Robert Jensen's critique of the participation of academic intellectuals in Texas in public political discourse after the 9/11 terrorist attacks underestimates what professors have done to inform a politically apathetic public about warfare, American foreign policy, civil liberties, and cultural and humanitarian issues. Jensen undervalues non‐confrontational political strategies and broader forms of intellectual political engagement. Confrontational strategies mobilize citizens inclined to activism, but less overtly political strategies invite larger numbers of citizens to think seriously about politics. Jensen's locally famous post‐9/11 Houston Chronicle editorial is analyzed as rhetorically egocentric and alienating, and ultimately counter‐productive in the post‐9/11 political environment.  相似文献

Between 1987 and 2013, HBO produced or distributed over twenty HIV/AIDS programs. These films trace a cultural shift from an early focus on AIDS as a public health issue to be dealt with through individual “safe-sex” practices and ethical citizenship to a later focus on AIDS as a global pandemic where the explicit strategy becomes a reliance on non-state actors to combat AIDS. This article argues that HBO's HIV/AIDS films are embedded within a cultural approach to AIDS that relies on governmental logics and neoliberal solutions – not direct action, but directing action.  相似文献

This article critically examines the invocation of democracy in the discourse of audience participation in digital journalism. Rather than simply restate the familiar grand narratives that traditionally described journalism's function for democracy (information source, watchdog, public representative, mediation for political actors), we compare and contrast conceptualisations of the audience found within these and discuss how digital technologies impact these relationships. We consider how “participatory” transformations influence perceptions of news consumption and draw out analytic distinctions based on structures of participation and different levels of engagement. This article argues that the focus in digital journalism is not so much on citizen engagement but rather audience or user interaction; instead of participation through news, the focus is on participation in news. This demands we distinguish between minimalist and maximalist versions of participation through interactive tools, as there is a significant distinction between technologies that allow individuals to control and personalise content (basic digital control) and entire platforms that easily facilitate the storytelling and distribution of citizen journalism within public discourse (integrative structural participation). Furthermore, commercial interests tend to dominate the shaping of digital affordances, which can lead to individualistic rather than collective conceptualisations. This article concludes by considering what is gained as well as lost when grand visions of journalism's roles for democracy are appropriated or discarded in favour of a participation paradigm to conceptualise digital journalism.  相似文献

Museums, art galleries, botanical gardens, national parks, science centers, zoos, aquaria and historic sites are important public learning institutions. The free‐choice learning offered in these settings is closely linked to visitors' intrinsic motivation, making it important to understand the motivational factors that impact on visitors' experiences. This paper presents data from a questionnaire administered to visitors at three sites: a museum, an art gallery, and an aquarium. Similarities and differences among the sites are reported in relation to visitors' expectations, perceptions of learning opportunities, engagement in motivated learning behaviors, and perceptions of the learning experience. The importance of learning to museum visitors and the unique opportunities and challenges of the museum in relation to other educational leisure settings are discussed. The authors argue that the study of motivational factors might contribute to the development of a common theoretical foundation for interpretation in museums and other informal learning settings.  相似文献

Throughout their history, museums have performed diverse public services: from preservation, collection, and exhibition, to interpretation, education, and civic engagement. As Stephen E. Weil ( 2002 ) explains, since the mid‐twentieth century, museums have experienced two major revolutions. First, a revolution in focus from collection‐oriented to visitor‐oriented practices, and second, a revolution in public expectations as museums secured a position within the nonprofit sector (81–82). With competition for public, private, and philanthropic support resting upon measurable results, the evaluation of museums depends upon its ability to “accomplish its purpose” (5). However, the question remains: what is the museum's purpose? Which is the more important: collection and artifact preservation, or public engagement and education? An overview of museum practices reveals a multiplicity of professional tasks distributed among three imperatives: preservation, scholarship, and programming (Weil 2002 , 11). The competition for resources devoted to each of these imperatives can spark controversy—particularly if museum professionals answer the question of the purpose of museums differently. Organizational communication scholar, Janie M. Harden Fritz, developed a theoretical framework that seeks to respond to such controversies in Professional Civility: Communicating Virtue at Work. This essay considers Fritz's “professional civility” in the context of the American museum sector, lending insight to the question of museum purpose and function.  相似文献

A recent lecture series at the Harvard University Art Museums titled “Art Museums and the Public Trust” marked the eightieth anniversary of the founding of Harvard's famed Museum Course. A graduate seminar begun in 1921 by the Fogg Art Museum's associate director, Paul J. Sachs, the Museum Course became the primary training ground for art museum leadership in the first half of the twentieth century. The 2001 commemorative lecture series was intended to foster a healthy debate on the place of the art museum in Anglo‐American culture. Instead, the speakers, veteran directors of America's and England's most prestigious art museums, invariably returned to one concern: authority—theirs and that of the art museum itself in contemporary society. Authority was at the heart of the Museum Course decades earlier, tellingly explored in annual debates around two significant topics. The first debate involved the pros and cons of including period rooms in American museums. In the second, students argued about whether America's established art institutions should collect the work of living artists. Questions of how museums should respond to the interests of audiences and communities, their responsibility to contemporary artists, and the meaning of a public trust trouble America's museum leadership now as then. This article explores the common ground between the Museum Course debates of the 1930s and Harvard's recent commemorative “debates” by America's contemporary museum leaders and comments on its significance for today's museums.  相似文献

ABSTRACT

Academic research libraries can employ several approaches to advance the institutional mission. First, libraries can shift from goals focused on collections and traditional library services and instead align with their campus academic plan and an emphasis on supporting the institution's strategic initiatives. A second approach is for libraries to modify their organizational structures from being function-based on the tasks that traditional libraries performed (e.g., public services, technical services, collection development) and move instead toward organizational units that directly support their university's missions (e.g., undergraduate education; graduate and professional education; research, scholarship, and creative activity; and public engagement). The key is to have library staff engaged in work that contributes to vital institutional outcomes such as student success and faculty research productivity. Academic research libraries should also continue to work towards an assessment program that demonstrates the value of the academic research library in providing quality services that advance the institutional mission.  相似文献

Open government initiatives attempt to strengthen the relationship between public information disclosure and citizen engagement. Yet empirical assessments suggest they frequently miss their mark, thus highlighting a gap in open government knowledge: while a strong emphasis is placed on institutions in shaping the flow of government information and creating opportunities for engagement, there has been very little emphasis on understanding citizens and ways of communicating government information to draw them to engagement opportunities. To address this gap, we design a randomized survey experiment to demonstrate how the choice of reference points – cognitive anchors that innately influence the way individuals approach decisions – used to communicate government information can strengthen the relationship between public information disclosure and citizen engagement, and in turn the effectiveness of open government initiatives. We explain how these findings offer novel theoretical and practical insights into ways open government could be leveraged for purposes of enhancing citizen engagement.  相似文献

The study reported here looked at how two groups of people – one with art expertise and one without – made sense of their encounters with an exhibition of a single artist, the late Paul‐Henri Bourguignon. The study builds on previous research using Dervin's Sense‐Making Methodology to study how people interpret their arts experiences within the contexts of their everyday lives. Informants were asked to rank‐order their selections among the pieces on display according to which had the most impact for them (however they defined impact). Each informant then did a structured qualitative interview focusing on the work he or she chose as most impactful. The researchers looked at thematic elements and other patterns of similarity and difference that arose in the interviews and offer thoughts on how the results of this study may provide insight to those who work in museums.  相似文献

This essay explores the cultural politics of television talk-show host Oprah Winfrey's Book Club. Because women constitute both the primary Oprah television audience and the largest United States book buying public, it focuses specifically on women's involvement in the club and their modes of engagement with its selections. The Book Club's astonishing success was attributable in part to the carefully considered communication strategies through which participants, Winfrey, and Oprah producers collectively articulated the value of books and reading specifically for women. Their de-emphasizing of purely literary considerations, I contend, enabled women to strategize how to use Book Club selections simultaneously to distance themselves from and to engage more intensively with the demands of living in a patriarchal and otherwise socioeconomically stratified society – a relationship I call a “dialectic with the everyday.” This essay thus traces the communicative processes/practices through which those involved in Oprah's Book Club articulated a highly sophisticated economy of cultural value around books and reading and the implications of that economy to a possible feminist cultural politics.  相似文献

This paper contextualizes the Stanley Kubrick exhibition, a worldwide exhibition tour program dedicated to showcasing the complete oeuvre of the filmmaker Stanley Kubrick, within ‘post‐cinematic’ conditions. Since the mid‐1990s, the formal and experiential components of the cinema in the 20th century have increasingly become displaced from the traditional apparatus and site and ‘relocated’ within new technological and institutional platforms, and museums have become one of those new sites for content consumption. The paper discusses both the limitations and possibilities of the exhibition as it is considered to represent the migration of cinema into the art museum context as one salient phenomenon of post‐cinematic conditions. The Kubrick exhibition is explored to uncover the underlying tensions of the ‘exhibition of cinema’ as a key trend of major international museums, between the movie theater as black box and the art museum's exhibition space as white cube. It considers the difference between these two institutional platforms and their conceptions of objecthood, artifact and the temporal economy of the viewing experience. The author argues that this event succeeds in realizing the possibilities for revivifying three constants of cinema: film auteur, cinematic apparatus, and intermediality. The ambivalence demonstrates that while the museum's exhibition of cinema inevitably removes some of its ontological essences, it also preserves and revivifies others.  相似文献

This paper examines how research impact is defined, measured, and generated – with a view to understanding how it can be enhanced within heritage conservation. It examines what is meant by ‘impact’ and how it can be promoted within heritage science through effective inter-disciplinary collaboration. Following a general examination of the current discourse concerning research impact, the study examined: (i) active research networks within heritage science; (ii) research planning and evaluation practices within heritage science; and (iii) the experiences of users (i.e. conservators and other heritage professionals) within research collaborations. Terminologies surrounding the notion of impact and the various phases of the research process were reviewed – from the initial identification of a knowledge gap to the eventual application of new findings in practice. Next, the reach and diversity of research collaborations (as identified through publication co-authorship) were studied to characterise the inter-disciplinary nature of heritage science and its connectedness to users. Findings showed substantial growth in international research collaborations over recent years, predominantly involving academic- and research-oriented institutions – although the engagement of heritage institutions has proportionally decreased. In addition, a worldwide survey of institutional planning and evaluation practices revealed a general reliance on processes driven by the interests of researchers – the systematic consideration of stakeholder opinion and evaluation of research outcomes being less common. Finally, a series of semi-structured interviews with senior heritage professionals explored their experience of collaborative research. The results identified key areas where strategic support is needed to promote user participation and enhance impact. These include training for research readiness, engagement, and impact for both researchers and users; better methods for needs and outcome assessment; affordable open access options and greater diversity of knowledge exchange opportunities. Finally, the need for ethical guidelines for responsible research, and greater emphasis on non-academic impact within research rating systems are discussed.  相似文献

Abstract Describing actual museum‐wide events developed for the culturally charged arena of the Brooklyn Children's Museum, this article explores the philosophical and pedagogical double binds that have brought multiculturalism to a political impasse. Museums have strived to be valued resources in an increasingly diverse society. In aspiring to broaden their audience base, their work has shifted from developing educational policies that are “object‐centered” to those that are “community‐centered” — a change of strategy affecting everything from programs to exhibit design. Children's museums — distinct (if not marginalized) from the serious work of the traditional art or ethnographic or natural history museum — know and indeed say in their very name — “children's museum” — that they are for the sake of someone and not about something. They have always already been attuned to the visitor at the threshold.  相似文献

Mediatization of politics in the institutional perspective is commonly taken to refer to the interactions between political actors and media actors, where the first become increasingly governed by media logic and the latter become increasingly independent from other institutions. Even though we could picture the relations between the different constituents as a triangle with audience, media and political actors as equally important corners, the institutionalist perspective does not give equal attention to the audience as actor in the process. In this article, I ask to what extent audience participation in news production affects our understanding of the process of mediatization of politics. I discuss both how audience participation can be seen as a challenge to media's role in politics (challenging the current conceptualization of mediatization of politics) as well as how the theory of mediatization can be seen to be confirmed by currently dominant audience participation practices. In the first understanding, we can argue that audience participation challenges independence of institutional media actors (to give more power to both audiences and politicians). In the latter understanding, audience participation can be seen to be governed by the same commercial interests as other media production and in addition that both mainstream and alternative media are subject to search engine logic. This article then calls for a critical examination of our understanding of mediatization of politics to do justice to the multiplicity of logics informing media practices, the multiplicity of actors producing news and, crucially, the interaction between those logics and actors.  相似文献

Big data promises to transform public decision-making for the better by making it more responsive to actual needs and policy effects. However, much recent work on big data in public decision-making assumes a rational view of decision-making, which has been much criticized in the public administration debate. In this paper, we apply this view, and a more political one, to the context of big data and offer a qualitative study. We question the impact of big data on decision-making, realizing that big data – including its new methods and functions – must inevitably encounter existing political and managerial institutions. By studying two illustrative cases of big data use processes, we explore how these two worlds meet. Specifically, we look at the interaction between data analysts and decision makers. In this we distinguish between a rational view and a political view, and between an information logic and a decision logic. We find that big data provides ample opportunities for both analysts and decision makers to do a better job, but this doesn't necessarily imply better decision-making, because big data also provides opportunities for actors to pursue their own interests. Big data enables both data analysts and decision makers to act as autonomous agents rather than as links in a functional chain. Therefore, big data's impact cannot be interpreted only in terms of its functional promise; it must also be acknowledged as a phenomenon set to impact our policymaking institutions, including their legitimacy.  相似文献

Education and research are the cornerstones of Africa's socioeconomic and political development. Yet several barriers stand in the way of Africa's education and research institutions in realizing their full potential. This paper examines copyright as a barrier in the access and use of electronic resources in Africa's education and research contexts. This paper addresses this policy question by examining the extent to which the draft policy on research and intellectual property rights management of Makerere University advances access to resources and the open sharing of knowledge. Based on the critical analysis of Makerere's policy, this paper notes that openness should trump other institutional interests in the copyright system. The position taken in the paper is that institutional policies should advance open sharing of information and knowledge (internal or external to the institution). Short-term legal remedies are proposed based on various Creative Commons' licenses that are designed to advance openness within existing national copyright statutes. Long-term remedies suggested involve reforming national and international laws and instruments to advance openness including protecting existing provisions for education and research. Protection of education and research activities can be attained by not simply availing the existing exceptions and limitations but also precluding statutory exceptions and limitations from being overridden by contractual licenses. The proposed short and long-term remedies are expected to be addressed by institutional policies to facilitate in the access and use of e-resources (and other research and educational resources).  相似文献

In light of the media industry’s growing focus on audience engagement, this article explores how online and offline forms of engagement unfold within journalism, based on a comparative case study of two American public media newsrooms. This study addresses gaps in the literature by (1) examining what engagement means for public media and (2) applying the concept of reciprocal journalism to evaluate the nature of reciprocity (direct, indirect, or sustained) in the give-and-take between journalists and their communities. Drawing on direct observation and in-depth interviews, this article shows how this emerging focus on engagement is driven by public media journalists’ desire to make their relationship with the public more enduring and mutually beneficial. We find that such journalists privilege offline modes of engagement (e.g., listening sessions and partnerships with local organizations) in hopes of building trust and strengthening ties with their community, more so than digital modes of engagement (e.g., social media) that are more directly tied to news publishing. Moreover, this case study reveals that public media organizations, in and through their engagement efforts, are distinguishing between the communities they cover in their reporting and the audiences they reach with their reporting.  相似文献

Governments are increasing digital communication with citizens, yet little is known about how the public sector influences communicators’ daily social media activities. This ethnographic study uses interviews, documents, and participant observation to offer a rare emic view of the US Coast Guard (USCG) social media program. Breaking up the monolithic public sector communication context, influences on social media communication were nested within five contexts: organization, military, parent agency, federal government, and the US public sector. By observing how the contexts and related attributes influence personnel and the program, the study provides insights related to social media communication processes rather than merely content products. Findings extend theoretical and practical applications by identifying enablers and challenges to government social media communication within an applied context. USCG's culture and history of transparency and engagement drive the strategy, while resource constraints and a devaluing of social media within the decentralized organization constrain program effectiveness and real-time engagement.  相似文献

In a time when university presses are struggling to survive and most require financial support from their parent institutions, RMIT Publishing – an electronic publisher from its inception in 1989 – has grown its annual sales from AU$2.8m in 2003 to an expected AU$6m in 2007. This 100% sales growth in five years has been achieved by RMIT Publishing's unique, context‐driven approach to electronic publishing. This approach has made RMIT Publishing the publisher of choice for Australian databases, aggregated scholarly content for the global market and now ‘born‐digital’ publications.  相似文献

Abstract Film archives offer unique opportunities for co‐curation between collections‐based institutions and members of the public. By making available source materials and the tools to manipulate them, institutions can work with the public to develop new interpretations of their collections as well as to tap into the remixing and sharing cultures of social and digital media. Digital co‐curation projects can develop relationships with audiences that many institutions find difficult to engage, developing alternative narratives and reclaimed histories. This paper describes the evolution of an approach to co‐curation and the tools and strategies needed to engage users. It focuses on London Re‐Cut, a project to remix London’s film history, drawing on material from 11 film archives across the city. Projects such as London Recut suggest that audiences have both the enthusiasm and the skills to open up this radical “remix” approach to interpretation.  相似文献
