Although much attention has been paid to how media use and interpersonal discussion motivate people to engage in political persuasion, and despite recent efforts to study the role of digital media technologies, less is known about the creation of news and public affairs content online. This study sheds light on how online content creation works alongside other communicative behaviors, such as news use and political discussion, to affect attempted political persuasion. Using two-wave panel survey data, we find that political discussion and citizen news creation mediate the relationships between online and traditional news use, on one hand, and attempted persuasion, on the other. Furthermore, strength of partisanship moderates the relationship between content creation and attempted persuasion. Findings are discussed in light of their implications for the political communication and public sphere processes.  相似文献

Understanding why people attempt to remove, relocate, or restrict books in an age of ubiquitous access is one of the more puzzling aspects of contemporary challenge cases. In order to better comprehend this largely symbolic phenomenon, this study focused on the arguments that book challengers employed to justify the removal, relocation, or restriction of books in 13 challenge cases in public libraries and schools across the United States between 2007 and 2011. Three sources of discourse, which were coded for common themes, were analyzed. The first consisted of a variety of documents, obtained via state open record requests to governing bodies, which were produced in the course of challenge cases. Recordings of book challenge public hearings constituted the second source of data. The third source of discourse consisted of interviews with challengers. The study found the following common themes in challengers' worldviews: First, they saw contemporary society as being in a state of decline and were concerned with preserving the innocence of children in the midst of this decay. Second, they constructed public institutions as symbols of the community that must represent their values and aid parents in their difficult role as boundary setters. Finally, challengers demonstrated a reverence for the books as a material object and employed common sense interpretive strategies. It is hoped that this analysis will offer a starting point for comparing the discourse of challengers to the discourse of other social actors and aid librarians and other information professionals in providing effective responses to challengers to materials in their respective institutions.  相似文献

An assessment of the extent of public involvement in the FCC's media ownership hearings in 2006–07 was conducted through an analysis of the hearings' structure, the 732 public comments made in them, and the FCC's ensuing Report & Order (R&O). In light of the rising call for pluralism, direct democracy and public involvement in policy deliberations, the results reveal that the FCC consistently hindered public participation in the hearing process it initiated and managed through limited advance notice, inconvenient timing, a hearing structure that subordinated the public to experts and stakeholders, and scarce mention of public comment in the final report.  相似文献

The refugee sanctuary movement in the United States has shifted to include undocumented immigrants fleeing violence and economic strife. Given the negative tenor of coverage of undocumented immigration, and ties between framing and policy views on immigration, how the media frames sanctuary cities is likely to impact public perceptions of these cities and their policies. To assess media coverage of sanctuary policies, we analyzed articles from five national newspapers from 1980 to 2017 with both human content analysis and dictionary-based computational analysis. We find that framing around religion/morality and conflict has decreased, while stories focusing on crime and partisanship have increased. We discuss implications for public opinion and the likelihood that the American public will take their cues from media framing and elite discourse when it comes to sanctuary policies.  相似文献

Viral flows of counterpublicity are an increasingly common occurrence in the global modular network of the modern public spheres. This article applies a public sphere theoretical framework built upon the radical or agonistic tradition and a critical discourse analytical methodological framework to interpret the example of the 2009 New Zealand Internet Blackout, which was mobilized in protest against impending copyright legislation that would have rendered the Aotearoa New Zealand environment one of the harshest in the world. It shows that viral counterpublicity can generate successful counterhegemonic projects and even bring about legislative change, and in doing so, makes the argument that our understanding of what the modern public sphere is should allow for more unruly and contentious forms of democratically legitimate communication.  相似文献

This article recounts the fight over public soundspace at Grand Central Terminal in 1949 after management began using Muzak, punctuated by commercial advertisements, to manage and monetize the soundscape. The public protests against these broadcasts in the press were followed by public hearings which weighed the commuter’s right to be left alone with his or her own thoughts against the company’s right broadcast sell the public soundspace. The author argue that this case, which was tied to a similar case before the Supreme Court, set a legal precedent allowing public soundspaces to be monetized in the same way as physical or visual spaces were, and set the stage for the ubiquitous engineering of public soundspaces that is the norm today.  相似文献

The adoption of electronic rulemaking by many federal agencies provides an opportunity for a greatly enhanced public role—both in terms of the numbers of people who might participate and the depth of their possible participation. This step towards E-governance poses several challenges for agencies: how they should structure their proceedings, how they can process the comments received and how they can foster and take part in the online communities of interest that will result from this activity. The online tools that may be applied to rulemaking and its ancillary activities—advisory committees, advanced notices of proposed rulemaking and enforcement—can also be used at earlier stages of the legislative process to increase public interest, involvement and commitment. This approach is relevant for all levels of government and for any issue on which public hearings are held or public comment solicited. It can provide an efficient and effective nonadversarial process in which officials and members of the public can mutually define problems and explore alternative solutions.  相似文献

Over the past three decades, discussion of government documents on American Indians has emphasized federal agency documents and archival records. Despite the fact that Congress has the ultimate authority in Indian affairs, document librarians have not explored the considerable research potential of hearings as a format for information. This article will show, with examples from early twentieth century legislative and oversight hearings, that there is significant untapped research content on American Indians in congressional hearings.  相似文献

This study seeks to understand “listening” as a practice and norm of journalism in the context of an eruption of journalistic discourse about listening surrounding the 2016 US election. An examination of US journalists’ own discourse about listening pointed to an understanding of the need to listen more, better, and to a more diverse set of voices. The widespread criticism of journalism’s performance frequently pointed to failures of listening as a root cause of the more general failure to adequately cover the campaign. Thus, listening involved a set of skills, but was also sometimes construed as a moral obligation. Overall, however, the discourse showed an anemic understanding of listening, often pointing to the public’s inability to listen to journalists.  相似文献

Despite recent assertions about the new prospects opened up by the literary periodicals which emerged in the years immediately following the expiry in 1695 of the Licensing of Print Act, it is apparent that, right through to the 1740s, writing for the stage remained the best prospect for a writer hoping to make a living by the pen. We should therefore be cautious before we make sweeping generalizations either about the profits to be made out of periodical publication or the expanding opportunities they presented for professional writers, let alone about the role of the periodical essays of Addison and Steele in the emergence of ‘a bourgeois public sphere’ in which hierarchy was suspended, and which was accessible to all. Despite The Spectator's advocacy of polite rational exchange, historical consideration of the periodical press at this time reveals a high degree of political partisanship.  相似文献

This paper develops a framework to assess the text-based public information provided on program level government agency Web sites. The framework informs the larger e-government question of how, or whether, state administrative agencies are using Web sites in a transformative capacity—to change relationships between citizens and government. It focuses on assessing the degree to which text information provided on government Web sites could facilitate various relationships between government agencies and citizens. The framework incorporates four views of government information obligations stemming from different assumptions about citizen–government relationships in a democracy: the private citizen view, the attentive citizen view, the deliberative citizen view, and the citizen–publisher view. Each view suggests inclusion of different types of information on government agency web sites. The framework is employed to assess state Web sites containing information about chronic wasting disease, a disease effecting deer and elk in numerous U.S. states and Canada.  相似文献

Prior concerns regarding terrorism resulted in a rush to legislate. Now terrorism is not the only issue in the new security agenda, and we appear to have stopped rushing our legislative processes. Yet, policies are still emerging with a lack of public discourse and legislative deliberation. This article reviews two such policies: access to personal information held by airlines and new border practices that include the collection and processing of biometrics. By looking at the negotiations between the U.S. and the European Commission on passenger name records (PNR), the debates in Canada regarding the collection of passenger information, and the deployment of the US-VISIT system, we identify a number of policy dynamics. We can see within these dynamics of policy formation some essential ingredients for discourse and deliberation, which may inform future debates. In particular, this article argues that we may inform policy by looking at the international, regulatory, legal, and technological dynamics of policy.  相似文献

Congressional Research Service (CRS) products, such as CRS Reports and Issue Briefs, are valuable reference tools that can assist reference professionals in providing service to a wide range of patrons and should not be overlooked. This article briefly explains how legislative reference bureaus came into existence and details the early legislative history of the formation of CRS, the federal legislative reference service. This article also explains what products CRS creates and for what purpose. Finally, this article provides a brief legislative history of modern congressional efforts to publicly disseminate CRS products, which includes summaries of public discourse on the subject.  相似文献

An experiment (N = 272) demonstrated that disagreement—either civil or uncivil—may have a chilling effect on the public discourse vital to a deliberative democracy. Both forms of disagreement—in comments posted on a news story about abortion—caused negative emotion and aggressive intentions. However, only uncivil disagreement led people to respond back uncivilly and indirectly led to greater intention to participate politically, if it aroused aggressive feelings. Findings support extending face and politeness theories to the computer-mediated space of online commenting. Results are discussed in relation to the impact on the public discourse.  相似文献

The pages of the Journal of Broadcasting have often carried material relating to the American Bar Association's Canon 35, which prevents broadcasters from carrying the tools of their trade into the courtroom. Although the conflict between lawyer and broadcaster has flared up once again following the recent statements by Mr. Justice Douglas, the question of judges ordering their courtrooms is not nearly of such serious import to the broadcaster as the question of gaining admittance to legislative sessions and hearings.

Many of television's most impressive hours have been spent covering the hearings of various U.S. Senate committees. However, the broadcast media have no such access to hearings in the House of Representatives—even when these hearings may be of vital concern to the nation and the industry. On the local level, the situation is no less spotty, with the current fight to gain access to the Chicago City Council garnering the headlines.

A broadcaster trying to gain admittance for his microphones and cameras into a legislative session is often handicapped by not knowing the pertinent precedents from other parts of the country. The following survey of this subject is designed to assist the broadcaster or other interested parties in interpreting the various laws, regulations and precedents. The advent of the Internet in China has broad implications for citizen participation in public life. To assess the impact of the Internet, we need to ask questions first about the basic structural patterns of participation among Chinese population and then on whether the Internet may provide new opportunities for disengaged people, or expand the scope of participation, or reinforce the existing structural conditions that hamper citizen participation. We address these questions with data from a nationally representative sample survey in China. Through a latent class analysis, we differentiate four types of participation. We conduct a multinomial analysis to show that the Internet recruits some disengaged, but capable participants into public life, but overall, it allots more opportunities for the socioeconomically advantaged segments of the population.  相似文献

Providing better service by automating “business processes” is an exciting prospect for improving the government. Yet, there has not been the same level of effort at making it easier for the public to obtain information about what its government is doing. This article focuses on the constraints and opportunities in making database information available to the public. The database technology is chosen because it is a central repository of public information. New federal law requires the use of information technology (IT) to make access to public information easier. But the new law has also subtly shifted the burden of proof to the citizen in showing why certain information should be made available. If a “statutory fix” to this problem is not available in the short run, we urge agencies to provide increased access to database information because of the continual development of technology and its effect on citizen expectations.  相似文献
