The purpose of this study is to develop a stakeholder map to describe the most important stakeholders and the process of stakeholder relationships in higher education. According to the perspective of the balanced scorecard, the classification of stakeholders integrates stakeholders into strategic management. Stakeholder maps are essential in quality assurance, because higher education institutions must identify the most important stakeholders to collect feedback from the stakeholder relationships and improve their processes. This study describes stakeholder collaboration using the process flow of stakeholder relationships. The results of the study can be used in quality audits to describe how stakeholders are involved in a meaningful manner in the development of activities.  相似文献

高等教育区域中心是一种宏观视角下的新型高等教育发展模式,突出强调高等教育资源的集聚模式,及其在推动产业结构调整、形成人才资源积聚、促进产学研结合、提升区域竞争力等多个方面对区域经济社会发展的促进作用。辽宁高等教育资源较为丰富,但区域资源分布不均衡。新经济发展战略的提出,为辽宁经济社会发展明确思路的同时,也使高等教育布局结构的矛盾更为突出。充分利用辽宁现有高等教育资源,结合三大区域经济社会发展的根本要求,通过一系列手段促进高等教育区域中心建设,加强高校的区域积聚效应,弥补高等教育布局结构的现有不足,才能实现辽宁高等教育与区域经济社会发展的有机融合。  相似文献

21世纪以来,俄罗斯政府和高校基于国际竞争的压力,一直致力于高水平大学建设,先后提出发展创新型大学、组建联邦大学、创建大学综合体等策略,其中联邦大学的组建是俄罗斯实现区域高等教育一体化建设的新模式,它带给我们的启示是:区域高等教育一体化不仅需要良好的政策法律环境,也需要考虑区域间高等教育的均衡发展,同时,构建高校与社会力量合作的有效机制也极为重要。  相似文献

They include the levels of Europe, nations, higher education institutions, departments, degree programmes, teachers and students. The future planning is analysed using the Balanced Scorecard approach designed for the communication and implementation of the strategy. The approach is used to analyse the objectives of European education policy from the different perspectives. 义务教育学校标准化建设是我国为缩小城乡教育差距,促进教育公平,推进义务教育均衡发展的重要举措。本文基于风险预警理论和同心圆系统分析框架,将人、财、物列为三个主要风险源,构建了县(区)域内义务教育学校标准化建设的风险评估指标体系;并对西部A省Y县的实地调研数据进行了实证分析,验证了风险评估指标体系的合理性和风险预警机制的有效性;还对国家和省级两个层面的风险预警机制提出了研究方向,以期为我国构建城乡一体化义务教育发展机制提供参考。  相似文献

Cooperation between higher education institutions and external entities is a prerequisite for the success of all economic entities and society as a whole in any knowledge-based economy. The aim of the study was to identify, analyze and evaluate the benefits of, and factors limiting, cooperation between higher education institutions and external entities, and identify measures that would contribute to the development of this cooperation from the perspective of managers of public, state and private higher education institutions carrying out activities in the Czech Republic. The study shows that higher education managers consider the contribution to the development of knowledge and experience of students, academics and researchers to be the most important benefit of cooperation. From their point of view, the most significant limiting factors are the limited time availability of faculty/staff, insufficient financial resources and the administrative demands of cooperation. The development of cooperation would be most enhanced by financial support from national public sources or the EU, or through the use of contacts with graduates working for external entities.

乡村振兴战略从乡村的产业、生态、乡风、治理、生活富裕角度确立了高职院校人才培养质量的价值导向。当前,高等职业教育专业设置和区域发展需求之间出现错位、"产教融合""校企合作""工学结合"的教学模式有待深化、"双师型"师资匮乏、人才培养质量标准的知识性倾向较严重等因素制约了人才培养质量的提升。有鉴于此,文章提出了提高人才培养质量的相关策略,为高职院校明确目标、完善理念、修正不足提供参考,以期更好地助力乡村振兴。  相似文献

Cooperation between higher education institutions and external entities is a prerequisite for the success of all economic entities and society as a whole in any knowledge-based economy. 高等教育国际化作为发展高等教育的重要内容,始终是研究者关注的重点。为厘清新中国成立以来高等教育国际化研究的发展状况,运用CiteSpace软件对CNKI数据库中1949—2019年相关文献进行可视化分析,发现70年来高等教育国际化研究产生了数量可观的研究者;研究机构以教育类机构为主,高校是主要阵地;研究热点关注人才培养、留学生、经济体制、中外合作等;研究热点大体经历了五个不同发展阶段,主要是从单向学习借鉴模式为主演变为双向互惠、均衡流动为主;但机构间和作者间的合作程度不高。新时代中国高等教育国际化发展应更加注重机构和人员之间的深度合作、更加聚焦国际化的内涵发展和质量提升、追求更高水平更可持续发展方向,为做强中国高等教育、服务国家现代化建设、提升中国国际影响力,更好助力服务人的全面发展、民族复兴、强国建设和文明互鉴、人类进步作出新贡献。  相似文献

This research paper is a pilot study that investigated the suitability of adopting an automated balanced scorecard for managing and measuring the performance excellence of academic staffs in the higher education setting. A comprehensive study of related literature with requirements elicited from the target population in a selected premier university in Malaysia through document analysis, interviews and survey questionnaires provided the foundation for the system development. By adopting the balanced scorecard, the proposed system provided a means for top down alignment of organisational objectives while creating a medium of communication between the lecturers and management. Though the method suggested in this study primarily focuses on the academic staff, it addresses the lack of a representative form of performance measurement for lecturers that accommodates the complexities of the profession while providing the potential adoption of an unconventional method to encourage excellence and development amongst all levels of employees in the industry.  相似文献

高等教育在由精英阶段向大众化阶段发展过程中,既需要高等教育机构的多样化,也需要其布局的合理性。目前我国“自发主导”倾向的高校扩展形式较多地关注了前者而忽视了后者,因而带来了高等教育区域发展的不均衡问题。要实现高等教育的均衡发展,需要重新认识高校集聚人才的功能,重新认识高等教育适度超前发展的意义,重视高校布局的合理性,对目前我国的高校区域布局进行调整。  相似文献
