In this article we examine how, despite the understanding that a special school is not an inclusive setting, the senior leadership team (SLT) at Forest Academy Trust perceive their special schools as inclusive. Document reviews, interviews and a culminating focus group appear to indicate that possibilities for inclusive education may be related to a shared ethos of inclusion, resources, accessible opportunities, individualised approaches, and collaborative networks. These data also provide a critical insight into the perils related to inclusive education in multi-academy trusts (MATs). The study of this MAT highlights the need for changes to policies, access to and equitable distribution of resources, curricular freedom balanced with accountability, a shift toward collaborative networking and partnership, and a shared vision for enactment, which may be leveraged in order to provide equitable and sustainable system-wide inclusive practices.  相似文献

Following lockdowns in 2020 owing to Covid-19, schools needed to find a way to ensure the education of their pupils. In order to do this, they engaged in digital learning, to varying extents. Innovations emanated from all school staff including, for example, teachers, leaders and teaching assistants. Some were already innovating in this area and brought forward and implemented digital strategies, while others engaged with digital learning for the first time. While research is emerging about the effects of the pandemic restrictions on pupils and staff in relation to key issues such as mental health and educational attainment, very little is known about the impact on school leaders' strategic planning processes. To address this gap, this paper draws on a UK Research and Innovation funded study adopting a strategy as learning approach to report on 50 qualitative interviews with school leaders to examine digital strategy in English secondary schools, before, during and after July 2021, when restrictions were lifted in England. It draws on strategy as learning literature to evaluate if schools have changed their strategic planning for digital learning, as a direct response to having learned and innovated during the pandemic. The paper concludes that there is evidence that digital innovations during the pandemic have changed the ways in which leaders think about their digital strategy, thus supporting a strategy as learning approach. However it also concludes that although there is ample evidence that the pandemic has changed the way many schools view digital learning, for some schools, there remain persistent barriers to digital integration and planning. These emanate both from material and cultural considerations, as well as leader vision and belief in digital learning.  相似文献

Considering that some university-based principal preparation programmes may not be properly training principals for leadership roles, “grow your own” leadership development programmes have become more popular across the US. This study provides a contribution to previous research in terms of the specific components a district leadership development programme may incorporate into its curriculum in order to positively influence school principals’ effectiveness as school leaders. A purposeful sample of second-, third- and fourth-year campus principals working in a large urban school district in the south-west region of the US who had participated in their district’s leadership development programme were administered the Principal Effectiveness Survey and participated in semi-structured interviews to examine the influence of the programme on the participants’ effectiveness as leaders. Survey results indicated that principals consider training activities related to human capital, executive leadership, school culture and strategic operations as having a “high” influence on their effectiveness as school leaders. In addition, interview data revealed the importance of supervisor support and building relationships with peers as critical to their continued success as leaders.  相似文献

When school boards are confronted with the challenge of unfamiliar, changing contexts, opportunities and governance responsibilities, they have to be able to respond appropriately. The research reported in this paper investigated the response of five Western Australian primary school boards to such situations. It analyses interview data from 49 board members on their roles and responsibilities using elements of Heifetz' framework of adaptive leadership, and explores the implications of these findings for the boards and their leaders. The findings reinforce the importance of the leader's role in choreographing the learning of the board members, and raise questions about the effect that the composition of boards may have on their capacities for strategic thinking. The paper concludes with a model of adaptive leadership appropriate for school boards, emphasising key elements that are necessary for sustained change.  相似文献

Abstract

Since the introduction of the South African Schools Act, 1996 and the shift to school self-management, strategic management has become an important issue in South African schools. This shift requires a proactive leadership approach by the school principal. The focus in this article is on the leadership dimension of strategic management by the school principal. After elucidating the relationship between strategic management, strategy implementation and leadership, a model of long-term leadership is presented and then applied to the strategic leadership role of the school principal. Acceptable theory in relevant management literature formed the basis of the exposition of the relationship between strategic management, strategy implementation and leadership, while the model of long-term leadership, which was developed from existing leadership models and literature, formed the basis of the discussion of the principal's strategic leadership function. From this emanated new insight into the strategic leadership role of the school principal. This formed the basis of a discussion on the impediments facing the principal in the fulfilment of the function of strategic leader.  相似文献

While the development of digital technologies provides generous resources for educational practices, how the use of information and communication technology (ICT) supports instructional reforms in schools still needs further exploration. The purpose of the study is to understand the roles of school leaders and teachers play in an instructional reform supported by ICT as well as how these roles interact with each other. The study selected a Chinese middle-high school that successfully had a school-wide instructional reform supported by ICT as an exemplary case and collected data through document analysis, interviews and observations. The results indicated that the school leadership was critical in the instructional reform. While the executive vice principal was in an essential position as an initiator and strategic planner, the leadership was distributed and stretched over in the school. The school built supporting pedagogical and organizational systems for continuous and collaborative learning and helped the teachers develop four new roles: learners, facilitators to student-centered learning, collaborators and researchers.  相似文献

This article examines the essential role of school principals in China's “Quality-Oriented Education” national reform movement. Keeping China's cultural and historical context in mind, and taking into consideration the impact of political and societal forces on the nation, we discuss the major challenges faced by Chinese schools, specifically the rising demand for a new generation of school leaders. To address this issue we conduct a critical review of the existing principal evaluation and training systems in China. This study seeks to identify and assess factors that contribute to effective independent school governance at the board of trustees level. A review of extant literature reveals two major challenges: (a) definitions and standards of board effectiveness are inconsistent, and (b) there is very little empirical evidence to support existing definitions and notions of effective governance. Study authors have developed a “strategic effectiveness” metric to encompass factors associated with perceptions of board effectiveness and an “institutional performance” metric that includes factors that are critical to the sustainability of independent schools. Survey respondents include 806 heads of school and board chairs. School leaders at six independent schools in the Northeast, Midwest, and the South were interviewed to gather empirical data regarding strategic board governance and institutional performance. This study identifies two areas that impact school leaders’ ability to think and act strategically: (a) intentional acculturation of trustees over extended periods of time (“onboarding”) and (b) strategic identification and cultivation of potential trustees. Both of these factors impact strategic effectiveness and contribute positively to institutional performance.  相似文献

ABSTRACT

A key goal of school choice policies is to generate competition between schools, which should theoretically drive school leaders to improve their programs to attract and retain students. However, few studies examine how principals actually perceive and define competition. This article empirically examines school leaders’ conceptions of competition and their strategic behaviors using cognitive frameworks from new institutional theory, including sensemaking theory. Drawing on data from qualitative interviews with 30 charter school leaders in Arizona, we explore how leaders’ cognitive understandings of competition influence their actions in an educational “marketplace.” We find charter school leaders make meaning of “competition” in different ways, influenced by their local contexts and their conceptions of what actions are legitimate. Our work suggests that it is important to study the meanings of competition to school leaders, as it has important implications for schools’ competitive responses and, ultimately, student outcomes. Our work has important implications for policy makers seeking to expand school choice as it sheds light on how competition works in practice, with implications for equity and access.  相似文献

This article builds on our ongoing work in conceptualising an ‘evaluative stance’ framework to assist in understanding how leaders in the field of early childhood education and care (ECEC) make decisions about the selection of professional development options for themselves and their staff. It introduces the notion that evaluative mindsets can be considered in terms of attitudes towards decision-making that are based on personal epistemologies. Drawing on data from semi-structured interviews, it explores the mindsets of six experienced leaders in two long-established ECEC organisations in Australia with respect to their decision-making about professional development. The article concludes with a consideration of the potential utility of the framework and the coding template used in this exploratory study.  相似文献

This article explains (a) why racial literacy—an understanding of the origins and function of race in US schools and society—is essential to the work of educational leaders, and (b) how educational leaders can improve their leadership through racial literacy. It introduces the concept of racial literacy as a first step to improving school leadership practices, to be followed by racial realism, racial reconstruction, and racial reconciliation in racially diverse school communities. The article concludes with recommendations and resources designed to advance the racial literacy of educational leaders and their teams as part of a broader commitment to inclusion and social justice in US schools.  相似文献

Community participation in the governance of school systems is a recurrent theme of educational reform in developed and developing countries alike. This article analyses the effort of one developing country – Nepal – to promote broader participation in educational decision-making through local school governance structure. It looks at how the current policy creates spaces for community participation in school and the extent to which a gap exists between policy intention and policy implementation. Drawing on the case study data, this article suggests that while the policy has created legitimate spaces for community participation in school, participation in such spaces is taking a form of tokenism, and the community represented in school governance is restricted to a small number of political elites. Given that ethnic, cultural, linguistic and socio-economic characteristics of the local populace, problems exist within the school system to embrace differences and diversities that prevent a majority of parents from effective participation in school. This article concludes that along with the structural reform, participation can be reinforced by developing a long-term strategy to build community capacity for the provision and management of education, as well as by preparing educators to work effectively with parents of different socio-cultural backgrounds.  相似文献

This article aims to explore what changes two Cypriot primary school teachers brought in their teaching in order to help students with learning difficulties improve in their classes. The study was qualitative and used non-participant observation in two primary classrooms in different primary schools and semi-structured interviews with the main teachers of these classes. The findings revealed that the main changes implemented by these teachers were a differentiated programme of literacy and numeracy, and opportunities to students to process information through many senses. In addition, the teachers boosted the learning of students with learning difficulties by focusing on essentials, using process-oriented praise, peer tutoring, and regular communication with parents. The article concludes with suggestions about how Cypriot primary school teachers can boost the learning of students with difficulties and how leaders can support their efforts.  相似文献

For almost two decades student voice has been used and enacted in educational settings for a range of purposes. Student voice theorists have framed it in sociocultural, social constructionist and poststructural terms. It has been located in a range of schooling discourses and there have been powerful critiques of instrumentalist uses of student voice. It has been reified for its potential to leverage schooling reform, associated with accountability, governmentality and technologies of control, and also heralded as a process to activate radical collegiality in educational settings. This article investigates how school leaders from Aotearoa/New Zealand discursively locate the complex and contested construct of student voice in their schooling settings. Drawing data from principal interviews, discourses inherent in school leader comments are analysed to consider the contribution of student voice. A consideration is provided of how young people are ascribed positions as agents in contemporary Aotearoa schools.  相似文献

This article reviews the evidence on the way that schools and school systems find, share and use research in their work, with a particular focus on the role of school and district leaders in increasing the prominence and value of research in their work. It reviews the evidence on the ways in which practitioners in education find and use research and the role of organisation factors in promoting the use of research. ABSTRACT

This article assesses the policy strategy for local management of schools in Victoria, Australia within the high involvement framework for creating high performance organizations. The high involvement framework as adapted to education hypothesizes that a decentralized strategy for improving educational performance requires decentralizing four key resources: power over the budget and personnel functions; information about revenues, expenditures, costs and best practices; knowledge and skills including both technical and business knowledge; and rewards including compensation and other incentives. The framework also includes an instructional guidance framework of curriculum standards and student assessment to those standards, and facilitative principal leadership. Based on two years of data collection at both the state and school levels, focusing on governance, management, finance, and curriculum and instruction, the study found that Victoria's Schools of the Future ranked high on all six variables, and that the decentralization process was working smoothly and major changes were being made in curriculum and instruction when school sites also ranked high on the six variables

Changes in the public service sector during the last stages of the twentieth century contributed to an international reconfiguration of state-centric governance. Supported by the discourses of individualism, marketization, national governance, and competition, this (re)shaping of governance presents a specific dilemma for the political identity of educational leaders. In response to the troubling lack of international scholarship focused on the political role of educational leaders, this article provides insight into the ways in which the political identity of school leaders within the USA is influenced by dominant discourses. The understandings highlight the ways in which educational leaders are expected to realize their roles as resolute implementers of state policy, while also being directed to act as deliberative advocates within the jurisdiction of educational policy making. We believe that these competing discourses have altered the identity of educational leaders into what we have labeled as the implicated advocate. The purpose of this article is to provide the field of the politics of educational with a concept that may expose the double bind that is experienced by the educational leaders.  相似文献
