A fundamental principle of public policymaking should be that public policy must be made with publicly available data. This article develops this position and applies it to an assessment of the current state of communications policymaking, a policy area in which controversies surrounding the transparency of policy research and the accessibility of policy-relevant data have been both common and extremely contentious in recent years. This article provides a detailed assessment of the challenges confronting greater transparency and accessibility of communications policy-relevant data, as well as a detailed set of proposals for improving the current situation, in an effort to build towards an environment in which public policy is made with publicly available data.  相似文献

This report presents a detailed review of current published research on cancer communications that provide strong positive outcome data on the effectiveness of strategic communications in cancer control. The research literature is examined in three categories based on the communications strategy used and behavior targeted: 1) strategic communications on adoption of prevention behaviors in diverse populations; and on promotion of cancer detection and screening behaviors; 2) tailored communications on promotion of cancer prevention and control; and on promotion of screening and detection behaviors; and 3) interpersonal communications on provision of social support to individuals living with cancer. The review of the literature suggests that communication interventions can influence important health outcomes in cancer prevention and control, and communication is a central process for disseminating cancer information to key populations. For example, the review illustrates the role of the NCI's Cancer Information Service as an important source of communication for providing consumers with relevant cancer information. Implications are drawn from this review for demonstrating the value of the expanded research programs proposed by the National Cancer Institute as part of their Extraordinary Opportunity in Cancer Communications Research initiative.  相似文献

The economic reform underway in China from 1979 has brought remarkable change to the country, particularly in rural areas. What role do communications play in the process? What kind of communications via different media occurred in the consequential rural change? Does it have something to offer about communication and development? What can be improved and what should be continued with regard to communications in rural China? The purpose of this paper is to try and find answers by looking at the communication activities in rural China, with data from newspapers, personal observations and other literature. The analysis is based on existing theories followed by conclusions and implications for policy and planning. It is pointed out that concerns about basic human needs are the fundamental guideline for communication for development. Communications would greatly enhance development when basic information needs are met, which leads to fulfilment of basic human needs.  相似文献

A satellite communications service used for the continuing education of hospital staff can be successfully managed by a hospital library. Organization of the service includes managing equipment and personnel, finding programming, marketing the service, arranging for teleconferences, and establishing videotape procedures. This article examines whether or not there is a fundamental conflict between the Library Bill of Rights' support of free speech and a college or university's institutional regulation of hate speech. The author discusses legal and social issues surrounding hate speech regulation, examines possible links with library collection development responsibilities, and offers suggestions as to what role librarians can play in seeking solutions when an institutional policy runs counter to the principles of free expression embraced by the library.  相似文献

The relatively new topic of Next Generation Networks (NGN) is one which is ascending rapidly communications policy agendas in Europe and beyond. How these networks might be created and, beyond that, how they might function in a sustained and broadly useful manner, and the implications of this, are issues which crystallise a raft of often complex policy concerns that have emerged, for at least a decade, in historically distant though increasingly connected quarters of electronic network communications. This article breaks new ground in the analysis of the emerging role of the EU by exploring EU NGN policy from a convergence infrastructural and content perspective. Whilst at this stage, despite new ‘policy packaging’, the EU's NGN policy activity is resonant of past telecommunications and audiovisual policies, the article contends that there are key areas where the EU can exercise considerable policy leverage through utilising a combination of formal legal and soft governance capacities. This has a greater chance of materialising how the more transnational NGN networks and services become.  相似文献

This article charts 2 parallel movements in the communications sectors of the United Kingdom and Europe: the ascendancy of marketization policies within both the European Union and its major member states and accelerating convergence of the computing, telecommunications, and audiovisual industries. The contradictory character of policy at the European level is examined against the background of assertive pressure from the corporate sector for liberalization of regulatory regimes. Using data primarily from the United Kingdom, the struggle for survival of the public communications sector and the consequential difficulties of communications and social exclusion faced by lower income consumers are examined.  相似文献

How individuals share information with respect to politics and policy in networked research environments is an area ripe for interdisciplinary study. In this analysis, I explore some of the more current and salient research findings from several disciplinary literatures (communications, computer science, organizational behavior, information science, and public policy) to examine how current research perceives the influence of technology-aided communications on policy-making conversations. I suggest that a community-centric view, which takes into account online and offline group affiliations and their related power dynamics, is just as important as an individual-based unit of analysis. This understanding points to directions for the thoughtful creation of digital resources that appropriately reflect and support inter- and intra-group knowledge-sharing behavior.  相似文献

While citizens previously took a back seat to government, citizen coproduction of disaster risk communications through social media networks is emerging. We draw on information-processing, citizen coproduction, and networked governance theories to examine the governance and impact of networked interactions in the following question: When government's capacity in information-processing and communication is overwhelmed by unfolding disasters, how do government and citizens coproduce disaster risk communications? During the Hurricane Sandy, we collected 132,922 #sandy tweets to analyze the structure and networked interactions using social network analysis. We then conducted case study of the government's social media policy governance networks. Networked citizen interactions – their agility in voluntarily retweeting the government's #sandy tweets and tweeting their own messages – magnified the agility and reach of the government's #sandy disaster communications. Our case study indicates the criticality of social media policy governance networks in empowering the lead agencies and citizens to coproduce disaster communication public services.  相似文献

In Canada, data on book publishing are collected and disseminated by a variety of agencies. The types and collectors of data are described, and the accuracy and completeness of data are assessed. The relationship between available statistical information and policy formation and application in support of book publishing is discussed, and Canadian programs to support writing and publishing are evaluated. In 2009, the South Korean government reformed its communications sector through legislation that addresses convergence services. This study traces the policy-making process of the convergence in terms of politics and regulation, and it also examines how the stakeholders' interests are aligned and coordinated in the policymaking process of convergence in Korea. Using actor-network theory, this study relates the socio-political construction of Korea's strategy for convergence reform. Key research questions include: (1) what social and political factors influence strategy formulation and (2) how do different interests stabilize ideologies in which actors formulate their strategies based on their interests. Despite the dynamic interactions, the actor-network around convergence has yet not been effectively stabilized, as the politics of convergence is complex and marked by paradoxical features. This study suggests new intellectual perspectives and methodological heuristics that may assist researchers and practitioners analytical efforts in examining socio-technical change and the implications for policy development and implementation.  相似文献

The recent advances in the Internet technology have propelled the development of related applications in electronic communications and transactions, including electronic commerce and electronic government (e-government). There has been a proliferation of e-government initiatives worldwide undertaken under different forms of government, socioeconomic settings, and technological conditions. Nonetheless, the relationship between an e-government initiative and its context has not received adequate attention in the e-government literature. This paper provides an organizing framework that maps the core values (goals) of e-government to two fundamental factors; namely, the degree of e-government readiness and the level of democratization. The framework addresses the importance of the relationship between the context within which e-government initiatives are undertaken and the goals of those initiatives. From a conceptual perspective, this framework underscores the pivotal importance of the context of an e-government initiative in influencing the goals of this initiative. From a practical viewpoint, the framework provides a roadmap for policy makers to formulate policy goals of e-government initiatives commensurate with their respective environments.  相似文献

This paper reports on the setting up of the Research Information Network (RIN) and its work since 2005 in relation to scholarly communications and open access. A key aim has been to help in finding ways to ensure that—as the activities, interests and expectations of all who are involved in scholarly communications change in fundamental and disruptive fashion—the UK research base is supported with effective arrangements for handling and communicating the results of research. The RIN has sought to operate in collaboration with all the key groups of stakeholders, from the research, funding, library and publisher communities. The results of studies of funders’ policies, of the available evidence relating to scholarly journal publishing in the United Kingdom, and of researcher behaviour in finding and using open access and other information resources are described. The process leading to the publication of a statement setting out key principles for the scholarly communications process that has been endorsed by the key UK representative bodies for the publishing, the library and information, and the research funding communities is analysed.  相似文献
