in studying and analyzing the state of preservation of historical buildings. Generally the decay diagnosis is provided by “naked eye” analysis done by expert scientists “walking around” the artifact and recording the conservation state of each individual element they observe. In addition to this kind of investigation, the application of an image segmentation strategy to color images of stony materials can be used in order to extract regions characterized by a visible chromatic alteration, changes in color, for example, as oxidation or concretion. This paper features a color image segmentation approach founded on the fast marching numerical method. We have applied this technique for its possibility to work locally, that is, only the contour of the region under study is processed. In addition to this method, we present a global approach, that is, the possibility to extract decay regions from the entire image; these regions are spatially disconnected but with similar colorimeter value. The main aim of the present work is to provide a tool that helps the expert to contour the degraded regions. In this sense even if the results of the proposed procedure depend on the expert evaluation, the approach can be a contribution to improve the efficiency of the boundary detection process. The study case concerns the impressive remains of the Roman Theatre in the city of Aosta (Italy). In the image segmentation process the color space L*a*b* is utilized.  相似文献
