This chapter describes the Special Education and its Consequences (SPEKO) Project in Sweden. The major aim of the project is to investigate processes of defining target populations for special education in Swedish schools. The results suggest that most educators defined special education with reference to general education. Special education was perceived as an activity aimed at training basic cognitive and social skills with relatively few pupils at a slow pace. Furthermore, definitions of target groups for special needs education are decided more or less randomly, especially if they (the definitions) are related to patterns of resource allocation between and within schools.  相似文献

From the Salamanca Statement in 1994 to the Dakar Framework in 2000, UNESCO (United Nations Educational, Scientific and Cultural Organization) has spearheaded an international movement for acceptance, equity and access in the education of students with disabilities. Inclusion, mandated in Salamanca, is considered the first step. Today, the focus is upon the identification and implementation of educational models that ensure access. This article discusses paradigm shifts taking place in special education in schools of the United States that respond to the ideals set forth in these statements: cultural competency, universal design for learning and collaborative models of assessment and instruction. Practices discussed here can provide guidance for educators worldwide as they strive toward the goals of Salamanca and Dakar.  相似文献

A 3-year catch-up prospective study of 654 rural special education students was conducted to determine what proportion had a change in classification and/or programming. Information was gathered through a record review of all handicapped students from preschool through secondary school. Change was found to be more common than is generally perceived: 38.2% of the students had a classification change (21.9% by termination and 16.3% by reclassification). Changes in the type of program occurred for 33.1%, and changes in frequency of services occurred for 71.2% of the students in classroom programs. Rates of changes varied significantly between classifications. The relatively high rates of change stress the need for thorough reevaluation services.  相似文献

Disabled or young? Relative age and special education diagnoses in schools   总被引:1,自引:0,他引:1  
This study extends recent findings of a relationship between the relative age of students among their peers and their probability of disability classification. Using three nationally representative surveys spanning 1988–2004 and grades K-10, we find that an additional month of relative age decreases the likelihood of receiving special education services by 2–5 percent. Relative age effects are strong for learning disabilities but not for other disabilities. We measure them for boys starting in kindergarten but not for girls until 3rd grade. We also measure them for white and Hispanic students but not for black students or differentially by socioeconomic quartiles. Results are consistent with the interpretation that disability assessments do not screen for the possibility that relatively young students are over-referred for evaluation. Lastly, we present suggestive evidence that math achievement gains due to disability classification may differentially benefit relatively young students.  相似文献

A key objective of inclusive education is to provide learners with special educational needs with an environment that fosters a sense of belonging. They lose the sense of belonging when they feel being separated from the rest of society. Segregation is, however, a logically necessary method and means of the pursuit of inclusion. The focus of this study was to uncover the experiences and views of Chinese stakeholders regarding the possible conflict between expansion of special education (i.e., segregation, exclusion) and promotion of inclusive education (i.e., inclusion, mainstreaming). We conducted in-depth interviews with nine academics, administrators, and practitioners to better understand the possible impact of inclusive education on regular education. The main finding is that special education can be provided in four forms which the participants argued is an advantage to meet the needs of all learners. They argued that giving home education for learners with high severity, attending special education schools and mainstreaming schools are rehabilitation methods to prepare learners for full integration should they prove successful. The study contributes to a broader understanding of how special education is provided in China and its potential effects on regular education (e.g., challenges in teacher preparation, lack of resources).  相似文献

ABSTRACT

In 2010, new amendments regarding special education were made to the Finnish Basic Education Act (642/2010), and they were officially adopted in 2011. The three-tiered support system that was introduced can be considered the Finnish approach to moving education toward a more inclusive system since it emphasises all teachers’ responsibility to deliver support within the regular educational setting, representing a new feature in the policy documents. This has brought about new expectations for special education teachers’ (SETs’) roles. Our research aims to contribute to knowledge about the implementation of the three-tiered support system and SETs’ roles in Swedish-speaking schools in Finland. The data were collected using a questionnaire (N = 158). The results indicate that the SETs have an important role in the three-tiered support system, both as those with the knowledge and those who share this knowledge. The SETs’ role is more evident when it comes to pupils receiving support on the second and third tiers. Although inclusive values are emphasised in the policy documents, the SETs still use most of their time teaching pupils in educational settings that are often relatively segregated (individual or small-group teaching), and for example, co-teaching seems to be a less frequent approach to collaboration.  相似文献

The hypothesis that there is a greater frequency of children of alcoholics in special classes for Emotional/Behavioral Disordered (ED) and Learning Disabled (LD) children was explored. A random sample of students in ED, LD, and regular classes was selected and administered the Children of Alcoholics Screening Test. Parents completed the Friel Co-Dependency Assessment Inventory. An analysis of variance in CAST and FCAI scores did not reveal any significant differences among groups. Significant differences were noted in the relationship of marital status and chemical dependency in immediate family. Reported incidence of chemical dependency in the immediate family was identified as a concern warranting further exploration. Issues that may have affected the study such as sample size, respondent participation, and various roles exhibited in the family were considered. The possible impact alcoholism has on children and appropriate program intervention in the schools were discussed.  相似文献

This research examined some characteristics of the learning habits of students with special needs and those without them in programmes of short‐term vocational education in five areas: motivation, learning and learning techniques, emotional, social and the area of self‐evaluation. The research sample consisted of 140 students from different secondary schools. The Questionnaire on the Learning Habits of Adolescents was used for the purpose of the study. The differences between the means from individual learning habit scales, between the students with special needs or without them, were discovered by one‐way analysis of variance. Basic findings of empirical research emphasise that there exist statistically significant differences between the students with special needs and the students without special needs in four areas of learning habits. Among the findings causing concern in connection with learning habits, we would like to underscore the fact that students with special needs are perceived as less efficient at and less competent in coping with learning and work tasks. These students are not familiar with effective methods and strategies for successful learning, which leads to the feelings of frustration and helplessness in case of failure. In order to cultivate an effective and supportive educational environment for students with special needs, short‐term vocational schools should develop learning/teaching models that provide a potentially powerful alternative to traditionally directed teaching approaches.  相似文献

Teachers, school leaders, and faculty (n = 32) were interviewed regarding their perceptions about the expertise of teachers of students with significant support needs. While participants agreed that expert instruction was characterized by knowledge about the student and positivity, their beliefs differed in relation to the functions of those expert skills. Findings revealed that deficit- and asset-oriented views of students were related to views about the professionalism of teachers. The implications of these findings are discussed in relation to the apparent link between deficit views about students and views of special education teachers as professionals.  相似文献

Co-teaching has gained considerable interest as a means of promoting the inclusion of students with disabilities in mainstream education. Nowadays, there is a consensus among researchers that co-teaching should provide effective education to all students in a mainstream class. This study aims to explore co-teachers’ attitudes towards co-teaching responsibilities in Greek mainstream classrooms. In particular, it examines co-teachers’ attitudes with regard to their non-class-time (planning and evaluation) and class-time (instruction and behaviour management) responsibilities for students with and without disabilities. Four hundred co-teachers participated in this survey study. Overall, our findings demonstrate that mainstream education teachers and special education teachers disagree about their respective class-time and non-class-time responsibilities, and that their role influences their attitudes towards these responsibilities. The study concludes that the different attitudes of co-teachers towards their responsibilities could hinder the development of a shared approach in teaching students with and without disabilities in inclusive classrooms.

Notwithstanding the recent signing and ratification by Cyprus of another International Convention on the rights of students designated as having special educational needs and/or disabilities to attend mainstream schools on an equal basis with their peers, local policy and practice promote an ‘exclusionary inclusion’ that draws a discernible line between general and special education. This paper concentrates on exploring the role of special education teachers in Cyprus in the light of policy concerns about providing the ‘least restrictive’ learning environment for this group of students and enabling them ‘to reach their full potential’. It is suggested that the role of special education teachers embodies and reflects reductionist forms of inclusion informed by deficit-oriented and assimilationist special education perspectives, while there is also evidence of a lack of professionalism and accountability. The paper draws on head teachers’ and special education teachers’ interviews in order to portray the ways in which they view and experience the role of special education teachers in mainstream schools in Cyprus. Abstract

Impulsivity is an important and co‐determining factor in the arising of learning difficulties. Impulsive children make many mistakes in arithmetic because of inattention and because they don't use the selfcontrol necessary to correct possible mistakes. In this investigation we examine whether a self‐instructional training program, applied in the teaching of arithmetic, has influences on the impulsivity (measured with help of the MFFT) of pupils who have a quick reaction time and who make many errors. The study involved 52 pupils selected from schools providing special education to children with learning disabilities and educable mentally retarded children. Sixteen of them could be categorized as impulsive children.

The effectiveness of the training program is statistically investigated by means of t‐tests for correlated samples. The results show that training with a self‐instruction strategy can be effectively employed in teaching addition and substraction to educable mentally retarded and learning disabled children with arithmetic deficits. Besides, the impulsive children show after the training a more reflective cognitive style when compared to their cognitive style before the training was started.  相似文献

To examine and identify the current inclusive practices in early childhood educational settings in Hong Kong, this qualitative study looks at the support and educational services available for young children with special needs in Hong Kong mainstream preschools as well as the characteristics of early childhood educational settings that support inclusion. Inclusive practices of each of the three preschools involved in the study are presented. Challenges to enhance the quality of inclusion in early childhood educational settings and future possibilities in the field in Hong Kong are also discussed.  相似文献

Alternative education programmes have acted as a disciplinary practice used by schools in Prince Edward Island (PEI), Canada, as a response to providing students, especially those identified with challenging behaviours, who do not fit into ‘mainstream’ schools.

This article highlights the emergence of alternative education in PEI and brings to light the complexities underpinning how a child with challenging behaviour is viewed. Through the use of Foucauldian genealogical analysis and critical discourse analysis, this research centres on the discourse of ‘alternative education’ and problematises how alternative education programmes have been put in place as a solution to the problem of the child with challenging behaviour in ‘mainstream’ schools as constituted in the 1990s in PEI, Canada.

Using data generated from educational policies, government documents, and interviews with educators who worked in alternative placements and practitioners who worked with students identified as having problematic behaviour, I propose that alternative education programmes are hybrid programmes emerging from an overlapping of understanding from ‘mainstream’ education and ‘special education’.  相似文献

The unique contribution of grandparents to families of children with and without disabilities is often overlooked in the clinical and empirical literature. Perceptions and practice of teachers regarding grandparents were examined. Eighty‐two special education teachers and 80 teachers from regular classes completed a 30‐item questionnaire tapping perceptions of structural and functional aspects of grandparents’ support to parents, and actual practice with grandparents. Results show that, on the whole, few differences were found between special and regular education. Although teachers acknowledge the significant and stable role that grandparents play, they rarely translate this to actual practice. Moreover, more than half the teachers showed no interest in acquiring more professional training in this area. The findings present a challenge to educators and policy‐makers to be more attentive to the significant family resource of grandparents that is currently practically ignored.  相似文献

Although school development can be viewed as an emerging responsibility of teachers, special needs education in Germany does not leave sufficient room for non-teaching tasks, leading to a knowledge gap in the professionalisation of pre-service teachers with regard to school development upon entering the profession. This study focused on the preparedness of pre-service teachers in school development as a professional task at the end of their initial teacher training. The respondents of the interview study are 12 pre-service teachers enrolled at master level in special educational needs at a German university. The findings of the study report on the marginal situatedness of school development in the curriculum, the associated understanding of pre-service teachers of school development and their low assessment of the relevance of school development within special needs education. The study closes with practical recommendations on how to tackle the low level of preparedness for school development tasks in German teacher education.  相似文献

A large number of children are today receiving special education in Norway. The high cost to society and possible long-term consequences for the students make it important to understand the interrelationship of the causes and effects related to receiving special education services. Unfortunately, at present there are only few rigorous studies of the effects of receiving special education services. This study examined the interrelationship between receiving special education services and students’ math and language skills in upper secondary school in Norway. Data from 2756 students in the large population-based special education study (SPEED) was used that included information from questionnaires on students’ development, learning environment and family background. Results showed that students receiving special education services had slightly lower scores on their language test but similar scores on their math test compared to the group of students not receiving special education services, when conservative methodological approaches were used to control for possible covariate bias.  相似文献

To effectively teach reading to students with and at risk for disabilities, special and general education teachers depend on principals who support effective specialized reading instruction. Yet, extant research indicates that principals have inadequate preparation for supporting specialized instruction. To address this issue, scholars have recommended that leader preparation programs should provide prospective leaders with more preparation in special education. However, research to date provides limited indications of whether more preparation would in fact support more effective leadership for special education. Therefore, we examined data from the Early Childhood Longitudinal Study to determine whether principals’ qualifications in special education and in reading predicted struggling readers’ and students with disabilities’ reading achievement growth in kindergarten. We found no effects; principals’ coursework in special education, coursework in reading, prior experiences as a special education teacher, and experience in school leadership did not predict reading achievement growth among students with or at-risk for disabilities.  相似文献

Abstract

Professional development schools (PDSs) have become an important component of preservice teacher preparation. Researchers investigating the effect of the PDS model on the principal stakeholders (preservice teachers, classroom teachers, students, and university faculty) have reported many positive effects. The role of the PDS in special education teacher preparation, however, appears to be less well defined. This article focuses on PDS participation of special education teacher preparation programs and addresses the apparent reluctance to embrace the PDS model.  相似文献
