ABSTRACT

Regulators ubiquitously dichotomize schooling into two discrete sectors: public and private. Although homeschooling is regulated in some contexts as a third sector, the general approach is to treat it as a species of private education by subjecting it to public regulation while simultaneously denying it public funds. But the public/private binary is increasingly difficult to sustain as charter schools multiply and, especially, as virtual schooling increasingly penetrates primary and secondary education. Public school systems are deploying virtual education in ways that erode once impermeable walls between public and private. Many obstacles to homeschooling will fall with those walls—particularly obstacles related to government financing of homeschooling activities.  相似文献

Abstract

The central tenet of the revisions to the Law on the Promotion of Private Education is the implementation of categorized management of private schools, establishing a legal basis for categorized management. Private education is characterized by publicness, and upholding and guiding private schools in exercising their public nature is the target value of legislation on private education. Publicness determines the criteria under standards for the categorization of private schools, and differences in publicness provide an analytical foundation for private school categorization standards. Publicness defines the focal points of private school standards, including the subjects of the law for private education, as well as the rights and obligations of these subjects.  相似文献

ABSTRACT

The Province of Québec subsidizes nearly 50% of private education, and at the same time heavily regulates private schools. To date, no studies have been done to determine the effect of the unique nature of competition from K–12 private schools on public school education of the sort found in Québec. The authors used multiple regression to determine the effects of private school competition on school district performance and efficiency. The authors found that private school competition has a positive, though nonsignificant, effect on school district performance. However, private school competition does have a significant, positive effect on the efficiency of public school districts. This gain in efficiency is explained by competition's influence on lowering expenditures across the board.  相似文献

This article uses the biographies of three German teachers to explore nineteenth century German immigrants' efforts to provide education which upheld their ethnic traditions and prepared their children to take their place in the British colony of South Australia. Lutheran schools, German state schools and private schools initially performed these functions in both rural and urban areas. Once compulsory schooling was introduced in 1875, however, German state schools were marginalised as English became the only language of instruction in the rapidly expanding state school system, and many private schools closed. Rural Lutheran schools maintained their role as nurseries of the church but also accommodated the demand for English language and culture by using state school courses of instruction in many subjects. In essence, by 1900 schools were no longer the key sites for the maintenance of German language and culture in South Australia  相似文献

Abstract

The “Regulations for the Implementation of the Law of the People’s Republic of China on the Promotion of Private Education (Revised Version) (Draft for Review)” issued by the Ministry of Justice triggered strong reverberations, drawing a high degree of attention in society. With respect to the revision process, main content, and logical thrust, its impact and effects have been positive and constructive. However, due to gamesmanship between interested parties in the course of public policy formulation, the inevitable reshaping of national policies on private education, efforts to firmly implement the policy of categorized management, the failure to appropriately handle lingering historical problems, the need for more concrete measures supporting the reform orientation, and other reasons, the relevant provisions have struggled to win universal approval within private education circles. To build a sturdy legal system for private education, we must unswervingly implement categorized management, firmly block the policy loopholes for nondistinction between for profit and nonprofit as well as inconsistency between names and reality, implement various measures to support the development of private schools, encourage localities to be boldly innovative with regard to private education policies, and strengthen the correct interpretation of laws and regulations for private education.  相似文献

ABSTRACT

This study examines the development of the special education market through changes in demand and supply and discusses its implications on the system of education of students in need of special support informed by two theoretical perspectives. The study found out that the number of students and schools in the special education market has increased. The relative size of the special education market on the demand side has remained stable while an increase is observed on the supply side. The results also show that the private sector has grown relatively better than the public sector on both the demand and supply sides. Almost all the market segments have increased on both the demand and supply sides, especially the resource schools in the special education market segment. Based on these results, three implications are observed and discussed, namely a diverse and an extended special education system, increasing segregation within the special education system and a relative stability in the incidence of student exclusion.  相似文献

Abstract

In this paper, we consider the relationship between the existence of private schools and public attitudes towards questions about educational provision. Data from the 2010 British Social Attitudes survey suggest that parents who choose to send children to private schools may become more entrenched in their support for more extensive forms of parental partiality, with potential ramifications for the future supporting of progressive education policy. We suggest that addressing questions about the existence of certain forms of education and school choice policies requires consideration of the broader ethical environment.  相似文献

Abstract

In the rapid development of Chinese higher vocational education, large gaps have appeared in the scale of development and resource generation among the provinces, among regions in the provinces, and among higher education institutions in the provinces. Balanced regional development and provincial-level coordination have become policy focal points, but a discussion of the relationship between the two has been lacking in the academic world. Based on 2009 data on vocational colleges in China, the quantitative analysis in this paper shows that there is a tension between the governance models of higher vocational education and balanced development of vocational colleges within provinces. Research findings show that school affiliation is related to the ability to attract public funding, appropriations for public schools are significantly higher than for private schools, and tuition for private schools is significantly higher than for public schools; school affiliation is related to output, and the new student registration rate and number of cooperating enterprises is higher for public schools than private schools; and there is a significant positive correlation between the ratio of prefecture-level city schools and the average number of cooperating enterprises for schools in a province, and a significant positive correlation between the ratio of private schools and the average tuition of schools in a province. This paper suggests that to achieve the dual objectives of balance and development, provincial-level governments should adjust their administrations and financing for higher vocational education and decentralize their authority to local governments, in order to build a diverse and flexible new model for higher vocational education governance.  相似文献

Two national reports published in 1986 marked the beginning of teacher education reform in the United States of America. Both of these reports proposed a twofold approach to teacher education reform: first, to enrich the professional education of teachers by eliminating undergraduate teacher certification programs and requiring graduate level training; and second, to change the structure of the teaching profession by replacing the existing undifferentiated system in which all teachers have the same rank with a two-tiered system in which lead teachers or career professionals would assume higher level responsibilities and receive higher salaries than regular teachers. A ten-year follow-up report identified some progress toward these goals of teacher education reform but criticised schools of education for not making greater efforts to connect their educational programs to elementary and secondary schools. The report argued specifically for professional development schools to link university schools of education to school systems. Most of the recent efforts to reform teacher education have adopted this approach. A particular focus has been the preparation of new and experienced teachers to educate an increasingly diverse student population.  相似文献

Abstract

In this study, the authors describe the efficacy beliefs of practicing elementary school teachers regarding character education. The Character Education Efficacy Belief Instrument, developed and validated by the authors, was completed by a sample of 254 elementary school teachers in a large midwestern suburban school district. The results suggest that elementary school teachers feel efficacious about most aspects of character education and that teachers who earned their undergraduate degrees from private, religiously affiliated universities have a greater sense of efficacy for character education. Further research into the nature and effectiveness of programs that exist in private, religiously affiliated institutions may suggest methods for developing teachers' abilities to provide character education in schools.  相似文献

ABSTRACT

This paper presents an overview of the present educational system and structures in Pakistan. Historical developments in special education are reviewed, and legislation, policy, administration and organization at the national, regional and local levels are described. Efforts are under way in Pakistan to move away from the dual system of education, in which children with special educational needs receive educational services in special schools, towards an inclusive school system. Initiatives to mainstream children are being launched in pilot projects, and efforts are being made to build linkages between special and regular schools. Under the term ‘special needs education’, the trend is to shift the focus from disability categories towards building the capacity of the schools and providing needed support services. It is envisioned that the first step in promoting inclusion is to consolidate the dual administrative structure into a single system, with a clearly defined policy and plan for accommodating children with special needs within ordinary schools.  相似文献

Abstract

This paper focuses on the influence of the sector of education (Catholic, Protestant and public) on the success of their pupils in tertiary education and on the labour market in the Netherlands. In the United States Coleman and Hoffer (1987) could hardly find any differences between the job prospects of pupils of private and public schools, but they did find effects of Catholic secondary education on success in tertiary education. In this study, which is based on longitudinal data of a nationally representative cohort of Dutch primary school leavers in 1965, an analogous comparison is made between the success in tertiary education and the job careers of the pupils who attended Dutch Catholic, Protestant or public secondary education. Differences are found between success in tertiary education and on the labour market of those who attended Catholic, Protestant or public Dutch schools. Pupils of public schools enter the university more often than pupils of private schools and pupils of Catholic schools enter the lower valued tertiary vocational education more often than pupils of Protestant or public schools. Significant effects of school sector were only found for those job characteristics which indicate the kind of job (sector of the job, nature of the job) but not for job characteristics which indicate the level of job. Especially pupils of Protestant schools less often have jobs in the administrative‐financial sector and the medical‐social sector than pupils of non‐Protestant schools. They also less often have jobs which have an exact or social nature. These differences in success in tertiary education and on the labour market are not systematically in favour of the private Catholic and Protestant schools.  相似文献

Change in education is inevitable. Physical educators are being positioned to effectively manage change and control their own destiny. In order to manage and facilitate positive change, physical educators should clearly embrace and accept physical education as a public health tool, understand the educational change process in schools, and know how to manage change through the strategic utilization of Professional Learning Communities. Physical educators can shape the culture of schools by increasing physical activity levels for students in physical education while facilitating physical activity opportunities for students and faculty across the school day. Given that physical education is a subsystem of the larger school system, each physical educator must understand the nature of change in schools and how to successfully influence it. Professional Learning Communities provide a structure for physical educators to take the helm by influencing positive and systemic change, shaping culture, and advocating for increased physical activity in schools.  相似文献

Abstract

Building upon the assumption that cohesion between different levels of the school is essential to the schools’ effectiveness, the hypothesis is tested that a close kinship between school and parental community causes a positive effect on student outcomes in primary schools. Recent theories regarding the effects of ‘functional communities’ on academic achievement mainly focus on the characteristics of the parental community that surrounds a school. Recognizing, however, that schools differ regarding their responsiveness to the role of parents and other actors around the school, our expectation is that a definition of functional community which comprises interactions between characteristics of the parental network around the school and the governance structure of the school offers a better explanation of variation in student achievement. Based on a national sample of 90 schools for primary education in the Netherlands, our analysis shows that the differences in math achievement for public and private primary schools are mediated by characteristics at both the family and the institutional level. It also indicates that characteristics at the institutional level are conditional for the effects of parental networks around schools.

ABSTRACT

In a radical school choice reform in 1992, Sweden’s education system was opened to private competition from independent for-profit and non-profit schools funded by vouchers. Competition was expected to produce higher-quality education at lower cost, in both independent and public schools. This two-pronged study first examines to what extent the consequences of this reform deviate from the predicted results. It demonstrates increasing discrepancies between absolute test results and grades, suggesting grade inflation. Secondly, the study investigates whether the school choice reform was institutionally secured against school competition based on phenomena that are unrelated with educational quality, such as grading. It reveals that the architects of the school choice reform overemphasized the potential positive implications of market reforms and, therefore, did not deem it necessary to establish appropriate rules and institutions for school competition. Instead, grading and curriculum reforms had unintended consequences such as grade inflation and similar forms of school competition in dimensions other than school quality. The analysis of how the objective of raising the quality in Sweden’s schools through competition and choice was inadvertently undermined contains practical lessons for policymakers with regard to the use of privatization and co-production both in schools and in other fields.  相似文献

ABSTRACT

The federal government has repeatedly denied the introduction of creationism into public schools as it is a direct violation of the separation of church and state. Little is known about those who would opt to eliminate evolution in scientific curriculum altogether. The authors examined this more extreme anti-evolution perspective in a nationally representative sample of U.S. adults ( N = 2,000). A binary logistic regression model involving 11 relevant predictors revealed that the most important predictor of support for the teaching of creationism-only education in public schools was low educational attainment, which yielded a stronger magnitude of effect than did belief in God or importance of religion. Results are interpreted and discussed in the context of implications for educational policy and science curriculum in public schools.  相似文献

ABSTRACT

This article examines a particular type of public–private partnership (PPP) that is rarely studied in comparative educational policy studies: one in which a government funds privately run international schools. The aim of this PPP is to enrich and thereby improve the regular curriculum or to the quality of education in public schools. As the exponential growth of International Baccalaureate (IB) illustrates, such forms of PPP have increased significantly over the past few years. The authors show that transnational accreditation holds a special appeal for the middle class that is committed to cosmopolitanism, international mobility, and global citizenship. However, international standards schools such as IB are not alone with advancing a transnational accreditation of their educational programmes. Symbolically, Programme in International Student Assessment also provides a transnational accreditation, albeit not on individual education programmes but rather on entire educational systems. The article examines the reasons for the popularity of this type of PPP, analyses the interaction between the private and public education sectors, and investigates how governments explain, and what they expect from, the close cooperation with private education providers.  相似文献

This research explores the school funding system in post-Soviet Georgia. The research aimed to answer the following research questions:

(1) Does the voucher system promote cost effectiveness, and does increased funding improve the academic achievements of schools?

(2) To what extent does the school voucher funding system promote freedom of school choice?

(3) How effective is the school funding system in promoting the privatization of general education?

(3) The content analysis research method was used in the study. The study revealed important problems in the general education funding system of post-Soviet Georgia in terms of cost effectiveness, school choice, and the development of the private school sector. The authors argue that the absence of linkages between funding and educational reform is the main challenge facing the education system. The introduction of a differentiated, need-based, top-up funding model for private schools could improve opportunities for school choice and promote the establishment of free schools.  相似文献

Abstract

This paper employs a stochastic production frontier model to assess the efficiency of the senior secondary schools in the Gambia. It examines their efficiency in using and mixing the educational inputs of average teacher salary, average teacher education, average teacher experience and students to teacher ratio in producing the number of students scoring credit and above in English and Mathematics. The schools are categorized into three types: the Government schools, the subsidized schools and the private schools. The paper finds no evidence that the private schools are different from the subsidized schools, but there is robust evidence that the private schools are significantly different from the Government schools. The average teacher salary is found to be irrelevant to the student performance, whereas high average teacher experience significantly improves student performance, and high student-to-teacher ratio significantly negates the student performance. Private schools appear to be the most efficient in 2006, but from 2007 to 2008, the performance of the schools in general is found to be highly volatile and unpredictable. Only one school emerges to consistently maintain a superior efficient performance throughout the three years studied.  相似文献

The centralisation of French educational institutions is more in keeping with a political and social model than with reality. The construction of a complete school system under state supervision started early but has been a process of more than a century and a half long, which until 1880 mostly concerned the education of the elite (higher education and the lycées), and which left an important role to cities. Part of the educational action of the state has long been based on the idea that training courses should be adapted to the needs of cities and regions. Towns were entrusted with a great part of the state educational policies while influencing the private sector at the same time. But although their school policies had abiding features and their financial commitments increased considerably during the nineteenth century, cities have never been independent of the state. Moreover, a great many other local groups and individuals took part in school development. Urbanisation in France has been gradual, which accounts for the lack of interest in urban educational studies on the part of French historians. The shift of the past few years has given us a whole new insight into our knowledge of the history of schooling and has brought to light its institutional, material and financial factors - overlooked until now. One of these factors is the permanent threat of pupil shortage which weighed heavily on most nineteenth century public and private post-elementary schools. Until public education became free - in 1881 in primary schools and in the 1930s in secondary schools - all schools were basically self-supporting. Recruiting a sufficient number of pupils was both a crucial necessity and one of the driving forces behind the creation and the renewal of educational provision, especially when several schools were in competition. Free education did not bring about any profound changes: the growth of school attendance reduced the unitary cost of studies and remained a major criterion by which the value of school management was judged.  相似文献
