For this first History of Education Quarterly Policy Forum, we invited participants in the special Plenary Session at the 2015 Annual Meeting of the History of Education Society (HES) in St. Louis to publish their remarks on the historical significance of the Elementary and Secondary Education Act (ESEA) at fifty. Organized and introduced by HES vice‐president and program chair Adam R. Nelson, the session consisted of presentations by three expert panelists from the fields of History and African American Studies, American Law and Politics, and Political Science and Public Policy: Crystal Sanders of Penn State University, Doug Reed of Georgetown University, and Susan Moffitt of Brown University, respectively. Dr. Francine Nichols-President of Lamaze International from 1988 to 1991 (when the organization was known as "the American Society for Psychoprophylaxis in Obstetrics" or "ASPO/Lamaze") and the founding editor of The Journal of Perinatal Education in 1990-is a woman with many skills that have contributed to her success throughout her career. Dr. Nichols is a knowledgeable leader in maternal-newborn nursing, a respected nurse and childbirth educator, a researcher, and an author. However, these skills were not the abilities she relied upon the most to lead the Lamaze organization through a challenging period in the 1980s; rather, Dr. Nichols's tenacity, business savvy, and willingness to face controversy helped guide Lamaze International back on track so that it was able to grow into the strong organization it remains today. This interview took place by telephone on June 12, 2006, when Dr. Nichols was in Washington, D.C., for the summer to coordinate the National Institute of Nursing Research's Summer Genetics Institute, a doctoral-level course cosponsored by Georgetown University.  相似文献

Student complaints to legislators led to 20 states mandating higher educational institutions develop policy on oral English language proficiency of instructors. These mandates directed public institutions to certify oral English language proficiency of international teaching assistants. Universities responded to these mandates by developing policy requiring formal evaluation of international teaching assistants and provision for remediation of those whose skills were deficient. Demographic factors which led to these mandates are number of non-resident aliens and number of students in higher education institutions in the state. Institutional factors leading to policy were graduate enrollment and degree granting status of institutions.Clayton F. Thomas obtained his Ph.D. from the University of Iowa. He is a Professor of Educational Administration and Foundations at Illinois State University and is affiliated with the Center for Higher Education. Patricia K. Monoson obtained her Ph.D. from the University of Illinois. She is an Associate Professor of Speech Pathology at Illinois State University and is affiliated with the Center for Higher Education.  相似文献

Based on a content analysis of The Chronicle of Higher Education from 1984 to 1989, the authors find that current foreign policy decisions of higher education institutions are being made reactively within four policy arenas: research, students, investments, and academic programs. The authors conclude that a comprehensive foreign policy should be included in an institution's strategic planning process.He has served recently as Visiting Professor of Higher Education at the University of Georgia. Previously he was Director of the Fund for the Improvement of Postsecondary Education. Carolyn P. This article explores assessment policy in two European universities with different political, historical and social backgrounds: the University of Glasgow and Tallinn University. The University of Glasgow is a well-established Russell Group university in the UK; Tallinn University is a relatively new university in post-Soviet Estonia, shaped by very recent neoliberalisation processes. By applying a Foucauldian theorisation and Faircloughian methodology, this article approaches assessment policy as not only relating to institutional contexts but also national and global policy environments. The article argues that the assessment policy in Glasgow relates to globally dominant neoliberal discourses of accountability and excellence. These discourses have turned assessment into a complex technology of government that manages educational processes as well as academic and student subjectivities. While Tallinn University is shaped by neoliberalism at strategic levels, the policy documents in Tallinn still indicate a strong sense of local tradition where regulations have a modest impact on academic freedom and assessors’ disciplinary power over students.  相似文献

This article discusses the impact of internationalisation on the strategy and language policy of the Portuguese University of Aveiro. In addition, it analyses how the Department of Languages and Cultures of the University contributes to the language policy. For the University of Aveiro, internationalisation is a priority and a distinctive feature of its profile. It is a member of many international networks and consortia in Europe and participates in a wide range of international study and research programmes. The principles of the Bologna Process have challenged UA policy makers to adopt a language policy and to give study programmes a more international profile by considering the option of English as a medium of instruction.
At the same time, and paradoxically, the role of the Portuguese language will become increasingly important in the near future because many of the foreign students at Aveiro come from the former Portuguese-speaking colonies. We conclude that the question of language has led to local dilemmas, discussions and sometimes tensions about the role of the English language in processes of internationalisation and curriculum change at the University of Aveiro.  相似文献

以文本分析或话语分析的手法切入政策研究,已经成为国际上政策研究领域的一种常用方法。政策文本分析是理解中国开放大学政策的基本手段,也是促进我国开放大学建设政策研究和政策执行的重要途径。2012年6月21日,教育部连续签发三个重要批复:同意在中央广播电视大学基础上建立国家开放大学的批复,以及同意北京广播电视大学、上海电视大学分别更名为北京开放大学和上海开放大学的批复。这三个具有代表性的政策文本集中展示了国家教育部门对新型大学建设目标的总体设计,包括建设路径和发展策略的整体设定,对中国开放大学在教育活动、教育体制、教育机制、教育观念等方面给予了指导性定位。概括地说,就是回答了中国开放大学该由谁来办、怎么办、办成什么样的政策问题。这是中国开放大学建设的政策依据和行动纲领,只有准确把握政策目标和行动线路,才能有效推进中国开放大学的历史进程。  相似文献

This study compares the extent to which higher education policy analysts and master’s and doctoral faculty of higher education and public affairs programs match on a set of competencies thought to be important to higher education policy analysis. Analysts matched master’s faculty in three competencies while analysts and doctoral faculty matched in five competencies. The findings suggest possible reasons why analysts and graduate faculty agree or differ on various competencies. Also, the findings raise important questions regarding the preparation of higher education policy analysts and the graduate programs that educate them. This study is an addition to the body of competency literature. Eduardo C. Arellano  obtained a B.A. in Political Science and an M.P.A from the University of Texas at El Paso, and he holds the Ph.D. in Educational Administration from New Mexico State University. He is an assistant professor at New Mexico State University in the Department of Educational Management and Development. His special interests are interactional diversity, competency, and US–Mexico border studies. Mario C. Martinez  has a B.A. in Electrical Engineering from New Mexico State University, an M.B.A. from the University of Texas at Austin, and a Ph.D. in Educational Policy and Leadership from Arizona State University. He is an associate professor at the University of Nevada-Las Vegas in the department of Educational Leadership. Iris Marion Young is Professor of Political Science at the University of Chicago.She is affiliated with the Gender Studies Center and the Human Rights Program.Her research interests are in contemporary political theory, feminist social theory and normative analysis of public policy.Her books include Justice and the Politics of Difference (Princeton University Press, 1990), Throwing Like a Girl and Other Essays in Feminist Philosophy and Social Theory (Indiana University Press, 1990), Intersecting Voices: dilemmas of gender, political philosophy, and policy (Princeton University Press, 1997) and Inclusion and Democracy (Oxford University Press, 2000).Her writings have been translated into several languages, including German, Italian, Spanish and Swedish.She has lectured widely in North American, Europe, Australia and South Africa.Professor Young's teaching interests range broadly, including contemporary theories of justice, democracy and difference; feminist political theory; continental political theory including Foucault and Habermas; ethics and international affairs; gender, race and public policy.Professor Young holds a PhD in philosophy from the Pennsylvania State University, 1974.Before coming to the University of Chicago she taught political theory for nine years in the Graduate School of Public and International Affairs at the University of Pittsburgh and before then taught philosophy at several institutions, including the Worchester Polytechnic Institute and Miami University.During the summer term of 1995, Professor Young was a Visiting Professor of Philosophy at the Johann Wolfgang Goethe University in Frankfurt Germany.Dr Young has held a visiting Fellowship at several universities around the world including Princeton University, the Institute for Human Science in Vienna, Australian National University and the Human Sciences Research Council of South Africa.Her work continues to receive world wide acknowledgement and recognition  相似文献

This article describes and assesses “Research Circles” as a mechanism for enhancing faculty collegiality and research. Recently established on our campus, these circles, composed of three to four faculty members, have had a particularly powerful effect on the new faculty members' adjustment to their tenure track positions, especially since they entered a context that might otherwise have been challenging: a new interdisciplinary upper-division campus with high expectations for teaching excellence. Based on the end-of-year evaluations, journals, and focus groups, the co-authors described themes that emerged from their participation in these circles. Circle participation not only facilitated faculty writing throughout their first year, but it also fostered the development of an interdisciplinary community which nurtured creativity and risk taking in writing. All authors are currently teaching in Interdisciplinary Arts and Sciences (IAS) at The University of Washington, Bothell (UWB). Except for Diane Gillespie, Professor and Associate Director of IAS, all other authors are Assistant Professors in IAS. Diane Gillespie received her Ph.D. in cultural and psychological studies in education from The University of Nebraska, Lincoln. Her interests include critical pedagogy, narrative psychology, and cultural diversity. Nives Dolšak received a joint Ph.D. in public policy and political science from Indiana University. Her interests include public policy, environmental policy, and international relations. Bruce Kochis, received his Ph.D. in Slavic languages & literatures at the University of Michigan. He focuses on global human rights policy, discourse analysis, and political theory. Ron Krabill received his Ph.D. in sociology and historical studies from New School for Social Research. His interests include comparative media, politics and social movements with a special emphasis on South Africa, as well as the study of peace, conflict, social justice, and human rights. Kari Lerum received her Ph.D. in sociology from The University of Washington. Her interests include culture, organizations, sexuality, qualitative methods, and visual studies. Anne Peterson received her Ph.D. from Washington University. Her interests include urban politics and policy and the distribution of natural resources at the local level. Elizabeth Thomas received her Ph.D. in psychology from The University of Illinois at Urbana—Champaign. Abstract

University teachers are increasingly confronted with the necessity of using information technology for educational purposes. University policy in the nineties should therefor include stimulation of the use of computers and of the development of educational software. This policy should be based on an assessment of the present use of computers in teaching and learning, and needs of university teachers. At the Wageningen Agricultural University (WAU) this assessment was made through a questionnaire presented to all teachers. The results show that approximately 40% of the teachers use computers for educational purposes, 30% are interested and 30% are indifferent. The main computer applications are in the field of educational tools and exploratory environments. It is concluded that university policy on the introduction of computer use should acknowledge the importance of 1) teacher initiatives 2) exploring the possibilities of information technology, 3) material resources, 4) coordination of different initiatives and 5) a supporting centre with expertise on the use and development of computer applications for educational purposes.  相似文献

人员编制核定是办好开放大学的重要人才保障措施。开放大学人员编制的制定有办学性质和办学职能两个内在依据及政策法律和电大系统文件等外在依据,其制定需遵循复合性、客观性、效益性及发展性四项原则。开放大学人员编制的制定宜采用固定编制和流动编制(政府购买)相结合的配置标准,同时,通过相关措施使其编制工作实现科学化、制度化和信息化。  相似文献
