ABSTRACT This article details the various forces that shaped public radio station KEXP’s evolution from the 70s to today. It addresses the ways that Seattle’s specific cultural, economic, and technological advantages enabled it to take on its current form as a key presence in global pop music curation and discovery. It argues that the station’s progression thus represents a potential model for other legacy public radio stations in an era of diminishing public and institutional funding. However, this approach’s viability will depend upon how effectively stations are able to leverage their local communities to compete in the networked digital media paradigm. 相似文献

U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment. 相似文献

ABSTRACT This paper describes how one academic library implemented electronic course reserves while keeping costs to a minimum. The system was implemented using a web page to provide links to electronic files in PDF format mounted on a Unix web server. Copyright restrictions and user access are issues that need to be addressed by any library considering e-reserves. In the face of positive faculty and student reaction to this new library service, one challenge that remains is raising public awareness so that more members of our university community may take advantage of this technology. 相似文献

ABSTRACT Rare materials collected by individuals, in the past and in our own time, when given to research libraries become important public assets that, as cultural heritage collections, lend distinction to the institutions that receive them and benefit education and scholarship enormously. What motivates collectors to become donors is complex. Institutions seeking such gifts must consider a number of issues and activities when embarking on (or maintaining) an active program seeking gifts-in-kind, including the librarian's personality, development models, institutional realities, challenges (negotiating, tax issues, deeds of gift), headaches (difficult donors, deposits, saying “No”), fulfilling obligations, and de-accessioning gifts. 相似文献

AbstractThe structure and culture of libraries present distinct challenges for promoting knowledge sharing among staff. Existing knowledge management literature is largely focused on for-profit businesses, overlooking issues found in public institutions. This article summarizes some key organizational culture theories and related obstacles to successful knowledge management and highlights how the departmental design and staffing of many libraries inadvertently reinforces these problems. The concerns discussed include insufficient diversity in decision making, the stratification of knowledge along professional lines, and entrenched personal and group identities. ABSTRACT In the last decade the issue of copyright has become more complex for Slavic and East European librarians for a number of reasons. Technological advances have led to new forms of publication and new options for document distribution, and have also had a major impact on intellectual property law in the U.S. and abroad. As the technical means for copying and distributing materials in various formats have increased, and as electronic resources comprise a steadily increasing proportion of the material used in libraries, copyright law has become more integral to the work of librarians. In the background of technological progress, the newly independent states which emerged after the dissolution of Communism have all adopted new copyright laws within the context of global developments in intellectual property legislation. This paper provides a context for copyright as it relates to the work of Slavic and East European librarians in the U.S., by offering a framework for understanding the main issues surrounding copyright and a method for approaching questions related to copyright protection of library materials. This article offers a distinctively rhetorical perspective on civil society that critically evaluates the relevant communication networks and informal associations in terms of their ability to mediate citizen understandings of public issues and facilitate effective public advocacy and rhetorical action. Particularly important is the role of rhetorical invention. By providing the space in which citizens collaborate, deliberate on issues of public importance, and plan courses of action, civil society acts as a type of incubator for rhetorical invention. The Highlander Folk School serves as an exemplar of how associations of civil society facilitate political awareness and democratic action. The conclusion considers potential advantages of studying civil society from a rhetorical perspective, using the Highlander case and its contributions to the civil rights movement as a starting point from which to address the interrelationships among civil society, democratic action, and rhetorical invention. 相似文献
