基于内生经济增长理论,分析并测算我国能源短期回弹效应与长期回弹效应,研究结果表明:由于能源无法直接与国际市场接轨,在较低的能源价格与能源生产效率的情况下,采取提高能源使用效率以达到减少我国能源消耗量的目的,在政策上是可行的,但该政策在执行过程中可能会落入“囚徒困境”,从而在提高能源使用效率的同时却难以降低社会能源消耗量.就宏观而言,降低能源回弹效应,减少我国能源消耗的根本途径是推动产业结构转型升级,转变经济增长方式;而直接的节能措施、政府对提高能源使用效率进行技术补贴也可以缓解囚徒困境,降低地区能源消费量. 相似文献

打造沿江绿色能源产业带、建设生态文明的示范带是长江经济带低碳绿色发展道路的重要目标.论文结合非期望产出EBM和超效率DEA模型测算长江经济带终端能源消费碳减排效率,并构建终端能源碳减排效率与产业结构的耦合模型,研究结论显示:①长江经济带碳减排效率在2006年到2015年间整体呈现出扁"U"型先降后升的演进特征;②长江经济带碳减排效率区域差异较大,下游效率最高,中游次之,上游最低;③各省市整体处于中低耦合协调阶段,碳减排效率与产业结构演化尚未实现协调发展,且区域空间耦合度分布不均衡;④经济带产业结构集中度、高级度与碳减排效率耦合协调度较高,说明产业结构集中化和高级化优化有利于提升碳减排效率.为此,提出长江流域区域协同发展、加强节能环保科技投入、促进产业结构优化升级等对策及建议. 相似文献

能源消费分解是探讨能源消费变动影响因素的一种常用方法.文章介绍了目前研究中较为合理的一种分解方法---对数平均D氏指数法,借助这一方法对红河州能源消费情况进行分解分析,探讨产业结构变动和产业内效率提高对能源消费和总体单位能耗的影响.根据测算结果,笔者认为产业内能源效率的提高是我国能源节约的主要因素;进一步建议政府构建"能源分解指数体系"作为制定能源政策的依据. 相似文献

基于全要素生产率框架和规模报酬不变(CRS)假设,采用非参数的DEA方法测算海西20个设区市的全要素能源效率;在此基础上,采用空间计量模型考察海西城市全要素能源效率的区位特征及其影响因素。实证结果表明,空间计量模型对城市能源效率分布特征解释力更强,海西各市能源效率不仅取决于自身的区位条件,还与周边城市的能源效率水平正相关;空间相关条件下,对外开放度和产业结构对海西能源效率有显著地负作用,生产率增长是海西能源效率提高的主要推动因素。 相似文献

运用SBM-DEA模型,在考虑非期望产出的情况下测算了2003-2016年黄河流域62个地级市的能源生态效率,探讨黄河流域不同区域能源生态效率间的空间差异,并利用能源生态效率的动态变动分析内部因素的影响,利用空间计量检验外部因素的影响。结果表明:黄河流域范围内城市能源生态效率普遍偏低,且中游区域的能源生态效率低于上游和下游区域;能源生态效率的提高依赖于效率改进而非技术进步;提高能源生态效率应调整产业结构,发挥交通基础设施的作用。 相似文献

利用协整理论和误差修正模型,考察了安徽省1993～2008年工业化发展水平与能源使用效率间的关系。结果显示:能源使用效率的提高有利于促进工业化水平的增长,且两者间互为因果关系,但短期内能源使用效率对工业化水平影响不显著。对此,安徽省应继续调整产业结构,提高能源利用效率,缓解经济增长对能源的需求。 相似文献
