This paper studies the impact of different payment schemes for public library borrowings in Germany. The number of borrowings is directly related to the holdings and the financial means of a library. Per medium fees lower the number of borrowings. However, a fixed fee just reduces the number of users. As this is counterbalanced by an increase in borrowings per user, the net effect on total borrowings is zero or even positive. Offering an alternative to a yearly fee for those who borrow only few media does not change results. From that, we conclude that a fee mainly eliminates nominal users and increases the library's effort. JEL-Classification: H 40, H 52, L 32, Z11  相似文献

Abstract

This study presents experimental findings on the impact of media framing of the 2005 London bombings. A total of 371 American participants were exposed to one of two frames to test their effect on public attitudes towards civil liberties and Muslims, and support for counterterrorism policies. Results show that the “domestic homegrown” frame produces greater increases in fear than the “international” frame. This leads to greater support for restricting civil liberties of Muslims and, under certain circumstances, general feelings of negativity toward Muslims. The study also finds support for the hydraulic effect of framing in that the domestic homegrown frame suppresses party identification in attitude formation.  相似文献

Regression models often reveal a low statistical significance for the quality variables that are used to explain theatrical demand. I posit that opposing opinions on quality are the cause of this. A regression equation is constructed in order to explain demand, with continuous variables for price and volume, and with dummy variables for drama critics, directors-cum-managers, growth in funding by public authorities and repertoire classification. I use detailed data on demand for French theatrical institutions in 1995 and 1996 to test this model. To some extent, the results support the hypothesis that the media reputation of shows, as expressed in the form of drama reviews, and the artistic reputation of directors-cum-managers, which are listed on the programme, havean opposite effect on attendance. Nevertheless, the least squares coefficients show that the most reliable sign of quality remains the reputation of the theatrical institution.  相似文献

ABSTRACT

The Scandinavian telecommunication company Telenor recently introduced the notion of Workfulness by adapting digital detox to the workplace. Workfulness is a management program aimed at technology-intensive companies that rely strongly on digital media. The program encompasses strategies of disconnection for employees, including mobile and email-free work hours and technology-free meetings, in order to enhance focus and efficiency. This article investigates Workfulness as one prominent example of managerial approaches that are based on neuroscientific assumptions about human decision-making. Drawing on textual materials and interviews, the analysis shows that Workfulness manages digital distractions in the workplace by establishing a form of stimulus-control rather than appealing to rational self-control. Workfulness alludes to the necessity of making choices, but it considers unconscious behavior, which is explained with reference to preconscious workings of the brain. The human brain becomes a battleground between rational and impulsive decisions, and it is the disobedient brain that needs to be governed in order to become an efficient employee. We situate the Workfulness program as part of and at the same time extending the biopolitical economy by incorporating advances in neurosciences into modes of governance.  相似文献

This paper concerns the consequences of subsidizing art production. Once a government offers grants and subsidies, artists can decide between public and private funding. A joint model of this choice-situation and the related earnings is derived. The model is tested for the case of visual artists in the Netherlands. The analyses show that subsidizing artists enhances a winner-takes-all tendency for the market at large. Financial success on both the private and the public market appears to be not particularly related to human capital, but to personal characteristics, government recognition and (unobserved) talents.  相似文献

This essay offers an analysis of plastic surgery in Mexico viewed through the lens of Latin American bodily ontology, national aspirations toward modernity and the public health campaign ‘Que la belleza no te cue$te la vida’, beauty shouldn’t co$t your life. Supplementing ethnographic observation with analysis of news media, academic publications and the workings of the public health campaign, I write about the dangers emerging alongside the making of human beauty as something obtainable by all. These are dangers to citizens, to the profession of plastic surgery and to the institution of the Mexican nation-state. In turn, bureaucrats and their surgical colleagues harvest these dangers and the horrors they produce in order to solidify their own legitimacy and the health of cosmetic consumers cum patients-in-waiting. The aesthetics of terror deployed as part of the health campaign seeks to produce a disciplined dismodern public while reifying the legitimacy of the Mexican nation-state and a deleterious medical field. While plastic surgery provides a potential avenue for citizenship and democracy, the Mexican citizen must act responsibly and becomes the site of control because bad medical consumption threatens the country’s move toward modernity.  相似文献

Publishing is central to the academic reward system. Contributorship issues loom large in this context. The need for fairness in authorship decisions is upheld in most collaborations, yet some collaborations are plagued by “nightmare” issues ranging from inappropriate authorship credit to author order issues to exploitation of students and postdocs. This present work analyzes the mechanisms that researchers use for addressing problems in research collaboration and authorship. The data are derived from face-to-face, phone or Skype interviews with 60 university researchers. The extent to which author crediting decisions are explicitly or implicitly communicated and communicated in advance versus in the aftermath of the completion of research are central features in conflict resolution. Explicit approaches are associated with fields characterized by large or infrastructure-intensive projects, whereas implicit approaches often represent unspoken discipline-based norms. Efforts to educate students in how to manage authoring decisions tend to use advance methods. Problems stemming from a difficult researcher’s actions cross these categories. Early communication would seem to be useful for issue resolution, but it is not widely used in part because it can lock-in to an author crediting plan too tightly and reduce flexibility as research directions change.  相似文献

This essay contributes to discussions about Indigenous politics and debates about contemporary democracy. It uses a case study of video art produced by young indigenous people and a community development organisation in the Pilbara, Australia. Those involved in the project use digital media under the auspices of the Big hART Yijala Yala Project to produce an interactive comic series. The essay addresses the following questions: Do contemporary community development projects play a conservatising role serving the interests of a neoliberal polity? Given the long-standing practice of representing modern media as a vehicle for western domination what, if anything, do these projects imply about the political relations between Aboriginal and non-indigenous Australians? Are Indigenous media and cultural work inherently political? What conceptions of the political are at stake in such arguments? We focus on how certain groups of young people use new media, and how their activities are political. The argument is that Indigenous media like these are ‘inherently political’ because they are about efforts to reclaim the images of indigenous peoples for themselves.  相似文献

Program decisions by symphony orchestra management are influenced by various factors. To examine these factors, we create an objective index of the propensity of a symphony orchestra to perform the standard repertoire. We use regression analysis to examine factors that influence programming decisions of 64 US symphony orchestras in 2006–2007, including public and private sources of funding. We find that increased funding from ticket sales, endowments, and local government increases the likelihood that an orchestra will perform nonstandard repertoire. In addition, the results suggest that a symphony orchestra’s music director does not have a significant impact on the degree of program conventionality.  相似文献

This paper examines the promise of science and its role in shaping research policy. The promise of science is characterized by expectations of science, which are embedded in promissory discourses that envision futures made possible through advances in promising science. Through a single case study of the origins of Genome Canada, the research was guided by the question: How did expectations of genomics shape the creation of Genome Canada? A conceptualization of discursive power and expectations of genomics storylines provide the theoretical and analytical basis for an in-depth examination of the ideational effects and material impacts on research policy decisions over three years (1997–2000) that culminated in the creation of Genome Canada. Expectations of genomics storylines functioned in a complex interplay of discursive practices and dynamics among diverse policy actors within a genomics discourse-coalition to produce a range of ideational and material impacts. The expectations of genomics storylines produced powerful genomics subject-positions from which policy actors perceived their interests, identities and preferences and gained agency, which led to various material impacts, such as mobilizing support and funding, coordinating activities and transforming Canada’s research policy framework. With the increasing importance of research policy to a range of broader policy priorities underpinned by expectations that science will resolve societal challenges and contribute to socio-economic benefits, this paper sheds light on how complex research policy decisions are made; it further contributes to understanding the role of promissory discourses in shaping those decisions.

This essay describes the ways that an indigenous aesthetics of the new informs emerging forms of digitally-driven creativity in Aboriginal north Australia. Central is the media art project Christmas Birrimbirr (Christmas Spirit), which began as an ethnographic experiment with digital media and ritual aesthetics. Taken up by Yolngu collaborators as something new and exciting, the project explores uses of video art and more supposedly traditional media to produce ritual in a gallery setting. The imagistic dynamics of the project gave rise to dream visions and ritual innovation resulting in the production of a Christmas unlike anything previously seen in Arnhem Land, or for that matter, anywhere else. The aim of thinking through the idea of newness itself is to get closer to a sense of what the project leader, Paul Gurrumuruwuy, means when he says about our media work: ‘When you make gamununggu (ochre painted sacred design) yuta (new), you make it talk’.  相似文献

How important is it for journalism, media, public relations and communication studies students more generally to acquire literacy in political economy? How possible is it for this to happen while maintaining now established specialized communication, journalism, media, public relations degrees or at least professional strands within communication degrees? A recent media campaign in Australia over a proposed mining tax throws into relief communication professionals' need for literacy in the orientations and positions of political economy. A recently implemented course gives some indicators of what can be achieved in this area. The article is thus about the spread and purchase of a culturally informed political economy rather than knotty questions within it. The article, first, sets out in brief key aspects of the media campaign in question and one journalist's reflection on the challenges it posed. It discusses what might be involved in equipping students with how to meet those challenges, placing this in the wider context of a course that introduces communication students to a non-reductionist, interdisciplinary political economy.  相似文献

In 1990, the Act governing theUnited States' National Endowment for the Arts wasamended requiring the Chairperson to ensure thatjudges of grant applications should take intoconsideration ``general standards of decency andrespect for the diverse beliefs and values of theAmerican public'. This provision has been widelydebated, and was challenged on the basis of whether itviolated the right of freedom of expression. But arecent decision by the U.S. Supreme Court found theprovision to be constitutional. This paper examinesrationales that have been put forward by philosophicalliberals, economists, and communitarians in support ofpublic funding of the arts. It finds that for each ofthese rationales the decency-and-respect provision onfunding is justifiable. The paper concludes with aspeculative discussion of the economics of the``artworld'.  相似文献

Utilizing a political economic framework, this study investigates the development and expansion of independent media in Afghanistan, focusing on one of the largest private media companies in the country, Moby Group. The company's approach to producing media is tied to its complex location as a translocal/transnational media entity. The company serves a unique population and navigates complex relationships locally and globally (operating in an emerging democratic state negotiating neoliberal market imperatives). This paper argues American-backed development of state-independent media and the rise of private companies such as Moby Group are part of larger geopolitical practices that further U.S. interests and the neoliberal agenda globally.  相似文献

Organic binding media found in paintings exhibit characteristic fluorescence properties that strictly correlate with their chemical composition and may vary as a function of the ageing time. The aim of this work was to investigate the capability of microspectrofluorometry to distinguish between different binders. Linseed oil and protein-based media, deposited as thin films on microscope glass slides both in the presence and in the absence of inorganic pigments, were examined before and after artificial photo-ageing. Cross-sections of some paint layers were also examined. The article points out that microspectrofluorometry coupled with deconvolution analysis can be a useful tool for distinguishing between oil- and protein-based media. The curve-fitting analysis furnished a fine characterization of each binder/pigment combination, and highlighted the small spectral differences between their fluorescence signals.  相似文献

This study examines news coverage of an assault upon an interracial couple that happened in Taiwan in 2015. Using narrative analysis from a social identity perspective, the study notes that Taiwanese news media suppressed gender salience in their coverage of this incident to construct a favorable Taiwanese identity; nevertheless, this strategy was performed at the price of reducing the urgency to combat sexism at a societal level. International news media framed the same event as a case of both racism and sexism; however, racism was given different symbolic meanings by different media, with each international news press conceptualizing racism in a way that met its local audience’s identity needs. In addition, both Taiwanese and international news organizations employed several social identity strategies in their news coverage to negotiate desirable international relations. These findings reveal that news media function as agents of international communication in today’s age of globalization.  相似文献

InMaking the Mummies Dance, Thomas Hoving, former director of the Metropolitan Museum of Art, articulates a blistering defense of his, admittedly minority, view; namely, that trading directly with dealers when selling deaccessioned works of art or adding to museum collections is preferable to buying and selling in the open auction market (Hoving, 1992). Hoving has been severely criticized for his trades during his tenure at the Metropolitan, as well as for his assessment of the market for fine arts, which runs counter to the prevailing views held by many American public officials, professional art critics and museum boards. We shall present a theoretical model in support of Hoving's argument that trades made at auctions may not serve the public interest. We shall also statistically investigate the stochastic processes which characterize the tertiary art market.  相似文献

Public values failure occurs when the market and the public sector fail to provide goods and services required to achieve the core values of society such as equity (Bozeman 2007). That public policy for emerging health technologies should address intrinsic societal values such as equity is not a novel concept. However, the ways that the public values discourse of stakeholders is structured is less clear and rarely studied through the lens of public interests. This is especially true in the health sciences discourse. Using the public value mapping (PVM) model I present a case study of the intrinsic value of equity in nanomedicine for cancer and the imperatives for translational research, an instrumental value to achieve equity. After reviewing and coding nearly 700 value statements from several hundred public documents, I find that that the discourse on values varies between documents that address basic research and documents that address the application of the knowledge produced in basic research, with some especially notable disconnections. This paper demonstrates the importance of further refinement of methods for testing the PVM framework if the societal goal is to improve consistency of the public value discussion by those involved in developing and applying new technologies. The paper also demonstrates the value of a PVM approach for complex science policy analysis, especially for emerging technologies like nanomedicine.  相似文献

This study explores the intersection of culture, new media, and social context—an essential component of intercultural new media studies—by investigating the social uses of smartphones, tablets, and laptops in university classrooms in Denmark and the US. American and Danish university students differed significantly in (1) frequency of new media use, (2) preferred classroom policies regulating use, (3) perceived impact of use on learning, attention, and student participation, and (4) preferred instructor strategies for handling distracting uses. Danes and Americans also differed significantly in authority values that are linked to students' new media use in the classroom.  相似文献
