In the Winter 1967–68 issue of the Journal of Broadcasting Mr. Sperry published a highly selective bibliography of works on the FCC prepared following a search of the various periodical indices, lists of theses and dissertations, the Monthly Catalog of U. S. Government Publications, the Library of Congress Catalog and similar sources. The following supplement to that bibliography, extending through 1969, is provided as a somewhat less exclusive guide to more recent materials on the Commission. In an article that appeared in Winter 1958–1959 issue of the Journal of Broadcasting, Profesor Gordon Greb added a new contender for the title of “oldest station in the nation.”; As a result, KQW has joined KDKA, WHA and WWJ as a candidate for the honor of primacy in American radio broadcasting. Although Greb's article created as much interest and controversy as any that has appeared in the Journal, it did not—and could not—still the confidence of the other claimants.

In the instant article, Mr. R. Franklin Smith does the field of historical radio research a service by setting forth, for the first time, a logical set of criteria by which to judge these conflicting claims. To illustrate he has utilized early records of WHA. Using these criteria, it is shown that WHA cannot claim to have been a true broadcasting station before the latter part of 1920. Comparison of the claims of the several contenders is outside the scope of this article. However, it would be extremely interesting if these criteria were applied to the conflicting claims by persons having access to the detailed station records and other data necessary for thorough analysis.

Perhaps Mr. Smith has given us the impetus and the tools necessary for determining which station really was the “oldest in the nation.”  相似文献

U.S. emergency alert systems (EAS) run on legacy software with aging hardware and limited cybersecurity. While EASs are an essential component of the U.S. critical infrastructure, they are often under-funded, and workers frequently lack the knowledge to protect these systems adequately. Recent compromises of various EASs have not inspired public confidence. We present a method for EAS authorities to engage with external cybersecurity researchers to find, recover from, and disclose vulnerabilities using coordinated vulnerability disclosure (CVD) policies. Clearly written CVD policies set guidelines and legal bounds for cybersecurity research, taking advantage of researcher expertise while working to strengthen the cybersecurity of the patchwork public-private-government networks comprising EASs. We intended to investigate the CVD policies of EASs in seven southeastern states; however, we could find no CVD policies through the entire supply chain. Instead, we investigated the CVD policies of the top 10 technology firms on the Fortune 500 list, analyzing best practices in terms of publication of a CVD policy, as well as: setting eligibility requirements, describing the submission process, delineating researcher restrictions, outlining agreements on sharing credit, and explaining bounties (if relevant). We recommend that EAS authorities develop CVD policies in line with suggested criteria, using policies from top technology organizations combined with the proposed framework, and using cybersecurity researchers as a valuable component of the EAS supply chain.  相似文献

A generation of broadcasters has grown up without a firsthand knowledge of the now‐out‐of‐print FCC “Blue Book.” Mr. Meyer's personal overview of the content and effects of this document will be followed by a future article on “Reaction to the ’Blue Book’.” It is accepted that any one individual's summary of a controversial document will itself be controversial. Richard J. Meyer is Assistant Professor and Director of Educational TV at the University of Wichita, and wrote the MA thesis on which this article is based under the direction of Professor Stanley Donner at Stanford University. He also has worked in broadcasting at stations KZSU, KSAN‐TV and KQED (TV).  相似文献

Abstract

This concept was initially developed by William Wilson, library consultant, PROVIDENCE Associates Inc. It was modified for a presentation at die 1996 Texas State Library Association Convention. It outlines a different way of thinking about funding libraries, an innovative framework that will interest legislators in the plight of their under-funded library services. Wilson and Waters refer to this new structure as a “Library Authority.” The concept would allow the question of funding to go directly to the voters, who are those most concerned with the quality of libraries. This quality is also addressed by Waters, who considers quantity and volume as a faulty line of reasoning for gathering support. “We make little mention of the long-term impact associated with introducing a four-year old to the world of books… or to the economic impact derived from helping a saleswoman locate a new market for her products.” Mr. Waters hopes others will assist in fleshing out this concept for the good of all libraries.  相似文献

It is perhaps inevitable, but none the less disturbing to discover errors, in standard reference works. The source of the error may be well hidden, but it is the responsibility of each researcher to check “accepted” findings, whenever opportunity presents itself. This is as true with respect to bibliographic citations as to research data or analysis. This “research coup” by Frank Kahn is one of several comments on Lawrence Lichty's “Who's Who on Firsts: A Search for Challengers” published in the Winter, 1965–66 issue of the Journal. Many corrections or additions were published in the Spring, 1966, issue, and readers are urged to send in other “challenges” as soon as possible. Mr. Kahn, Lecturer in radio and television at Queens College, has contributed to the Journal of Broadcasting in the past.  相似文献

The following article was also written in response to Dr. John Penny‐backer's article, “Working with Universities” that appeared recently in the Journal of Broadcasting. This reply is intended to present the point of view of a relative newcomer to the position of “teacher of broadcasting.” This point of view is quite different from that of Dr. Pennybacker, who now holds dual positions as Executive Secretary of the Louisiana Association of Broadcasters and Assistant Professor of Speech at Louisiana State University. As its title implies, this article explores a number of unanswered questions and outstanding issues in contemporary audience research. These include: models of the “active audience”; questions of cultural power; global media and transnational audiences; methodologies in audience research; problems of essentialism in the conceptualization of categories of audience members; the strengths and limitations of the encoding/decoding model; models of intellectual progress in the field; the new media and technologies of “newness.”

My title is derived from Bertolt Brecht’s “Anecdotes of Mr Keuner” in which he extols the virtue of thinking up questions to which we do not have answers (Brecht, 1966 Brecht, B. 1966. Anecdotes of Mr. Keuner in his Tales from the Calendar, London: Methuen.  [Google Scholar]). Working from this principle, rather than trying to formulate solutions to the problems of our field, my contribution here is based on questions in media audience research to which I, at least, do not have the answers, as a way of taking stock of what exactly it is that we think we now know about the field.  相似文献

Internet of Things (IoT) is ubiquitous in society. IoT-enabled dynamic capabilities in real-time sensing and responding can spur digital transformation in unlocking the potential of digital government into data-driven smart government capable of delivering policies and services of public interest and public value. However, the literature indicates challenges in IoT cybersecurity and systemic use across the government. There is the urgent need for IoT research on policy and use. This paper developed a framework for IoT-enabled smart government performance. We applied this framework to conduct case study analyses of digital technology policy, IoT cybersecurity policy, and IoT use in major application domains at the U.S. federal government level. The results show that some agencies were strategic and forward-thinking in funding and partnering with sub-national governments in promoting the IoT use. However, there remains a critical need for national IoT policies to promote systemic IoT use across the application domains.  相似文献

The pages of the Journal of Broadcasting have often carried material relating to the American Bar Association's Canon 35, which prevents broadcasters from carrying the tools of their trade into the courtroom. Although the conflict between lawyer and broadcaster has flared up once again following the recent statements by Mr. Justice Douglas, the question of judges ordering their courtrooms is not nearly of such serious import to the broadcaster as the question of gaining admittance to legislative sessions and hearings.

Many of television's most impressive hours have been spent covering the hearings of various U.S. Senate committees. However, the broadcast media have no such access to hearings in the House of Representatives—even when these hearings may be of vital concern to the nation and the industry. On the local level, the situation is no less spotty, with the current fight to gain access to the Chicago City Council garnering the headlines.

A broadcaster trying to gain admittance for his microphones and cameras into a legislative session is often handicapped by not knowing the pertinent precedents from other parts of the country. The following survey of this subject is designed to assist the broadcaster or other interested parties in interpreting the various laws, regulations and precedents. In 2005, cable channel FX made the risky decision to air Eric Schaeffer’s Starved, a bold experiment that challenged preconceived notions about eating disorders, anorexia, bulimia, and compulsive eating. The show poses interesting questions about illness, forcing the viewer to consider whether eating disorders can ever be considered funny. The show ultimately received mixed reviews and was cancelled after just seven episodes. Through an exploration of this challenging show, the author examines what happens when eating disorders are explored through comedy rather than the more typical tragic narrative. By comparing the show to similar sitcoms such as Fat Actress as well as serious reality programming such as Intervention and made-for-television movies, it becomes clear that while Starved may push the viewer to confront the horror of the disease, it fails not only to create empathetic characters and situations but also is unable to make audiences laugh.  相似文献

Mayeux explores the functions of three television critics, both as stated by them and as manifest in their writings over a period of time. This article, a companion to the author's “Stated Functions of Television Critics” (Journal of Broadcasting, Vol. 13, No. 1), originally was prepared as a portion of an M.A. thesis completed under the direction of Dr. Sam Becker at the University of Iowa. This paper explores debate within Puerto Rico's journalistic community regarding the journalistic role of La Comay, a full-sized puppet host of the popular information and entertainment show SuperXclusivo, which faced a boycott in late 2012 and cancelation in early 2013. Calls to boycott and shutter the daily TV show came from the island's LGBT advocates because of comments made by La Comay that they considered homophobic. This analysis of 58 texts from four of Puerto Rico's island-wide news outlets provides an opportunity to examine how a region's dominant cultural archetype—that of the motherly and controversial comadre, after which La Comay is named—appeared in boundary work conducted by local journalists as they determined whether La Comay should have been awarded journalistic status. This paper is not meant to be yet another examination of satirical journalism as much as it is a chance to explore the appearance of a region's culture in the construction or maintenance of its journalistic community.  相似文献

This article presents the growth of cybersecurity education on American college campuses as a challenge and an opportunity for all librarians to liaise across schools and departments. Drawing on the experiences of one business and systems librarian serving as library liaison to the College of Business and the newly formed Cyber Institute at Augusta University, this article details the challenges of organizing to liaise with disparate constituencies in a new and rapidly growing subject area. In addition, it looks at the effects that the establishment of Army Cyber Command and the new cybersecurity studies program can have on librarianship now and in the future. Finally, this article considers the usefulness of this new liaison model in light of current and future innovations in higher education.  相似文献

A discussion of state and local taxation of broadcast stations appeared in the very first issue of the Journal of Broadcasting (1:70–74, Winter 1956–57), and is now updated to cover important cases and findings of recent years in a number of states. The taxes proposed raise not only questions of income dillution, but of federal vs. state/local regulation of broadcasting. Mr. Kennedy is completing work on an MA degree in telecommunications at the University of Southern California.  相似文献
