死刑是刑罚体系中最为严厉的刑罚。世界上已有超过半数的国家废除了死刑，中国刑法既不能废除死刑，又要严格限制死刑的适用，体现慎用死刑的政策。死刑的存废是以中国的具体情况以及社会发展进步的现实需要来确定的。立法时，应顺应时代和潮流的发展，不断改革完善中国的死刑制度，严格限制死刑的适用范围，减少死刑数量。 相似文献

From diachronic aspect, the development of social culture causes some changes of word meaning to some extent.
