This paper examines the relationship between (outside-in) open innovation and the financial performance of R&D projects, drawing on a unique dataset that contains information on the open innovation practices, management and performance of 489 R&D projects of a large European multinational firm. We introduce two types of open innovation partnerships – science-based and market-based partnerships – and examine their relationships with project financial performance. In addition, we investigate whether the open innovation—project performance relationships are influenced by the way how R&D projects are managed. Our results show that R&D projects with open innovation partnerships are associated with a better financial performance providing that they are managed in the most suitable way. Market-based partnerships are positively correlated with project performance if a formal project management process is used; however these partnerships are associated with a lower performance for loosely managed projects. In contrast, science-based partnerships are associated with higher project revenues for loosely managed projects only.  相似文献

This paper explores the impact of a specific R&D policy instrument, the Italian Fondo per le Agevolazioni della Ricerca (FAR), on industrial R&D and technological output at the firm level. Our objective is threefold: first, to identify the presence or absence of private R&D investment additionality/crowding-out within a pooled sample and in various firm subsets (identified by region, size, level of technology, and other features), while also taking into account the effect of single policy instruments or mixes of them. Secondly, to analyse the output (innovation) additionality by comparing the differential impact of privately funded R&D and publicly funded R&D expenditure on applications for patents filed by firms. Thirdly, the paper will compare the structural characteristics of firms showing additionality with those of firms showing crowding-out, in order to determine the firm characteristics associated with successful policy interventions. Our results suggest that FAR is effective in the pooled sample, although no effect emerges in some firm subsets. In particular, while large firms seem to have been decisive for the success of this policy, small firms present a more marked crowding-out effect. Furthermore, the firms’ growth strategies and ability to transform R&D input into innovation output (patents) seem to have a positive effect in terms of additionality.  相似文献

This paper studies the role of geographic proximity for interaction on R&D, by exploring the special case of formalised university–industry interaction in the engineering sector. While numerous studies find that geographic proximity facilitates spillover effects between university and industry by utilising evidence from e.g. patenting and publishing activities, the geographical dimension is largely understudied in studies that report evidence from direct interaction. A series of interviews with R&D managers suggests that linkages in geographical proximity are more likely than distant linkages to generate impulses to innovation and create significant learning effects at the firm. Similarly, geographic proximate interaction is more likely to successfully contribute to R&D projects with short time to market. For long-term R&D projects, geographic proximity is generally seen as a less critical factor. A survey to 425 R&D managers in Swedish engineering firms provides evidence that supports these hypotheses.  相似文献

Large multinational firms are the drivers for the globalization of R&D and innovation activities. There was a strong movement to establish a transnational configuration of R&D between 1985 and 1995. In recent years, however, R&D strategies and international location decisions have changed substantially. This paper is based on an in-depth analysis of R&D internationalization in 21 large corporations in Europe, Japan and the US. Our findings suggest that transnational corporations have tended to consolidate and streamline their organizations since the mid-1990s. Distributed R&D activities and globally-dispersed innovation processes have resulted in overly complex and unmanageable organizational architectures. This has induced firms to search for `leaner' and more effective types of managing their international portfolio of innovation activities. We learned that the spatial distribution of learning and R&D performing activities is something different than the spatial distribution of coordination and control. Many companies in our sample have adapted a strategy of multiple centers of learning with one dominant center of coordination. A framework is developed to serve as a basis for analyzing different patterns of internationalization of R&D and innovation, and for assessing the appropriate mechanisms to coordinate and control an international network of technological competence centers.  相似文献

This paper aims to disentangle the mechanisms through which technological similarity between acquiring and acquired firms influences innovation in horizontal acquisitions. We develop a theoretical model that links technological similarity to: (i) two key aspects of post-acquisition reorganization of acquired R&D operations – the rationalization of the R&D operations and the replacement of the R&D top manager, and (ii) two intermediate effects that are closely associated with the post-acquisition innovation performance of the combined firm – improvements in R&D productivity and disruptions in R&D personnel. We rely on PLS techniques to test our theoretical model using detailed information on 31 horizontal acquisitions in high- and medium-tech industries. Our results indicate that in horizontal acquisitions, technological similarity negatively affects post-acquisition innovation performance and that this negative effect is not mediated by the reorganization of the acquired R&D operations. However, replacing the acquired firm's R&D top manager leads to R&D productivity improvements that positively affect innovation performance.  相似文献

The use of R&D grants as a policy instrument has been motivated by economic arguments of market failure. Neo-classical econometric studies have analysed the additionality of one Euro of subsidies on both the investments of companies in the R&D process and the output of that R&D process. More recently, behavioural additionality has been launched as a third form of additionality. In contrast to input and output additionality, behavioural additionality is related to changes in the processes that take place within the firm. In this paper, we analyse the determinants of the behavioural additionality of R&D grants. To explain the mechanism through which behavioural additionality is obtained, we use organizational learning theory as a guide to formulate our hypotheses. Hypotheses are tested using a telephone survey of 192 recipients of R&D grants provided by the IWT in Flanders in 2001–2004, matched to a sample of 84 firms that undertake innovation activities but which had never had a grant bid accepted. We find that congenital learning and interorganizational learning lead to increased behavioural additionality. However, these learning effects decrease with the number of subsidized projects that are undertaken by the company.  相似文献

This paper draws on the knowledge-base implicit in ex post evaluations of publicly funded R&D and other related conceptual and empirical studies to suggest a framework for the ex ante evaluation of the regional benefits from R&D projects. The framework developed comprises two main elements: an inventory of the global private and social benefits which might result from any R&D project; and, an assessment of the share of these global benefits which might accrue to a host region, taking into account the characteristics of the R&D project and the region’s innovation system.The inventory of global benefits separately identifies private and social benefits and distinguishes between increments to public and private knowledge stocks, benefits to R&D productivity and benefits from commercialisation. Potential market and ‘pure’ knowledge spillovers are also considered separately. The paper concludes with the application of the framework to two illustrative case studies.  相似文献

China has become a hot spot of R&D internationalization and a growing number of Taiwan-based firms have indeed set up R&D units in China. Taking into account China's substantial regional variations in economic development, innovation capacity, and knowledge productivity, such notions as regional innovation system (RIS) and local innovative milieu may become more relevant to the study on relationships between China and its inward R&D internationalization. Therefore, the key issue for this paper is what locational advantages of an RIS within a host country affect the network linkages and networking strategy of multinational corporations’ (MNCs’) offshore R&D units. The paper aims to enrich the current understanding of R&D internationalization in several ways. First, the paper attempts to examine the R&D networking underlying R&D internationalization by Taiwan-based firms in China, with particular reference to the sub-national level inside China. Second, the paper tries to establish a link between the literature of R&D internationalization and that of RIS, with a modified version of Dunning's eclectic paradigm. Efforts are made to map the relationship between foreign subsidiaries’ local R&D networks and their host RISs inside China. Third, the paper takes advantage of a government databank to adopt a quantitative approach, the Seemingly Unrelated Bivariate Probit Regression model, with foreign subsidiaries as the unit of analysis, to highlight the role played by some aspects of the RIS in determining the local R&D networking of Taiwanese subsidiaries in China. Our evident shows that MNCs’ offshore R&D units that purse home-based technology exploitation strategy, the mainstream strategy regarding the developing host country, tend to be located in a host region with a strong knowledge application and exploitation subsystem, while an RIS with a strong knowledge generation and diffusion subsystem, within such a developing country as China, may induce MNCs’ local R&D units to pursue home-base technology augmenting strategy. On balance, not only the location choice but also the local R&D linkages of MNCs’ offshore subsidiaries are related to appropriate fits between the RIS and the subsidiaries’ innovation network inside the host country.  相似文献

The aim of the paper is to investigate in a simultaneous equation framework the role of R&D cooperation in the innovation process—in context with other factors—from two specific aspects. First, analysis focuses on the impact of R&D cooperation on firms’ innovation input and output. Second, analysis is undertaken as to how the number of cooperation partners affects the innovation behaviour of firms. Starting with the discussion of theoretically expected effects of successful R&D cooperation on the innovation activities of firms, the importance of inter-organizational arrangements in R&D is empirically investigated in respect of firms in the German manufacturing industry. The estimation results can be summarized as follows: joint R&D is used to complement internal resources in the innovation process, enhancing the innovation input and output measured by the intensity of in-house R&D or the realization of product innovations. On the input side, the intensity of in-house R&D also stimulates the probability and the number of joint R&D activities with other firms and institutions significantly.  相似文献

This study examines the effect of R&D tax credits on innovation activities of Canadian manufacturing firms. Over the 1997-1999 period the Federal and Provincial R&D tax credit programs were used by more than one third of all manufacturing firms and by close to two thirds of firms in high-technology sectors. We investigate the average effect of R&D tax credits on a series of innovation indicators such as: number of new products, sales with new products, originality of innovation, etc. using a non-parametric matching approach. Compared to a hypothetical situation in the absence of R&D tax credits, recipients of tax credits show significantly better scores on most but not all performance indicators. We therefore conclude that tax credits lead to additional innovation output.  相似文献

In this paper, we distinguish between firm-level learning effects that result from ‘first-order’ and ‘second-order’ additionalities in innovation policy interventions. ‘First-order’ additionalities represent direct firm-level R&D subsidies, whereas ‘second-order’ additionalities result from knowledge spill-overs, horizontal knowledge exchanges between firms, and from other meso- or community-level effects. Analyzing data from collaborative R&D programs in Finland, we show that enhancing identification with a community of practice among R&D program participants (proxy for second-order additionality) enhances firm-level learning outcomes beyond those resulting from direct R&D subsidy (proxy for first-order additionality). Learning effects facilitated by second-order additionality are not confined to technological learning alone, encompassing also business and market learning. We also show that aspects of program implementation enhance identification with a community of practice, which then mediate the relationship between program implementation and firm-level learning outcomes.  相似文献

We model how R&D enters the innovation system in four ways (intramural, extramural, cooperative, and spillover). Despite measuring three different spillovers together, for a very large sample of European enterprises we conclude that the productivity effects of spillovers were at best smaller than intramural R&D productivity effects. We also find that building on the greater skills and experience of enterprises already undertaking R&D (intensity) raised labour productivity more than providing support for those beginning R&D (extensity). Optimal extramural R&D intensity was higher than the actual level; sample firms could boost productivity either by abandoning extramural R&D or by doing much more. There were substantial differences in our sample between enterprises and countries in terms of R&D spillovers. Greater multinational corporation incidence in new EU members accounted for these countries' high direct R&D intensity productivity, regardless of their generally low overall labour productivity. Absorptive capacity made little difference to the utilisation of spillovers.  相似文献

Recent studies have advocated different technological innovation capabilities (TICs) and discussed their impact on a firm’s competitive performance. This paper introduces a study framework of innovation audit and examines the relevance of seven TICs to building and sustaining the competitiveness of Chinese firms. Empirical data was acquired through a recent study of 213 Chinese firms in Beijing, China. Regression analysis was employed to examine the correlation between TICs and innovation rate, sales growth, and product competitiveness among these firms. The findings verify that R&D and resources allocation capabilities are the two most important TICs. A strong R&D capability could safeguard innovation rate and product competitiveness in large and medium-sized firms, whereas a resources allocation capability would enhance the sales growth in small firms. However, the impact of learning and organising capabilities on a firm’s innovation performance has yet to be investigated.The findings of this paper suggest that Chinese firms should consider a more balanced focus on their TICs’ harmonising enhancement. In order to maintain their sustainable development, effectively plan and implement their innovation strategies as well as enhance their whole innovation capability, Chinese firms should closely relate their TICs to the formulation of technology strategy and harmonisation of innovation and R&D activities.  相似文献

This paper examines how internal R&D intensity and external networking channels are related with the firm's export decision, based on a large firm-level data set covering all manufacturing industries in Japan without any firm-size threshold. Internal R&D is not the only determinant of exporting, while it is strongly related with exports in the science-based sector. Collaborations with other firms on joint projects and operations of subsidiaries overseas are significantly linked to exports of large-sized firms, while affiliations with business associations and R&D intensity are critical for small-sized firms to export. We investigate the impact of knowledge spillovers and R&D cooperation on innovation activities in three German regions. We begin by estimating the knowledge-production function in order to test for interregional difference with regard to the efficiency of innovation activities. In a second step, we analyze the contribution of spillovers from R&D effort of other private firms and of public research institutions to explain these differences. The inclusion of variables for R&D cooperation in the model indicates that R&D cooperation is only of relatively minor importance as a medium for knowledge spillover.  相似文献

This study analyses the impact and effectiveness of targeted public support for R&D investment at the firm level. We test whether the policy design aiming at incentivizing (international) collaboration and R&D in SMEs achieves input as well as output additionality. Our results show that the targeted public subsidies trigger R&D spending, especially so in internationally collaborating SMEs. We further evaluate the different impact of privately financed and publicly induced R&D investment on innovation performance. The results confirm that the publicly induced R&D is productive as it translates into marketable product innovations. While both types of R&D investments trigger significant output effects, the effect of policy-induced R&D investment on sales from market novelties is highest for international collaborators as well as for SMEs.  相似文献

This paper explores the determinants of R&D cooperation in Japanese start-ups. Using a sample from an original survey conducted in 2008, we examine the effects of founder-, firm-, and industry-specific characteristics on R&D cooperation by type of partners. Our findings indicate that founder-specific characteristics such as educational background, prior innovation output, and affiliation to academic associations are fairly important in determining R&D cooperation with academic institutes (universities and public research institutes). We also provide evidence that founders’ prior innovation output and work experience have positive and significant effects on R&D cooperation with business partners. With respect to firm-specific characteristics, it is found that firms investing more in R&D tend to engage in R&D cooperation, regardless of the type of partners. Furthermore, it is found that independent firms are less likely to cooperate in R&D with academic institutes than subsidiaries and affiliated firms.  相似文献

The purpose of this paper is to critically examine the institutionalization of demand-driven modes of working in the R&D planning process and reveal possible weaknesses, through an analysis of a system of collective R&D funding by farmers. The findings indicate that, although end-users have the opportunity to raise issues that lead to R&D, queries are influenced by several actors in the R&D planning process in such a way that they do not adequately reflect farmers’ innovation needs. Conclusions are that more emphasis is required on joint demand articulation and involvement of end-users and other stakeholders in the innovation process, and on the institutional development of R&D funding organizations in order to adopt a more inclusive view on innovation.  相似文献

R&D subsidies designed to encourage innovation efforts by firms may have intended and unintended effects on the way they organize their innovation process. We present empirical evidence on how R&D subsidies affect firms’ R&D cooperation strategies. In particular, we investigate whether receiving public R&D subsidies affect the probability that a firm will set up an R&D partnership with a public research organization (PRO), or with other firms. Our main findings are: (i) public support significantly increases the chances that a firm will cooperate with a PRO, and (ii) public support also increases the likelihood that a firm will establish private partnerships, but to a smaller extent and only when firms have intangible knowledge assets. These results suggest that public R&D programmes trigger a behavioural change in firms’ R&D partnerships, alleviating barriers to cooperation.  相似文献

This study investigates the nonlinear relationship between R&D expenditures, innovation, productivity, high-tech export products. Previous empirical research used linear standard structures to deal with these kinds of specifications, and it has shown that the linearity is frequently conditioned by other macroeconomic factors such as the level of development and the financial openness. Based on these arguments, our study investigates this question in econometric specification using panel smooth threshold regression methodology proposed by Gonzalez et al. in 2005. Our findings suggest that there is a threshold effect within the links between R&D expenditures, innovation, and productivity. The effect of R&D expenditures, innovation, productivity, and medium and high technology product exports is mixed. However, both positive and negative effects are found, depending on which innovation indicators are used or on which level of threshold variable is the most appropriate. The results advocate that the level of economic development can be considered as target indicators to conduct an innovation policy.  相似文献
