Personalisation is an emerging ‘movement’ within education. Its roots reside in marketing theory, not in educational theory. As a concept it admits a good deal of confusion. It can refer either to a new mode of governance for the public services, or it qualifies the noun ‘learning’, as in ‘personalised learning’. The concern here is with its intellectual affinity to child‐centred education, one which the government in England has strongly denied. On balance, the government’s view of personalisation is not of a piece with what may commonly be regarded as child‐centred education. But the strong semantic accord between the terms ‘personalisation’ and ‘child‐centred education’ provokes a question: why does the government not provide a term which unequivocally distinguishes its current ‘vision’ for education from child‐centred education? By retaining the term personalisation, the government purports to do two things: first, because of its focus on personalised ‘tailored’ needs and co‐produced solutions, it adapts education even further to a consumerist society; and second, because the term personalisation strikes a chord with the discourse of child‐centred education, it blurs the fact that little to do with pedagogy or with curriculum has in fact been changed. The term personalisation generates a nostalgic appeal to better times long gone.  相似文献

The paper draws on critical discourse analysis to examine and discuss some of the key developments in the governing of education in Scotland since the election of the Scottish National Party (SNP) government in May 2007. It analyses these developments, drawing on a study of key policy texts and suggests that discourse analysis has much to contribute to the understanding of the governing strategy of the minority SNP administration as reflected in its education policy. We suggest that there is a self-conscious strategy of ‘crafting the narrative’ of government that seeks to discursively re-position ‘smarter Scotland’ alongside small, social democratic states within the wider context of transnational pressures for conformity with global policy agendas. Thus the paper connects to current debates on the relationship between an emergent global education policy ‘field’ and the capacity of ‘local’ contexts to develop and sustain particular, embedded assumptions and practices.  相似文献

Speaking about ‘the student experience’ has become common-place in higher education and the phrase has acquired the aura of a sacred utterance in UK higher education policy over the last decade. A critical discourse analysis of selected higher education policy texts reveals what ‘the student experience’ has come to signify, and how it structures relations between students and academics, institutions and academics, and higher education institutions and government. ‘The student experience’ homogenises students and deprives them of agency at the same time as apparently giving them ‘voice’. This paper examines the dominance and sacralisation of the discourse of ‘the student experience’ and questions its positioning as a means of discriminating between the value of different experiences of education.  相似文献

Governments in Latin America appear to have reached the limits of public subsidy of higher education and they are searching for funding alternatives. Tuition is viewed as one of the means of diversifying support and thereby of reducing the financial pressures on the budgets of these countries. In addition to the economic rationale, advocates of tuition base their arguments on the inequities of public subsidy, on the concept of ‘the ability to pay’, and the need to redirect public subsidy to the elementary and secondary levels. Opposition to tuition is led by the students, with support from faculty and administration in higher education. Opposition is based on the ideology of ‘free’ education, which views higher education as a basic societal obligation and fears the ‘privatization’ of universities if governments do not fulfill their obligations. Tuition is much more than an economic issue and reflects a traditional distrust of government motives within higher education. Without additional sources of funds, however, it is likely that opportunity for higher education will be denied large numbers of students. It is ironic that expansion of opportunity may depend on the implementation of tuition as one method of raising financial support.  相似文献

Australian and English print media are actively engaged in producing reports that claim to find the ‘best schools’, the ‘real state of education’, and ‘star head teachers’. This article considers the production of knights and dames, maverick heads and struggling schools. It argues that some of these stories are clearly the products of departmental press bureau activities and policy agendas. It shows, however, that even those stories intended to critique government policy support paradoxically a notion of the singular importance of the headship and the virtues of heroic leadership. It is suggested that the simulacrum of the heroic head works as a normative disciplinary device for performative and market practices and is singularly off‐putting to both serving and aspirant school leaders.  相似文献

The public funding of early years education and care in England has been transformed. Historically, local councils had the main responsibility for decisions regarding nursery education and child day care, but in 1996 the Conservative government introduced a nursery education voucher scheme. Parents of four-year-olds could exchange the voucher for three terms of part-time ‘preschool provision’ in a state maintained nursery or primary school, or in a private, voluntary or independent (PVI) provider of child day care; in 1998, the Labour government replaced the voucher with an entitlement to free part-time ‘early education’. The entitlement was expanded progressively and in 2017 the Conservative government introduced 30 h per week free ‘childcare’ for some children, together with an Early Years National Funding Formula. Funding goals and policy have shifted over time, underpinned by the idea of ‘a level playing field’ between providers in maintained and PVI sectors. However, there is no statutory requirement for PVI settings to employ qualified teachers, militating against a genuine ‘level playing field’ and the integration of education and care.  相似文献

Private institutions are increasingly visible in the higher education landscape of Egypt. Many of these institutions, however, are within the ‘demand-absorbing’ category, offered at relatively lower fees and requiring lower test scores for admission. Building on interview data, this paper looks at how the graduates of some of these institutes reflect on their learning experience. In the discourse of these graduates, the learning experience is described as ‘easy’ and less demanding. This ‘easy’ education is accepted, justified and even celebrated. Credential fetish and the social status associated with a higher education degree are central to the perpetuation of the allure of ‘easy’. However, ‘easy’ education is also condemned for its compromised quality and low status. The paper seeks to situate these competing and overlapping discourses on private institutes within the analysis of the structure of the education system in Egypt and the global neoliberal tide for education reform.  相似文献

The Bourdieuian concept of ‘position-taking’ is applied in this analysis of recognition of prior learning (RPL) policy and practice in Australian higher education. Data from institutional documents and participant interviews indicate that, within RPL policy, the universities selectively employ prevailing discourses of ‘quality’ and ‘equity’ to reinforce or potentially improve their reputation and symbolic power in the field of higher education. There is no common consensus about either equity or quality across the sector, as each university interprets the two concepts for its own benefit. The evidence suggests that, despite rhetoric in government policy implying that both are equally important, quality is a far stronger discourse and policy imperative than equity in RPL policy and practice. Also, RPL policies and practices provide an insight into how the key policy priorities of equity and quality are addressed by universities, when applied to a specific educational process or practice.  相似文献

The paper explores ideological conceptions of management, especially ‘new managerialism’, with particular reference to their role in the reform of higher education. It is suggested that attempts to reform public services in general are political as well as technical, though there is no single unitary ideology of ‘new managerialism’. Whilst some argue that managers have become a class and have particular interests, this may not be so for all public services. The arguments presented are illustrated by data taken from a recent research project on the management of UK higher education. It is suggested that managers in public service organisations such as universities do not constitute a class. However, as in the case of manager‐academics, managing a contemporary public service such as higher education may involve taking on the ideologies and values of ‘new managerialism’, and for some, embracing these. So management ideologies do seem to serve the interests of manager‐academics and help cement relations of power and dominance, even in contexts like universities which were not traditionally associated with the dominance of management.  相似文献

Cultural exchange is privileged in many higher education programs across the globe. The Australian government’s New Colombo Plan refers to a ‘Third Wave’ of globalisation which foregrounds global interrelatedness through developing student capabilities to live, work and contribute to global communities and aims to make the global an ‘everyday’ experience for students. Mobility programs are promoted as the main strategy for fostering global perspectives, contradicting the idea of the global as an everyday experience. This paper unpacks constructs of global citizenship that underpin Australia’s recent international and global engagement policies, and implications for the ‘global’ wave in ‘local’ parochial contexts.  相似文献

The complex leadership attribute of ‘negative capability’ in managing uncertainty and engendering trust may be amongst the qualities enabling institutions to cope with multiple recent government policy challenges affecting English higher education, including significant increases in student fees. Research findings are reported on changes in leadership values, trust and organisational cultures in higher education during the current ‘age of austerity’. Data from university experts, managers and academics in semi‐structured interviews were informed by questionnaires (n = 16), online surveys (n = 121) and a focus group (n = 6). Findings indicated that values‐based leadership characterised by skilful ‘negative capability’ is now needed in English higher education. ‘Negative capability’ is defined as the ability to resist the ‘false necessity’ of deterministic solutions in building staff trust to cope proactively with ambiguity and change. This capability is needed for academic leaders to maintain their role in shaping the enduring purposes of higher education during a recession, both in England and in the wider international environment.  相似文献

Alarmed by declining enrolment in government schools and potentially adverse academic, administrative and fiscal consequences associated with it, policy makers in India have initiated experimenting with closure of government schools with low enrolments (‘small’ schools), an exercise commonly referred to as ‘school rationalisation’. However, the impact of this policy on access to schooling and learning remains empirically unexplored. Utilising ASER 2014 data, this paper asks three key questions: (a) what are the characteristics of villages in which ‘small’ schools are located?, (b) what options would students have if ‘small schools’ were to be closed, and finally (c) what are the differences in characteristics of ‘small’ and non-‘small’ schools? Results indicate that the villages which have ‘small’ schools are more disadvantaged in terms of essential public services such as all-weather roads leading to village, availability of government health facilities or banks and post offices. Additionally, these villages are less likely to have an alternative to the ‘small’ school, either government or private. Results also show that ‘small schools’ are much more likely to have multi-grade teaching. They are less likely to have basic infrastructural facilities. Interestingly, learning levels are unlikely to be different in ‘small’ schools than non- ‘small’ schools even after controlling for child, household and village attributes. Thus, the analysis suggests that school rationalisation can potentially have severe consequences on children’s access to schools without any meaningful impact on learning levels in a ‘business as usual’ scenario.  相似文献

This paper explores constructions of the ‘new’ university student in the context of UK government policy to widen participation in higher education. New Labour discourse stresses the benefits of widening participation for both individuals and society, although increasing the levels of participation of students from groups who have not traditionally entered university has been accompanied by a discourse of ‘dumbing down’ and lowering standards. The paper draws on an ongoing longitudinal study of undergraduate students in a post–1992 inner‐city university in the UK to examine students' constructions of their experiences and identities in the context of public discourses of the ‘new’ higher education student. Many of the participants in this study would be regarded as ‘non‐traditional’ students, i.e. those students who are the focus of widening participation policy initiatives. As Reay et al. (2002) discovered, for many ‘non‐traditional’ students studying in higher education is characterized by ‘struggle’, something that also emerged as an important theme in this research. The paper examines the ways in which these new student identities both echo the New Labour dream of widening participation and yet continue to reflect and re‐construct classed and other identities and inequalities.  相似文献

Abstract

Nationalism is a key resource for the political work of governing Scotland, and education offers the Scottish National Party (SNP) government a policy space in which political nationalism (self determination) along with social and cultural forms of civic nationalism can be formed and propagated, through referencing ‘inwards’ to established myths and traditions that stress the ‘public’ nature of schooling/education/universities and their role in construction of ‘community’; and referencing ‘outwards’, especially to selected Nordic comparators, but also to major transnational actors such as OECD, to education’s role in economic recovery and progress. The SNP government has been very active in the education policy field, and a significant element of its activity lies in promoting a discourse of collective learning in which a ‘learning government’ is enabled to lead a ‘learning nation’ towards the goal of independence. This paper draws on recent research to explore recent and current developments in SNP government education policy, drawing on discourse analysis to highlight the political work that such policy developments seek to do, against the backdrop of continuing constitutional tensions across the UK.  相似文献

Despite its ideological saturation, recent neo-liberal education policy has been deeply depoliticising in the sense of reducing properly political concerns to matters of technical efficiency. This depoliticisation is reflected in the hegemony of a managerial discourse and the decontestation of terms like ‘quality’ and ‘effectiveness’, as well as in the apparent consensus around the necessity of particular practices, such as the adoption of ‘standards’ and the implementation of high-stakes testing regimes. The reduction of the political to the technical is not only anti-political but also anti-democratic, with violence often unrecognised behind appeals to consensus, commonsense and ‘rationality’. This study draws on the work of political theorists like Mouffe and Rancière to critique the depoliticisation reflected in recent Australian federal government recent education policy, particularly its notion of an ‘education revolution’ that pre-empts politics through a utopian harmonisation of difference and a reduction of the political to the merely technical and instrumental. This article concludes with some potential starting points for crossing, or traversing, fantasies in education which, along with a recognition of the inescapability of social and political antagonisms, could serve as a basis for a renewed emphasis on the importance of the political in education policy.  相似文献

The purpose of this study is to analyze changing patterns of governance in Korean higher education through the window of the NPM, so as to compare policy developments in Korea to wider international trends. Building upon Braun & Merrien (1999)’s earlier analytical framework on university governance, the study focuses on the following dimensions in analyzing the Korean case: (1) the belief system of the government regarding the role of universities; (2) the university-state relationship in terms of both ‘procedural’ and ‘substantive’ autonomy; and (3) the distribution of power and authority within individual universities. The results of the analysis suggest that, although some typical elements of the NPM governance model can be found, the NPM principles have yet to be firmly incorporated into Korean higher education. The study argues that the main reasons for this retardation in the implementation of the NPM driven reforms in Korea would be: (1) the general cynical attitude of professors towards the NPM governance model which was considered as the legacy of the former military regime and (2) the lack of a necessary coherence of government policies over the past two decades (i.e., the heavy emphasis on accountability without an accompanying increase in institutional autonomy). The study recommends, as a conclusion, that a more systematic and integrated implementation strategy would be needed so as to create the necessary preconditions for the NPM principles to be able to work properly in Korean higher education.  相似文献

Do students attending private schools learn more and have higher cognitive abilities than their public school counterparts in India? Though some recent works have discussed this question, the empirical contours to address the issue remain unclear, particularly in a diversifying school education market in India. This paper examines the factors determining the inequality in children’s learning outcomes (i.e., reading and math scores) in India using the second round of India Human Development Survey data. We examine the effect of a child’s ‘school absenteeism’ and ‘time spent for studying and doing homework’ on learning outcomes, and how these explain the existing learning gap between private and government school children. We provide strong evidence that the children attending private schools have significantly better learning outcomes than their government school counterparts. However, this performance difference between private and government school-going children reduces with the increase in school attendance and the time spent in studying and doing homework by a child. The findings of the study implicate that the cognitive abilities of low performing government school students can be improved by reducing their absenteeism in schools and increasing time for studying and doing homework after school.  相似文献

This article argues that the individual academic is all but absent from the assumptive worlds of policymakers in UK higher education. It is taken for granted in research on academic identity that those who work in higher education as teachers and researchers refer to themselves as, and indeed are referred to by others as, ‘academics’. Evidence is drawn from a study of policymakers in the UK to demonstrate that the word ‘academic’ is not a part of the lexicon of higher education policymaking. Moreover, the concept of the academic is cast into shade by an overwhelming emphasis on ‘the student experience’, and, from another direction, by a location of professional academic accountability at the level of the higher education institution rather than the individual. The article concludes with an exploration of what work this absence of the academic in policy does in disrupting the possibilities for engagement between the worlds of academia and policymaking and in perpetuating the discourses of marketisation and new management in higher education. It also suggests understanding the assumptive worlds of policymakers is a crucial counterbalance to a growing body of literature on academic responses to change, some of which has tended towards the self‐referential.  相似文献

In the 1970s, policies restricting the growth of post‐primary education and guaranteeing government employment for the few graduates limited the spread of the ‘diploma disease’ in Tanzania. The economic crisis of the 1980s meant growing underfund‐ing of education, which, combined with bureaucratic inefficiency and corruption, has led to the collapse of educational quality. Consequently, the majority rural poor have increasingly turned away from formal schooling, while the urban middle class continue to compete through education for the limited number of modem‐sector jobs. Liberalisation has resulted in rapid informalisation of the economy and the shrinkage of the public sector. But, just as previous reforms were unsuccessful in promoting rural development, so the present education system is incapable of promoting self‐employment in the informal sector. Dore predicted that, as a ‘late developer’, Tanzania would suffer an acute attack of certification sickness. That the symptoms are only now appearing among a relatively small segment of the population suggests, perhaps, that Tanzania is an even later developer than Dore imagined.  相似文献
