This article examines the evaluation of the Alliance of Quality Schools project, a 5-year project focusing on at-risk students in Broward County, Florida. The purpose of the evaluation was to determine the effect that the project had on selected academic and behavioral student indicators after its 5th year of implementation. This article focuses only on the findings related to the effect that the project has had on reading performance. Findings related to mathematics performance and student behavior can be found by reviewing the 5th-year evaluation report (Ligas, 1999). The project's mission, based on the philosophy that all children can learn, is to help the greatest number of at-risk students achieve at their highest performance level. In addition to a strong emphasis on Direct Instruction (DI), the Alliance of Quality Schools (AQS) initiative utilizes Accelerated Reader and Computer Assisted Instruction. The project has been evaluated yearly, from the 1994-1995 school year to the 1998-1999 school year. Fifth-year evaluation findings related to student achievement indicated that the effect of the project on academic achievement for elementary and middle school students enrolled at the Alliance schools has varied by grade level and year. The highest increases in student performance occurred at the 4th-grade level for reading and at the 5th-grade level for mathematics. These increases seem to be closely aligned to the grade levels targeted for school accountability by the state of Florida.  相似文献

Evaluations of federal programs designed to improve student achievement generally depend on data gathered by the states for school accountability purposes, rather than data specifically designed for program evaluation. In addition, these data are available at the school level but not at the student level. This article first discusses issues related to the quality of school-level data collected as part of state accountability systems, including the reliability and validity of school-level test scores as a measure of the value added by schools to student learning. It then outlines various ways in which school-level data can be usefully analyzed and illustrates the challenges inherent in doing so, including the challenges of aggregating data across states to find an overall program effect. The final section discusses the implications of the arguments presented here for measuring changes in school performance and linking these effects to a specific program. Ultimately, our ability to measure changes in outcomes and link them back to the intervention depends on three factors: (a) identifying a set of activities attributable to the program, (b) measuring the quality of implementation of these activities, and (c) obtaining a valid and reliable measure of the desired outcome. Rural Underpinnings for Resiliency and Linkages (RURAL) is an example of a Safe Schools/Healthy Students (SS/HS) project. RURAL provides services to children and families in a rural Kansas county. The county's rates of juvenile alcohol and illicit drug use are higher than state averages. The RURAL project was designed to enhance existing partnerships among three school districts, the local community mental health center, law enforcement, the regional prevention center, and Fort Hays State University. A significant number of evidence‐based strategies were implemented in the schools and community in a short period of time. Using a public health approach to increase school safety and promote healthy behaviors, RURAL introduced strategies designed to provide universal prevention for the school population, early intervention for at‐risk children and families, and intensive services for those with the greatest needs. Services were provided to students (preschool–young adults) and their families. School psychologists held key roles in the development, implementation, and management of the project. The National School Crime and Student Misbehavior Project, sponsored by the federal Departments of Justice and Education, introduced law enforcement and community development techniques in three urban school districts. Contrary to the project sponsors' assumptions that schools were crime-ridden and that due process requirements were preventing school administrators from responding effectively to criminal activity, the study found school safety and respect for students' procedural rights to be compatible. The new project techniques produced few benefits by themselves, but may be incorporated into more promising approaches to school crime and student misbehavior.  相似文献

Abstract

Large numbers of children of low income families in the United States arrive at kindergarten already far behind their more affluent peers on measures of school readiness. In the absence of any federal preschool policy and amidst alarm about this growing divide, universal prekindergarten (UPK) programs have been launched around the United States, at both the state and local levels, to address the school readiness gap. Invest in Children, a public/private partnership in Cuyahoga County (Cleveland, OH) launched a UPK program of high quality, affordable preschool nine years ago. The program’s creation, implementation and challenges are discussed along with evaluation findings that document its positive impact on school readiness. Lessons learned are discussed in terms of the impact of political and economic shifts, as well as state policy changes, on this local program. The program’s planned expansion and enhancements to program design and evaluation are also described.  相似文献

A school system and a university joined forces to improve the science and mathematics environment for local minority students with a program that utilized computer technology. The initiative involved individual students from all of the high schools in the Winston–Salem/Forsyth County (North Carolina) School System. In this initiative, Wake Forest University operated a two-week Summer Science and Math Experience for minority students. During the two weeks, students worked intensively with computers and, at the end of the summer program, a laptop computer was loaned to each student for personal use during the of school year. Through interviews and questionnaires, students overwhelmingly endorsed their involvement in the computer-oriented project, both the summer and academic year phases. They especially liked having access to the Internet (provided by the project), being able to use e-mail and chat rooms, and utilizing the information retrieval potential. Parents and teachers surveyed also praised the project, feeling that their students learned more as a result of being involved in project activity.  相似文献

Some researchers have suggested that both federal and local studies of early childhood programs could be improved by delegating a portion of the responsibility for federally funded national evaluations to the local level so that local project staff have important roles in national studies. This article describes some of the ways in which the federal government has decentralized the responsibility for national evaluations of federally-funded early childhood programs, the methods used in local evaluation studies, and the strengths and weaknesses of centralized and decentralized national evaluations.  相似文献

This article examines the federal and local political response to the Parents Involved decision. At the federal level, developments suggest a reaction to Parents Involved that, since President Obama has taken office, has been largely supportive of voluntary efforts to promote racial diversity. The administration has also been seeking to enforce more traditional race-based civil rights cases. Locally, even though reactions to the decision are as varied as the districts themselves, three broad categories of political responses emerge from our review of post–Parents Involved student assignment policies. They are the adoption of multifactor student assignment plans, the adoption of class-based (e.g., race-neutral) student assignments, and the elimination of efforts to pursue diversity. This article is particularly interested in examining the first two categories of responses. In doing so, we argue that some school districts are pursuing a redefined conceptualization of diversity in a challenging legal and political climate.  相似文献

This article describes the independent reading and research project of an early childhood education graduate student who taught in a school district heavily impacted by Hurricane Katrina. She surveyed a sample of kindergarten teachers in the district to determine how they were responding in the aftermath of Katrina. The voices of teachers reflect their personal and professional struggles as they went about teaching in a post-Katrina world. She describes the challenges she faced in completing this project and what she learned through this experience.  相似文献

This article describes the planning, implementation, and evaluation of school‐based Wellness Centers operated by the Riverside Unified School District in Riverside, CA, as part of the Safe Schools/Healthy Students Initiative funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). We describe the program as planned in terms of the theoretical model for the intervention and the evaluation design, and discuss the actual implementation including accomplishments and challenges. The program was designed to promote positive development and wellness for individual students via self‐ and teacher‐referrals for personal and mental health problems handled through a case management and referral process, support groups, and other activities such as after‐school programs, mentoring, tutoring, and parent training. An effort was also made to promote wellness at the school level by providing wellness campaigns, information, and compatible policies and procedures designed to enhance healthy development. Our observations are based on a qualitative assessment that was a component of the evaluation. A more detailed evaluation examining the impact of school‐wide and student‐focused activities on academic and behavioral outcomes is currently underway. However, we do include comments from students suggesting that the Wellness Center concept holds much promise for school‐based mental health and violence prevention services. © 2003 Wiley Periodicals, Inc. This article describes a joint attempt by the federal government, a private foundation, several local social service agencies, and a local school district to revitalize an urban high school and its neighboring community. This revitalization was to occur through the development of an information system that would provide high school students, adult learners, and community residents with data on educational and job opportunities in St. Louis. The information system was to be reinforced by counseling and referral services provided jointly by the school system and by local civic organizations.The intended purposes and potential impact of such a project that aims at urban high school reform are discussed. Market principles now dominate the education and social policies of many Anglophone countries, including Australia, but articulate differentially within specific contexts. Existing historical legacies, local economic and social conditions, and geographical settings interact with federal and state funding and transport policies to shape the nature of regional education markets and the choices families make in a rural school market in Australia. Through two school case studies, this article explores the effects of policy shifts on parental choice and student movement within a regional Victorian community. Informed by policy sociology, the article views the policy as a dynamic, often ad hoc process with contradictory effects. It indicates how an ensemble of federal and state funding and conveyancing policies enable some schools to develop marketing practices that reconstruct the local education market to their advantage through the introduction of transport and flexi-boarding policies. It demonstrates that education markets are not confined to urban settings and that while choice is not a new phenomenon in this rural area, federal and state funding and transport policies have reconfigured local markets and intensified the market work undertaken by schools and parents with, in this instance, unequal effects on the provision of schooling in a rural region.  相似文献

This paper is concerned with a curriculum development project, framed around the cross‐curricular themes as suggested by the NCC guidelines (1991‐a‐f). It is structured as a teacher partnership experience involving close collaboration between university tutors, student teachers and practising teachers in a local school. From the university's perspective, the curriculum development project grew out of the review and evaluation of the education courses which forms 50% of the four year BA/BSc Hons (Education) degree offered for students preparing to be secondary school teachers. From the school's perspective it offered an opportunity to develop a more formal incorporation of cross‐ curriculum themes into the subject curriculum. Abstract

How can research findings from cognitive and learning sciences be meaningfully applied in authentic settings to improve student learning outcomes in mathematics? Decades of basic research on how people learn has implications for the design of curriculum, instruction, and assessment. However, bringing research to practice involves simultaneously applying multiple design principles and raises pragmatic challenges of classroom contexts. Our project used research-based recommendations to systematically revise a widely used middle school mathematics curriculum and investigated whether the revised curriculum improved student learning in mathematics. In this article, we detail a replicable process for operationalizing and implementing multiple research-based principles and report findings from a large-scale experimental evaluation of this approach to estimate the potential impact on student learning.  相似文献

In this study Chris Scrivener explores the experiences of Year 4/5 pupils at Windale School in Oxford who wanted to improve the quality of their local environment and who learned simultaneously about how to make a difference. The article describes the efforts of a primary school to raise awareness in the wider community of the traffic problems outside the school, and to promote action to address these problems. It is an example of the process of action‐oriented learning in the context of a local environmental issue about sustainability.  相似文献
