ABSTRACT

This article illustrates and discusses some elements of the problematique ‘Southern Europe’. The themes stressed include its configuration and the criteria for its conceptualisation. A number of ways to think about ‘Southern Europe are discussed – of course with particular emphasis on the development and theoretical elaboration of comparative education in these countries, as well as on the imbalances in the international debate. That debate is not merely contemporary: there are historical dynamics that have influenced the imbalances of power that were, and can now be, found in definitions of ‘Europe’ and what counted as its political, cultural, historical (and finally, economic) centre.

These complex themes – glossed over by hegemonic and ideological concepts such as the Global North and the Global South – include the territorial articulations of ‘Europe’; what counted and counts as ‘its centre’; the construction of ‘national states’; the changing valuations of ‘the national’; and the vital question of language. Overall, the crucial motif of the article is the ways in which all these themes are refracted and reflected in changing versions of what counts as, what is constructed as, ‘comparative education’.  相似文献

Higher education is of considerable importance to policymakers across Europe. Indeed, it is viewed as a key mechanism for achieving a range of economic, social and political goals. Nevertheless, despite this prominence within policy, we have no clear understanding of the extent to which conceptualisations of ‘the student’ are shared across the continent. To start to redress this gap, this article explores four key aspects of contemporary higher education students’ lives, considering the extent to which they can be considered as, variously, consumers, workers, family members and political actors. On the basis of this evidence, it argues that, despite assumptions on the part of European policymakers that there are now large commonalities in the experiences of students across Europe – evident in pronouncements about Erasmus mobility and the operations of the European Higher Education Area – significant differences exist both between and within individual nation-states.  相似文献

Discourses of ‘internationalisation’ of the curriculum of Western universities often describe the philosophies and paradigms of ‘Western’ and ‘Eastern’ scholarship in binary terms, such as ‘deep/surface’, ‘adversarial/harmonious’, and ‘independent/dependent’. In practice, such dichotomies can be misleading. They do not take account of the complexities and diversity of philosophies of education within and between their educational systems. The respective perceived virtues of each system are often extolled uncritically or appropriated for contemporary economic, political or social agendas. Critical thinking, deep learning, lifelong and lifewide learning are heralded as the outcomes of Western education but these concepts are often under‐theorised or lack agreed meanings. Equally fuzzy concepts such as ‘Asian values’ or ‘Confucian education’ are eulogised as keys to successful teaching and learning when Asia prospers economically. They are also used to explain perceived undesirable behaviour such as plagiarism and uncritical thinking when Asian economies do not do so well. We argue that in general, educationists should be aware of the differences and complexities within cultures before they examine and compare between cultures. This paper uses the Confucian‐Western dichotomy as a case study to show how attributing particular unanalysed concepts to whole systems of cultural practice leads to misunderstandings and bad teaching practice.  相似文献

This article explores the importance of higher education to international women’s organisations such as the International Federation of University Women, the International Council of Women, the International Alliance of Women and Women’s International League for Peace and Freedom, and asks how studying abroad contributed to the international cooperation and understanding promoted by these organisations in the interwar period. In particular, it assesses how the movement of ‘Eastern’ women, especially East Asian, to the West for educational purposes at the beginning of the twentieth century benefited the expansion of these organisations beyond Europe, North America and white settler countries such as Australia and New Zealand between the world wars, and to what extent the experiences of international students in the ‘West’ influenced their political activities back home and their involvement in international women’s organisations.  相似文献

Abstract

Nationalism is a key resource for the political work of governing Scotland, and education offers the Scottish National Party (SNP) government a policy space in which political nationalism (self determination) along with social and cultural forms of civic nationalism can be formed and propagated, through referencing ‘inwards’ to established myths and traditions that stress the ‘public’ nature of schooling/education/universities and their role in construction of ‘community’; and referencing ‘outwards’, especially to selected Nordic comparators, but also to major transnational actors such as OECD, to education’s role in economic recovery and progress. The SNP government has been very active in the education policy field, and a significant element of its activity lies in promoting a discourse of collective learning in which a ‘learning government’ is enabled to lead a ‘learning nation’ towards the goal of independence. This paper draws on recent research to explore recent and current developments in SNP government education policy, drawing on discourse analysis to highlight the political work that such policy developments seek to do, against the backdrop of continuing constitutional tensions across the UK.  相似文献

This article explores the ways in which a group of primary school teachers in Cyprus interprets the relationship between religious and citizenship education. The contextualisation of the meaning of religious education shows the extent to which social, historical and political elements shape teachers’ perceptions about the entanglements between religious and citizenship education. In particular, the present study reveals two important findings – one concerning the conceptualisation of each school subject and their perceived relationship and the other concerning the contextualisation of this relationship in the cultural and political contexts of Cyprus. The findings also reveal important constraints and political dilemmas for the possible trajectories of ‘religious citizenship education’ in Cyprus. The article discusses the implications for curriculum and policy deliberations, as well as further research on ‘religious citizenship education’ in specific cultural and political settings.  相似文献

Most European governments have committed themselves through legislation to making provision for physical education in schools but they have been either slow or reticent in translating this into action in schools. Consequently, there are perceived deficiencies in school physical education provision, specifically in curriculum time allocation, subject and teacher status, financial, material (inadequacies in facility and equipment supply) and qualified teaching personnel resources and the quality and relevance of the physical education curriculum. The crux of the issue, according to the Council of Europe Deputy General Secretary, is ‘a gap between promise and the reality’. This article explores the theme of ‘promise’ and ‘reality’ by drawing from data generated by a number of international, national and regional surveys and an extended longitudinal literature review, which together highlight the extent of the alleged ‘gap’. It examines recent inter‐governmental and non‐governmental initiatives to address relevant issues and concerns and suggests some policy strategies to assist in converting ‘promises’ into ‘reality’ and so secure a safe future for physical education in schools.  相似文献

The paper examines the transfer of the Bologna Process (BP) outside Europe, focusing on its ‘external dimension’ and dynamics in global settings. It argues that the BP impacts on the internationalisation activities of universities, especially with regard to cross-border transparency of qualifications, transnational improvement of quality assurance and interregional mobility of students or scholars. However, the outcomes following the international transfer of the BP-model are unclear. As the BP-model makes its way to regional, national and local contexts, it meets existing policy discourses and practices, whose priorities may in fact differ from its postulates. The paper asserts that the non-linear conceptualisation of this model outside Europe is significantly affected by the socio-economic, political, historical and cultural context of each region. National visions, economic demands, political will, social objectives, administrative regulations, cultural traditions, ideological norms and philosophical ideals transform the BP-model as it is incorporated into each system of higher education.  相似文献

This paper outlines the basis of an alternative theoretical approach to the study of the globalisation of ‘education’ – a Critical, Cultural Political Economy of Education (CCPEE) approach. Our purpose here is to bring this body of concepts – critical, cultural, political, economy – into our interrogation of globalising projects and processes within what we will refer to as the ‘education ensemble’ as the topic of enquiry, whose authoritative, allocative, ideational and feeling structures, properties and practices, emerge from and play into global economic, political and cultural processes In the first half of the paper we introduce and develop the concepts that will underpin our approach. In the second half of the paper we explore the explanatory potential and epistemic gain of a CCPEE approach by examining the different manifestations of the relationship between globalisation as a political, cultural and economic project and an education ensemble. We conclude by reflecting on the possibilities this perspective offers.  相似文献

The political changes in Romania after 1989 were followed by structural changes that affected all areas of social, economic, political, and cultural life. The transition from a ‘closed’ to an ‘open’ society has been difficult for East European countries, as the creation of institutions oriented towards competition and diversity has not led to an instantaneous change in mentalities and social routines. Decades of communist education in the ‘spirit of modesty’ ensured that aspirations did not transgress ideological boundaries, and this is essential to an appreciation of the gap between social aspirations and systemic functionality after 1990.

Extensive economic reorganization has had a direct effect on the education system, with some as yet unnatural changes. New occupations and fields of activity have emerged, for which existing qualifications are proving inadequate. At the same time, relative to the pre‐1989 occupational structure, the importance granted to qualifications has dramatically decreased. If the outlets for expressed ideals and aspirations are insufficient, the surplus of qualifications tends to ‘drain’ towards less socio‐economically closed environments.  相似文献

Disability should be a concern for those interested in analysing and subverting the cultural politics of education. In this paper we address this concern through connecting critical analyses of ‘developmental disabilities’ (formerly ‘mental retardation’), disability studies and poststructuralism. We target normative constructions of ‘developmental disabilities’ – and we propose alternative dynamic possibilities – through reference to narratives from our political and personal work with people with the label of ‘developmental disabilities’. Our aim is to unveil the ways in which we might understand the cultural formations of ‘impairment’ – as they relate to ‘developmental disabilities’ – in order to propel scholars, activists and practitioners towards a cultural politics of inclusion. First, we summarise some key debates from disability studies that have engaged with ‘impairment’: social model, relational and psychosocial models. We suggest that these debates benefit from a more grounded engagement with poststructuralist ideas. Second, we bring in the work of the poststructuralist thinkers Gilles Deleuze and Félix Guattari and the poststructuralist feminist Rosi Braidotti to tackle the social, historical, cultural and political conditions of ‘developmental disabilities’ through experimentation with rhizomes and nomads. In conclusion, we appeal for the development of a cultural politics of ‘impairment’ and ‘developmental disabilities’ that draws upon a vocabulary applicable to the post-modern subject of the contemporary world: as uncertain, productive and moveable.  相似文献

If by ‘education systems’ we understand institutional units, constituted by common legal provisions, organizational structures, curricular goals and value foundations, the current period signals their decline. This indicates the decline of the modern nation state, which has characterized the political map of Europe for 300 years and gradually expanded to the other continents. Therefore education systems in their ‘state‐bound’ constitution must be identified as a category of ‘organized space’ within a given historical period—and not as a perpetual phenomenon. This understanding of the current ‘education system’ points the way to the concept of ‘educational spaces’ in periods preceding the modern nation state. It helps to identify the current stages of transition, indicated by the emergence of regional ‘educational spaces’, the expansion of private sectors, and the invasion of the globalizing markets into the ‘knowledge society’.  相似文献

The introduction of ‘freer’ forms of organization and financing into the Latin American educational systems about 20 years ago parallels similar developments in the contexts of neo‐liberal policies in the USA, Great Britain and, more recently, in Eastern Europe. This article will highlight the effects of ‘school autonomy’, decentralization, and privatization in the Latin American educational systems. In so doing, I will focus on the analysis of educational policy development in Chile and Argentina, based in part on my own research results. The results demonstrate that ‘freer’ forms of organization and financing have not proven to be positive for the progressive distribution of education, democratization and the consideration of diversity—and also not for the (difficult to measure) categories of ‘quality’ and ‘efficiency’ of education. These findings contribute to question whether the neo‐liberal forms of organization and financing of educational systems in Latin America are important factors in the realization of these goals.  相似文献

Drawing on data from students, higher education staff and policymakers from six European countries, this article argues that it remains a relatively common assumption that students should be politically engaged. However, while students articulated a strong interest in a wide range of political issues, those working in higher education and influencing higher education policy tended to believe that students were considerably less politically active than their predecessors. Moreover, while staff and policy influencers typically conceived of political engagement in terms of collective action, articulated through common reference to the absence of a ‘student movement’ or unified student voice, students’ narratives tended not to valorise ‘student movements’ in the same way and many categorised as ‘political’ action they had taken alone and/or with a small number of other students. Alongside these broad commonalities across Europe, the article also evidences some key differences between nation-states, institutions and disciplines. In this way, it contributes to the comparative literature on young people’s political engagement specifically, as well as wider debates about the ways in which higher education students are understood.  相似文献

This paper offers a number of comparative observations on economic restructuring and education reform in the Commonwealth of Independent States (CIS). It will be argued that there are powerful social and political forces which are making free market’ educational reforms, such as those being pursued in Britain, an increasingly attractive model of educational development in the CIS and Eastern Europe. It will be suggested that such a basis for reform not only leaves the tension between political and economic change unresolved, but threatens to undermine the process of post‐communist reconstruction.  相似文献

This paper begins by rehearsing some commonly heard conservative and radical objections to the idea of citizenship education. I then explore another potentially radical objection, implicit in the tenets of ‘character education’ and ‘socio‐emotional learning’ but rarely stated explicitly. According to this objection, citizenship education, with its overarching ideal of democratic justice, politicises values education beyond good reason by assuming that political literacy and specific (democratic) social skills, rather than transcultural moral and emotional ‘basics’, are the primary values to be transmitted. I show how this objection is based on three major disagreements about (a) the good and the right, (b) pluralism and (c) the connection between morality and politics.  相似文献

Immigration from Eastern European countries to Portugal is a recent phenomenon. Within the last decade, economic migrants from Ukraine, Russia, Romania and Moldova set up a number of supplementary schools across the country. No academic attention has been given to the phenomenon of supplementary ethnic schools in Portugal, whilst there is a growing interest in and beyond Europe in the ways they serve as cultural, social and political sources for identity negotiation, and structures for social capital formation in migrant communities. This study addresses this gap in knowledge. Drawing on a survey completed by 184 students between the ages of 12 and 20, attending eight Ukrainian supplementary schools, this paper contributes to wider international research through its mapping of the population of Ukrainian schools in Portugal and examining students’ reasons for attendance, highlighting both positive and negative aspects of their experiences. Recommendations are made for schools in light of the findings.  相似文献

As one of the allied health professions, occupational therapy has adopted a primarily clinical focus on human occupation (or the process of daily life) and this is reflected in education, which has until recently tended to overlook contextual social factors such as poverty, marginalisation, exclusion, unemployment, incarceration and immigration. However, daily life is enabled, and potentially dis-abled, along the axes of several cultural and political constructs, such as gender, employment status and ethnicity.

This article presents a critical commentary of the social responsibility of occupational therapy education. Furthermore, it discusses the need for educational practices that can enact an integration of personal and professional perspectives so as to lead to a more holistic understanding of occupation, incorporating not only clinical but also social and political factors.

This article argues for the development of a political approach to occupational therapy education that can lead to an awareness of the cultural influences that they bring to their workplace, and a critical consideration of concepts such as ‘justice’ and ‘occupation’. The development of a political practice of occupational therapy calls for an appreciation of the diversity of human occupation and the circumstances that enable it and can be realised through the establishment of innovative educational partnerships, such as community–university collaborations.  相似文献
