ABSTRACT

Sixty-five years after the Brown v. Board decision, American schools are re-segregated and re-segregating. The mechanisms of this re-segregation are legal action, voluntary moves towards unitary status, unintended consequences of integration-oriented strategies, and an increasing trend towards the fracturing, or splintering of school districts. Both economic and political theory would indicate that splintering districts would work to pull racial and economic advantage out of the remaining district and into their own. To test this theory, we created a dataset that captures the fiscal and demographic status of U.S. school districts between 2000 and 2014 and analyzed the effect of district separation on the remaining districts in terms of student body composition, overall integration and local, state, and federal resources. Our findings indicate that separating districts are less diverse than the districts left behind. We further find that separating districts gain resources from local revenue and that remaining districts gain federal revenue in insufficient amounts to account for the loss of local funds. We find that these relative disadvantages for left behind districts and relative advantages for seceding districts persist when compared to the general population of school districts.  相似文献

ABSTRACT

Fifty years after the Browndecision, and in the context of persistent racial and economic segregation and inequality in schooling, it is still important to examine Brown's legacy. In this focus on school choice, the rhetoric and the ways in which the legacy of Brownhas been emphatically invoked in charter school and voucher debates is studied. Four ways in which Brownis currently raised in school choice debates are identified. Through an examination of these four narratives, the ways in which the school choice debate provides a current, active space for the rethinking of the civil rights movement and its symbols, goals, and legacies are examined.  相似文献

This study seeks to identify changes in neighborhood and school segregation during the age of rapidly expanding school choice. Prior to 1991, public-school choice was limited. While magnet schools existed and a number of interdistrict transfer programs were in place, few public-school students left their neighborhoods to receive an education. During the past 25 years, the number of public-school choice options has exploded. Today, more than 10% of public-school students attend either a charter school or a magnet school, and many of these schools of choice are concentrated in urban areas. In order to understand how the combination of demographic changes and the expansion of school choice have shaped neighborhoods and schools, this study provides an analysis of levels of racial/ethnic diversity and integration in the 100 most populous U.S. cities and their accompanying school districts. Results of this analysis demonstrate that levels of diversity have risen dramatically in most urban areas as well as in most school districts. Concurrently, an overwhelming majority of cities have experienced increases in neighborhood-level integration while a large majority of schools in their accompanying districts have become increasingly segregated. These divergent patterns in neighborhood and school segregation are cause for alarm and require the immediate attention of policymakers and the public.  相似文献

In June 2006, the U.S. Supreme Court agreed to review two related cases originating from school districts in Louisville, Kentucky and Seattle, Washington that involved voluntarily adopted racial integration plans. Concerned about the outcome of these cases, 553 social scientists submitted a social science statement to the Supreme Court summarizing the large body of social science research supporting the school districts’ policies relevant to the Court’s determination. The statement, reprinted here, supports three interrelated conclusions: (1) racially integrated schools provide significant benefits to students and communities; (2) racially isolated schools have harmful educational implications for students; and (3) race-conscious policies are necessary to maintain racial integration in schools. Because of the overwhelming amount of scholarly data, social scientists argued, as the lower courts had found, that the schools boards have a compelling interest to promote racial integration and prevent racial isolation through choice-based school assignment policies that consider race as a factor. On June 28, 2007, the U.S. Supreme Court struck down the school assignment plans on the grounds that the plans were not narrowly tailored to the interests that the school districts had asserted. In addition to affecting the ability of school districts to maintain racially diverse schools, the decision has broad implications for researchers who seek to help school districts in these efforts.

The controversial glory of the Brown decisions and the retraction of court-ordered reforms represent the limited gains of racial justice in education and the protection of white privilege through law and policy. The return to segregation, as propagated through the rise of racially and economically segregated charter schools, exhibits the circuitous nature of law and education policy, represents a return to unequal schooling, and reveals the enduring and meaningful connections between race, law, and education. Using the lens of critical race theory, this paper focuses on law as an instrument of racial justice and oppression in education during the era of school desegregation and the inevitable return to separate and unequal schools for African American students through new education policies that promote the proliferation of charter schools in large urban school districts.  相似文献

This study examined the effects of racial/ethnic segregation (i.e., overrepresentation) in academic classes on belonging, fairness, intergroup attitudes, and achievement across middle school (n = 4,361; MageT1 = 11.33 years), and whether effects depended on numerical minority status in school and race/ethnicity. Latent growth curve models revealed that experiencing more segregation than usual predicted less belonging and fairness than usual for all youth in the numerical minority, and greater in-group preference for numerical minority Whites. Academic classroom segregation throughout middle school predicted less steep declines in in-group preference for adolescents in the numerical minority, and declines in achievement for African American numerical minority youth. Results highlight the need to treat the racial/ethnic context as a structural and dynamic construct.  相似文献

In response to the scientific evidence documenting both profound developmental changes in sleep and circadian biology during adolescence and the myriad of negative health, performance, and safety outcomes risks associated with chronic sleep loss, at least 70 public school districts in the United States, representing approximately 1,000 schools, have successfully implemented a delay in high school start times. However, despite the compelling evidence supporting school start time change as a key strategy in addressing the epidemic of adolescent sleep loss, many school districts across the country with early high school start times have not considered the option to implement later bell schedules for adolescents. Moreover, while the current scientific literature has clearly documented the positive outcomes associated with delayed high school start times, these studies contain limited information regarding the process by which school districts consider, approve and implement bell schedule changes. Thus, this in‐depth examination of those school districts that have been successful in changing their bell schedules is intended to support the efforts of other districts in various stages of contemplating this measure. We utilized a multi‐pronged approach (literature review, case studies, telephone interviews, online survey) to summarize the experiences of school districts across the United States in regard to challenges faced, strategies employed, and lessons learned in the hope that this information will be a useful tool for other school districts looking to chart a course forward to promote the health, safety, and academic opportunities of their students.  相似文献

ABSTRACT

There is not much debate regarding the Brown decision and the significance of the foundation it provided for access to equal educational opportunity and the school funding litigation movement; however, it is important to recognize that the inception of Brown can be traced back to a small rural town in South Carolina. Three years before the Supreme Court heard Brown v. Board, the legal strategy to attack separate but equal was formed in Summerton, South Carolina, with Briggs v. Elliott. Briggs was the first school funding lawsuit in South Carolina. More than 65 years after the first school funding lawsuit was filed in the state of South Carolina, rural school districts are still waiting for the state to provide adequate educational opportunity for poor, rural, mostly Black students. The schools in these districts are arguably still segregated, still unequal, and still inadequate. The purpose of this article is to examine the history and legacy of Briggs v. Elliot. The article begins with exploring the historical legal background of education finance litigation in South Carolina. This is followed by a snapshot of the prevalence of school segregation and educational inadequacies of the rural school districts represented in Briggs and recent lawsuits. Furthermore, the article discusses the role and function of the courts regarding South Carolina education, in addition to enacted legislation and the role of race. The article concludes with implications regarding policy and potential future legal strategies.  相似文献

Our study examines patterns of spatial segregation using diversity and isolation indicators within and across Missouri school districts. Evaluating segregation from a critical spatial perspective emphasizes the importance of place when evaluating the quality of educational opportunity for diverse student populations. The methodology involves the use of geographic information systems (GIS) maps that capture diversity and isolation dimensions of segregation using racial census tracts. Our spatial approach indicated statistically significant high and low diversity clusters, along with nearby areas of contrasting diversity. The analysis represents a methodological contribution to the study of quantifying segregation dimensions that more accurately represent how they operate across geographic space. In order for educational opportunity to improve, more walkable neighborhoods with high-quality schools in urban communities and interdistrict school transfer options in metropolitan regions are needed. If constructed and established at the same time, these reforms provide cost–benefit advantages to local and state residents.  相似文献

This article uses survey data on 15,800 high school students from 3 urban school districts to investigate the impact of school-level support for higher educational attainment and school racial composition on students' actual educational aspirations. We examine students' perceptions of school support for postsecondary participation and test alternative measures of school racial composition in order to account for the increasingly multiracial makeup of today's urban high schools. We include both school-level and student-level characteristics in a multilevel logistic regression model to see if perceived school support for higher educational attainment differs by school racial composition. The results provide support for the hypothesis that school racial composition and school support have an effect on students' reported educational aspirations, and that alternative specifications of school racial composition provide different interpretations of these important relationships.  相似文献

As the demographic make-up of public schools (and neighborhoods) shift and schools become increasingly segregated, the role of school boards becomes critically important in maintaining policies designed to remedy segregation and promote equal opportunity, policies which may challenge the status quo. Specifically, in school districts and communities where politics are fluctuating, longstanding diversity policies that have assisted in creating integrated learning environments can be overturned by a single school board election. Further, as suburbanization within countywide school districts creates distinct enclaves—where student populations are significantly whiter and more affluent than the district as a whole and political fragmentation is perpetuated—school board members representing elite enclaves may be less supportive of policies that would lessen the privilege of these residents. This paper explores school board leadership and policymaking in two Southern school districts where politics are currently in flux: Jefferson County (Louisville), Kentucky and Wake County (Raleigh), North Carolina. Specifically, we seek to: (1) understand how demographic change—particularly the creation of suburban enclaves—influences public support for and implementation of integration policies; (2) examine the politics of diversity in a larger environment skeptical of race-conscious policies; and (3) analyze local policymaking and leadership.  相似文献

Abstract

This study uses a regression discontinuity design to evaluate the impact of seventh-grade interventions delivered by 25 schools on the reading and school engagement outcomes of struggling readers. Students in participating schools were assigned to intervention (n?=?1,495) or comparison (n?=?4,397) conditions, based on their state reading performance and reading fluency scores in sixth grade. On the state reading test, intervention impact favoring the treatment group approached, but did not reach, statistical significance (p?=?.056, g?=?.15). On a measure of reading fluency, there was a significant interaction between the cut points schools chose for condition assignment and intervention impact (p?=?.015). In schools that chose a lower cut point, intervention students outperformed comparison students, while in schools that chose a higher cut point, comparison students outperformed intervention students. On a student self-report measure of school engagement, no significant differences between the intervention and comparison groups were observed (p?=?.83, g?=?.02). Implications for rigorous evaluation of interventions implemented by districts and schools under naturalistic conditions are discussed.  相似文献

ABSTRACT

Restorative approaches to school discipline are increasingly being implemented throughout the United States in an attempt to reduce reliance on suspension and eradicate the racial discipline gap. Yet, little is known about the experience of students in classrooms utilizing restorative practices (RP). This study draws on student surveys (N = 412) in 29 high school classrooms. Hierarchical linear modeling and regression analyses show that high RP-implementing teachers had more positive relationships with their diverse students. Students perceived them as more respectful and they issued fewer exclusionary discipline referrals compared with low RP implementers. In addition, the findings demonstrate some initial promise of well-implemented RP for narrowing the racial discipline gap. The study found that higher RP implementers issued fewer discipline referrals to Latino and African American students compared with lower RP implementers. The study findings have implications for equity-focused consultation in schools that honor student experience of new programming.  相似文献

Using geographic representations to examine choice policies and patterns in a major urban area, this analysis considers how districts in a metropolitan area are responding to competitive incentives in arranging options for African American students. The findings demonstrate that the distribution of districts' school choice policies exclude poorer students of color from the more preferred school options. The decision of districts to open or close their boundaries to non-residents is tied to both the physical proximity of districts to poorer communities, and to their relative status within the local market hierarchy. Thus, rather than seeing districts compete to attract students (and per-pupil funding) from failing schools, we are instead witnessing a process of districts targeting more preferred students—effectively ignoring the potentially lucrative pool of dissatisfied families (and per-pupil funding) in failing districts. This suggests that districts are responding to a set of incentives quite different from the ones envisioned by reformers, so that although choice is opening up school options, better choices are less available for poor students and students of color.  相似文献

The author examines two opposing administrative/policy trends that have simultaneously influenced the size and shape of American school districts. First,consolidation of school districts has dramatically reduced the number of districts from 130,000 in 1930 to 15,500 in 1990. State officials have viewed this as cost-effective approach and a way of reducing overlapping services and expenses. Local school and community people have seen this trend as a means of undercutting their local identity and pride. Second,decentralization has usually taken place in an urban school setting and involves reducing the size of the school district by dividing it into smaller units. This trend reached its peak in 1980, when 91% of the school districts with 100,000 or more students (n=22) reported some form of decentralization. By the 1990s, both school trends had slowed down; nevertheless, 20 questions are delineated for school administrators and school board members to consider in the event they wish to consolidate or decentralize.  相似文献

Forty years afterBrown v. Topeka Board of Education, the U.S. Supreme Court's decision declaring de jure segregated schools unconstitutional, we are still seeking the full implementation of that decree. Most Americans accepted limited implementation ofBrown, and the degree of acceptance is split along racial lines. Racial dialogue has changed. White Americans, who control the desegregation process, develop integration plans to their advantage. School integration was not implemented until after passage of the 1964 Civil Rights Act and peaked in 1972. Today, school integration is declining due to a backlash, changing demographics, and declining resources. However,Brown was a success because it rid the country of legalized state segregation by race in education and in other areas of public policy. The Court could merge the equality standards ofPlessy v. Ferguson and the integration standards ofBrown to give us quality integrated education.  相似文献

This chapter addresses evidence of leadership turnover in urban school systems and explains this leadership problem as emanating from the changing political ecology of urban school systems. The average tenure of urban superintendents is now 2‐5 years, coupled with a shortage of applicants for vacant superintendencies, indicating a crisis of legitimacy for many urban school systems. Demands for racial representativeness on school boards and among superintendents led to more African‐Americans in these positions, but responsiveness to these demands did not check still other demands for improved quality. The evolution from racial equity (integration and representativeness) to quality is reviewed. Most recently, business leaders have mobilized to demand improved quality. An analysis of events in Detroit, Atlanta and Milwaukee illustrates the difficulty these school systems have had managing these cumulative political demands.  相似文献

In France, the existence of competition among schools and pupil flight from local public schools is not easily acknowledged because it calls into question established ideals concerning equality of opportunity and social integration through schooling. However, research on schools on the urban periphery shows that these phenomena are now quite common and reveal important changes in the functioning of schools and in perspectives and actual choices of parents. Faced with pupil flight to more prestigious public or private schools, local collèges create ‘good classes’, reinforce security and discipline and try to strengthen links with feeder schools to improve their image among parents. Parents, however, who are in search of guarantees of the existance of a good leaning environnement, have major doubts about the relevant criteria to judge school quality. Moreover, they differ strongly not only in the will to choose but in the ability to do so. The end result of these transformations in attitudes and behaviors is an increase in school segregation that can only be limited if important measures are taken to homogenize public school provision.  相似文献

This article documents the efforts by Mexican Americans to challenge school segregation in Arizona in the first half of the twentieth century. As in Texas and California, although state law never formally mandated the segregation of Mexican American students, school districts in Arizona often established separate “Mexican Schools” for Mexican American students. While districts argued that segregation was necessary because of students' poor English skills, the segregation of Mexican American students in Arizona's public schools was not an isolated practice but occurred in tandem with other discriminatory practices that restricted the social rights of Mexican Americans, many of whom were American citizens. However, Mexican Americans challenged segregation in the courts. Notably, in Gonzales v. Sheely, a case heard in the United States District Court of Arizona in 1950, Judge Dave Ling declared segregation unconstitutional over three years before the Supreme Court's historic decision in Brown v. ABSTRACT

Racial segregation has remained a lasting legacy of rural schools in southern states. Our article explains a case where community leaders created a diverse charter school to change its historical practice of an isolated White private school and isolated African American public schools. We scan documents and literature related to this integration strategy to surface key themes when using rural charter schools to alter patterns of school segregation. First, we explain pressing issues in rural schools. Second, we describe how segregation and inequality have evolved in the South. Third, we explain research showing how charter schools maintain patterns of school segregation, but with exceptions and nuances in certain contexts. Fourth, we consider the benefits and tensions surrounding one rural charter school that offers an integrated educational program. Benefits range from societal to individual as the school fosters an environment where students are exposed to diverse educational experiences. Tensions include shifting power and funding dynamics and the possibility of using a good example to shepherd in less effective charter models elsewhere.  相似文献
