In Salinas, a city of 150,000 on the Central Coast of California, an $8 million federal grant program is helping children and their families grapple with issues pertaining to violence, substance abuse, mental health, and academic success. In just two years, the program has helped educators and service providers deter school crime, provide on‐campus therapy to troubled youth, increase participation in parenting programs, and decrease truancy at several schools. Most importantly, the Salinas initiative has helped providers coordinate services to children and families who need them most. Project directors say that approach will be crucial as they search for new ways to sustain Safe Schools/Healthy Students (SS/HS)‐funded programs. © 2003 Wiley Periodicals, Inc. In November 1994, the Hertfordshire School Attendance Project, an initiative set up by the local authority's Education Welfare Service with the purpose of promoting regular school attendance, conducted a survey on school attendance in which 12 secondary schools participated. The survey was intended to establish how pupils responded to coming to school; to identify levels of truancy, including post‐registration truancy; to determine the reasons for such truancy; and to assist schools in developing appropriate and effective responses. The survey found that the overwhelming majority of pupils mostly liked school, attended regularly and were mostly happy with the curriculum which they were offered. The truancy that was located was confined mainly to Years 9, 10 and 11; it was neither widespread nor habitual in character, and appeared to be caused primarily by what might be termed ‘lesson difficulty’. That is, the pupil involved either did not like or could not do a particular lesson and/or had a poor relationship with a particular teacher. Post‐registration truancy (PRT) ‐ when the pupil comes to school, registers and then proceeds to miss certain or all lessons ‐ was found to be slightly more prevalent than blanket truancy (BT) ‐ when the child fails to attend school altogether and lacks authorization for failing to do so (these categories of truancy are based on the work of Stoll and O'Keeffe, 1989 and O'Keeffe, 1994). The survey strongly suggested the need for schools to engage in a debate on the nature of some aspects of the curriculum and to develop coherent and consistent whole‐school attendance policies.  相似文献

The effectiveness of a school‐based truancy court intervention in four middle schools in a mid‐sized school district was evaluated. Cumulative data from 185 youth attending a truancy court from 2004 through 2008 were included in the analyses. Results indicated a differential impact of the truancy court intervention depending on truancy severity at baseline. The intervention was most successful in increasing attendance for students with severe truancy, but had limited impact on students with moderate truancy, and no impact on mild truancy. The intervention did not result in improved school attachment or grade point averages, nor did it significantly reduce discipline offenses. Furthermore, the aftercare intervention, consisting of regular meetings with an authority figure (e.g., a juvenile officer), was only effective at maintaining truancy court attendance gains for students with severe truancy at baseline, although it was associated with a substantial decrease in discipline offenses for all groups. These results suggest that truancy courts similar to the one described here may have an impact on truancy for severely truant students, but may have a limited effect on students with mild or moderate truancy. © 2009 Wiley Periodicals, Inc.  相似文献

Truant student behavior can be due to various reasons. Some of these reasons are located in schools. So far, little is known about how student perception of school rules is related to truancy. This study aims to identify types of school attendance policies and how these policies are associated with individual truancy. Self-reports from the German student sample of PISA 2012 (N = 5,001) were analyzed to evaluate truancy and student perception of school attendance policies. A linear regression model was specified to predict truancy. Two styles of school attendance policies as perceived by students could be distinguished: active and passive. Students who perceived their school's attendance policy to be active were truant less often than students who thought their school's attendance policy was passive.  相似文献

Not completing upper secondary education is often presignaled by truancy from school. Student-perceived social support from family, peers, and teachers can prevent truancy and the risk of not completing education. However, prior studies have not focused on the stability of social support across school transitions. This longitudinal study of 1901 Finnish students examined the extent to which social support was stable or specific to primary, lower secondary, and upper secondary schools. Moreover, we examined whether support was associated with not completing upper secondary education in normative time and whether truancy mediated the relationship between support and not completing education. The analyses showed that most variance in social support was context-specific; family and peer support was related to truancy and not completing education; and truancy acted as the mediator. The findings underscored the importance of stable social support over school transitions in reducing the likelihood of truancy and not completing education.  相似文献

This article presents the results of the 2nd-year evaluation of an after-school program designed for an extended school day program serving African American middle school students in the city of Baltimore, Maryland (ACCESS-West). This study describes the effects of schoolwide reform especially as it relates to single-gender schools, educating African American males, and extending the school day. The ACCESS-West program goals included improving academic achievement, improving student attitude toward school, decreasing chronic truancy and absenteeism, and increasing parental engagement and involvement. Second-year results reveal that three of the four goals were met but that the interplay between schoolwide reform and implementing the extended-day program had mixed effects on the program. Staffing and administrational changes and high percentages of special needs students adversely affected the program and results. Dedication, commitment, and implementation positively contributed to the outcomes of the 2nd-year results. The results contribute to the growing body of literature and research that continues to investigate the effects of single-gender schools on minority males. The results suggest that the schools need a number of years to establish their areas of staffing, administration, curriculum, and student enrollment before the results they can expect positive results. These results also suggest that providing African American males with an extended-day program that is flexible, yet structured, can provide positive results academically, behaviorally, and with the challenges of parental engagement and involvement.  相似文献

Researchers and others in the education community are concerned about over-reliance on exclusionary discipline such as out-of-school suspension (OSS) and expulsion. Exclusionary discipline is associated with lower student achievement, higher risk of drop-out or grade retention, and involvement in the juvenile justice system. In response, many schools, districts, and states are moving toward less exclusionary consequences. In 2013, the Arkansas state legislature passed a bill prohibiting the use of OSS as a consequence for truancy. Yet, even after 3 school years, there has not been a complete elimination in the use of OSS for truancy. In this article, I use 8 years of student achievement, demographic, and disciplinary data from all Arkansas public schools to assess which school-level factors are associated with the use of OSS as a consequence for truancy in the year the law was passed, and which are associated with policy compliance in the following 3 years. I find schools that served more minority students, had higher rates of truancy, and higher rates of OSS were less likely to comply with the policy, all else equal. Combined, these results suggest that the types of schools likely targeted by this policy are the same ones not fully complying with it. As a result, the impact of policy reforms, which sound beneficial prima facie, may be limited if changes are not communicated well to schools, if there is not accountability to ensure compliance, and if there is not school capacity to handle discipline effectively.  相似文献

Since school voucher funds are public, policymakers fiercely debate how those funds should be spent. A goal of many decision-makers is to ensure that every private school option is “high-quality” through program accountability regulations. Private schools, however, decide whether to participate in a private school choice program and likely factor the amount of state regulations into that decision. This paper estimates the program participation decisions of the private schools in D.C., Indiana, and Louisiana. We specifically examine the impacts of voucher regulations on the supply-side of voucher programs. We employ a linear probability model to examine how school quality, as measured by revenue, tuition, enrollment, and Great School Review scores, is associated with program participation for schools. Results indicate that higher tuition-levels and larger cohort enrollments, conditions normally associated with high quality schools, identify schools that are less likely to participate in voucher programs. We also find a consistent negative relationship between Great Schools Review score and the school participation decision in all three locations; however, these coefficients are not statistically significant. State fixed effects reveal that private schools in D.C. and Louisiana, the two states that have higher regulatory burdens, are less likely to participate in voucher programs.  相似文献

Abstract

TVEI in its pilot phase seeks to ‘test and explore’ new approaches to the education and training of 14‐18 year‐olds. Quantitative performance indicators can be used to assess its impact in two ways. ‘Whole‐school’ comparisons contrast the performance of TVEI schools with other schools nationally, and with their own performance in earlier years. ‘Within‐school’ comparisons contrast TVEI with non‐TVEI students from the same schools. Whole‐school comparisons, based on the year group which included the first Scottish pilot TVEI cohort, found no impact of TVEI on examination attainment, truancy, staying‐on at 16 or the employment of early leavers. Within‐school comparisons found a favourable (if problematic) effect on truancy, but found no significant average effect across the Scottish projects on the other outcomes. However the effects of TVEI on all outcomes varied across schools or projects. The true test of the success of the TVEI pilot is its ability to learn from this variation, and will be measured in respect of later cohorts.  相似文献

Lesbian, gay, bisexual, transgender, queer, questioning, intersex, asexual, and ally (LGBTQQIAA) students are not commonly discussed in teacher education programs. Issues related to LGBTQQIAA learners need to be addressed in schools and in teacher education programs. Extant research shows that LGBTQQIAA students often face hostile school climates, with few resources and little support, which can lead to higher levels of absence and truancy, lower levels of academic achievement, and numerous negative health outcomes. This article uses autoethnographic methods to examine the experiences of an activist group working with preservice teachers, teacher educators, and other social justice advocates on a long-term service project for undergraduate teacher candidates aimed at increasing recognition of and giving voice to K—12 LGBTQQIAA students' experiences. Issues related to agency and resistance are addressed, and implications for teacher preparation programs are discussed.  相似文献

The author compares his former position as an assistant professor in a program preparing future teachers of deaf and hard of hearing students with his present position as an administrator of a public school program serving these students. He maintains that in some ways, teacher training programs in deafness and the public school settings hiring these graduates are separate worlds. The emphasis in teacher training programs appears to be on preparing graduates to work with deaf students in self-contained or residential school settings even though most teaching positions are with hard of hearing students mainstreamed in public schools. Other important areas, such as collaboration with general education teachers, litigation, parental relationships, and individualized education programs, seem to be overlooked by teacher training programs. The author employs the mockingbird metaphor from the novel To Kill A Mockingbird (Lee, 1960) to highlight differences between teacher training programs and public school settings, while making recommendations for strengthening connections between the two.  相似文献

ABSTRACT

Since the Common School era, states have maintained truancy laws to ensure that students attend school. However, we know little about the severity of these laws and their relationship to student outcomes, particularly absenteeism. In this study, we survey state education statutes to document the severity of truancy policies. We estimate the relationship between these truancy policies and rates of chronic absenteeism via multilevel models using data on all U.S. public schools from the Office of Civil Rights. We find that most students live in states where they may be referred to legal authorities for levels of absenteeism below federal standards. We find little evidence that states with truancy policies have lower chronic absenteeism after adjusting for demographic and other characteristics. However, while non-White high-school students are overrepresented among chronic absences overall, they have rates of chronic absenteeism comparable to their White peers in states with less severe truancy policies.  相似文献

The impact of summer science‐enrichment programs on high‐school students' science motivation and confidence was evaluated in a 7‐month period following program completion. The programs took place on a college campus. The splashdown effect was defined as program‐related changes the program graduates recognized in themselves that became apparent to them after reentry to their home high school. The effect was studied in a group of 88 gifted girls and boys from 38 high schools. On qualitative and quantitative measures obtained during private interviews, students reported a strong splashdown effect after returning to their high school. Results supported the validity of the splashdown concept. Splashdown motivation and splashdown confidence (i.e., recognition of program‐related gains in motivation and confidence that occurred after high‐school reentry) predicted change in corresponding science attitudes during the follow‐up period. As predicted by social comparison theory, the intensity of the splashdown effect was associated with average school achievement in the student's home high school. Students from academically weaker schools reported stronger splashdown effects. Implications for enhancing and evaluating the effect of science‐enrichment programs on students' science attitudes are discussed. © 2005 Wiley Periodicals, Inc. The purpose of the present study is to explore non-truanting youngsters’ perceptions of truants and truancy. In-depth qualitative interviews (N: 8) are used to explore inductively the perceptions of truancy among non-truanting pupils in secondary education in Flanders (the Dutch-speaking part of Belgium). We use survey analysis (N: 3314) to assess the prevalence of different attitudes towards truancy and their mutual relationships, the prevalence of truants at school, individual risk factors for truancy, and school context variables. The results reveal two attitudes toward truancy: (1) disapproval of truancy and (2) the appeal of truancy. Factors that increased disapproval of truancy included attachment to school, attachment to parents, belief in school rules and cultural capital. Finding truancy attractive was associated with a lack of attachment to school and the presence of truants in the peer group. In the conclusion we elaborate on the implications of our findings.  相似文献

We evaluate the integrating and segregating effects of three distinct school choice programs in San Diego. We go beyond the traditional question of racial integration and examine the integration of students by test scores, parental education levels, and language status. In addition to measuring the net integrative effects of school choice, we also examine the underlying motives behind student participation in school choice programs and the limiting influence of supply-side constraints. Two of the programs that we consider are rooted in 1970s integration-based reforms that provide public transportation for program participants. The third program is a state-mandated, open-enrollment program that requires participants to find their own transportation to and from their choice schools. We find that the two programs with underlying integrative objectives do indeed integrate the district, but the open-enrollment program segregates the district along most dimensions. Provision of busing and geographic preferences appear to be important factors in promoting integration.  相似文献

A school improvement program that provided support to poor-performing schools on the basis of needs identified in a school improvement plan was implemented in 72 government schools in Jamaica, from 1998 to 2005. In this independent evaluation of the program, we use propensity score matching to create, post hoc, a control group of schools that were similar to program schools in the baseline year. By the final year of the program, we find that program schools had received more inputs to improve literacy and numeracy than control schools, and that some inputs associated with the program were correlated with improvements school average achievement: supplementary reading materials, additional training for reading resource teachers, and functioning computers. At the student level, however, we find no evidence that students enrolled in program schools achieved higher reading or math scores than those in control schools. We suggest three possible reasons for this: (a) the lack of sensitivity of the learning measures to improvements at the lower end of the scales; (b) the availability of program-like inputs in non-program schools, provided by other programs and donors; and (c) the growth in student enrollment in the program schools, which may have diluted the program effect for incoming students in upper grades. Schools with school improvement plans did not outperform comparable schools that did not have these plans.  相似文献

The UK government has encouraged schools and local authorities to promote school attendance because of its associations with academic attainment and antisocial behaviour. Legislation makes school attendance a parental responsibility. This small‐scale study collected data on parent–child interaction immediately prior to school absence to examine how such interaction influenced the development of attendance difficulties. Good and poor school attenders, of 12–13 years of age, were compared on quantifiable measures of their self‐reported requests to be absent from school, their perceived parents' responses, self‐reported whole‐day and lesson truancy, and expected parental reaction to truancy. School absence requests were significantly more frequent among the poor attenders, who gained more absence and whose parents were inconsistent in their responses to the requests. Education social work/welfare services and school pastoral staff need well‐formulated methods, backed by empirical research, if they are to work effectively with parents and young people and substantially raise their low attendance.  相似文献

This article reports two major data collection efforts conducted during successive years. Study 1 examined the relationship between the school effectiveness variables identified in the Minnesota Educational Effectiveness Project (MEEP), and the attitudes and achievement of students in 31 MEEP schools. Study 2, which focused on 11 of the Study 1 schools, compared the instructional programs provided to students with mild disabilities in three integrated programs in these 11 schools, with those provided by conventional resource "pull-out" programs in three other schools. We not only contrasted program characteristics, but analyzed differences between program characteristics and cognitive and affective outcomes. Results do not provide a strong basis for concluding that general efforts at school improvement will provide the framework for improved outcomes among low-achieving students.  相似文献

Truancy is known to: Hamper academic achievement, predict a range of school-related problems and cause early school leaving. Hence, the development and implementation of measures to tackle truancy are considered as important strategies to prevent early school leaving in Europe. Despite this, there is almost no comparative research which studies variation in truancy rates. This article relies on PISA 2012 data from 24 European countries to empirically answer two questions: (1) To what degree do truancy rates vary cross-nationally? and (2) Do these differences in truancy rates relate to characteristics of the educational system? We found that between-country truancy rates varied more than differences in early school leaving. Moreover, even after taking into account control variables such as economic development and youth unemployment rates, the ways in which educational systems select and group pupils are closely related to truancy rates.  相似文献
