As government agencies at every level are adopting social media tools, scholarship is emerging that indicates dialogic potentials meant to increase citizen engagement might not be met. With that premise, we take a critical examination of the way social media can increase capacity for engagement rather encourage collaboration, depending upon the way the tools are constructed. To do so, we expand Lippmann's notion of the phantom public to introduce the theoretical constructs of Omnipresent Citizens and Omnipresent Administrators. These people are everywhere but nowhere and embody characteristics of accessibility, desire to participate, and the possibility of remaining anonymous. This study advances documentary film effects research by comparing the influence of a political documentary with a historical reenactment film on narrative engagement, affect, learning, and interest. Using the Rwandan genocide as a context of study, a documentary film, The Triumph of Evil, and the historical reenactment fictional film, Hotel Rwanda, were examined. Results revealed significant differences between documentary and historical reenactment film exposure for affective responses and issue knowledge gain. However, increased issue interest and narrative engagement were not significantly different for the two stimulus groups, suggesting that dramatic fictional reenactments of socio-political events lead to increased issue interest as much or more than the live footage and factual account of events offered in a documentary. The results of this study are discussed in terms of their importance for key democratic outcome variables (e.g., knowledge and participation), along with suggestions for future documentary film research.  相似文献

Experts play important roles in supporting public deliberation. These roles include developing and vetting background materials, participating in question-and-answer sessions with citizens, and giving pubic presentations. Rarely, though, are experts asked to be on hand during deliberative forums, whereby they have the opportunity to interact with deliberating groups. The inclusion of experts during forums presents a tension because, although they can elevate the quality of the conversation by correcting factual errors, they can also, perhaps unknowingly, crowd out and silence citizen, or “nonexpert,” participation. Careful consideration of communication design can help public deliberation practitioners manage this tension so that experts, when involved in forums, enhance rather than undermine the deliberative process. Taking communication as design, we analyze the interaction of an invited expert at a water scarcity forum in Northern Colorado who derailed discussion and hindered dialogue by “going rogue.” We then turn to stasis theory to conceptualize the effective inclusion of technical experts in public deliberations. Through forum design and training practices, we propose that experts can help resolve issues of conjecture and definition in a manner that frees deliberating groups to discuss substantive and subjective issues of quality and policy.  相似文献

Using cross-sectional data from the 2008 National Annenberg Election Survey, this study tests 2 models that explicate the relationship between politically likeminded media use and political polarization and participation. The knowledge model suggests that the effects of exposure to likeminded media on individuals’ attitudinal polarization and political participation are mediated by knowledge of candidate issue stances. The belief model proposes that likeminded media use indirectly influences political polarization and participation via political beliefs. The results provide evidence that individuals’ beliefs mediate the influence of likeminded media consumption on attitudinal polarization and participation, but there was no support for the knowledge model. These findings indicate that individuals who consume politically likeminded news tend to develop polarized attitudes and are motivated to participate in political activities by forming biased beliefs associated with candidates rather than by gaining factual issue knowledge.  相似文献

Digitalization has expanded the scope of citizen participation. Nevertheless, there are no conclusive findings on online citizen participation and inclusive policymaking. This study adds in line with the discussion with a fresh perspective of institutional bias. It presents new evidence by examining the process, participants, policy agenda, and sentiments of public opinions from the government-led and Internet-empowered citizen participation regarding the 2017–2035 Shanghai Master Plan. Four findings are reported based on the in-depth case study with text and sentiment analysis. First, the government-led model provides institutionalized opportunities for citizen engagement throughout the policy process, while the Internet-empowered citizen participation is characterized by contingency and ad hoc. Second, the government-led model remains elite-dominated, while the Internet empowers a wider scope of stakeholders with an open and popularized participation platform. Third, the public opinion from the Internet-empowered model often goes beyond or even against the pre-defined official principles and goals. In contrast, the civic discussion in the government-led model influences policy by changing the sequence of policy agenda or providing focus within the official setting. Fourth, citizens, especially the experts, are more likely to give positive feedback in the government-led model than the Internet-empowered approach. These findings confirm and identify the remaining institutional bias that hinders inclusive policymaking in the Internet age. Theoretically, it reminds scholars to examine the institutional arrangements regarding citizen participation carefully. Practically, it indicates that the central government could facilitate inclusive policymaking at the local level by reducing the institutional bias of the government-led approach and utilizing text and sentiment analysis to urge the local government's response to Internet-empowered public opinion.  相似文献

ABSTRACT

Online media have transformed the political news landscapes, changing not only professional journalistic practices but also the way in which citizens participate in political communication. In the debate about the impact of the Internet on democratic practices, some scholars emphasize the potential of digital media platforms to establish a medium for deliberative and inclusive democratic participation, whereas others underline the development of fragmented “echo chambers” driven by the interests of mainstream news organizations. We point to an alternative scenario in which online political communication develops in the direction of “participatory populism”, involving an unrepresentative group of users actively engaging in the delegitimization of democratic institutions. This engagement results in a collective voice that expresses high levels of negativity towards mainstream democratic politics. Through a study of user comments relating to the 2014 European Parliament election in Germany and the UK, we show how commenters express predominantly negative views towards not just the EU but also national government and mainstream opposition parties. We find, however, that the relationship between user comments and news platforms is highly contextualized. The nature of the relationship between comments and news platforms across countries thus warrants further investigation.  相似文献

Social media such as blogs, microblogs or electronic social networks can transform the ways in which we relate to other people and organizations. Government organizations are experimenting with social media to communicate with their constituents, and many analysts see in these media a powerful set of tools to reinvent government–citizen relationships. In this paper, we present the perceptions of risks, benefits and strategic guidelines about social media applications gathered from 250 public servants from Central Mexico, most of them working in information technology, as web masters or responding to Freedom of Information Act requests. The conclusions of the analysis are 1) that governments' participation in social media may result in improved communication and citizen participation, more transparency, and transfer of best practices among government agencies; 2) that a good implementation strategy is necessary to realize these benefits and to avoid risks; and 3) that the implementation of social media highlights the importance of updating laws and regulations, and of promoting changes in government culture and organizational practices.  相似文献

After the Spring Festival of 2015, an environmental documentary called Under the Dome in which Chai Jing acted as a narrator has caused the public opinion to boom in social media in China. Why could a documentary released by internet attract so much attention and spark such a heated discussion? What are the factors that have influence on the information dissemination of social media environmental mobilization? This paper employed case study and semi-structure interviews to reveal these questions. It turned out that individual trust, group norms and information networks of the social capital played an important role in the social media environmental mobilization. The reason why Under the Dome became a hot issue was that it made full use of the social media users’ trust on the mobilizer, aroused the mobilized’s emotions and combined the network channels of social relationships.  相似文献

This paper provides a general overview of the way local governments use Twitter as a communication tool to engage with their citizens. More concretely, it tries to identify factors associated with both the channel activity and citizen engagement, to understand the relationship between media type and citizen engagement and to analyse whether different content generated different levels of engagement. A sample of the 29 most populated Andalusian local governments is examined. The results show that the majority of Andalusian local governments have an official corporate Twitter account with certain level of activity. There is no, however, a significant relationship between the population of a municipality and its citizen's engagement, and there is a significant negative relationship between audience and engagement and between activity and engagement. The findings of the study also show the particular media and content types generate higher engagement than others. This paper contributes to the literature on social media and has practical implications for local governments.  相似文献

Belgium-based Mvslim.com is a citizen media platform that aims to create a space for Muslims and non-Muslims to contribute content dedicated to challenging stereotypical portrayals of Muslims in legacy media. Launched in 2015, this non-profit digital media startup claims to reach over 10 million unique visitors per month worldwide and is one example of a successful grassroots citizen media initiative that attracts and appeals to a global community. Based on a combination of content analysis and in-depth interviews with the platform’s editors and contributors, this paper examines the citizen media practices used by the editorial team at Mvslim to foster participatory engagement amongst contributors and connect Muslims and non-Muslims. Theoretically, the study takes the practice approach proposed by Stephansen, which enables us to understand “what citizen media do” not only as news-making practices, but also as “public-making practices”. We argue that digitally native citizen media platforms like Mvslim are blurring the boundaries of journalism, as they can fulfil democratic functions once limited to legacy media.  相似文献

Past research on how discussions with non-like-minded others impacts political participation has focused mostly on structural attributes of discussion networks, and—as a result—has produced inconsistent findings. This study, therefore, introduced the concept of discussion orientation—one's willingness to express and listen in political discussion, even when disagreement exists—as a predispositional explanation of the impact of discussion heterogeneity on political participation. Based on the national telephone survey data, during the course of the 2004 election, we find a strong main effect of individual predisposition to express different opinions on political participation. In addition, the link between discussion heterogeneity and political participation is significantly stronger for those respondents who exhibit a willingness to express different opinions during those conversations.  相似文献

For decades, user participation has brought value to various systems development projects. Today, there are expectations that public e-service development will experience the same benefits. However, existing research has shown that introducing user participation into public e-service development can be challenging. In this study, we interviewed citizens in order to explore their willingness and ability to participate in public e-service development according to three user participation schools: User-Centred Design, Participatory Design and User Innovation. Our findings show that citizens in general are willing to participate, but their ability to do so is limited. Based on our findings, we developed nine propositions to explain citizens' willingness and ability to participate in public e-service development. The propositions contribute to practice by acting as a tentative guide for systems developers when they use user participation schools as inspiration in public e-service projects. They also act as a starting point for future research into conditions for user participation in public e-service development.  相似文献

This case study investigates how participants in public dialogue sessions engaged in what they term “civil disagreement.” These sessions encouraged participants to explore a wide range of policy options on a public issue and consider diverse perspectives and possibilities for action. Using Action Implicative Discourse Analysis, we examine civil disagreement as a discursive problem. We argue that “civil disagreement” in public dialogue sessions is temporally bound, involves extended engagement in disagreement, and is viewed as productive by group members. Group members use discursive strategies such as challenging through questions, rearticulating claims while acknowledging other perspectives, and editing or reframing. Group members also use silence to demonstrate listening or to indicate their assessment of the situation as finalized. These discursive strategies demonstrate aspects of participants' situated ideals about public dialogue, which are related to their role in the disagreement and their construals of time. We offer practical implications for facilitators' use of guidelines, discussion of timing, and awareness of the multiple meanings of silence during disagreement.  相似文献

The current study tests whether media consumption is associated with negative intergroup emotions toward Blacks, Latinos, and Asians and whether media use indirectly influences intergroup emotions via threat perceptions. We do so using a two-study survey design. Results from Study 1 indicated that media consumption is associated with anger toward Latinos and Asians but not anger toward Blacks. We also found that media use was associated with anxiety toward Blacks, Latinos, and Asians. Results from Study 2 indicated that media use indirectly influences anger and anxiety toward Blacks and Latinos through perceptions of threat. Media consumption did not indirectly influence anger and anxiety toward Asians, though perceptions of threat did directly influence intergroup emotions toward this group. The discussion highlights the important, but negative, role of media in intergroup processes.  相似文献

When societal elites seem to be in consensus about a political issue, journalism traditionally takes on a more conservative role in organising public discussion. For an issue to become controversial in mainstream media, a crisis of some kind is often needed, followed by lack of consensus among the different elites. This article uses coverage of globalisation in Finland’s most influential newspaper to see if the theory of the spheres of public discussion can be applied to a particular journalistic culture. The model is used to see how media treat elite and non-elite actors who wish to participate in public discussion. In order to draw conclusions about how the media operate regarding giving voice to dissent or upholding the status quo in society, it is necessary to take into account the historical and social context of the relationship between a country’s media and the state.  相似文献

Increased attention to and scrutiny of fatal police shootings across the U.S. is often credited to the rise of social media sites such as Facebook and Twitter, which provide a platform for citizens to publicly engage with police agencies. On its face, this type of citizen engagement appears to realize the promise of social media in the public sector to increase agency accountability, transparency, and legitimacy. However, research suggests that police agencies primarily use social media as a way to manage their public image, rather than for citizen engagement. In addition, the degree to which citizens use social media to hold police agencies accountable is unclear. We examined both sides by analyzing the emotional tone (sentiment) of over 350,000 police agency Facebook posts and user comments after a fatal officer-involved shooting of a citizen in 2016. On average, police agency posts were decidedly neutral in tone and did not change in the post-shooting time period, suggesting they did not post more positive content after the shooting in an attempt to bolster their public image. While user comments were more negative compared to pre-shooting levels, on average, the magnitude of the change was small, essentially neutral, and increased almost to pre-shooting levels very quickly. We also found small differences in user comment sentiment based on the race and armed status of the victim, but not in the expected direction. The findings provide evidence about how police agencies and users react to a police shooting on Facebook and raises critical questions about the ability of social media to serve as a meaningful tool for citizen engagement and accountability.  相似文献
