National defense represents a significant share of most OECD governments’ R&D budgets and an even higher share of their mission-oriented R&D spending. This public R&D investment has focused on research and innovation supporting defense missions, and in many cases the military services of these governments have purchased weapons systems incorporating the resulting technologies. Defense-related R&D investment has influenced innovation in the broader civilian economy of several OECD nations, including the United States, the United Kingdom, and France. The scope and nature of this influence remains uncertain and subject to considerable debate. Nonetheless, policymakers throughout the industrialized economies have expressed interest in “applying the lessons” of defense-related and other mission-oriented R&D programs to such challenges as climate change. This paper examines the characteristics of defense-related mission R&D programs in the industrial economies, with particular attention to the subset of nations for which reliable longitudinal data on defense R&D spending are available. I highlight the characteristics that distinguish mission-oriented R&D in this field from mission-oriented R&D in other sectors and to point out some significant differences among OECD economies in the structure of their defense-related R&D programs. The discussion also emphasizes the ways in which the unique structure of defense-related R&D limit its utility as a model for mission-oriented R&D programs aimed at other goals.  相似文献

The Canadian federal government, anxious to stimulate innovation, announced recently a policy objective for the economy: the attainment of industrial research expenditures reaching 1.5 percent of the gross national product. The proposed substantial increase over the current level is rationalized by comparison with economy-wide research intensities (GERD/GNP) in other OECD countries.This paper questions the economic validity and policy relevance of international aggregate comparisons. It argues that inter-country comparisons should take place at individual industry levels where technologies are similar and proposes a methodology for formulating R&D spending targets of this kind. The procedure is to estimate a model of the determinants of R&D intensity with data from several “criterion countries” and employ the results to “predict” a specific industry's research intensity in another country.In this paper such a model is formulated for the pharmaceutical industry of seven OECD countries. Plausible parameter estimates are derived and used to “forecast” the research intensity of the Canadian pharmaceutical industry. It is found that given the predominance of foreign ownership, the nature of patent protection and the level of other relevant variables in Canada, the performance of this sector is much above the OECD-derived standard; this Canadian industry presumably does not require governmental attention to its R&D activities.  相似文献

Stronger protection of patent rights is thought to spur innovation through securing returns to R&D investments. Those investments must be financed, however, suggesting that the responsiveness of R&D to patent reforms varies with financial development levels. We examine the joint impact of domestic and international financial-market development and patent protection on R&D intensities in 22 manufacturing industries in 20 OECD countries for the period 1990-2009. We show that stronger patent rights increase R&D intensities in patent-intensive industries, accounting for the need for external financing and the amount of tangible assets. The primary impact varies across types of financial development: patent protection raises R&D in high-patent industries where countries have more limited equity and credit markets. In contrast, in countries with more developed bond markets industry R&D is more sensitive to patent rights. Interestingly, patent rights in countries that are more exposed to foreign direct investment increase R&D intensities at all levels of financial development.  相似文献

This paper investigates the determinants of R&D investment at the national level with an emphasis on the roles of patent rights protection, international technology transfer through trade and FDI, and economic growth, in addition to the essentials of human capital accumulation and the number of scientific researchers. The Extreme-Bounds-Analysis (EBA) approach is applied to examine the robustness and sensitivity of these factors.The results of the EBA tests on data from 26 OECD countries from 1996 to 2006 showed that tertiary education and the proportion of scientific researchers in a country were robust determinants that had positive effects on R&D intensity. Foreign technology inflows had a robust and negative impact on domestic R&D. Patent rights protection and the income growth rate are fragile determinants of R&D investment.  相似文献

We investigate the effect of Europe's largest multilateral subsidy program for R&D-performing small and medium-sized enterprises. The program applied a specific budget allocation rule, referred to as Virtual Common Pot (VCP), which is designed to avoid cross-subsidization between participating countries. This rule creates exogenous variation in funding status and allows us to identify the causal effect of public R&D grants on firm growth. In addition, we compare the program's effect under the VCP rule with the standard situation of a Real Common Pot (RCP), in which program authorities allocate a single budget according to uniform project evaluation criteria. Our estimates suggest that R&D grants had no average effect on job creation and sales growth, but treatment effects were heterogeneous and positive for high-quality projects. Under an RCP the program would have created 53% more jobs and 48% higher sales.  相似文献

Innovation strategies in manufacturing often involve internal R&D activities as well as external partnerships. Thereby it is not clear if internal and external activities are complements or substitutes. This paper tests for complementarity of different innovation activities, i.e. internal R&D, R&D contracting, and R&D cooperation. The empirical analysis of cross-sectional firm level data of the German manufacturing sector comprises both indirect and direct complementarity tests; it is based on data from the German part of the Community Innovation Survey (CIS 3). The results provide evidence for significant complementarities between internal R&D and R&D cooperation, but cast doubt on the complementarity of internal and contracted R&D, since a productivity effect on firms’ patenting probability or sales with new products cannot be found.  相似文献

In the last two decades, concepts have appeared that have influenced and even defined entire science and technology policies in Western countries: high technology, national system of innovation, information economy, knowledge-based economy, and the new economy. In all these policy developments, the OECD, acting as a think tank for its member countries, has been an important promoter of the concepts, turning them into buzzwords. This article looks at the concept of the new economy as the culmination of decades of work on technology and productivity, and explores the crucial role of the OECD in its dissemination and, above all, the role statistics have played in shaping science and innovation policies.  相似文献

Based on the critical case of ABB, this paper questions the relevance of using patents with multiple inventors from different countries (“cross-country patents”) as an indicator of international R&D collaboration. The study shows that less than half of ABB's cross-country patents are the result of international R&D collaboration as described by one of the more inclusive definitions found in previous literature. Only a third of the patents are the result of joint R&D activities between different MNC subsidiaries or firms. We also discuss the implications of our study for the assignment of patents to countries based on inventor addresses.  相似文献

We study differences in the returns to R&D investment between German manufacturing firms that sell in international markets and firms that only sell in the domestic market. Using firm-level data for five high-tech manufacturing sectors, we estimate a dynamic structural model of a firm's discrete decision to invest in R&D and use it to measure the difference in expected long-run benefit from R&D investment for exporting and domestic firms. The results show that R&D investment leads to higher rates of product and process innovation among exporting firms and these innovations have a larger economic return in export market sales than domestic market sales. As a result of this higher payoff to R&D investment, exporting firms invest in R&D more frequently than domestic firms, and this endogenously generates higher rates of productivity growth. We use the model to simulate the introduction of export and import tariffs on German exporters, and find that a 20 % export tariff reduces the long-run payoff to R&D by 24.2 to 46.9 % for the median firm across the five industries. Overall, export market sales contribute significantly to the firm's return on R&D investment which, in turn, raises future firm value, providing a source of dynamic gains from trade.  相似文献

The benefits and priorities of public funding of R&D programmes are the subject of considerable research and debate and a number of methodologies have been suggested which might allow us to arbitrate on the issues involved. This paper looks at one method that is actually used in practice to evaluate and rank publicly funded R&D programmes in the UK. We describe the improvements that have been made to the mapping measurement impact (MMI) model, which is used by the UK Department of Trade and Industry to assess the economic benefit to industry of different research projects funded as part of the United Kingdom National Measurement System. The model has been in use for more than 5 years as a means to compare publicly funded R&D programmes. It allows evaluation of their benefit and prioritisation of future funding schemes and has potential for wider application in other areas of public R&D investment both inside and outside the UK.  相似文献

This paper purports to study the contribution of R&D at home and abroad to the firm’s inventive activity, using a sample of 137 Japanese multinationals. The empirical analysis relates the number of inventions in Japan and that in the US, as measured by the number of patents issued by the USPTO, to the parent’s R&D, the US subsidiaries’ R&D, the presence of R&D in Europe, the firm’s experience in the US, entry mode, and industry dummies. In addition, to study the subsidiary’s role in sourcing local technological knowledge, we construct indices of local technological strength of the state in which the subsidiary is located. The results, most importantly, indicate that these indices positively contribute to inventions at home and in the US among Type R firms, whose R&D subsidiaries mainly aim to research, suggesting that knowledge sourcing is an important function of these subsidiaries and locational choice is important for this purpose. These results do not hold among Type S firms, whose R&D subsidiaries mainly aim to support local manufacturing and sales activities.  相似文献

In the late 1980s, the Soviet Union was among the foremost leaders of world science, thanks in large part to its heavy involvement in military programmes. The USSR developed a large research infrastructure but it lacked effective mechanisms for the commercialization of research results. The main aim of the transformation of R&D systems in the post-Soviet states in the 1990s and early 2000s was the re-orientation of scientific activities away from military and towards civilian goals. Analysis of statistical data at the macro-level suggests that this attempt was not particularly successful. Indeed, most newly independent states could not even preserve a ‘critical mass’ of scientific activities in order to remain among the list of significant producers of research results. In the post-Soviet countries (and in this paper we focus on Russia and Ukraine as the largest states of the region), inputs from the R&D system have failed to generate wealth-creating outputs because of a systemic inability to use the resources for generating commercially viable results effectively. All post-Soviet countries, including Russia and Ukraine, urgently need not only a major transformation within the R&D system, but also important changes in the wider ‘environment’. It is important to stress that, in recent years, changes in R&D have been determined not only by the general economic situation itself but also by the general policy of the post-Soviet states. While Russia has expressed ambitions to regain its former influence as a great power and to use S&T to achieve this goal, Ukraine has no clearly determined objectives for the development of its national science system. However, both countries face certain common problems. The development of relevant institutes and the stimulation of demand for R&D results from the side of industry, broader involvement in the international division of scientific work, and the introduction of adequate legal protection for intellectual property rights are all of critical importance for S&T institutes and other research organizations in Russia and Ukraine. This paper shows that the reforms in the R&D sector have been relatively modest and rather unsystematic over the last one and a half decades. The key challenges, which relate to the inertia and the negative aspects of the previous period (for example, a extremely low level of replacement of aging manpower, largely outdated scientific equipment in research laboratories, and institutional mechanisms that are not relevant to the market economy), pose serious problems for the transformation of the R&D systems in both countries, despite new possibilities and a willingness to increase financial support for R&D.  相似文献

We examine how the ways in which firms geographically configure their global portfolios of R&D units influence the effectiveness of firms’ own R&D investments and of external technical knowledge in enhancing firm performance. Our analysis indicates that the strength of these effects depends on the extent to which firms spread their R&D units across countries (geographic dispersion of R&D) and the extent to which firms establish multiple R&D units within each country (co-location of R&D). We show that geographic dispersion and co-location are associated with distinct value creation and value capture mechanisms and in turn lead to different performance outcomes. Although geographic dispersion enhances the effects of a firm’s own R&D on its performance, R&D co-location limits such effects. These relationships are reversed when we consider the effects of external technical knowledge on firm performance. R&D co-location, rather than geographic dispersion, is what renders the exploitation of external knowledge more effective in enhancing firm performance. Our results suggest that future research should shift its focus from the degree of R&D globalization to how a portfolio is globalized and geographically structured.  相似文献

This paper analyzes how different R&D strategies of incumbent firms affect the quantity and quality of their entrepreneurial spawning. When examining entrepreneurial ventures of ex-employees of firms with different R&D strategies, three things emerge: First, firms with persistent R&D investments and a general superiority in sales, exports, productivity, profitability and wages are less likely to generate entrepreneurs than firms with temporary or no R&D investments. Second, start-ups from knowledge intensive business service (KIBS) firms with persistent R&D investments have a significantly increased probability of survival. No corresponding association between the R&D strategies of incumbents and survival of entrepreneurial spawns is found for incumbents in manufacturing sectors. Third, spin-outs from KIBS-firms are more likely to survive if they start in the same sector, indicating the importance of inherited knowledge. These findings suggest that R&D intensive firms are less likely to generate employee start-ups, but their entrepreneurial spawns tend to be of higher quality.  相似文献

We evaluate the impact of M&A activity on the growth of R&D spending and R&D intensity of 265 acquiring firms and 133 merger targets between 1990 and 2009. We use different matching techniques to construct separate control groups for acquirers and targets and use appropriate difference-in-difference estimation methods to single out the causal effect of mergers on R&D growth and intensity. We find that target firms substantially decrease their R&D efforts after a merger, while the R&D intensity of acquirers drops due to a sharp increase in sales.  相似文献

The innovative capacity of a country is the basic driving force behind its economic performance; it provides a measure of the institutional structures and support systems that sustain innovative activity. Recent work, such as that by Furman, Porter and Stern (FP&S) frames a concept of national innovation capacity measured by patenting rates, and estimates its institutional sources for a group of 17 OECD countries. In this present paper, we extend and modify the FP&S approach by applying it to five “latecomer” countries from East Asia, none of which was included in the FP&S study. First, we reproduce the FP&S methodology in relation to the five East Asian countries, gathering comparable data over a comparable (but truncated) time period. While our results are in broad agreement with the findings of FP&S, we document some important differences for latecomer East Asian economies: a smaller number of national factors matter, and there seems to be an important (though subtle) role for public R&D expenditure. These findings have important implications for successful catch-up strategies. We supplement these aggregate findings with firm- and institution-level data from Taiwan, where the breakthrough to innovation has arguably proceeded farther than in any other East Asian country. In these ways, we shed light on the process through which a latecomer country is able to close the gap with the more developed countries, by channeling resources towards the raising of its innovative capacity.  相似文献

This study analyses the impact and effectiveness of targeted public support for R&D investment at the firm level. We test whether the policy design aiming at incentivizing (international) collaboration and R&D in SMEs achieves input as well as output additionality. Our results show that the targeted public subsidies trigger R&D spending, especially so in internationally collaborating SMEs. We further evaluate the different impact of privately financed and publicly induced R&D investment on innovation performance. The results confirm that the publicly induced R&D is productive as it translates into marketable product innovations. While both types of R&D investments trigger significant output effects, the effect of policy-induced R&D investment on sales from market novelties is highest for international collaborators as well as for SMEs.  相似文献

Recent studies have advocated different technological innovation capabilities (TICs) and discussed their impact on a firm’s competitive performance. This paper introduces a study framework of innovation audit and examines the relevance of seven TICs to building and sustaining the competitiveness of Chinese firms. Empirical data was acquired through a recent study of 213 Chinese firms in Beijing, China. Regression analysis was employed to examine the correlation between TICs and innovation rate, sales growth, and product competitiveness among these firms. The findings verify that R&D and resources allocation capabilities are the two most important TICs. A strong R&D capability could safeguard innovation rate and product competitiveness in large and medium-sized firms, whereas a resources allocation capability would enhance the sales growth in small firms. However, the impact of learning and organising capabilities on a firm’s innovation performance has yet to be investigated.The findings of this paper suggest that Chinese firms should consider a more balanced focus on their TICs’ harmonising enhancement. In order to maintain their sustainable development, effectively plan and implement their innovation strategies as well as enhance their whole innovation capability, Chinese firms should closely relate their TICs to the formulation of technology strategy and harmonisation of innovation and R&D activities.  相似文献

This paper provides a general background of the characteristics of the Japanese economy that relate to its use of technology to promote economic growth. We do not consider the common view that Japan just catching up with the technological level of other industrialized countries explains its remarkable rate of post-war economic growth. Rather we argue that the effective importation of technology requires complementary resources of management, skilled labor, capital, and domestic R&D as well as public to facilitate the transfer of technology. Japan has such complementary resources and public policies. The first part of the paper describes the process of technology importation and current concerns in Japan about dependence on imported technology. The second part of the paper describes Japan's domestic R&D effort and its major reliance on private sector R&D, supplemented, however, with government intervention in selected industries. The third part of the paper examines the institutional settings that had the significant impacts on Japan's introduction of new technology. These institutional factors include 1) post-war economic growth and changes in industry structure, 2) the character of competition, 3) the business group and 4) characteristics and organization in the supply of labor.  相似文献

This paper examines motives, location characteristics, inter-temporal characteristics and modes of entry for foreign direct investment (FDI) in research and development (R&D). The paper is based on a detailed empirical survey of laboratory sites established by 32 large multinational companies domiciled in 5 countries. Findings indicate that FDI in R&D has risen considerably over the last 40 years and that firms invest in R&D sites abroad in order to augment their knowledge base or in order to exploit it. The former motive leads to establishment of facilities primarily close to universities while the latter type leads to establishment of facilities close to existing manufacturing facilities and markets. The paper also finds that greenfield investments are the dominant mode of entry and that firms establish multiple R&D sites in their home countries before investing in such sites abroad.  相似文献
