ABSTRACT

Despite Indiana’s school choice landscape – including private school vouchers, tax-credit scholarships, inter-district and intra-district enrollment, magnet schools, and charter schools – not all Indiana communities have reasonable access to options outside of their traditional public schools. This research explores what lack-of-reasonable access differences – defined as greater than a 30-minute one-way drive time to a choice school – exist by locale, with a focus on rural communities. Geospatial analysis is used to identify “school choice deserts” lacking multi-sector schooling options in various communities. These deserts tend to exist wholly or mostly in rural areas, although Indiana students in grades K–8 exhibit greater access levels to non-traditional schools than those in high school.  相似文献

Abstract

This article reports on inquiry into school managers’ and teachers’ views on a zero-tolerance approach to managing learner discipline in schools. The study was conducted by way of multiple focus group interviews with selected participants from six inner city schools. Additional (secondary) data were obtained from schools’ code of conduct journals. The data were analysed in grounded theory mode and the main themes of the findings show that the participants are deeply concerned about the way in which disciplinary problems are affecting everyday school life. The participants struggle with applying the democratic principles of the law and reflect on times past when order was supposedly maintained by way of corporal punishment. The study included a section in which participants were asked to converse about the “zero-tolerance” approach to maintaining school discipline. It appears that this is seen as a viable option. Having introduced the notion, the principal researcher, with the other authors, caution such an introduction without coupling it with a school renewal drive that includes counselling and the development of an ethic of care.  相似文献

COMPASS-AIM is a set of processes and tools used by participants in a research–practice partnership (RPP) to improve organizational capacities and individual and team competencies for organizational learning and improvement. The “COMPASS” team includes teams of teachers and school leaders who work with a university researcher and expert professional developers. Improvement teams begin by COMParing practices in their own setting to those in higher performing schools identified through research. The next few phases involve Assessing priorities based on those comparisons, Selecting levers (i.e., drivers) to improve a priority area, and Setting a SMART (Specific, Measurable, Attainable, Relevant, Time-bound) goal or goals designed to address the priority area. Once a “COMPASS” team establishes a goal or goals, the process has it take AIM at Action planning, Implementation, and Monitoring progress through periodic “check the pulse” meetings. Throughout these phases, participants use self-assessment tools, case studies, and a variety of other research reports to inform their work. This research utilization-focused approach bridges research and practice, while accommodating for variability in desired outcomes, affordances, and constraints for change in different school and district contexts.  相似文献

Abstract

The imbalance in allocating high school educational resources within the county region has expanded the imbalances in local high school educational development. This has caused “diseconomies of scale” in high schools, aggravated the “expansion impulse” in building model high schools, limited the growth of effective demand by families for high school education, and restricted the expansion of the size of overall local high schools. Therefore, balancing the allocation of high school education resources, increasing investment and support for nonmodel high schools, canceling “model high schools,” and guiding all high schools onto the path of “running schools with features” is the necessary path for ensuring that Gansu high school education can develop continually and healthily.  相似文献

Abstract

This article reports on research that investigated integration challenges in multicultural schools. The inquiry followed a qualitative approach, using interviews, focus groups and open-ended questionnaires. The understanding of the integration of multicultural challenges in schools was done through the lens of critical race theory (CRT). Individual interviews were conducted with eight principals, followed by focus groups with 34 teachers, together with open-ended questionnaires which were administered to 82 participants. The findings revealed that policies on school integration present opportunities for integration but do not address the challenges of diversity in schools. The research highlighted the problem that integration is not recognised in schools although it is mandated by government policy. The research conducted highlighted the fact that it is not easy to implement a policy on integration because some schools do not see so-called “colour” in the learners. Schools alone cannot deal with and remedy the inequalities and segregation in multicultural schools, and communities should help at all levels to achieve positive transformation in schools.  相似文献

ABSTRACT

Two related but distinct questions are often asked by educators as they try to make their schools more effective. These are: “Which of the many activities that we do have greater benefits for students?” and, “How can we make our schools better than they are now?” The first question focuses specifically on the impact of schools on student outcomes and the characteristics of effective schools, whereas the second addresses the implementation of change and school improvement. This article addresses the research related to these two questions and describes the application of this research in a large school district in Ontario, Canada.  相似文献

ABSTRACT

This paper considers the role that schools have in determining whether school leavers participate in higher education or not. It examines the association between schools and university participation using a unique dataset of 3 cohorts of all young people leaving maintained schools in Wales. School “effects” are identified, even after controlling for individual-level factors, such as their prior attainment, socioeconomic circumstances, ethnicity, and special educational needs. Schools appear to have a particular “effect” on the likelihood that a young person enters an elite university. However, the findings suggest the concept of a school “effect” on higher education participation is not straightforward – schools appear to have different levels of effectiveness depending on the gender of the young people and the nature of their higher education participation. These findings are considered within the policy contexts of school effectiveness and widening access to higher education.  相似文献

Abstract

This article proposes that a metaphorical fence between schools and communities can be brought down by using democratically elected Community Education Forums (CEFs). The CEF concept was piloted in a participatory-action research project that was conducted in three rural communities in Limpopo, one community in Mpumalanga, one in Eastern Cape and in one informal settlement in KwaZulu-Natal, between 2005 and 2006. In this pilot project, the CEF concept was found to be effective in providing a platform that would facilitate a dialogue among different stakeholders such as school governing bodies, community policing forums, educators and education officials. The CEF's strength is rooted in its inclusivity of all community structures and in giving an equal voice to all. Thus through effective community participation the CEF framework has a potential to break down that “fence” that separates schools from the communities they serve. The data from all sites indicated positive responses from participants, ranging from evidence of active collaboration to the willingness to collaborate. The signs of collaboration among different stakeholders in each site included the utilisation of human resources and skills to address urgent educational challenges cost-effectively. Such collaboration and partnerships are positive in terms of facilitating a relevant and integrated curriculum delivery.  相似文献

This qualitative study was motivated by a sizeable number of school principals retiring early in South African schools. They either leave teaching for other careers or retire before the retirement age of sixty. It was then necessary to explore what factors, if any, made them leave school management and the teaching career. Sixteen school principals were purposefully selected and interviewed through semi-structured interviews. Eleven of these had already left teaching in the previous four years, while the others were waiting for their last days in teaching at the time of the study. The results illustrate that there are various reasons that lead to the early retirement of school principals from historically black schools. Among these are burnout, lack of teacher commitment, increased unionisation of teachers as well as the non-involvement of district officials in the schools’ improvement and management plans. Consequently, many participants maintained that it was almost impossible to run schools effectively when this scenario prevailed. The conclusions point out that school managers and leaders need to be supported in various ways as they steer various programmes in their schools. This includes constant mentoring, management preparation as well as continual formal professional development programmes.  相似文献

ABSTRACT

This article starts from histoire croisée to develop a genuinely relational analysis of performances of health education in the context of open-air schools. It interrogates, through places, people, and things conceived of as being performatively entangled, the notion of an internationalisation of school hygiene. These places, people, and things – “international” conferences and exhibitions, “figureheads” of the aspiring New Schools and open-air schools movements, and printed, photographed, and designed materials – reveal open-air schools as “practice[s] and movement[s]” unbound by national or otherwise (real-)imagined borders. Fragmentation accompanied their circulation and ensued from their co-constitutive role in the mediation of knowledge and praxis around hygiene. While still underexplored, economic factors were key to this process. Their analysis from within the “meshwork” in which non-/humans were (are) entangled opens up new lines of enquiry.  相似文献

Abstract

This article reports on a study that investigated how collaborative leadership can influence sustained learner academic performance in secondary schools. The key problem resounds about secondary schools that are unable either to sustain or improve learner academic performance when intervention strategies rolled out from the district offices are concluded. The literature pursued in the study covered collaborative leadership from both schools and district education offices and their impact on learner academic performance. Participants were circuit managers, subject advisors, principals and teachers. They completed open- ended questionnaires that sought to explain the relationship between collaborative leadership and sustained learner academic performance. Major findings indicated that participants (at the various levels of leadership) attribute low learner academic performance to all other involved parties except themselves. Thus, collaborative leadership within the school and between schools and district education offices is not enabling sustained learner academic performance.  相似文献

While digital technology is an integral feature of contemporary education, schools are often presumed to constrain and compromise students’ uses of technology. This paper investigates students’ experiences of school as a context for digital technology use. Drawing upon survey data from three Australian secondary schools (n = 1174), this paper considers the various ways in which students use digital devices and applications “in school” and “for school”. After highlighting trends and differences across a range of digital devices and practices, the paper explores the ways in which students perceive school as a limiting and/or enabling setting for technology use. The findings point to a number of ways that schools act to extend as well as curtail student engagement with technology. This paper concludes by considering the possible ways that schools might work to further support and/or enhance students’ technology experiences.  相似文献

The Free Primary Education (FPE) policy in Kenya created a dichotomy between the widespread notion that the government should be responsible for everything and the reality that the government had stopped recruiting teachers. This article investigates the current state of the accountability system for school governance in public schools in the Maasai community in Loitokitok District, Kajiado County, by focusing on the client power of parents and communities. A case study of eight schools in the Masai community reveals that a sense of “working together” and a substantial degree of client power are present in various school initiatives. Elements that enhance client power include information sharing, collaboration and coordination with stakeholders, critical-thinking ability, respect and trust, and other unique efforts. The study also indicates the limitations of the dichotomous lens of “service provider” and “client” and questions the instrumental approach to community participation in school management.

This article explores an international week in a Norwegian primary school from the perspective of the different participants. Such international weeks are typically organized in connection with the United Nations Day, to contribute towards the school’s aims of inclusion and social justice. Whereas research literature has been critical towards such weeks, using terms such as “exotification” and “hall-way multiculturalism,” there has been little research on international weeks from the participants’ perspectives. This qualitative case study of a single week both confirms and challenges the research literature’s critical stance. On the one hand, these weeks may seem to be only “happenings”; on the other hand, they potentially promote critical reflection about cultural identities, connecting schools and local communities.  相似文献

ABSTRACT

A key goal of school choice policies is to generate competition between schools, which should theoretically drive school leaders to improve their programs to attract and retain students. However, few studies examine how principals actually perceive and define competition. This article empirically examines school leaders’ conceptions of competition and their strategic behaviors using cognitive frameworks from new institutional theory, including sensemaking theory. Drawing on data from qualitative interviews with 30 charter school leaders in Arizona, we explore how leaders’ cognitive understandings of competition influence their actions in an educational “marketplace.” We find charter school leaders make meaning of “competition” in different ways, influenced by their local contexts and their conceptions of what actions are legitimate. Our work suggests that it is important to study the meanings of competition to school leaders, as it has important implications for schools’ competitive responses and, ultimately, student outcomes. Our work has important implications for policy makers seeking to expand school choice as it sheds light on how competition works in practice, with implications for equity and access.  相似文献

ABSTRACT

“Hybrid home schools” are schools in which students attend school with other students for 2 or 3 days per week in traditional classroom settings, and are homeschooled the balance of the week. This exploratory study presents self-reported reasons parents choose these schools, using an electronic survey of parents from four such schools (n = 136; 19% return rate). Findings indicate that families in these schools are relatively wealthier and more suburban than parents using tax credit programs, that they value school structures more than particular student achievement outcomes, and that they seek information on accreditation, curriculum, and the religious nature of schools in making their choices.  相似文献

Many of the historically white schools in South Africa still experience difficulty in becoming fully racially integrated. This article examines the situation in a school where the problem of racial conflict has been eradicated. This study contributes to knowledge in this field because the approach followed by the two new school leaders (principal and deputy principal) in turning the school into an example of racial harmony can be fruitfully emulated. This paper examines aspects of the school-to-work transition process for high-achieving indigenous Fijian young women using selective data from a wider study of school-to-work transitions conducted in 2005. It appears that traditional and colonial understandings of the role of Fijian women still shape even high-achieving girls' career and life options; these are expressed through their subject choices at school and their narrow career aspirations. While the social reproduction mechanisms of schools are evident, families and communities are also implicated. High-achieving girls still tend to emulate the career choices of older women in their families and communities, even in the current context of a marked lessening of labour market opportunities for the time-honoured “white-collar” occupations of teaching, nursing and public service work. Some provisional interpretations, looking towards productive interventions at school, community and church level, of this phenomenon are offered.  相似文献

Abstract

Botswana has been a host country to migrant teachers from various countries and regions of the world for many years. This paper reports on the migration motives that prompted teachers from four countries to move to Botswana to work in junior and senior secondary schools, and their attitudes towards human resource management (HRM) policies and practices in these schools. The teachers completed an 87-item questionnaire which measured four dimensions of migration push-pull factors, and HRM policy and practice issues. Multiple factors were revealed, linked to economic issues, personal circumstances, community and school-related conditions in both the home and host countries. However, the influence of each factor is related to migrants’ gender and countries of origin. As a follow-up to the above, a small, qualitative investigation was conducted. The reactions of five Botswana school managers to the HRM issues raised in the first phase were investigated by means of interviews. The results reveal the unique challenges of a diversified workforce for HRM in these schools.  相似文献

ABSTRACT

Blue Ridge Community College in Flat Rock, North Carolina serves a rapidly growing Hispanic population through its Family-Centered Literacy Program. The Hispanic population in the region has been increasing at a staggering rate of 50% per year, most of which is in-migration. These newcomers frequently face challenges adjusting to their jobs, schools, and living environment. The Family-Centered Literacy Program is teaching new skills to new residents to minimize the “culture shock”, and to make community immersion a less difficult process. The program offers evening classes 2 nights a week for parents and their children. Parents attend classes in basic and conversational English and General Education Development (GED) preparation; school-age children receive tutoring and help with homework; and preschool children learn from fluency-building games and activities. The college also provides Spanish instruction for school personnel who want to better communicate with Hispanic students and their parents. The program currently operates in 5 elementary schools. Each school has taken on the role of “community center” for Hispanic families.  相似文献
