This article presents a case study of Malaysia’s inroad in internationalising its higher education system for the past three decades and proposes recommendations and the way forward in internationalisation. Internationalisation is one of the critical agenda in Malaysia’s higher education transformation with an end target of becoming an international hub of higher education excellence by 2020. The country is no stranger in internationalisation as efforts in student mobility, academic programmes and international collaboration have started since the 1980s and 1990s. As with other higher education systems globally, it was the private sector that initiated and sustained efforts in internationalisation of Malaysian higher education. With the growth in international student enrolment, the country has established itself as a student hub; however, greater focus and clarity in direction should be set forward in accelerating Malaysia’s progress in internationalisation, with research and development as a potential catalyst. The article also questions Malaysia’s current standing with regard to internationalisation and the need in facilitating higher education institutions to build their capacity in internationalisation, highlighting the important roles of individual institutions at both public and private sector that drive the country’s internationalisation agenda.  相似文献

In the context of low-income countries, the role of donors in public policymaking is of great importance. Donors use a combination of lending and non-lending instruments as pathways of influence to shape policy directions in aid-recipient countries. This paper reports some findings from a doctoral study on the role of the World Bank in the recent higher education (HE) policy reform process in Ethiopia. It focuses on the nature and impact of non-lending assistance by the Bank to the Ethiopian HE subsystem. Based on an interpretive policy analysis of sector reviews and advisory activities of the Bank, and selected national HE policy documents, the following findings are highlighted. First, as a ‘knowledge institution’, the World Bank produces, systematises and disseminates knowledge through policy advice, policy reports, analytical sector reviews, and thematic conferences and workshops. Second, knowledge aid from the Bank not only has a profound discursive effect on shaping Ethiopian HE policy reform priorities in accordance with its neoliberal educational agenda but also undermines the knowledge production capacity of the nation. The paper also argues that, for an effective education policy support, the Bank needs to shift its modality of engagement from knowledge aid to research capacity building.  相似文献

This article discusses the changes in Russian higher education policies and the role of international organizations—the World Bank and OECD—in promoting education reforms in this country. General and specific recommendations offered by the World Bank and the OECD expert teams to improve Russian higher education are analysed to determine if any of their suggestions have been considered and applied in recent government policies. We explore the mechanisms though which new policies are implemented at the institutional and national levels. Finally, we suggest that higher education institutions and the Russian government experience coercive, mimetic, normative and discursive pressures emanating from these global policy actors.  相似文献

Portugal, as a small and increasingly integrated European economy, has been influenced by some of the major trends that defined the agenda of higher education policy in recent decades. Its backwardness – notably in terms of skills, education, and training – has frequently prompted a focus of attention on its international counterparts, particularly those in Europe, in search of affinities, solutions and errors to avoid. The search for guidance has also created an opportunity for the intervention of international organisations. Until Portugal joined the European Union (EU) in 1986, the Organisation for Economic Cooperation and Development (OECD) and the World Bank were the main agencies playing this role. Henceforth, those institutions lost some influence, and the European dimension gained increasing prominence. This article discusses the role of those international organisations in the definition of priorities for Portuguese higher education policy in recent decades, and provides a general overview of the outside perceptions of the Portuguese situation as understood by these international organisations. In particular, the article focuses on those interventions that promoted the influence of market mechanisms in the Portuguese higher education system by emphasising the need for higher education institutions (HEIs) to strive for increased economic responsiveness.  相似文献

This article looks at globalisation as a process of replacement of the global political order of nation states with the global economic order of transnational corporations. It is argued that this process carries far-reaching consequences, in which a growing number of spheres, including education, are subjected to the interests of the global economic order. Under the disguise of global economic development activities the new world system strives towards maximising the short-term profits of the transnational capitalist class. Following Sklair's global systems theory, this article looks at the World Bank as a transnational organisation. Based on recent World Bank higher education reform loan projects in Eastern Europe, it is argued that the primary outcome of the World Bank loan projects is the redistribution of the resources of the so-called 'recipient countries' to the transnational capitalist class.  相似文献

ABSTRACT

The year 2015 was significant for the arena of international development, as UNESCO’s Education for All agenda was replaced by Education 2030, which would identify minimum standards of education quality. The OECD had been working on extending its existing PISA assessment into low- and middle-income countries through PISA for Development (PISA-D) and positioned the new assessment as a means of tracking progress on the post-2015 goals. The organisation maintains that PISA-D was introduced primarily in response to the demands of the international community, especially low- and middle-income countries, and that the assessment was developed in partnership with them. This paper investigates those claims through an analysis of the arrival of PISA-D in Cambodia, situating the analysis within UNESCO’s shifting agenda and the strategic visions of the OECD and World Bank that first emerged in the 1990s. The result is a very different picture to the portrayals of local agency, demand, consensus and partnership that adorn the official websites and pamphlets of global agencies and much academic research, raising serious doubts about education governance post-2015.  相似文献

This article contrasts the official, largely silent, role of the World Bank as an agent of global markets with its professed role as agent of the poor. The failure to make explicit its role as global market advocate creates a policy environment that can be destructive of both global markets and the long-term survival of the world’s poor. The article examines the World Bank’s Education Sector Strategy in this light. The article begins by outlining the institutional, policy and education frameworks that emerge from the conflicts of the World Bank’s dual role in markets and poverty. It then shows that the implementation and outcome analyses in The Strategy grow out of these frameworks and are, therefore, limited in scope and effectiveness. An approach that explicitly acknowledges the market roles of the World Bank would have led to a more effective policy document.  相似文献

The four decades since reform and opening up have seen dramatic changes in China’s higher education system. Focusing on international dimensions, the analysis supports the view that reform and opening up was not merely an economic and political reform, but an opening of the mind to the outside world, after the disaster of the Cultural Revolution. But it is important to be reminded that China’s relations with the outside world have a much longer history, with the spread of Confucian ideas to East and Southeast Asia, and the importation of Buddhism from ancient India; both during the Tang dynasty. The article points to key ongoing debates in China about the extent to which it can incorporate ideas from outside, while still retaining a Chinese essence. The rise of China as a knowledge hub and destination for international students is also charted, and the prospects for further development are assessed.  相似文献

This article examines the principal arguments found in the work of Paulo Freire concerning policy and ethics in the field of higher education in Latin America. It critically analyzes the university reform in Latin America dominated by the thought and practice promoted by various international financial institutions (such as the World Bank and the Inter-American Development Bank [IDB]) beginning in the 1980s and then looks at the feasibility of an alternative Freirian view. The work of Paulo Freire celebrated the liberating role that public university education should play in the training of citizens and professionals, that is with a critical and ethical conscience, committed to the needs of the locality, region and the world. All this is in clear opposition to what has happened to Latin American universities, influenced by neo-liberal reforms over the last decades.  相似文献

In a recent issue ofProspects we published a review of the World Bank's recent publication,Education Sector Working Paper. This publication represents a major policy statement by the Bank on the subject of education and significant (not to say radical) departure from previous policies. It is a document all the more important in view of the enormous funding power of the World Bank and the undeniable influence of its policies on national governments and even on international organizations. TheEducation Sector Working Paper, which has been generally welcomed in international circles, is certainly not without its critics both in the developing countries and in the industrialized world. We feel that at a time when there is a push for examining educational policies and concepts on an international level, we can contribute to the debate by publishing some criticism and rejoinder centring around the World Bank publication, much as we did in 1973 and 1974 on the subject ofLearning to Be, the report of the International Commission on the Development of Education. In this issue, therefore, we open the discussion with an article by Peter Williams, originally written for a one-day review meeting to consider the World Bank publication, held on 19 May 1975, at the University of London Institute of Education, and which he revised forProspects. The institute hopes to publish a report of its meeting, together with the papers, before the end of this year. Peter Williams' critique seems to us to be particularly interesting because it is based on the author's disagreement with the prevailing pessimism in the world, reflected by the World Bank, on the state of education in the developing nations. Founded on several highly influential quantitative studies, the past decade has witnessed the OECD and World Bank increasingly converge on the view that cognitive levels of students and education quality, as proxied by international large-scale assessments (ILSAs), are the primary determinant of national economic growth worldwide. More recent OECD and World Bank pronouncements have further suggested these dynamics are clearly illustrated in East Asia’s education and ‘Economic Miracle’, in particular the cases of South Korea and Singapore. Herein we utilise the OECD’s own data to examine this new development narrative, finding little evidence in support of these claims.  相似文献
