The complex mix of systematic and unsystematic discipline that characterizes most schools creates heightened potential for variation and violation in school and classroom behavior. The challenge of maintaining order intensifies with teachers' concerns about the growing inclusion of students with emotional and behavioral problems in general education classrooms and the general levels of diversity common in America's schools. Little is known about the demography (i.e., who, what, where, when, how) of behavior requiring attention from administrators and other professionals in elementary schools. The need for comprehensive and continuous monitoring of what goes on in schools within the context of increasing appropriate behavior and reducing inappropriate behavior is clear. In this research, we investigated the extent of variation in problem behavior at the school and classroom level. We evaluated office referrals, reasons for removing students from the classroom for discipline, and consistency of reasons for office referrals in schools using different recording systems. Rates of referral differed greatly among teachers within schools and a small group of students accounted for most of the documented behavior problems. The results have implications for efforts to improve academic and behavior instruction in elementary classrooms, which we discuss.  相似文献

The purpose of this study is to analyze the policies and practices of schools in Japan that serve large numbers of bilingual students. Using the notion of imagined communities (Anderson, 1991; Norton, 2001), I examine the relationship between the schools' visions for their students, their current policies and practices, and the students' identities. Based on the ethnographic data collected at four schools in Japan that cater to very different groups of bilingual children, I argue that schools have visions of the communities and societies in which their students will grow up to participate. Moreover, these visions condition the schools' current policies and practices and ultimately affect the identities of the students. Because the students at the four schools are expected to lead different futures, they are being prepared for different kinds of bilingualism. In this stratification process, it is the least privileged bilingual children who are socialized into the most impoverished imagined communities.  相似文献

Bullying is a serious and escalating problem in public schools across America. Each day, thousands of students face taunts and humiliation stemming from bullies. Bullying victims experience emotional and psychological problems that may persist for a lifetime. Other victims commit suicide or retaliate against bullies out of fear for their own safety. Because the courts presume that schools are safe places, teachers and administrators have a leading responsibility to protect students from the harmful behavior exhibited by bullies. They are expected to foresee that bullying is a harmful activity and initiate appropriate steps to eliminate it.

This article discusses the magnitude of the problem of bullying in public schools and the threat of liability for school personnel who fail to respond to bullying incidents. It concludes with a set of guides that should assist teachers and administrators in protecting students from foreseeable harm while minimizing their legal exposure to law suits based on negligence.  相似文献

System‐wide practices in schools should diminish the occurrence of children's problem behavior that is deleterious to academic achievement. The current study examined the relationship between variables that affect classroom behavior and observed behavior in schools with and without a theoretically based character education program. Observational data from 12 elementary schools compared control and treatment conditions on classroom disruption, and examined the influences of class size and percentage of students receiving a free or reduced price lunch (FRL). Results showed a weaker relationship between class size, FRL, and behavior problems within the character education schools than in control schools and that the character education program may have had a stronger influence in schools with a high percentage of students eligible for FRL. © 2010 Wiley Periodicals, Inc.  相似文献

Parents in the United States have had the legal right to choose the school their child attends for a long time. Traditionally, parental school choice took the form of families moving to a neighborhood with good public schools or self-financing private schooling. Contemporary education policies allow parents in many areas to choose from among public schools in neighboring districts, public magnet schools, public charter schools, private schools through the use of a voucher or tax-credit scholarship, virtual schools, or even homeschooling. The newest form of school choice is education savings accounts (ESAs), which make a portion of the funds that a state spends on children in public schools available to their parents in spending accounts that they can use to customize their children's education. Opponents claim that expanding private school choice yields no additional benefits to participants and generates significant harms to the students “left behind” in traditional public schools. A review of the empirical research on private school choice finds evidence that private school choice delivers some benefits to participating students—particularly in the area of educational attainment—and tends to help, albeit to a limited degree, the achievement of students who remain in public schools.  相似文献

Truant student behavior can be due to various reasons. Some of these reasons are located in schools. So far, little is known about how student perception of school rules is related to truancy. This study aims to identify types of school attendance policies and how these policies are associated with individual truancy. Self-reports from the German student sample of PISA 2012 (N = 5,001) were analyzed to evaluate truancy and student perception of school attendance policies. A linear regression model was specified to predict truancy. Two styles of school attendance policies as perceived by students could be distinguished: active and passive. Students who perceived their school's attendance policy to be active were truant less often than students who thought their school's attendance policy was passive.  相似文献

This paper reports the results of the National Survey of Accommodations and Alternate Assessments for Students who are Deaf or Hard of Hearing in the United States (National Survey). This study focused on the use of accommodations and alternate assessments in statewide assessments used with students who are deaf or hard of hearing. A total of 258 participants responded to the survey, including 32 representing schools for the deaf, 168 from districtwide/school programs, and 58 from mainstreamed settings. These schools and programs served a total of nearly 12,000 students who are deaf or hard of hearing nationwide. The most prevalent accommodations used in 2003-2004 statewide standardized assessments in mathematics and reading were extended time, an interpreter for directions, and a separate room for test administration. Read aloud and signed question-response accommodations were often prevalent, used more often for mathematics than in reading assessments. Participants from mainstreamed settings reported a more frequent use of accommodations than those in schools for the deaf or districtwide/school programs. In contrast, schools for the deaf were most likely to have students participate in alternate assessments. The top three alternate assessment formats used across all settings were out-of-level testing, work samples, and portfolios. Using the National Survey results as a starting point, future research will need to investigate the validity of accommodations used with students who are deaf or hard of hearing. In the context of the No Child Left Behind Act of 2001 accountability policies, the accommodations and alternate assessment formats used with students who are deaf or hard of hearing may result in restrictions in how scores are integrated into state accountability frameworks.  相似文献

Many urban high schools serving low-income families have below-average attendance rates, which can indicate that fewer students are prepared to matriculate into college and career opportunities. Through the use of participatory action research (PAR), we – a group of four educators at Wilson High School – have changed school policies and procedures in order to address our school's most problematic behavior: students cutting class. Through the processes and outcomes that our group, the Class Cutting Task Force, has experienced, we have called upon action learning (AL) in our focus on practical and experienced problems, and we have learned an important lesson: without clear and consistent school-wide expectations, our students cannot meet their potentials. Additionally, we have become empowered to drive a school-wide improvement initiative from the ground up by using the four-stage PAR process. It is our experience with the PAR process as a method of engagement in AL for school practitioners that we aim to share in this account of practice.  相似文献

Recent advances concerning emerging/beginning reading skills, positive behavioral support (PBS), and three-tiered schoolwide prevention models combined with federal mandates (i.e., IDEA and No Child Left Behind) have stimulated interest in providing early and intensive instructional intervention services to children at risk for reading and behavior problems. New measures for identifying students as early as kindergarten who are not acquiring early basic literacy skills make this possible. However, questions regarding exactly how to formulate, deliver, sustain, and manage secondary-level interventions remain to be addressed. This paper describes first-year, first-grade findings for students participating in secondary-level interventions (i.e., small-group reading instruction) in a randomized trial of the efficacy of secondary and tertiary reading and behavior interventions under way at the Center for Early Intervention in Reading and Behavior, University of Kansas. The formulation of the experimental secondary-level intervention was guided by evidence supporting the efficacy of (a) small groups of 3 to 6 participating students and low student-teacher ratio combined with (b) explicit, phonics-based instruction. Selected curricula were Reading Mastery, Proactive Reading, Programmed Reading, and Read Well, use of which varied by choice across experimental-group schools. PBS was an additional intervention context in experimental schools. Comparison schools and first-grade teachers did not employ the three-tiered model, early screening, or PBS; most students were taught using conventional whole-group instruction, little or no individualization, and curricula with weak scientific evidence. Initial results indicate significantly larger growth for experimental secondary-level at-risk students than for comparisons. Experimental-group first graders not showing growth were those identified with disabilities or behavioral risks and English language learners. Implications are discussed.  相似文献

The No Child Left Behind Act of 2001 (NCLB) emphasizes educational accountability for all students. Twenty-eight states have policies to aggregate student participation and proficiency data for schools for the deaf in NCLB reports. The remaining states account for these students in other ways: referring student data to "sending" schools and aggregating data to the district or state level are most prominent. In reports of student assessment results for academic year 2002-2003, three schools for the deaf made "Adequate Yearly Progress" under NCLB: These schools demonstrated at least a 95% participation rate in assessments, and at least 95% of their students met or surpassed state proficiency benchmarks in reading and mathematics. Proficiency levels for other schools varied by report, but were often comparable to those of students with disabilities. Challenges and strategies for capturing the impact of NCLB accountability policies on deaf students are discussed.  相似文献

Policies aiming to improve educational outcomes are typically based on academic testing data. However, such data only reflect the performance of students who completed the tests. It is possible that students who were absent have shared characteristics. The proportion of students absent out of all eligible school students and whether they have shared characteristics has not been investigated, as this is only possible through the use of linked administrative data. Participants were born in Western Australia in 1994 and 1995, and their birth records were linked to participation status in the Year 9 academic tests to determine the proportion of students who were absent. Logistic regression was conducted to investigate characteristics which predicted absence on test day. A proportion of non-Aboriginal (3.2 %) and Aboriginal students (21.9 %) were absent on test day. Risk factors which predicted the absence included contact with Child Protection and Family Services, history of maternal mental health problems, and fathers aged below 20 years at the time of their child’s birth. A significant proportion of students was absent and therefore not represented in academic achievement information. These students were more likely to have experienced adverse events and therefore are not randomly absent. As these data are typically used to inform policies which aim to improve educational outcomes, they may lack the necessary information to adequately address the complex needs of students who are absent on test day. However, findings suggest that service providers, as well as schools may play an important role in encouraging participation in school.  相似文献

This article examines nation state policies that have prioritized toleration of diversity over recognition through comparative case studies of three junior secondary schools in Botswana. Through data collected in observations, focus groups, interviews and participatory action research, we demonstrate how the schools, which varied in the ethnic composition of their students, teachers and surrounding communities, responded differently to the reality of their multicultural student bodies. Two followed national policies closely, while the third crafted school-level policies adapted to its student population, yet tightly constricted by national policies and curriculum. In all three schools, students of ethnic minority backgrounds experienced varying degrees of shame, discrimination and a sense of exclusion from the nation and found little recourse to discuss and address these experiences within the structures of their schools. We argue that schools could better develop students’ capacity for equal citizenship were they supported by national education policies and curriculum to recognize the cultural, historical and linguistic diversity of Botswana’s ethnic minorities explicitly in schools.  相似文献

近年来广东制定并实施了农村义务教育阶段贫困学生资助的一系列政策,取得了良好的效果,但政策在执行过程中还存在着诸如农村免费义务教育补助金部分被挪用,免收农村义务教育阶段杂费后学校的收入比不实行免除杂费时要少,部分非农村户口的学生占用了农村户口免费金额等问题。针对这些问题,笔者认为应该建立义务教育经费的投入保障制度,建立科学规范、高效快捷的资金拨付制度等来完善广东义务教育阶段贫困学生资助政策。  相似文献

The urban-high-school genre film has become one of Hollywood's most trusted formulas. In these films a classroom filled with socially troubled and low-achieving students is dramatically transformed by the singular efforts of a teacher or principal, an outsider who is new to the school and often new to teaching entirely. All of this is accomplished to the consternation of the inept administrative staff and other teachers, who never believed that these students had such potential. Invariably, the outsider succeeds where veteran professional teachers and administrators have repeatedly failed. I argue that the urban-high-school genre of film reinforces the culture of poverty thesis and represents the fantasies that suburban middle-class America has about life in urban high schools and the ease with which the problems in urban high schools could be rectified—if only the right type of person (a middle-class outsider) would apply the right methods (an unconventional pedagogy with a curriculum of middle-class norms and values). The teacher- or principal-hero represents middle-class hopes that the students in urban schools can be rescued from their troubled lives not through significant social change or school reform, but by the individual application of common sense, good behavior, a positive outlook, and better choices.  相似文献

学生对教师评价行为的知觉指学生对教师指向他们的评价行为的认知和体验,包括“明确目标”、“收集信息”、“反馈改进”、“关注过程”、“激励期望”和“沟通理解”等六个维度,前三个维度属于操作要素,后三个维度属于基础要素。通过对不同性别、学习成绩和受教师喜欢程度不同的学生对教师评价行为知觉特点的研究,结果表明:小学女生在基础要素方面的知觉显著优于男生,在初中不存在性别差异。小学成绩中等的学生在基础要素上的知觉优于学习成绩差的学生;在初中成绩好、中、差的学生的知觉虽不存在显著差异,但在操作要素和基础要素上得分的变化模式不同;受教师喜欢的学生对基础要素的知觉优于其他的学生。  相似文献

Those of us who have been participants in sport for much of our lives often find it a time-consuming and irrelevant task to defend the joys and rewards of physical activity to the uninformed or the uninitiated. Some physical education teachers are amazed at the energy they must spend motivating students to dress and participate in physical activity at the lowest intensity levels (Ennis, 1995). Even physiologists are modifying the “criteria” for health-enhancing exercise to make it more palatable for the majority of Americans who enjoy a sedentary lifestyle and are unconcerned with target heart rate zones. While many Americans watch sport, far fewer participate in sport as aphysical activity. Corlett, in his efforts to focus on the benefits of sport, glazes over the problems insidious in some sporting contexts. I will focus on problems plaguing sport-based, public school physical education that lead to discriminatory and abusive practices. I am most concerned with the policies used to perpetuate discriminatory sporting practices in schools, and believe disenfranchised individuals deserve an apology.  相似文献
