An Oregon State University Libraries (OSUL) study group's review of its current policies, practices, and costs provides an illustrative case study of the challenges in managing government documents during this period of transition from print to digital. In its exploration of more aggressive approaches to greatly increasing access to electronic collections and reducing the size of the print footprint, OSUL learned that the current requirements of the Federal Depository Library Program (FDLP) hamper such efforts. This case study provides background on prior internal studies, OSUL's participation in a shared housing agreement, statistics on size and current usage of its government documents, and the costs to receive, process, and provide access to its document collection. It concludes with the recommendations for OSUL to be as proactive as it can be under the current FDLP rules and regulations while bringing projected costs to manage government documents more in line with higher priorities.  相似文献

The continuation of the Federal Depository Library Program's historic information dissemination, access, and preservation roles are now dependent upon multi-agency e-government collaboration. The collections and research expertise of Federal Depository libraries are the critical features missing in current e-government service models. Abstract

A new library in San José opened on August 1, 2003. This library is the result of a unique collaboration between San José State University Library and the San José Public Library. The planning for this new library highlighted merging several key areas of operation, including Government Publications. Several years before the two libraries merged, the University Library merged government publications reference functions into the general reference service of the Reference department. Depository library status at the federal and state levels impacted the planning and implementation stages. This paper discusses the background, planning, and implementation of merging the reference service for government publications, first within an academic environment and then in the unique joint library environment.  相似文献

It is estimated that the majority of federal information is born digital. To that end, the U.S. Government Printing Office is transforming into a 21st century electronic information agency. As part of this effort, the Federal Depository Library Program (FDLP) has been investigating new options for the dissemination of Federal information that incorporate digitization, preservation, electronic metadata, and information retrieval. The FDLP's efforts to find new solutions will improve acquisitions, information access, and collection development for depository libraries. Abstract

As the Government Printing Office completes its transition to an electronic distribution system for government information, reference services within the Federal Depository Library Program (FDLP) are changing as well. In addition to meeting new user needs and using new resources to do so, many government information librarians find themselves working in new environments within their libraries. Throughout the 1990s, many FDLP institutions reorganized reference services in order to provide government information assistance at the library's main reference service point. This article reports the results of a survey of FDLP institutions identifying the factors contributing to the reorganization of services, the process and success of reorganizing within these libraries, and the pros and cons of these service arrangements.  相似文献

The Federal Depository Library Program (FDLP), conceived in the nineteenth century, has served the American people and libraries for 100 years. It has provided free access to government information through a network of depository libraries distributed throughout the country. Currently, Democratic and Republican political leaders advocate reinventing, rethinking, reengineering, and renewing government. Despite significant differences between the political parties on specific changes, there is a consensus vision of a transformed or reinvented national government. What does this mean for the FDLP and access to government information? This essay looks beyond the current debates about specific legislation on the Government Printing Office or funding levels for the FDLP and outlines a vision of a reinvented federal government based on ideas expressed by Alvin and Heidi Toffler, House Speaker Newt Gingrich, and Vice President Al Gore. This paper identifies the basic challenges that their ideas present for the FDLP and depository libraries. The author concludes that these challenges will move the United States beyond the FDLP as it is presently constituted and will force librarians to rethink fundamentally how they provide access to government information.  相似文献

Abstract

The University of Arizona Library, in conjunction with the United States Government Printing Office's Library Programs Service, worked to create a model for a virtual depository by replacing tangible documents with their online counterparts whenever possible. The partnership was achieved by dedicated teamwork: the UA team provided the searching and assessment; the GPO team provided the legal and organizational framework as well as the indexing. At the end of the pilot project's year the program was deemed to be a success and GPO and UA worked to make this process a more permanent one with positivelong-term effects in terms of costs and human and physical resources.  相似文献

The federal government, “the largest single producer, consumer, collector, and disseminator of information in the United States,”1 has begun to disseminate most of that information electronically. Legislation and more economic production and dissemination of government information have produced changes in the Federal Depository Library Program (FDLP) and federal agency dissemination. This chapter examines the dissemination of electronic government information from the Government Printing Office (GPO) through the FDLP and executive branch agencies and discusses the impact that this has on users, libraries, and government information specialists.  相似文献

For more than a century, federal depository libraries and the Government Printing Office (GPO) have acted as partners to provide permanent access to government information in tangible media. These partnerships have evolved in the last few years. Built on a century of tradition, new partnerships offer permanent access to electronic files of federal agencies published in nontangible media. This article describes one partnership to store and provide access to the electronic files of agencies that have ceased operation. As the only Web contact for an agency, unique challenges arose when historical publications were frequently requested. Collaboration is a necessity in the current library environment where time, money, and resources are limited. This is particularly noticeable for institutions housing federal government documents. In addition to keeping up with the influx of current publications, federal depository libraries must address historical documents for which bibliographic records are not readily available. This report discusses how the United States Government Printing Office and the University of Montana Maureen and Mike Mansfield Library are working together to increase access to pre-1976 United States Forest Service publications and gray literature within the same subject area.  相似文献

Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

In Ohio, the space needs of campus libraries are changing just as book depositories are filling up. In response to this situation, the university libraries are re-examining the depositories to see if the space can be used even more efficiently, the funding distributed more predictably, and the services standardized and expanded. The Northeastern Ohio Cooperative Regional Library Depository has a plan to rethink the space in the depository, redefine the collection housed there in terms of ownership and access, and to repurpose the depository from a warehouse model to a service-centered model. The Northeastern Ohio Regional Library Depository plan and its anticipated role in changing the way that contributing libraries statewide assess depository collections and provide for access to those collections is the focus of this paper.  相似文献

The Federal Depository Library Program (FDLP) is in a period of transition from dissemination of primarily print government publications, to an expanded program including distribution of and access to electronic government information. In an electronic FDLP, the traditional roles of producing, acquiring, and disseminating government publications are expanded with additional roles of providing ongoing, long-term access to selected documents, and increasing the level of services to depository libraries. FDLP has already undertaken the transition with electronic initiatives. Additional projects are being developed which will facilitate access to electronic government documents. A more electronic FDLP implies significant changes for Library Programs Service and depository libraries. The goal of the transition is to improve the depository library program and continue to support public access to government publications.  相似文献

With the transition of government publications from print to digital over the last decade, the State Library of North Carolina saw the need to implement a content management system for the state’s digital publications. The State Library formed a Digital Information Management Program (DIMP) in 2006 to address the challenge of managing their digital collections. The library chose to utilize OCLC Online Computer Library Center, Inc. (OCLC)’s CONTENTdm software to manage their digital materials and associated metadata.
