From ‘ritual’ to ‘mindfulness’: policy and pedagogic positioning   总被引:2,自引:0,他引:2  
Schools and professionals respond to statute in different ways. However, professional activity is more than mediated response to policy. Versions of pedagogy are not simply envisaged on high and enacted in the workplace. This paper examines how professional views formulate policy imperatives. It proposes that to understand pedagogy requires an understanding of the ways in which professional selves are realised in relation to the policy formation process. To do this, positioning theory is used to describe how practice produces policy. Accordingly, the paper examines the dynamic interplay between: first, the story lines unfolding within and outside school; second, the positions adopted by individuals in the course of pedagogic decision-making. Third, the illocutionary (that achieved in saying something) and perlocutionary (that achieved by saying something) effects of language. Following this ‘positioning triad’, the paper proposes ‘pedagogy as ritual’ and ‘pedagogy as mindfulness’ and how these are representative, respectively, of limiting and delimiting pedagogic discourses.  相似文献

In the UK, the vocabulary of public services is becoming infused with the prefixes ‘inter’‐, ‘multi‐’ and ‘co‐’. Public‐sector agencies are being encouraged to adopt ‘multi’‐ or ‘inter‐agency’ configurations; ‘workforce reform’ seeks to dissolve once‐impermeable professional boundaries; leadership is to be ‘distributed’. This tendency is referred to as the ‘inter’‐regnum in education policy. (This does not mean that we are dealing with an ‘interregnum’ in the sense that we are somehow between modes of governance.) The term ‘regnum’ is used to emphasise that this propensity for the ‘inter’ is asserting itself as a new ‘reigning philosophy’. Examples of the ‘inter’‐regnum are presented from the UK (mainly England), and these are located conceptually within an analysis of hierarchies, markets and networks. Thereafter the cultural, intellectual and economic contexts which allow for the ‘inter’‐regnum to emerge as policy are explored. The ‘inter’‐regnum draws its legitimacy from a number of sources. First, it resonates with the culture of consumerism, and it takes further that earlier market‐based regime of governance which was associated with the new public management. Second, it is functional for the ‘new capitalism’ as a new work order of affinity‐ and solution‐spaces. Third, it has important intellectual supports: that is, in addition to its association with recent marketing theory, it can appeal to emerging theory and research in organisational learning.  相似文献

As the power of tests lies in their uses, language tests that are used to assess immigration eligibility exercise enormous power. Critical Language Testing calls for exposing the power of tests by examining the intentions of introducing tests and their effects on individuals and society, especially from the perspective of test-takers. This case study investigates the rationale for and impact of a particular language-in-migration policy in Australia, drawing on the experiences and perceptions of two skilled migration applicants. One of them was successful and the other unsuccessful, essentially on the ground of their language test results. Insights from the study challenge prevalent discourses about language tests and social integration, employability, economic efficiency, and national security. The article makes some policy recommendations for making the use of language tests more beneficial for immigrants and immigrant-receiving societies in a globalised world that has witnessed unprecedented flows of immigrants.  相似文献

Across the world, children are forced to leave their homes for far-flung destinations. This global phenomenon has particular impact in Europe, where there are now more child refugees than since World War II. Education plays an important role for children with extraordinary experiences seeking to build meaningful lives in their new context. This article offers a new theoretical approach to underpin reforms to educational policy and practice for refugees in schools in resettlement contexts in Europe. The new conceptual framing is grounded in empirical work in England and Sweden, and brings two theories together: ‘participatory parity’ (Fraser) and ‘resumption of an ordinary life’ (Kohli). Kohli’s concepts of ‘safety’, ‘belonging’ and ‘success’ have resonance with practitioners from Sweden and England as they work to meet the needs of their new arrivals. Fraser’s conceptual lenses of redistribution, recognition and representation highlight the barriers to achieving the right to inclusive education for refugee children in each context. The interdependence of both theories shapes a new framework. The theoretical understandings offered in this article have been developed with practitioners and add to the field by offering a robust moral and operational approach to shaping pedagogical principles for policymakers and educators working in resettlement communities.  相似文献

Symbolic of the rise of neoliberal principles in Irish education policy, there is now a move towards advancing school autonomy and decentralizing decision-making to individual schools, possibly emulating the academy model that has become widespread in England. Increasing the freedom and independence of schools may involve using private actors to provide what has traditionally been the service of the state, but it will most definitely involve schools behaving more like private sector organizations. While some of the new powers that would be devolved to schools might seem attractive, especially in how they are presented at an official level, this paper highlights how features of autonomous schools that may initially seem appealing are, in practice, likely to be unsuited to the Irish context. In this regard, this paper advises that school autonomy should not be advanced in Ireland.  相似文献

This paper provides a critical policy analysis and network ethnography of Teach for Bangladesh (TfB). We demonstrate that TfB is a localised version of a global teacher education policy – Teach for All/America (TfAll/A). Santos, Boaventura De Sousa [2002. The Processes of Globalisation. Translated by Sheena Caldmell. Eurozine: Revista Crítica de Ciências Sociais and Eurozine, August, 1–48] has written about the ways some national policies travel globally. He calls these ‘globalised localisms’. When they touch down and are taken up in another national context, he calls this a ‘localised globalism’. We see TfB as a ‘localised globalism’. This paper is focused on documenting and analysing the policy network that has enabled a globalised localism, TfAll/A, to be taken up as a localised globalism in Bangladesh through TfB. We see this as the emergence of network governance in a developing world primary schooling context. The analysis shows how pivotal to TfB is the boundary spanning networking of its founder, who connects the global to the local, the private to the public, and the provision of social services to philanthropy.  相似文献

This paper seeks to examine current policy reforms that situate education as a means of addressing social inclusion. Borrowing from the work of Popkewitz and Lindblad, the paper takes the form of a cross‐disciplinary literature review that informs understanding of the relationship between educational governance and social inclusion/exclusion in policy research in Australia. To do so, the author examines the assumptions, omissions and contradictions in policy direction via two problematics – the engagement problematic and the early intervention and prevention problematic – to emphasise how policy discourse produces ways of thinking about inclusion/exclusion. The author argues that discourses of engagement and intervention and prevention reinscribe each other, acting as a palimpsest which produces notions of the ‘proper’ family and ‘proper’ participation. These notions of propriety ironically exclude particular types of individuals and families by situating them outside of possibilities for ‘success’ in social and systemic participation. Therefore, the author seeks to examine the ‘systems of reason’ that enable these discursively produced notions of propriety to become normalised.  相似文献

The study of how policy processes shape religious education as a curriculum subject, rather than within faith schooling, is relatively unexplored. This paper applies a policy analysis perspective to an important distinction in non-confessional English religious education, which has also been adopted internationally: ‘learning about religion’ and ‘learning from religion’. The changing nature of the distinction in English policy documents from 1994 is examined in the light of three main voices of influence on educational policy: neo-conservatives, neo-liberals and progressives. These changes are also analysed through three policy contexts: influence, text production and practice. Revisions to policy wording are interpreted in the light of this theory, showing the growing significance of neo-liberalism, and the nature of compromise, amendment and ambiguity. The implications for an understanding of the inter-relationship between policy, pedagogy and practice are then considered.  相似文献

Abstract

Background: Early childhood education and care has been an area of significant policy attention, public investment and private market activity in Australia over the past three decades. Australian educationists and policy-makers have looked to international examples for evidence, policy design and institutional models. However, this area is under-researched in Australia, with regard to how these knowledge flows are theorised, and how policy is implemented on the ground.

Purpose: The paper’s purpose was to contribute new Australian-focussed conceptual and empirical insights on the trajectories, development and implementation of evidence-based policy in the field of early childhood education and care.

Sources of evidence: The paper is based on three main sources of evidence: ? the critical literature on policy transfer and policy mobility

? policy statements, reports and planning documents produced by national- and state-level governments

? data from fieldwork analysis of new capital works and programmes in the early childhood field.

Main argument: International research and evidence on the benefits of investment in early learning has had a significant impact on the framing of Australian policy. So too has a move in several countries to align early childhood institutions with schools. However, a dominant paradigm of policy transfer, reliant on pluralist and rationalist frameworks of policy-making, fails to account for the dynamics of policy development and implementation across and within jurisdictions and geographical space. Conceptualising a new alignment in Australia between children’s centres and schools as ‘educare’, this article employs the theoretical lens of policy mobility to account for the circulation and transformation of educare policy in Australian settings. Through an empirical analysis of a new educare centre in the growth corridor of western Melbourne, the article demonstrates the extent to which neoliberal policy settings outside the educational sphere, around public finance, partnership, place and infrastructure provision, influence the implementation of ‘educare’ policy.

Conclusions: The educare discourse in Australia addresses a complex and multiscalar set of policy problems that associate child development with concerns around human capital formation, economic efficiency and productivity, place making and community building, and the role of the public sector in neoliberal democracies. International circuits of knowledge, policy design and institutional models in the educare field have been significant in shaping recent Australian policy, despite well-publicised views expressed in Australia on the disconnection between academic research and policy. The strength of policy mobility as a theoretical lens to assist our understanding of these influences lies in its critique of formalism in policy-making and in its attention to fluidity and transformation. The mobility lens encourages new empirical research that focuses on spatial and institutional dynamics, assisting our reading of on-the-ground developments in Australia’s fastest growing city.  相似文献

The mobility of scientists and the concerns surrounding ‘brain drain’ are not new. Even in the Ptolemic dynasty, the first king set out to attract and influence the movements of scholars to shift the centre of learning from Athens to Alexandria. Yet after all this time, there is still much policy discourse and debate focused on attempting to define, redefine and solve this ancient problem. I argue that the continuing circularity of the debate supports the proposition that the policy issue of brain drain would value from being reconceptualised as a ‘wicked problem’, in order to move policy forward. Drawing upon a historical documentary analysis of the issue from 1990 to 2007 and interviews with current policy‐makers, I propose that reconceptualising this issue will enable actors to collectively and explicitly recognise the fundamental and conflicting perspectives inherent in this social problem that cannot be resolved. This reconceptualisation provides a platform from which policy‐makers can pursue a range of policy responses, attentive to the different perspectives on this issue, rather than spend more time and resources in futilely attempting to achieve a single definitive position and policy response.  相似文献

This paper analyses recent educational reforms on teachers’ work in Sweden following the 2010 Education Act, and up to the School Commission Report released in April 2017. We draw upon key policy texts and associated documents from the Ministry of Education, and the Swedish National Agency for Education (Skolverket). We consider the background to the reforms, their relations with one another and how they have played out in the Swedish educational policy context. We argue that these reforms exhibit features of ‘fast policy’ in terms of how they have taken on an increasingly centralised and neoliberal character, and the rapid-fire way they have been directed at teachers as individuals, rather than broader schooling structures. We show how the fast policy reforms have recentralised schooling and teachers’ work—effectively de-professionalising educators.  相似文献

The integral place of information and communications technology (ICT) in UK lifelong education has been established by a series of technology-based initiatives introduced by the New Labour government since 1997. Initiatives such as the University for Industry, learndirect, People's Network and National Grid for Learning are being implemented as part of a coherent lifelong education policy-agenda fundamentally based upon the use of ICT. Yet, beneath the political enthusiasm for technology-based education, the role of ICT in lifelong learning remains largely unexamined and unproblematized, with many policy-makers and educationalists content to view technology as providing a ‘technical fix’ for many of education's problems. From this background, the present paper provides a critical perspective on the technological foundations of the UK government's lifelong education agenda. In particular, it examines the nature and form of the policies that have been introduced and then contrasts them with the rhetorical claims that are being made by government and other official actors. In this way the paper discusses how such policies continue to be shaped within a restrictive technocratic and determinist discourse of the ‘technical fix’, thus conforming to traditional narratives of society and technology. The paper then goes on to explore how such construction juxtaposes social and economic elements of the policy-drive and threatens, ultimately, to restrict the eventual educational effectiveness of these ‘new’ lifelong learning initiatives.  相似文献

This paper considers Labour's education policy portfolio in two loosely related ways. Firstly, I argue for the need to see the policy continuities between the Conservatives and Labour in an international context and to suggest that in a sense Labour's policies are not specific to Labour at all; they are local manifestations of global policy paradigms. Secondly, I begin to sketch out an argument which suggests that in one key respect Labour's policy thrust is contradictory in its own terms. That is, the over‐riding emphasis on education's role in contributing to economic competitiveness rests on a set of pedagogical strategies the effects of which are actually antithetical to the needs of a ‘high skills’ economy. This contradiction arises in part from an inherited, and ultimately self‐defeating, impoverished view of ‘learning’. Within a context of global reform agendas that promote economic ideologies in education the discourses surrounding ‘school failure’ have shifted from ‘individual risk’ to ‘a nation at‐risk’. Enhancing the quality of schooling through improving educational outcomes and standards for all, and thereby reducing ‘school failure,’ is simultaneously constructed as enhancing both social justice and a nation’s economic advantage in the global marketplace. Within this broader context, this research explores the complexity of issues related to policy for students at educational risk through an analysis of the Education Department of Western Australia’s ‘Making the Difference: Students at Educational Risk Policy.’ This research adopted a theoretical framework of a ‘policy cycle’ (that allowed for an exploration of power relations within the policy process. Primarily, consideration is given to the competing social and economic discourses found within the policy text and subsequent tensions reflected and retracted throughout the policy process from macro (system), to meso (district) and finally to micro levels within the schools and classrooms.  相似文献
