Providing improved educational options for low-income African American families has been one of the primary objectives of the charter school movement. However, among demographically similar families, school choosers may possess subtle advantages compared to nonchoosers, leading to biased estimates of charter school performance in nonexperimental research. This study examines within-group differences between school choosers and nonchoosers in Detroit, Michigan through semistructured interviews with parents (n = 31) and teachers (n = 23) in charter and public schools. Findings indicate differences between school choosers and nonchoosers in access to transportation, experience, social and professional networks, orientation toward choice, parental involvement, and home stability. These differences offer insight into potential controls for self-selection bias that may lead to improved statistical evaluations using nonexperimental methods.  相似文献

Abstract

The population of English language learners (ELLs) and the number of charter school students have both increased rapidly over the past two decades, but no existing research has examined the role that charter school authorizers play to ensure that ELLs have equitable access to charter schools and that those schools implement research-based programs for ELLs. To fill this gap, our exploratory qualitative study employed a multiple-case case study approach to examine how 10 diverse authorizers considered ELLs in their authorizing practices. Guided by Honig’s (2006) three Ps framework (people, places, and practices), we examined how authorizing practices were shaped by external factors, the agency of the actors within the authorizing office, and by the local context in which the authorizer was situated. Overall we found that ELL-related authorizing practices varied widely across the sample, as some authorizers integrated ELLs into their practices, while others paid little explicit attention to ELLs. In terms of place, contextual factors at the state, district, and authorizer levels contributed to the variation. Within the people component of the framework, the commitment of authorizing staff members to improve access and quality for ELLs in charter schools was an important factor, as was the authorizer’s access to ELL-related expertise. We conclude by outlining implications for research, practice, and policy.  相似文献

ABSTRACT

Despite Indiana’s school choice landscape – including private school vouchers, tax-credit scholarships, inter-district and intra-district enrollment, magnet schools, and charter schools – not all Indiana communities have reasonable access to options outside of their traditional public schools. This research explores what lack-of-reasonable access differences – defined as greater than a 30-minute one-way drive time to a choice school – exist by locale, with a focus on rural communities. Geospatial analysis is used to identify “school choice deserts” lacking multi-sector schooling options in various communities. These deserts tend to exist wholly or mostly in rural areas, although Indiana students in grades K–8 exhibit greater access levels to non-traditional schools than those in high school.  相似文献

Disparate findings on whether students attending charter schools outperform peers in traditional public schools (TPS) may stem from mixing differing types of charters or inadequately accounting for pupil background. To gauge prior family selection and heterogeneous effects, we distinguish between conversion and start-up charter schools, along with a third site-run model operating in the Los Angeles Unified School District (LAUSD). We find that TPS campuses converting to charter status (conversions) attracted more experienced and consistently credentialed teachers, and served relatively advantaged families, compared with newly created charter schools (start-ups), after tracking 66,000 students over 4 years, 2007–2011. Charters overall attracted pupils achieving at higher levels as they began a grade cycle (at baseline), relative to TPS peers, most pronounced among conversions that remained affiliated with the district. After matching students on their propensities to enter a charter school, we find that pupils attending charters outperformed TPS peers over the 4-year period. These benefits are most consistent and moderate in magnitude for middle school students. We observed significant though small effects in English language arts for pupils attending charter high schools. Latino students, mostly attending start-ups, enjoyed consistent benefits from attending a charter school.  相似文献

We analyze the geographical distribution of, and access to, charter schools in the state of Ohio. Using poverty and race data from the U.S. Census, as well as publicly available student achievement scores, we analyze the locational preferences of charter schools. We use Geographic Information System (GIS) to visual display charter school locations relative to these community variables. Results suggest that policies limiting charters to locate in low performing school districts (labeled “challenged districts”) lead charters to cluster in urban cities; thus students living in poverty in large portions of the state lack easy access to school choice options. Further, we find that charters tend to avoid areas of the highest concentrations of poverty and Hispanic (though not Black) students.  相似文献

Abstract

One aspect of charter schools that is often overlooked when one evaluates their success is the support that they receive from students. By using data from a survey of Texas charter school students, supplemented with statistics from the Texas Education Agency, the author examined students' satisfaction with their charter school, especially as it compared with their previous educational experiences. Results suggest that when students perceived that the charter school had higher quality teachers, better classes, and a more caring environment, they were more satisfied with their charter school than with their previous school. Furthermore, students most at risk for dropping out also were those who tended to be more supportive of their charter school.  相似文献

ABSTRACT

Racial segregation has remained a lasting legacy of rural schools in southern states. Our article explains a case where community leaders created a diverse charter school to change its historical practice of an isolated White private school and isolated African American public schools. We scan documents and literature related to this integration strategy to surface key themes when using rural charter schools to alter patterns of school segregation. First, we explain pressing issues in rural schools. Second, we describe how segregation and inequality have evolved in the South. Third, we explain research showing how charter schools maintain patterns of school segregation, but with exceptions and nuances in certain contexts. Fourth, we consider the benefits and tensions surrounding one rural charter school that offers an integrated educational program. Benefits range from societal to individual as the school fosters an environment where students are exposed to diverse educational experiences. Tensions include shifting power and funding dynamics and the possibility of using a good example to shepherd in less effective charter models elsewhere.  相似文献

ABSTRACT

Stakeholder surveys conducted as part of the development of an accountability and assessment system for five charter schools in Miami-Dade County and Broward County, Florida, revealed high positive response regarding high expectations, school climate, basic skills instruction, and monitoring student progress. The lowest overall rating revealed dissatisfaction with charter school resources. Five researchers distributed questionnaires to stakeholders, defined as parents, pupils, teachers, administrators, special program teachers, and auxiliary personnel. Survey results were generally positive in assessing the schools, programs, teachers, administrators, and relationships between the various stakeholder groups. This study provided the quantitative data needed to form the framework for the development and implementation of an accountability system.  相似文献

ABSTRACT

The national debate over charter schooling has become increasingly heated in 2016, driven by polarized narratives about the students charters typically serve. Opponents argue charters cream-skim more advantaged students, while proponents hold they primarily serve historically disadvantaged students. National evidence on charter student selectivity has not kept pace with these arguments. Rigorous comparisons of charter and traditional public schools (TPSs) have limited scope and generalizability, while oversimplified national comparisons are often misleading. This essay presents a novel method for national comparisons of charter schools’ student poverty, special education, limited English proficient (LEP) composition and discipline rates, to those of their nearest five TPS neighbors. Findings show that charters’ student compositions differ from those in neighboring TPSs, but not in uniform ways.  相似文献

ABSTRACT

There have been strong calls to action in recent years to promote both school choice and the learning of science, technology, engineering, and mathematics (STEM). This has led to the burgeoning development of STEM-focused schools. Nine STEM-focused charter and 2 STEM-focused magnet schools that serve elementary-aged students were examined to assess the achievement of students who transfer to these schools, as compared to students transferring to non-STEM schools, in the content areas of mathematics, language arts, and reading. The achievement of students transferring to STEM-focused elementary schools was also evaluated after 3 years at their new school and compared both to students’ own prior achievement at their old school and to achievement of students comprising comparison groups. Results generally indicated no effect of STEM-focused magnet schools, but did indicate some positive effects of STEM-focused charter schools.  相似文献

I employ ordered probit regression and a new instrumental variable to compare the Fall 2015 parental satisfaction survey results of open-enrollment charters to district-conversion charters. Choice status in Arkansas charter schools is largely beneficial to parental satisfaction. Specifically, parents with children in open-enrollment charters had between a 17-percentage point and 32-percentage point higher likelihood of grading their current school as an A or responding as Highly Satisfied in six of nine quality categories. I find no evidence that parents rate the quality of schools similar to the analysts at the Arkansas Department of Education or that satisfaction differs in oversubscribed schools.  相似文献

Concerned that public schooling leads to mediocrity rather than meritocracy, many middle-class parents are seeking other options such as private schools, alternative public schools, and charter schools to develop their children's academic, creative, and athletic talents. Based on a mixed method investigation of school choice among parents (N = 1,871) in the two largest cities in the Province of Alberta, this paper examines the logic, values, and concerns that inform parental decision-making and the impact of social class differentiation in the process of selection of elementary schools. Despite several charter schools specifically targeting improving students’ noncognitive skills, the majority of charter school literature focuses on cognitive learning outcomes. Using behavioral measures as proxies for noncognitive outcomes, I find that North Carolina charter schools have no effect on tardiness or unexcused absences but are slightly improving total absences, suspensions, and disciplinary infractions. These positive results were driven primarily by charter schools that had been operating for at least five years. My results suggest that charter schools should be evaluated on a wider selection of outcomes than just standardized test scores.  相似文献

ABSTRACT

The role of political factors, specifically of public opinion, in the relatively low penetration of charter schools into rural America remains unclear. We use 8 years of national survey data to demonstrate that rural residents express less support for charter schools than residents of other locales do. We attribute this gap to differences in familiarity with charter schools across these locales rather than to differences in satisfaction with local schools or to differences in demographics, party affiliation, or political ideology. However, using a survey experiment and an oversample of districts with charter schools, we show that increased exposure to these schools or information about them does not boost support in rural communities. Lastly, we demonstrate a similar urban-rural gap in support for private school choice policies such as vouchers and tax credits for private school scholarships.  相似文献

Reflecting post-bureaucratic organisation theory, education reformers intended charter schools to empower school-level leaders, most typically principals, with autonomy to pursue clear, student-centred missions. Yet little research explores whether charter school principals have more power than traditional public school counterparts. We summarise the limited literature addressing the issue. Second, we present findings from interviews with nine charter leaders from six US states who have experience in leading both charter and traditional public schools, a unique data set. Both prior research and our findings suggest that generally, leaders feel more likely to be held accountable for results in charter schools than in traditional public schools. Furthermore, without oversight from school boards and central office administrators, charter leaders report having more power over budget and personnel, and more ability to collaborate with teachers. At the same time, standalone charter leaders report needing business support and training, while those from charter management organizations feel free to focus on academic success.  相似文献

ABSTRACT

The fact that the reform movement in public education has directed greater attention to the needs of underperforming students than to those of gifted and talented (G/T) students is both well documented and not surprising in the current political climate. Some advocates for G/T education greeted the growth of charter schools as promising a more receptive environment for G/T students and programs. Indeed, enthusiasm was so great that early critics of charter schools worried that they would result in “creaming” G/T students from the general population leaving public schools in worse shape than before (Wells et al., 1999). However, not only has evidence of this “creaming” not been found but, rather, only approximately 30% of charter schools report that they have a G/T program at all (Gruber et al., 2002). The charter schools in this study (n = 49) were found to provide varied instructional programs and employ recommended practices such as acceleration and project-based learning to meet the needs of their G/T students. They don't focus on identification of G/T students. While some schools are based on a philosophy that all students are gifted, others only recognize the gifts and talents as they emerge. We found that these schools provide flexible grouping and independent learning plans to assure that all students can progress as far as possible as quickly as possible.  相似文献

ABSTRACT

Reforms using market-style mechanisms of parental choice and competition between schools are intended to leverage change by compelling schools to diversify options and increase effectiveness. Yet, some research challenges those assumptions, suggesting that schools in competitive climates are more likely to focus on image management to attract a more desirable student intake than to engage in substantive innovations to improve student outcomes. This analysis examines school responses to competition in two local education markets representing a mix of public (including charter) and private school types. School promotional signals to consumers are studied in order to understand school perceptions and responses to underlying competitive incentive structures-incentives that reformers intended to encourage programmatic improvement and diversification of options along a horizontal axis of diverse consumer preferences. A review of marketing materials demonstrates that many schools are instead adopting marketing strategies designed to attract “better” students-often from schools considered to be successful, rather than from the failing schools reformers had targeted. These patterns of vertical differentiation suggest that schools may be acting in ways that reflect contradictory incentives shaping how schools engage the marketplace.  相似文献
