编者按:中国的公共电视频道已经开播多年,而且数量不菲,但是,却似乎没有产生应有的影响.究其因,恐怕能装满一箩筐,而对公共电视的理解有误和对与公共电视相关的理论探讨不足肯定是一个重要的原因.本期发表的一组有关公共电视的文章由清华大学新闻与传播学院教授陆地及课题小组提供,这里既有对西方公共电视发展的介绍,又有对中国公共电视发展的思考和设想,虽非完善,但也不无新意.我们期望业界和学界的朋友能够对中国公共电视的发展给予更多的关注.因为,中国电视产业的健康发展需要公共电视,构建和谐社会更需要公共电视.  相似文献

本文从美国公共电视的生存空间入手,对美国著名新闻节目主持人格温?艾菲尔就美国公共电视的现状、与政府、赞助商和公众的关系以及美国新闻业的现状进行访谈。访谈内容反映了目前美国公共电视生存不易,这种状况一方面是由于电视媒体本身受到新媒体的冲击所造成的,一方面是由于媒体的体制和环境所造成的;作为一个新闻工作者来说,格温认为公共电视可以保持自己的相对独立性。笔者认为,美国公共电视的公共性的基础正在受到削弱,公共电视也并非公共利益的最佳代表,但公共电视的存在是整个电视市场健康发展的必要条件。  相似文献

当今公共电视在全球范围内日渐式微,然而台湾公共电视却迎难而上并获得了较快速的发展,这成为一个特别值得探究的问题。采用公共政策的研究视角,按照时间顺序,将台湾公共电视分为构想、提出与形成三个阶段进行政策梳理,作为政策动因分析的背景。同时,采用公共政策理论的经典分析模型——精英理论模型与团体理论模型,着重探究台湾公共电视政策形成的动因,剖析台湾公共电视政策的利益博弈与路径选择。希望这种研究不仅是对台湾公共电视的深层思考,更是对大陆广播电视体制改革具有启示意义。  相似文献

公共电视作为西方电视的一种制度,在为公众利益服务方面发挥了重要作用。近年来随着全球媒介竞争加剧,电视的商业化趋向使电视媒介受到了越来越多的批评和议论,中国的电视媒体也无例外。在这一背景下,重视并讨论公共电视制度在中国的必要性、可行性就显得尤为迫切。为此,由华中科技大学新闻与信息传播学院石长顺教授主持的课题《公共电视研究》,对公共电视与公共领域的构建、公共电视的本土化运作、公共电视的公众利益表达和公共电视在中国建设的基础等问题作了专题探讨,以求对中国电视的改革和发展提供理性的参照。  相似文献

Media pluralism is valued in most jurisdictions because it contributes to a well-informed citizenry. The authors examine what media policy and regulatory levers appear to affect five types of citizen knowledge across the European Union. They conclude that concentration of titles matters more than ownership in newsprint; and that neither type of concentration matters in broadcasting in the same way, but the regulatory regime for public service broadcasting does, particularly for political knowledge.  相似文献

从公共广播运行层面来看,公共广播系统发展的历史及其生存的大环境对其价值实现具有相对独特的诉求。本文因对美国公共广播系统的考察访问而受启发,从美国公共广播系统内、外部治理两个角度来审视公共广播系统的治理特点。总体来看,公共广播系统具有相对独立(非集权化)与长期有效率运行(非官僚化)两个重要特征。这两个特征显然需要一个良好的治理结构。本文拟从其宏、微观等层面来考量分权架构与市场取向的制度安排对于公共广播发展的意义。  相似文献

This article attempts to explain the key points of the new financing reform of public service broadcasting in Spain. The following questions are analyzed: controversial points; the new law, private broadcasting, and the telecommunications sector; and the future of public service broadcasting in Spain. Deliberative discussion with 80 participants was conducted evaluating their views regarding public media. The central problem was the role that people feel the RTVE Corporation should play in the future. With that role in mind, participants were asked to evaluate the financial situation of public broadcasting in Spain. The new Financing Law of the RTVE Corporation, based on the immediate cessation of advertising, was passed in August 2009. According to the law, for every new service provided by RTVE, it should be assigned additional funding. It is not clear yet how this process will work in the future.  相似文献

This article reports the outcomes of an ethnographic study in a public broadcasting company exploring on-the-job learning and knowing in journalistic practice. We use practice perspective and social learning theory to study how knowing in everyday work is achieved within journalists’ communities of practice and in relation to other practices around journalism. A year-long study involved analysis of 19 on-site observations, 25 interviews, over 30 textual company based documents and over 120 photos. We found that journalists’ communities of practice are actively negotiating a shared understanding of good practice. At the same time, individual journalists are relatively free to choose how they use this collective knowledge resource, enabling a creative tension between shared understanding of good practice and individual performances of that practice. Journalists are also responsive to ongoing and anticipated future changes within the practices they align with—practices that are reported about, journalistic practices of other public broadcasting companies and practices of the audience. We, therefore, argue for an understanding of journalistic practice as open-ended and performative, rather than fixed and routine.  相似文献

New communication technologies have increased Europe's importation of foreign, especially U.S., broadcasting programs. This essay addresses the question and protection of cultural identity from a European perspective. Four subgoals of diversity are outlined as yardsticks for the appropriateness of protection. Various activities designed to deregulate European broadcasting may potentially increase or reduce diversity. The economic and political pressure to weaken the European trusteeship model of broadcasting is likely to be successful.  相似文献

现代社会中,图书馆作为一种社会公共资源存在,其本质是区别私人占有的图书的所有形式。这种所有形式的效率基础就在于图书价值创造与图书私人所有所产生排他性之间的矛盾。如果不解决二者矛盾,就会减缓知识在社会中的传播速度,减慢社会文明的进步。要解决上述矛盾,需要以图书公共占有形式存在的图书馆以及相应地提高图书使用效率的制度建设。  相似文献

The development of radio news broadcasting in Canada, as in the United States, was delayed by bitter conflict between newspaper and radio interests. This paper looks at news broadcasting in Canada between 1932 and 1936, during the era of the Canadian Radio Broadcasting Commission (CRBC), Canada's first public broadcasting body. It focuses mainly on authority, advertisers, and audiences with respect to the news broadcasting policy and practices of the CRBC itself, but it places these issues in the context of the mixed public/ private and Canadian/American environment in which the Commission operated and raises questions about the narrow margins of maneuver available to the public broadcaster then and now.  相似文献

Crowdsourcing is a form of IT-enabled open innovation that has received increased attention in recent years. However, the use of crowdsourcing in public innovation is still in its early stages. To understand the adoption of crowdsourcing in government, this article investigates the antecedents of the intention to adopt crowdsourcing in government organizations. The adoption intention is conceptualized as a rationalistic, goal-directed decision that is driven by multiple strategic intents but tempered by transaction costs. Three strategic intents (accessing complementary knowledge, enhancing organizational legitimacy, and reducing innovation costs) and two transaction costs (codification costs, and broadcasting costs) are hypothesized as antecedents to the adoption intention. Data (n = 205) from municipalities in Belgium and the Netherlands shows that the adoption intention can be explained by the influence of the political executive, the pursuit of organizational legitimacy, and transaction costs associated with broadcasting. Accessing complementary knowledge, reducing innovation costs, and codification costs are not significant predictors. The findings suggest that crowdsourcing is viewed as a tool for political alignment and legitimation.  相似文献

This research note presents an analysis of TV programming in south Korea over a period of five years. The paper is concerned with the changing face of public service broadcasting due to the effects of the new commercial situation. It includes a brief summary of Korea's TV history and a comparison of the programming strategies employed by the public broadcasting network and its commercial rivals. The author concludes by suggesting that Korean public broadcasting needs to reappraise its current response to the multi‐channel environment, and to develop a service aimed at promoting a sense of national community.  相似文献

In the past few years, American public broadcasting has faced severe pressures from conservative politicians, the challenge of preparing for new technologies, and fickle audiences. Yet it may be as well-off today as it ever has been, in part because public broadcasting has always been on the margins of American broadcasting. It has been in more parlous circumstances and in fact has certain advantages at this point. Public broadcasting in the United States is not essentially a public service broadcaster, although it sometimes acts as one. It thus has a certain flexibility in a time of great change. American public broadcasting is not a unified structure, but an ad hoc assemblage of stations united both by the fluctuating patronage of the institutions that fund them and in their cultivating the capricious support of the audiences they serve.  相似文献
