Women remain outsiders in university leadership and management. The literature indicates that discipline base, career mobility, experience outside academia, selection processes, and gender stereotyping may impact on women becoming senior managers. This article reports on research with current and former Vice‐Chancellors, senior managers, and recruitment firms to identify skill requirements for effective leadership and management. Our research indicates gender is an issue in higher education leadership, in recruitment and selection, exclusion from male camaraderie, and preference for transformational leadership. This research will produce a skills benchmark to assess future leadership positions and hopefully cut across current gender bias.

Following the Learning for Life (Ministry of Education 1989) reforms in New Zealand, enacted in the Education Amendment Act 1990, and the development of an equivalent full‐time student (EFTS) funding system and student loan scheme, a taskforce was established to investigate the feasibility of a capital charge scheme for tertiary institutions, with responsibility also for examining the issue of governance. In late 1995 the New Zealand Vice‐Chancellors’ Committee in 1995 ‘became concerned that there were proposals for change in the relationship of universities to Government being developed at the officials level’, decided to be proactive in reviewing proposals on governance and commissioned Graham Scott, former Secretary to the Treasury, to write a paper on the ownership and governance of New Zealand universities. In essence, Scott in association with his colleague Simon Smelt (Scott and Smelt 1995) argue that the Crown is actively seeking ways to contain or reduce its financial risk. On this basis they argue for a private ‘not‐for‐profit’ trust model which, they maintain, would reduce the risk and performance concerns of the Crown while at the same time increase the commercial freedom of universities. This paper reviews current debates on governance and ownership of New Zealand universities, commenting upon the trust model and recent attempts to develop a model of ownership monitoring for TEIs (tertiary education institutions). It begins by contextualizing the discussion in terms of both structural adjustment policy and New Zealand's model of public management, before focusing on two opposing models of devolution. The paper then proceeds to review the governance of higher education in New Zealand against the background of the shift from so‐called ‘state control’ to ‘state supervision’, focusing on public sector reform, the contitutional consequences of privatization, and the issue of ‘representation versus technocracy’ arising out of the consideration of the ‘not‐for‐profit’ model of governance.  相似文献

Following the recommendation of the study group which was set up during the 5th General Assembly of the Standing Conference of Rectors and Vice‐chancellors of the European Universities (CRE) (Bologna, 1‐7 September 1974) a Seminar of Rectors from European Universities, on the cultural and scientific aspects of the Helsinki Conference on Security and Co‐operation, was held at the University of Trieste from 27 to 29 May 1976. This Seminar was attended by Rectors and Vice‐chancellors from 49 different universities in 23 European countries. Information on the work and results of the Seminar is given below.  相似文献

This paper reports on the second phase of a multi‐country study examining cross cultural perspectives of gender and management in Higher Education Institutions (HEIs). It examines the broader labour market context and legislative frameworks for higher education in each country and then analyses the literature on women in university management. The paper presents the findings of research with male and female senior managers about their perceptions of women as HEI managers within changing organisational and management structures. It concludes that although HEI’s are now largely aware of barriers to women getting into and on in senior management, they have not addressed the organisational structures and cultures that perpetuate this inequity.  相似文献

In recent years higher education in Yugoslavia has been subject to significant changes. It is strongly linked to the concept of self‐management which serves as a base for the functioning of the socio‐economic life of the country. One of the important events relevant for higher education in Europe which took place in 1979 was the 7th General Assembly of CRE ‐the Standing Conference of Rectors and Vice‐Chancellors of the European Universities (13‐17 August 1979, Helsinki).

The present membership of CRE includes 352 universities and institutes of higher education in 23 European countries.

The following article, written by Dr. Andris Barblan, Secretary General of CRE, reflects major problems discussed during the General Assembly (Editor's Note: This article is based on the paper presented by Dr. A. Barblan at the Seminar “University Today” which was held on 28 August 1979 in Dubrovnik).

The ecological problems facing the world today are of such a nature and magnitude that no country can hope to solve them alone. Pollution knows no political boundaries, and the dimensions of the problems involved call for concerted international co‐operation. At a meeting of CRE (the Standing Conference of Rectors, Presidents, and Vice‐Chancellors of the European Universities) held in Warsaw in June 1988, a meeting to which non‐member rectors from the universities of Eastern Europe were invited, the idea of launching a project to bring together the universities and industry in all the European countries for a concerted attack on environmental problems was proposed and accepted. Named after Copernicus, the Renaissance Polish scientist, whose education and contributions to science represented, for his day, a stellar example of international East‐West educational and scientific co‐operation, the resulting programme will act in three areas: research, education, and information, and will stress the continental scope of environmental problems and the interdisciplinarity of possible solutions. COPERNICUS is important from a scientific, a practical, and a political point of view. The first problems to be tackled will probably be the excessive pollution of the Baltic Sea and the complex environmental and ecological problems of heavily industrialized regions in Europe, both those which like Silesia are still productive, and those which are currently in serious decline, but searching for new opportunities.

This article highlights the multifaceted character of the Swedish higher education sector and investigates senior academic management positions from a gender perspective using theories about an academic prestige economy and academic capitalism. The focus is on an aspect often overseen in research on Swedish academia: the distinction between universities and university colleges. The analysis draws on interviews with 22 women in senior management positions in Swedish higher education and a quantitative mapping of the Vice-Chancellor and Pro-Vice-Chancellor positions in universities and university colleges between 1990 and 2015. The results illustrate that the academic prestige economy is interwoven with both gender and academic capitalism and produce different working conditions and requirements for senior managers at universities and university colleges.  相似文献

The 13th Bi‐annual Conference of the Standing Conference of Rectors and Vice‐Chancellors of European Universities (CRE), held on 21‐22 October 1976 in Athens, discussed the problem of co‐operation between European universities in view of the Final Act of the Conference on Security and Cooperation in Europe.

The participants put more emphasis on the removal of obstacles to existing forms of links between universities than on seeking new ways of inter‐university co‐operation.

Two papers were presented during the conference:

  • “Necessity and evolution in the European Scientific Community” by Professor Zygmunt Rybicki, Rector of Warsaw University;

  • “Difficulties in European Inter‐University Co‐Operation” by Professor Jean Tuscoz, President of Nice University.

The Bureau of CRE prepared a report “The Declaration of Helsinki and the Universities in Europe”, on which the information below is based, It gives an idea of the present state of development of relations between universities in Eastern and Western Europe.  相似文献

The 14th Semestrial Conference of the Standing Conference of Rectors and Vice‐Chancellors of the European Universities (CRE) on “Social Relevance of the University” was held in Edinburgh from 21 to 22 April 1977.

The following three subjects constituted the main points of discussion:

  • the concept of relevance with respect to undergraduate and postgraduate courses;

  • the role of manpower planning in relation to university admissions and curricula;

  • the responsibility of universities for training the professions, for the needs of industry and public service.

This paper explores the effects of changes in funding arrangements, and particularly in tuition fees, on universities and their strategic responses to these changes. Using data from interviews with senior managers in four universities, it finds the most prestigious, pre‐1992, university largely unaffected by tuition fees and the others responding to changes in application patterns and intake. However, the effects of tuition fees on university strategy are not easily separated from other changes in the funding of Higher Education, and universities’ strategies were strongly influenced by the need to reduce costs and to generate income. A second major concern of all four universities was quality, both of inputs such as students and staff and of outputs, in degree results and ratings in employability, research, teaching and other activities. Marketing was assuming a position of increasing importance, with universities striving to develop a ‘brand’ to attract students, staff and funding.  相似文献

Deputy Vice Chancellor and Pro Vice Chancellor positions have proliferated in response to the global, corporatised university landscape [Scott, G., S. Bell, H. Coates, and L. Grebennikov. 2010. “Australian Higher Education Leaders in Times of Change: The Role of Pro Vice Chancellor and Deputy Vice Chancellor.” Journal of Higher Education Policy and Management 32 (4): 401–418]. Senior leadership is the sphere where academic and management identities are negotiated and values around the role of the university are decided. This paper examines the changing and gendered nature of the senior leadership setting and its implications for diversity in and of university leadership. The analysis draws from a three-year empirical study funded by the Australian Research Council on leadership in Australian universities. It focuses on executive leaders in three universities – one which is research-intensive, the second, in a regional site, and the third, university of technology. The article argues that the university landscape and its management systems are being restructured in gendered ways. It utilises the notion of organisational gender subtexts to make explicit how gender works through structural and cultural reform.  相似文献

Presenting the comprehensive quality control measures which have been taken in Australian higher education in recent years, the author argues that the way they have been imposed from top down without proper consultations with the faculty/staff members of the institutions concerned have led to their being discredited at this level. She proposes ways in which evaluation and awards systems might be introduced through proper consultations with staff/faculty members in ways which engage the support of the latter and are then conducted with their co‐operation and collaboration. In particular, she describes how the Guidelines for Effective University Teaching were developed by the Australian Vice‐Chancellors Committee and are now being introduced into the various Australian higher education institutions as the basis of an effective teaching evaluation and improvement system.  相似文献

It is a generally recognized fact that the period of expansion of the university system that prevailed in Europe during the 1960 ‘s has by now come to an end. Economic and financial conditions have considerably changed. As a consequence most governments have felt that the financial support given to their universities must inevitably be limited. While in some countries the student figures are still increasing, mainly for demographic reasons, in others thèy are stagnating or even beginning to fall owing to deteriorating job prospects for university leavers.

University governing bodies are experiencxing difficulties in coping with this situation. They must try to keep or to regain the necessary amount of flexibility in their administrative and financial decisions; they have to reconsider their principles of selection of students, and ensure that, in spite of a restricted budget for teaching, research does not suffer.

These problems were discussed during the 16th Semestrial Conference of the Standing Conference of Rectors and Vice‐Chancellors of the European Universities (CRE), held from 27 to 28 April 1978 in Salamanca, Spain.

In 2008 the Asia New Zealand Foundation commissioned a three-year project examining Asia-born New Zealand-educated business graduates' study to work transitions. Data were collected through annual online surveys and in-depth interviews. Graduates were asked to discuss their post-study experiences, reflections on studying in New Zealand, and perceptions of their New Zealand business education. Participants included 171 (phase one), 76 (phase two) and 41 (phase three) students and recent graduates. All except one were based in New Zealand or the Asia region. In this paper we draw on “engaged pedagogy” and “functional capabilities” perspectives to consider phase two and three participants' accounts of their study to work transition pathways. Specifically, we examine two “functional capabilities” that participants discussed in relation to their post-study experiences: having economic opportunities and developing a sense of affiliation. We highlight some barriers to each “capability” that emerged in participants' accounts and consider how participants envisaged their role in fostering ongoing Asia-New Zealand connections. We conclude with some suggested implications for policy and practice in New Zealand and in internationalized HE more generally.  相似文献
