Researchers and policy makers agree that the relation between school and work is an important characteristic of vocational education and training (VET) and needs attention. The relation itself poses several challenges for research to be successful and useful for policy makers. In this article, we outline these challenges and answer the following question: What needs to be considered when researching the relation between school and work? Our central claim is that research on the relation between school and work needs to (1) take into account contextual conditions of the VET system, including identifying the central actors and their responsibilities within a VET system, (2) take into account the characteristics of VET itself, (3) define the quality of the relation between school and work (depending on the context, characteristics of the VET system and VET itself), and (4) be consistent with respect to chosen research aims and paradigms. To illustrate how these aspects can be taken into account an example of empirical research conducted in the German dual apprenticeship system is described. The readers are provided with guidelines for researchers and policy makers to carry out high quality research on the relation between school and work in VET systems that enables policy makers to make use of the results to improve the relation between school and work in VET systems.  相似文献

It is well-known that the quality of vocational education and training (VET) depends on how well a given programme aligns with the values and interests of its stakeholders, but it is less well-known what these values and interests are and to what extent they are shared across different groups of stakeholders. We use vignettes to quantify the values that four groups of stakeholders assign to nine attributes relating to VET quality. The four stakeholders are students, teachers, workplace training supervisors, and policymakers. The nine attributes are employers’ appreciation of students, graduation rate, obtained language skills of students, mentoring hours in workplace learning, challenge, structure, students’ appreciation of teachers, schooling hours, and attention to civic education. Five hundred thirty-one Dutch respondents were repeatedly asked to rank a set of four hypothetical programmes, each with a specific value on the nine quality indicators. Through conjoint analysis we obtain the values that the stakeholders assigned to the nine attributes when evaluating the quality of VET programmes. The values assigned to the attributes ‘a challenging curriculum’ and ‘employers’ satisfaction’ were similar across the four groups of stakeholders, yet the values assigned to the remaining attributes differed substantially across stakeholders. This illustrates the diversity in values and interests of different stakeholders, and points to a need to quantify these values, for use by both the Dutch government and VET colleges, to improve the overall quality of education and the match between vocational programmes and their stakeholders.  相似文献

In OECD countries, ‘real world’ upper-secondary vocational education and training (VET) programs are used to engage less academically oriented youth in learning, while helping to prepare them for post-school work and/or further education. In general terms, VET programs with high employer involvement, such as apprenticeship schemes, are considered to be superior to classroom-based VET programs that are typically found in many English-speaking countries. In this study, we examine outcomes from a potential ‘third way’: classroom-based VET with a short-term structured workplace learning component. Using propensity score matching and PISA data linked to information from the Longitudinal Survey of Australian Youth, we find this model is associated with higher school completion rates and better employment transitions.  相似文献

This contribution shows an example of how an assessment innovation can serve as a flywheel for changing teaching and learning. This article first explains the development of an authentic, competence-based performance assessment in pre-vocational secondary education (pre-VET). Using these assessments in pre-VET, that is preparatory to VET, is important for motivating students for a future in VET. Second, in an action research 34 teacher teams of 11 pre-VET institutions implement the new assessment, supported by researchers and teacher coaches, to illuminate how it motivates students, prepares them for VET, and influences teaching and learning. Data from 76 teachers, 68 students, 24 teacher coaches and 3 researchers showed how implementing these assessments raised questions about changing educational content and pedagogy to fit a competence-based approach. Increasing teachers’ expectations of students, changing student-teacher interaction patterns, and developing teachers’ practical understanding of competencies and how they can be observed and discussed in assessments are some of the intriguing challenges that require further support for proper implementation of competence-based assessments and developing an aligned competence-based teaching and learning process.  相似文献

Swiss vocational education and training (VET) is defined as a dual-track system where apprentices weekly alternate between vocational school and a (real) workplace. At the workplace, they have to keep a learning documentation throughout their training, in which they are expected to regularly document their professional development. The actual use of this documentation remains limited, however, and its potential for learning is clearly underexploited. The study presented in this paper sheds light on the current practices and issues related to the use of such a learning documentation in the Swiss VET system. Semi-structured interviews (N?=?29) were conducted with representatives of all the main actors of the Swiss VET system for various professional domains (Industrial & Handicraft, Commerce, and Health & Social Care). The study shows that although they all tend to see the potential of the learning documentation, the different actors of VET do not share a same conception of the aims and functions, both within and across professions. Based on their answers, possible improvements for this tool are discussed, and suggestions are made to enhance its use as a boundary object throughout the training.  相似文献

Learning through active participation and engagement in education and workplace settings is a prerequisite for effective professional competence development through Vocational Education and Training (VET). Equally important is that learning from multiple sites and sources needs to be purposefully connected and integrated to construct meaningful knowledge and understandings. The quality of connectivity and learning outcomes is influenced by conceptions of the different actors. The aim of the research reported in this article was to gain an understanding of key stakeholders’ (learners, teachers, trainers and managers/coordinators) conceptions of connections between school-based and work-based learnings which offer the main sources for developing vocational competence, and are the main sites for the enacted and engaged curriculum for VET. We identify and compare conceptions of vocational learning and teaching across education and workplace settings in Swiss and Australian VET actors. Differences and similarities are discussed and implications for VET research and development of teachers and trainers are outlined.  相似文献

This article addresses the question of whether the concept of competence-based vocational education and training (VET) is transferable from one cultural context to another. Drawing on theoretical concepts of comparative education and sociological neo-institutionalism, the competence-based VET is defined as a new paradigm and situated within its cultural context. Then a case study of an educational transfer from Switzerland to India is presented. The article concludes that the pedagogical concept of competence-based VET is not universally applicable but includes culturally coined ideas, which need to be taken into account when trying to implement it in distant institutional contexts.  相似文献

Workplace learning is considered an effective strategy for the development of vocation, career and professional identity. Dual training programs, in which learning at a vocational school and learning at work in a company are combined, are seen as strong carriers for skill formation processes. In this study we explore workplace learning in dual training programs in Dutch higher professional education. To gain an understanding of these learning environments and processes, a qualitative multiple case study was conducted in seven sectors. The findings show substantial differences in learning environments between and within sectors. However, cooperation between school and practice is minimal in all of the cases. Although students develop personal and job-related competencies that are useful for daily work routines, they acquire hardly any profound theoretical knowledge at the workplace. School fails to direct workplace learning. Given the considerable share of workplace learning in dual training programs, and the demands to higher professional education graduates in terms of being able to solve complex problems and develop new knowledge during their career as reflective practitioners, it is important that these shortcomings are resolved. More promising alternatives for workplace learning environments and questions for further research to improve workplace learning in higher professional education are discussed.  相似文献

Using the Canfield Learning Styles Inventory (CLSI), the learning preferences of 1 252 vocational education and training (VET) learners were tested. Results indicate that VET learners are characterised by a preference for dependent learning, rather than self‐directed learning; and a preference for learning through observation and direct experience rather than through verbal presentations. These findings are discussed in terms of the preparedness of VET learners for flexible delivery in the workplace.

Kember's (1995) two‐dimensional model of open learning is suggested as a theoretical framework for the development of strategies to increase the preparedness of learners and workplaces for flexible delivery.  相似文献

In this article, we illustrate the creation of the education policy paradigm that constitutes the framework of vocational education and training (VET) programmes, and analyse local school representatives’ perception of VET in upper secondary schools in Sweden. The education policy paradigm, established through three periods of reform during the twentieth century, undervalues VET as being less worthy than general/academic education. This paradigm generates the rhetoric used by interviewed school representatives that encourages school pupils to choose the ‘right’ (academic) programmes in order to foster a specific citizenship competence, even if this competence is not fully compatible with labour market demands. Young people who cannot, or will not, attain the ‘right’ education, and thus the advocated citizenship competence, lose out in a school system where general/academic education and higher education preparatory programmes are consistently prioritised over VET. An educational system that advocates discrimination and suspicion of VET limits career options and restricts entry into the labour market, as well as risk stigmatising pupils undertaking VET; this paradigm is neither justified nor democratic.  相似文献

In VET systems, connectivity with the world of work has been on the agenda for many years: for Western and Southern European countries, since the 1980s as a consequence of the 1973 oil crisis, and then for Central and Eastern European countries, since the early 1990s. In the last few decades, awareness has grown that European prosperity depended heavily on the skills of the workforce and the innovativeness and competitiveness of the economy. In the EU, it has long been acknowledged that VET plays a key role in integrating young people in the labour market and providing skills and competences that foster innovation and entrepreneurship. More recently, VET has also been seen as a precondition to overcome the current economic crisis in Europe. This article analyses how institutions that provide VET can address these demands. It begins by describing European VET policy, characterising it as soft governance. Furthermore, based on data and insights from CEDEFOP and OECD research and publications, an overview is given of strategies and measure es and of the practice of VET providers connecting and cooperating with the world of work throughout Europe. The article goes on to analyse in greater depth the concept of horizontal accountability and stakeholder theory, providing a framework to study the external orientation and connectivity with the world of work of VET colleges in The Netherlands. The Dutch VET system is described and compared with other systems in Europe. Drawing on empirical data, the horizontal accountability processes in which Dutch VET colleges engage are unravelled, examining with which parties and about what they connect. What do we expect from Vocational Education and Training (VET) systems? Is it different from 25 years ago? This article argues that the focus has increasingly been placed on strategies for lifelong and life-wide learning that seek to reinforce continuity among the subsystems of learning, but that VET systems are, nevertheless, still expected to address many and sometimes conflicting agendas, needs and priorities. The last 25 years or so have been critical for the development of VET in Europe. Making VET more attractive and increasing its parity of esteem in relation to general secondary education have been major, recurring themes in European countries, as part of, at least conceptually, more comprehensive approaches to lifelong and life-wide learning. From 1989 to 2003, the European Journal of Education (EJE) published a special issue on ‘Trends in Vocational Education and Training’ every two years and has continued to publish on VETrelated topics. This article revisits the major themes and challenges as they were observed and discussed by the authors who wrote in those special issues and in later articles. Many were directly involved in advisory positions to governments; held key decision-making responsibilities; undertook studies and consultancy and brought technical assistance across several countries. Their articles are moments of reflection nourished by experience on the ground. This article explores how the European Journal of Education has contributed to European reflection on VET systems, policies and preoccupations in recent decades – what can we learn that is useful for shaping and formulating our present ideas about new policy from our colleagues writing about the same or similar issues 20 years ago? A key theme concerns the role of the Europe Community (and subsequently EU) as a change agent supporting bottom-up exchange and top-down stimulus for reform through an increasing integration of education and training in the socio-economic strategy of the EU.  相似文献

An increasing number of professional groups are adopting some form of competence-based approach to education and training. Despite their increasing popularity, there remains a fierce debate in the academic literature as to the appropriateness of such approaches for the professions. This paper explores how the teaching, engineering, medical and management professions are using competence-based approaches in the workplace. This research examines what practitioners in vocational education and training (VET) organisations and external auditors judge to be the key issues in the current and future use of e-assessment. Applying the framework of legitimacy theory, the study examined the tensions around the use and growth of e-assessment in training organisations, and challenges to both training bodies and auditors around their legitimacy to operate. Forty-eight interviews, 10 focus groups and 2 industry workshops were completed with practitioners and auditors who had in-depth experience in e-assessment and audit practices. Results revealed tensions between training providers and auditors around the current validity, authenticity and security of e-assessment. However, there was also strong agreement between the groups about the practical steps for resolving these tensions between auditors and VET institutions.  相似文献

There is a notable difference in occupational injury rates in the two Scandinavian countries, Sweden and Denmark, with the latter having a 40% higher rate of fatal occupational injuries in the construction industry. This study explored differences in the vocational education and training (VET) systems between Sweden and Denmark that may be important for students’ safety learning and practice during VET. In both countries, students participate in full-time education, and the curriculum includes school-based as well as company- based training. However, during company- based training Swedish students retain their student status, whereas Danish students are employed as apprentices. From a perspective of viewing safety as a social practice developed through interactions of different social and institutional bodies, the analysis points to this difference in employment status as important for their safety practices and also for the teachers’ position to influence safety learning and practices during company-based training. An analysis of interview and survey data focusing on how VET students enact safety ‘knowings’ across learning sites, suggest how different forms of connectivity models in VET promote various forms of safety learning among students.  相似文献

School partnerships support the effective provision of Vocational Education and Training (VET) in the senior years of secondary schooling, to a varying degree, in most OECD nations. However, the nature and quality of these partnerships vary considerably from school to school and, indeed, from nation to nation (see Murray and Polesel, Eur J Educ 48(2):233–246, 2013). Given the role of these partnerships in VET provision in the senior years of schooling, it might be argued that there has been limited discussion about the role and nature of these relationships and the challenges associated with their establishment and long-term sustainability, especially in the Australian context (Allison et al. Building learning communities: partnerships, social capital and VET performance. NCVER, Adelaide, 2006). This paper explores the emergence of partnerships in a variety of educational and training contexts in Australia and describes the types of partnerships that have been established to respond to the specific needs of students. It also identifies the benefits and challenges associated with the delivery of VET programs through partnerships and the ways in which these partnerships can be developed and sustained to improve VET provision.  相似文献

Contemporary work-life changes rapidly, and vocational education and training (VET) teachers need to keep up-to-date with changing knowledge demands and technological developments. This article concerns VET teachers’ continuing professional development (CPD) related to the specific vocations for which they teach. The aim is to analyse VET teachers’ participation in various types of activities designed to make them become more knowledgeable in relation to industry currency. The study draws on a socio-cultural perspective on practice and learning. Theory concerning adults’ participation in education is also used in analysing drivers of and barriers to participation in learning activities. The analyses are based on survey data from 886 Swedish VET teachers relating to their participation in different activities, barriers/drivers concerning participation in these activities, perceived effects (outcomes) of participation in terms of professional development, and teachers’ background. Reading professional texts was the most common CPD activity among those VET teachers participating in the study. Reading, and work in the VET teacher’s former/initial occupation were the two activities where variation in performing them could be explained to the highest degree. The study particularly highlights the importance of boundary crossing between school and work-life for maintaining and developing the industrial currency of VET teachers’ competence. Active membership and engagement in the community of practice of the initial occupation is important for participation in CPD activities closely related to this community.  相似文献
